31 Motion Ojo/IPCSD Motion to encourage industry participations, IPCC would like to request funding to sponsor industrial speakers in the tutorial and in special
session in ECCE 2013. 3 industrial speakers in the IPCC-sponsored matrix converter tutorial. 6 industrial speakers in the IPCC-sponsored special session of high power converters. IPCC sponsor these sessions by covering speakers’ registration fee (USD 650 per person for PELS or IAS members). Total of USD 5850 is needed. Motion withdrawn – needs to be funded through conference budget

Motion to approve technical co-sponsorship of the 2014 PEMC conference to be held 17-19 September 2014 in Antalya, Turkey. Background: PELS has denied technical co-sponsorship. The organizers plan to contact IES. IEE-Japan and the Korean Institute of Power Electronics are listed as co-sponsors on the conference website. Unanimously approved

Motion to approve technical co-sponsorship of the 2013 IEEE SmartGridComm to be held 21-24 October 2013 in Vancouver, British Columbia, Canada. Background: In addition to the IAS, the following societies will be contacted for technical co-sponsorship: Computer, Control Systems, and Power and Energy Motion failed (7 for, 8 against, 1 abstention, 3 non-voting)

Dept. co-sponsorship of the 2013 Petroleum and Chemical Industry Conference – Mexico to be held 24-26 July 2013 in Mexico City, Mexico pending approval of an MOU by all sponsors. Background: The financial sponsors of this meeting are Region 9 (20%), IAS Chapter Morelos Section (50%), IEEE Morelos Section (20%), and Instituto Tecnologico de Iguala (10%). At the request of the PCIC leadership, the MOU will contain the standard IAS 20% limit on the number of presented papers which are eligible for review for the IAS Transactions and Magazine. 202 EC Motion Oertli/ECC I move that the Board approve the cost of $249 to develop an iPhone and Android Application for the conference. This Application would be developed using the KitApps.com third party software. The App would provide attendees access to conference maps, schedules, supporters, speakers, and other important information.

Motion to approve a conference loan of $12,000 CDN for the 2014 Electrical Safety, Technical & Mega-Project Workshop to be held 3-5 March 2014 in Calgary, Alberta, Canada. Background: The budget has been reviewed and approved
as it meets the 20% surplus requirement. Both the IEEE Canada Southern and Northern Alberta Sections are supplying a loan of $3,000 CDN.

Motion to approve technical co-sponsorship of the 2014 IET 7th International Conference on Power Electronics, Machines & Drives (PEMD) and PEMD to be held 08-Apr-2014 to 10-Apr-2014, in Manchester, United Kingdom.
Background: This conference is held in even years, and the IAS has been a technical co-sponsor since 2006. PELS and IES are also technical co-sponsors. The MOU was developed using the new conference system and does not contain the standard IAS limit on the number of papers eligible for review. For the previous conferences, the MOU has contained this limit. However, the list of papers eligible for review has never been forwarded to the IAS meetings Department Chair.

Motion to approve technical co-sponsorship of the 2014 International Conference on Intelligent Green Building and Smart Grid (IGBSG) to be held 23-25 April 2014 in Taipei, Taiwan. Background: The sole financial sponsor for this conference is National Taiwan University of Science and Technology – NTUST. Other technical co-sponsors are the IEEE Taipei Section, IAS Taipei Chapter and PELS/IE Joint Taipei Chapter. An MOU has already been signed between these sponsors. If the IAS
Executive Board approves IAS technical co-sponsorship, an addendum to the MOU will be prepared.

Motion to approve 100% financial sponsorship of the 2014 IEEE International Symposium on Sensorless Control for Electrical Drives to be held 17-18 May 2014 in Hiroshima, Japan. Background: The IAS is 100% financial sponsor for this meeting in even years, with PELS being a technical co-sponsor. The Industrial Power Conversion Systems Department and the Industrial Drives Committee have approved this venue. The conference contact person is Prof. Takashi Kosaka, Nagoya Institute of Technology.

Motion to approve technical co-sponsorship of the Workshop on Power Electronics and Power Quality Applications to be held 6-7 July 2013 in Bogota, Colombia pending approval of an MOU. Background: The next meeting of the IAS Executive Board will be held in conjunction with this conference organized by the local IAS student. Because of the unknown quality of this conference, it is the recommendation of the Meetings Department that papers from this conference not be eligible for the IAS Magazine or Transactions.
208 OD Motion Nelms/Meetings Motion to approve technical co-sponsorship of the 2013 International Conference on Renewable Energy Research and Applications to be held
20 – 23 October 2013 in Madrid, Spain pending approval of an MOU by all parties. Background: The IAS was technical co-sponsor of this conference in 2012. PELS and IES are also being asked to be technical co-sponsors. The sole financial sponsor is the International Journal of Renewable Energy Research. The proposed MOU will not contain the standard IAS paper limit. Only 8 papers from the 2012 conference were referred for review for publication in the IAS Transactions or Magazine. A conference author may submit their paper to one of four journals.
209 OD Motion Rubaai/Publications Motion
The Publications Department forwards a motion to increase the 2013/2014 page budgets to at least 50 papers per issue for IAS Transactions.
Background
The allotted page budget for the year amounts to about 35 papers per issue which exceeds the number of approved papers that the EiC has already received. In addition, the EiC is now receiving additional approved papers at an increased rate that ensures that he is not even able to keep up with the influx. Hence, the Publications Department is proposing that the page budget be increased to at least 50 papers per issue for the rest of the year. We suspect that this will also have to be maintained into 2014. This
will require the Board's approval since it will affect budget to finance the production of the additional pages, but in the long run results in additional income to the Society.

• Speakers may be invited with travel costs covered
• Locations TBD but in easily accessible (major airports) locations
• Topics broadly include generation, storage, distribution, and utilization

Background:
• These documents have already been accepted and approved by the IEEE SA Audit Committee (March 2013)
• All IAS TCs except PCIC have the same P&P; PCIC developed and submitted their own P&P
• Cement, Electric
Machines, Energy Systems, Power System Protection, Power System Engineering, and Technical Books Coordinating committees (plus PCIC)

• IAS was formed in 1965, two years after the creation of IEEE
• But, many of its committees have a much longer history
• Two committees were formed before 1910 • 14 of the original 23 committees still exist, some are
new – Transportation, Safety
• 2,609 members in 1965, 9,668 now Field of interest is the application of
electrical engineering to industry.
IAS Mission • ...the advancement of the theory and practice of electrical and
electronic engineering in the development, design, manufacture and application of electrical systems, apparatus, devices and controls to the processes and equipment of industry and commerce;
• the promotion of safe, reliable and economical installations; • industry leadership in energy conservation and environmental health

A Century Ago: • DC had limited top voltage • AC replaced DC with high voltage & long transmission • AC/DC and DC/AC conversion was not easy Half a Century Ago: • Solid state devices made AC/DC and DC/AC easier • Devices reached high voltage and current levels
Status Today
• Escalating use of DC • Wide variations in design and practice • Many semi-independent contenders • Limited communication, coordination • Lack of clearly established practices,
standards • Scattered research, papers
ICPS Considerations
• Primary power sources will be AC • Use of DC will be driven by economics
• Lower capital cost • Smaller footprint • Energy savings
• Conversion to DC usually at customer’s site

• Guidelines for AC not directly applicable for DC

Blake Lloyd and I have held several conference calls with the CIC committee to discuss the Portland Cement
Associations desire to take 100% financial control of the jointly cosponsored IEEE-IAS/ PCA CIC conference. The CIC is not
in favor of the split, however realize if a split occurs, lower attendance at a IEEE IAS CIC conference would occur. Blake and I
reiterated our commitment to the committee and would provide support to re-establish the IEEE IAS CIC committee and
conference. Both Blake and I will be in attendance at the IEEE-IAS / PCA CIC 2013 Conference.
Petroleum and Chemical Industry Committee
The IAS-PCIC is concerned over PCIC Europe holding conferences outside of Europe, primarily in the Middle East.
Present MOU between IAS and PCIC Europe is for conference held in Europe only. IAS supports the PCIC to work with the
local IAS Chapters in the Middle East to hold a IEEE – IAS PCIC Middle East conference and to finds ways to cooperate and
work with PCIC Europe.

Travel: PEDIS – India Attended meeting with Tomy and Peter. Steering committee formed for future meetings. Can’t seem to find my trip report which was sent to Executive. Inauguration ceremony of Student Branch Chapter was part of the event. Very high level of activity in India.
PCIC Interim Meeting Attended PCIC Interim meeting primarily to try and continue dialog about franchising PCIC and ESW around the world (Mexico, Brazil, Middle East). PCIC continues to thrive. They hold their interim meeting in the location of the upcoming meeting. They are getting to be a size that in future years conferences they are planning hotel / conference center type approach. ISGT Attended the technically co-sponsored ISGT (Innovative Smart Grid Technology) in Washington. PES leading the show here, with 4 ISGT’s planned this year including Sweden, Brazil, and Asia. IAS, PELS, and even DEIS are technical co-sponsors. Saifur Rhman from Virginia Tech was general chair. This is a IEEE NIC that is almost over (3 year term) and PES has been keeping active driving conferences, a special magazine issue, etc. Some NIC lessons – get involved early if you want a financial stake in conferences, standards, webinars, etc if it’s in our domain. Over 500 attendees from 32 countries. They did a lot of panels (30), a bunch of parallel paper tracks and a large reception/poster session. Several invited keynotes, large presence of DOE – it seems a lot of utilities and vendors came to get here what DOE is doing with their $7B in

funding (and to grab their piece of the pie). Some big vendors like S&C, Alstom, NEC involved financially. The IEEE TV guys were there in force filming the whole event – likely we should link to the result Clifton. They had a couple of sessions on Electric Vehicle Applications and Micro-grid applications. They set up a cool on-line apple/android app which allows you to schedule what you want to attend at the conference with reminders to your phone – would be good in a place with a lot of parallel sessions and a lot going on. Technically I think Smart Grid is not that smart. A lot of people are using the words “Grid Revitalization” – not as sexy but more like reality. Everyone seems to be tackling parts that make sense for them – but if it was not for the huge government funding I am not sure how much would be getting done. It seems things like smart meters everyone is into, but they still haven’t figured out what the grid will look like in 2030. Next year’s USA version of ISGT will again be in Washington. Not sure how many others they will run – a few years ago they had 6 in the year, but this year just 4. TAB – New President Training and Presidents Forum This was my first TAB as President and was extended to cover items that were not handled in the phone TAB last November in NJ due to Sandy. A day and a half was dedicated to “training” for new Presidents – who is what and where in the iEEE. I came away with some improved knowledge but probably just as many holes. Anyway, it was a good thing for IEEE to do. The rest of TAB is a huge information dump. Basically 3 days of power points – some of interest, many of no interest. During the meeting I sent what I felt was relevant topics/presentations to those on our board rather than collecting it up in this trip report and repeating the information overload of TAB with everyone else. A couple of the highlights:
• Open access seems to be ok with most – but the new OA mega-journal drew a lot of hate – initial invited paper not meet goal of what they are trying to attract – sexy fast moving new tech – invited papers were ones that fit in Society journals. If you are a member of a Society you get 15% off $1375 discount on an OA paper.
• I nominated myself to be a member of TAB periodicals committee and was voted in – I suspect because they only had the minimum of candidates since I have no redeeming abilities or knowledge in this area. Publications are one of the 3 income pillars of IEEE so I thought I should learn (will try and do Conferences and Standards some other times). I think it is a 2 year term and they meet at TAB or electronically.

• Budgets and IEEE surplus expenses were a hot button – the TAB presidents feel that IEEE makes the money on the back of Volunteers, then IEEE spends it and put restraints. An hour long discussion with no end on this – just lots of hate.
• Bob Hebner (new TAB VP) is going to be a good guy. He came up thru the ranks (in DEIS) and very much seems to have Societies interests at heart.
• Sister societies dinner went ok, still some rubs there and I can see the need for transparency.
• Transportation NIC – met with those running this (Bruno is our Liaison) to keep our ore in. They would like us to fund DL’s to go to do Webinars – I said yes. Want to know if we want in on a Transactions/Journal they are considering starting – PES also said yes ($).
Had early breakfast with our Division II director (Jerry Hudgins). He will likely attend one of our Board meetings – he is the liaison between the society and the Board of directors. As it is his first meeting nothing much to relate. South America – CMD membership Drive Just returned last night – will update my report with the details of a very successful trip in South America with Peter Magyar. In the last month of my tenure as president, I approved the formation of the following chapters or chapter
branches:
• University of Wollongong Industry Applications Society Student Branch Chapter in the New
South Wales Section, Australia (12/03/2012).
• Thadomal Shahani Engineering College Industry Applications Society Student Branch Chapter in
the Bombay Section (12/05/2012).
• Instituto Tecnologico Superior de Coatzacoalcos Industry Applications Society Student Branch
Chapter in the Veracruz Section (12/14/2012).
Nominating committee update:
Candidates for 2014 IAS Executive Board:
- A call for nominees was sent to the IAS e-mail list on January 18, 2013. As of March 3, the total
number of people who expressed an interest was 24.
- The schedule for selecting the finalists is:
o March 11 - The IAS nominating committee will review the candidates.
o July 7 - The nominating committee will approve a list of candidates. The list will have
candidates for Member-at-Large, Treasurer, Chairs of two Operating Departments: Meetings
and Chapters & Membership Departments, and Chairs of two Technical departments: IPCSD
and MSDAD.
o July 8 - The IAS board will approve a slate of candidates for 2014 openings.
o The 2014-2015 Treasurer, Members-at-Large, and Technical Department Chairs will be
chosen by a vote of the IAS Council in September. The council members will be provided with
biographies of the candidates to help them choose.
- The Operating Department chairs will be selected by the IAS President.
Transportation activities:
I was asked by President Lloyd to represent IAS with the IEEE New Initiative Committee on
Transportation Electrification (NIC-TE). President Lloyd also appointed me on the steering committee
for the new Electrification Magazine. A summary of recent activities and news in this area was
forwarded to the Meetings and Publications chairs, and is included here in an Appendix.

Report to the IAS Board concerning transportation issues.
Conference updates:
Planning for ITEC Asia is going well, with the MOU now signed by all 3 IEEE sponsoring societies.
The NIC-TE is now planning a conference, IEVC, for Europe in 2014 (in Munich). Such plans may well
overlap with projects for an ITEC Europe. Plans for ITEC Europe so far are limited to an event to take
place at the same time as ITEC North America, with possibly some video feed between the two. ITEC
Europe planners also want to take into account the EVS (Electric Vehicle Symposium) series, which is a
good idea but may slow progress.
The VTS society, along with the NIC-TE, is planning a conference for the Fall of ’13 in California, VEC/IEVC
(Vehicle Electrification Conference) which will cover many subjects which are not within IAS’ scope (eg.,
communication); however, electric powertrain may be included.
A positive outcome from the NIC-TE is that starting this year, IEEE will be a technical co-sponsor of the
SAE World Congress, with more such collaboration expected with SAE.
In conclusion, there are many positive developments in this area, but perhaps not always the desirable
level of coordination.
Publication updates:
Electrification Magazine: The steering committee meets regularly via teleconference. The first issue is
planned for later this year. The first EIC is Saifur Rahman (PES), with Iqbal Husain (IAS) to follow soon.
The Magazine is planned around 5 subjects, Electric Vehicles, Electric Ships, Electric Trains, Electric
Planes, and Remote area Micro-Grids. There will be an Associate Editor for each topic. Iqbal will take
care of the EV subject. Other Associate editors are presently being identified. Bulent Sarlioglu
(IAS/PELS) is a candidate for Aerospace.
The NIC-TE has developed a web portal on the subject of electrification, and is preparing a newsletter.
There are discussions of a new Transactions on Transportation Electrification. These discussions are at
an early stage, and started with the NIC-TE. Consequently, IAS, PELS, and PES may have to take an
initiative in this area sooner rather than later. Ali Emadi (who started ITEC) is following this closely and
may be leading that effort.
Standards and Education:
The NIC-TE is taking some initiatives in these two areas. Concerning standards, the NIC-TE effort is led
by Paul Bishop (IAS/PES) So far the work has consisted of surveying needs. The first subject to develop
further may be around wireless charging of vehicles.
Concerning education, there are talks of developing IEEE webinars, short courses, etc, and this
information has been communicated to the IAS Transportation Systems Committee for their perusal.

creating different reports from ScholarOne for their respective committees (Example: creating a report on papers accepted, rejected or returned to authors during specific search periods) .

Attract new members (especially young people) by giving travel awards to students and first time members submitting paper(s) to IAS annual meeting for the first time. Budget proposal: $1500 ($1000 for two students awards and $500 for first time member award).
Avoid creating tutorial sections which clash with Sunday tours during annual meetings.

12 March 2013 To: Lynda Bernstein, IEEE IAS Administrator Subject: Education Department 2013, 1st Quarter Report Committee Reports: Asynchronous Education Committee Electric Machine Theory and Design Tutorial
As reported in the Q4 Education Department Report, there is a plan to offer a series of tutorials on Electric Machine Theory and Design by Professor Tim Miller. Dr. Miller is the winner of the 2008 Tesla Award and is the founder of the SPEED Laboratory and author of the SPEED software for electric machine design. These tutorials would likely be sponsored by PES, IAS, and PELS.
Two options for recording were discussed: IEEE.tv and eLearning. After discussing these options with Dr. Miller, it was determined that eLearning would be the better option. Plans are proceeding along that path. Conference Education Committee Power System Fundamentals Tutorial
A Power System Fundamentals tutorial is being planned for August 2013 in Denver. The first offering will be a two-day tutorial with plans to extend it to a three- or four-day tutorial. (Topics are listed in 1012 Q4 Report.) 2013 IAS Annual Meeting Tutorials

Student Competition Committee IEEE IAS Myron Zucker Undergraduate Student Design Contest
To increase participation of U.S. schools in the Zucker Design Contest, email messages promoting the contest have been sent to 90 senior design instructors, Directors of Undergraduate Studies, or Directors of Senior Design, with plans to send the promotion to at least 30 additional schools.
Zucker Travel Program
The on-line Zucker Travel Program application has been updated and posted. Zucker Planning Committee Members of the Executive Board met with Karen Galuchie, Director, IEEE Foundation Operations, on 03 December 2012 to discuss allowable uses of the Zucker Funds. Below are two slides from her presentation that summarize the position of the IEEE Foundation with respect to allowable expenses for the Zucker Funds.
Note that the Myron Zucker Student Fund is F#1316 and the Myron Zucker IEEE-IAS Student-Faculty Grant Program Fund is F#1317.

Preliminary report Change in IAS Conference Analyst Teresa Sacks was the IAS Conference Analyst for the past couple of years. She was recently reassigned to other duties. Erin Lyman is the new IAS Conference Analyst. Penalty Fees The IAS paid the penalty fees shown below in January 2013.
2012 IEEE IAS Annual Meeting The $20,000 conference loan has been repaid. The surplus from the conference will be on the order of $30,000. 2013 IEEE IAS Annual Meeting The contract for conference management with Courtesy Associates was finally signed by the IEEE on 26 February 2013. Site selection for the 2014 meeting was initiated with the signing of the contract. ITEC 2014 Asia This conference is scheduled to be held 15 – 22 September 2014 in Beijing, China. An MOU has been developed and signed by the IAS, PELS, and PES. The financial sponsorship breakdown is as follows: IAS – 36%, PELS – 12%, and PES – 12%. The Beijing Institute of Technology has a 40% financial share of the conference. The MOU has been sent to representatives of this institute for their review and approval. SLED 2014 SLED is the IEEE International Symposium on Sensorless Control for Electrical Drives. The IAS is a 100% financial sponsor of this meeting in even years, with PELS being a technical co-sponsor. In odd years, the roles of PELS and IAS are reversed. The Industrial Power Conversion Systems Department and the Industrial Drives Committee have approved a venue. This conference will be held 17 - 18 May 2014 in Hiroshima, Japan. The conference contact person is Prof. Takashi Kosaka, Nagoya Institute of Technology. Conference organizers are currently working to register the conference with the IEEE. PCIC Brazil 2014 Discussions have been held with conference representatives for the IAS to be a technical co-sponsor of this event for 2014. The representatives are working on a conference venue and dates. PCIC Mexico 2013 Conference organizers registered the conference with the IEEE. An MOU for IAS technical co-sponsorship is under development. Respectfully submitted,

IAS Transactions Update
• The March/April 2013 issue of the IAS Transactions has been filled with 41 papers;
40 new papers and one that was delayed from the January/February 2013 issue.
All were delivered to IEEE Publications via export through ScholarOne
Manuscripts before the manuscript due date of February 12th.
• The issue also contains the annual recognition of the papers reviewers for the
Transactions and Magazine for those who have contributed their time and efforts
to this activity in 2012.
• The current page budget allows for 40 papers per issue for January/February and
March/ April while keeping the remainder of the year’s issues at 50 papers per
issue.
IAS Transactions Update (Cont.)
• A backlog of 150 papers, an increase of 34 over that of EiC’s last report, means
that all of the issues are filled through the end of the year.
• The EiC has been receiving 5-6 additional approved papers each week compared
with only 2 or 3 per week throughout most of last year (not counting the special
issue papers).
• The approved page budget does not even allow the EiC to keep up with the inflow
of papers. Therefore, although the proposed page budget in October appeared
reasonable at the time, it is obvious that the EiC cannot reduce his backlog under
the current page budget and will have to request additional pages.
• The EiC is proposing 50 papers per issue until the backlog is eliminated.
IA Magazine Update
• The Jan/Feb and Mar/April 2013 issues were mailed on schedule. The May/June
issue production is on target for mailing mid-April. Development of the
July/August issue is on schedule.
• There are no other outstanding issues or concerns with IA Magazine at this time.

March 11, 2013 To: Blake Lloyd, IAS President Subject: Standards Department 1st Quarter Report The following summarizes the activities and issues that have occurred/arisen since December 2012: 1. The DC Task Team in I&CPS has completed its work and will present a summary paper at the 2013 I&CPS Conference (May 2013). This paper will summarize the issues associated with standardization needs and opportunities related to DC electrical systems. The next steps are not clear at this time. 2. I attended the March meeting of the IEEE Standards Association Standards Board (SASB) in Piscataway where I participated in the RevCom and Standards Board meetings. Some initial outputs from the re-organized Color Books were approved as standards, but much work remains to be done to replace the entire Color Book series. The next meeting of these committees will be in Brussels (Belgium) in June 2013. 3. The Audit Committee of the SASB accepted the Policies and Procedures documents for all Technical Committees of IAS that are involved in standards development. All IAS committees except PCIC are covered under a blanket P&P document; PCIC developed and submitted their own document. I requested that these approved documents be given to me in their final form so that they could be formally approved by the Executive Board, but these documents have not yet been provided. I anticipate a formal motion to accept/approve these P&P documents at an Executive Board meeting as soon as they are available. 4. There is a potential governance issue regarding the relationship between the Technical Committees, the Society, and the IEEE SA. At this time, IEEE SA recognizes the committees, but not the Society. As such, the Society has no formal role or position in standards development other than as a facilitator. The Executive Board should consider this matter to insure everyone is aware of an accepting of this situation. We can consider possible changes if that is the wish of the Executive Board.
