Where requested in European law, ESMA undertakes the supervi- sion of certain entities with pan-European reach, such as Credit Rating Agencies. Finally, ESMA also con- tributes to the financial stability of the European Union, in the short, medium and long-term, through its contribution to the work of the European Systemic Risk Board, which identifies potential risks to the fi- nancial system and provides advice to diminish possible threats to the financial stability of the Union. ESMA is also responsible for coordinating actions of securities supervisors or adopting emergency measures when a crisis situation arises.  WE LOOK FOR: Qualifications and experience required

ESMA is seeking a temporary agent (TA) that will contribute to ESMA’s work in the IT Department.

Under the responsibility of the Head of Operations, and jointly with other colleagues working in the areaof information technology, the successful candidate will:

•  Organise meetings and chair sessions with EU task forces to set business requirements for IT pro- jects.

•   Analyse possible technical solutions consistent with business and functional requirements, ITplans and, if relevant, define required customizations.

•  Manage and coordinate the cycle of the assigned projects, coordinate the scheduling and follow 

closely the implementation of new IT systems.•  Be responsible for budget, planning, risk management and quality delivery.

•  Manage contracts, follow up and procurements with external providers

•  Be responsible for the drafting of business requirements, functional and testing specifications andany other document required in the project.

•  Coordinate integration and testing with business users and other IT teams.

•  Coordinate and supervise the external consultants so as to ensure the delivery of expected solu-tions to business customers.

•  Deal with enquiries from other units/divisions and provide solutions.

Qualifications and experience required

Candidates will be considered eligible for selection on the basis of the following formal criteria to be ful-filled by the deadline for applications:

a.   Eligibility criteria

Nationality 

Candidates must be nationals of a EU Member State.

Qualifications

a) At least a level of education, which corresponds to completed university studies attested by a diploma ina technical field when the normal period of university education is four years or more

OR  b) At least a level of education, which corresponds to completed university studies attested by a diploma ina technical field when the normal period of university education is three years and, after having obtainedthe university degree, at least 1 year of professional experience in a field relevant for this position

OR c) Where justified, professional training of an equivalent level in a relevant technical domain and, afterhaving completed the professional training, at least appropriate professional experience as indicated in thetable below:

Only study titles that have been awarded in EU Member States or that are subject to the equivalence certif-icates issued by the authorities in the said Member States shall be taken into consideration.

Professional experience:

Have at least 7 years of proven full-time professional experience acquired in a field relevant for this posi-tion after the qualification required under a), b) or c).

Knowledge of languages

Have a thorough knowledge of English and a satisfactory knowledge of a second language to the extent

necessary for the performance of the duties pertaining to the post.

In addition, in order to be eligible a candidate must:

•   be a national of a Member State of the European Union

•   be able to serve a full 3-year term before reaching the retirement age of 65

•   be entitled to his/her full rights as citizen

•  have fulfilled any obligations imposed by the applicable laws concerning military service

•  meet the character requirements for the duties involved

•   be physically fit to perform the duties linked to the post

b.   Selection criteria

Essential

Technical Skills

•  Professional experience of at least 7 years acquired in the field of IT projects

•  Good knowledge of project management principles, methods and practices

•   Very good oral, written and drafting skills in English

Soft Skills

•  Excellent organisation and coordination skills

•   Very good capacity to work as member of a team

• Motivation to work for ESMA (EU institution)

•  Leadership and capacity to establish and maintain good interpersonal relations

•  Experience of working in an international environment.

 Advantageous

 Would be considered as an asset the following qualifications:

•  Experience in the management of IT projects

•  Experience in defining business requirements

•  Experience in managing projects according to EU rules and procedures

•  Experience in the management of EU procurement contracts

•  Knowledge of IT architecture principles and technical risks in an IT project

Selection procedure

The selection will be organised as follows:

1.  ESMA will establish an internal selection committee that will analyse the motivation letter and CV 

of eligible applicants with reference to the selection criteria and will establish a shortlist.

2.  Short listed candidates will be invited to sit written tests and an interview.

 Written tests will consist of a test on a subject in the field of the present selection, designed to test thetechnical knowledge of the candidates, as well as their ability to understand, analyse, summarise anddraft in English (this test will be marked out of 20; pass mark: 12).

The interview will aim to assess the candidate’s suitability to perform the duties, specialist knowledgeand motivation (the interview will be marked out of 100; pass mark: 65). The selection committee willhold interviews in English and eventually partially in the second language of the candidate to test theability of the candidate to express herself/himself in a second language.

 Written tests and interview might be organised on the same day.

3.  The selection committee will place on the reserve list the candidates with the highest aggregate

marks. From this list, suitable candidates, matching best the ESMA needs, will be recruited upon deci-

sion of the ESMA appointing authority. Candidates should note that inclusion on the reserve list does

not guarantee recruitment.

The Selection Committee's work and deliberations are strictly confidential and any contact with its mem- bers is forbidden.

Supporting documents showing evidence of the information given in the application documents will berequested at a later stage. No documents will be sent back to candidates. If, at any stage in the procedure,it is established that information provided by a candidate is incorrect, that candidate will be disqualified.

 Appointment and conditions of employment

 A contract offer will be made as a temporary staff member pursuant to Article 2 of the Conditions of Em-ployment of Other Servants of the European Communities. The contract will be for an initial period of 3 years, renewable once. Any further renewal will be for an indeterminate period.

The place of employment will be Paris (France) where the Authority has its seat.

The successful candidate will be recruited in the grade AD 7. The net basic monthly salary for AD7 (step 1)5.568,11 eur (including the French correction coefficient). In addition to the basic salary, staff membersmay be entitled to various allowances, in particular household allowance, expatriation allowance (16% of the basic salary and household allowance), dependent child allowance and education allowance. The salary is subject to a Union tax deducted at source and staff members are exempt of national taxation.

If the member of staff selected is an official of the EU, s/he may resign, request leave on personal groundsor ask to be seconded under Art. 37(b) and 39 of the Staff Regulations, while other staff members of theEU have to resign.

The selected candidate will be invited to be available at short notice.

Before the appointment, a successful candidate shall undergo a medical examination by the medical ser-

 vices of the Commission in order that the Agency may be satisfied that s/he fulfills the requirement of Ar-ticle 28(e) of the Staff Regulation of the Officials of the European Communities.
