DESCRIPTION

LOS ANGELES EDUCATION PARTNERSHIP
Founded in 1984, LAEP is a nonprofit organization that improves schools in high-poverty neighborhoods of Los Angeles. An innovative leader in school reform, LAEP is known for proven, effective programs and responsive collaboration in two areas. Transform Schools initiatives expand the capacity of educators, students, and community to share responsibility for producing college- and career-ready graduates as well as sustainable
change. Early Childhood initiatives promote healthy development for young children and build parents’ capacity to prepare children for success in school.
TRANSFORM SCHOOLS INITIATIVES
LAEP Partner Schools are mission-driven schools with grassroots teacher leadership aimed at ensuring all students graduate college- and career-ready. They share LAEP’s school transformation model, which consists of six core elements: high-quality instruction; teacher leadership and collaboration; college and career preparedness; parents as partners; youth empowerment; and educational equity. Currently, there are 25 career-themed partner schools on 11 LAUSD campuses with 13,800 students in grades 6-12. LAEP’s model reflects an understanding of what works in urban schools, which has evolved over 30 yearsof innovation.
LAEP’s Network Initiative grows out of our history of organizing and facilitating teacher, parent and community networks to support schools. Teacher-leaders are brought together from LAEP’s partner schools; schools that implement LAEP’s instructional strategies; and other LAUSD schools that want to adopt LAEP’s school-transformation strategies. The Network Initiative currently impacts 39 small schools and small learning communities with 840 teachers, affecting 19,300 students While initially retaining its focus on LAEP’s core elements of high-quality instruction as well as teacher leadership and collaboration, the Network Initiative will eventually expand to other core elements. It is LAEP’s main vehicle for teachers training other teachers and includes opportunities for shared professional development and building teacher leadership capacity throughout LAUSD.
EARLY CHILDHOOD INITIATIVES
In the northeast San Fernando Valley and South L.A., LAEP Early Childhood initiatives promote healthy development of young children and build parents’ capacity to prepare their children for success in school. More than 600 children ages 0 to 5 and parents participate annually. LAEP’s holistic approach eliminates barriers to success and teaches parents to be their child’s first teacher. Consistently, children meet or exceed developmental benchmarks and parents increase their engagement in early learning activities with their child.

David Abel, Co-Founder, LAEP: In 1983, when A Nation at Risk was published, David Abel, a former Robert Kennedy Fellow, Harvard Graduate School of Education doctoral student, and Coro director, challenged Peggy Funkhouser to do something. The result was LAEP, founded in 1984 to help reform Los Angeles public schools. Over the years, David has invested time and resources to improve educational opportunity and excellence through LAEP’s school reform programs and supporting the overall concept of schools as centers of
neighborhoods. After having served on LAUSD’s School Bond Oversight Committee, he formed New Schools Better Neighborhoods, which advocates public schools as vital community centers that offer integrated services for families and neighborhoods. Professionally, David is President and CEO of ABL Inc., a California-based public policy consulting firm that publishes The Planning Report (Southern California land-use issues); VerdeXchange (clean and green technology and energy news); and Metro Investment Report (public infrastructure). A lecturer on regionalism at UC San Diego, David also sits on the boards of New Village Charter High School and Community Conservation Solutions. He currently serves on the governing board of the L.A. County Economic Development Corporation; and, formerly chaired the L.A. County Citizens’ Economy & Efficiency Commission. David has published articles on education in the Harvard Educational Review and many other publications.
Peggy Funkhouser, Co-Founder, LAEP: As a co-founder of LAEP with David Abel, and now the retired President & CEO of the organization, Peggy Funkhouser has focused much of her life on improving education in Los Angeles public schools. Under her leadership, LAEP raised and invested more than $120 million in educational innovation, primarily in the Los Angeles Unified School District. LAEP’s change-oriented initiatives have transformed classrooms and communities’ interactions with their schools. Under her direction, LAEP initiated
the interdisciplinary Humanitas instructional model, led development of the federally funded Urban Learning Centers school design, started Los Angeles’ first collaborative teacher networks in math and science, and launched numerous parent-engagement and early childhood strategies. Active in other efforts to improve the quality of public education and civic life, Peggy has been a chair or member of the boards of Project GRAD Los Angeles, Project GRAD USA, Cotsen Foundation for the Art of Teaching, Public Education Network, Coro Southern California, and the national Coro organization.
LAEP is proud to celebrate Helen Bernstein’s legacy of leadership this year by honoring teacher Terri Ann Sullivan who demonstrates her commitment as a passionate student advocate, leader, and reformer.
The Helen Bernstein Award for Teacher Leadership honors an educator who manifests extraordinary leadership at the school site, in the community, and in the field of education.
Proudly supported by the Los Angeles Dodgers Foundation in 2013, LAEP’s inaugural recipient is Terri Ann Sullivan, a teacher at the newly formed Academy of Medical Arts (AMA) at Carson High School.
Terri Ann teaches Honors and Regular English 10 A/B; Honors American Literature and Contemporary Composition in 11th grade, and Advanced Placement English Literature for seniors. She is proud of the fact that 100% of the 10th graders who sat for the California High School Exit Exam in Spring 2012 passed. This is a testament to her dedication to the teaching process, to her belief that each student can be successful, and her focus on rigor in the classroom. For six years, she also taught Drama and produced/directed two to three stage productions per year, including musicals. Drama was cut as a class, but she continued to advise the Drama Club and put on theater productions for the school during the 2011-2012 school year. She teaches Speech, Health Careers Seminar, and Yearbook as electives.
As the Coordinator and Lead Teacher of AMA preparing students for health science and medical careers, Terri Ann works to enable them to become ready for the rigors of college. She is the Advisor of the Health Occupation Students of America (HOSA) chapter at Carson. The Carson HOSA chapter is in its fourth year has over 125 student members each year. The HOSA students participate on the regional, state and national level.
Terri Ann attended Marist College, where she earned her B.A. and went on to be a journalist. After moving to California and having two daughters, she received her teaching credential and M.A. from CSUDH.
2013 RECIPIENTHELEN BERNSTEIN AWARD FOR TEACHER LEADERSHIP
Helen Bernstein was renowned for her support of teachers, advocacy for student success, and belief in decentralized administration. That is among the many reasons why LAEP named the Helen Bernstein Award for Teacher Leadership in her honor. Celebrating Helen’s finest attributes, this award recognizes a nominated teacher who exhibits the following:

A major force, Helen Bernstein was among those leaders who helped shape the local and national
school-reform movement beginning in the 1960s. By the mid-1990s, she was a recognized and respected leader both in Los Angeles and across the nation. As president of United Teachers Los Angeles and later as Mayor Riordan’s first education advisor, she was known for her strong negotiation skills and for being a powerful, intelligent, gutsy and passionate supporter of teachers and students. One of Helen’s greatest achievements was engaging in the leadership of LEARN, an innovative organization that brought parents, teachers, administrators and the business world together for the benefit of
the students of Los Angeles. LEARN aimed to empower parents to have a voice in running their children’s schools and to give teachers more input in their classrooms and schools. Helen’s other major achievement was co-founding the Teacher Union Reform Network, which engages a nationwide group of teacher leaders to resolve and prevent adversarial relationships between teachers and administrators. Helen’s efforts to improve education still influence the Los Angeles Unified School District almost 20 years after her passing.
Tributes shared after her untimely death in 1997 describe her as a visionary leader committed to teacher excellence and student achievement. She was praised as someone whose brave and caring leadership style unleashed those qualities in others, influencing their own work as educators.
