Social Security pays benefits for children in threedifferent situations as follows:• SSI Benefits for Children – These benefits are payable tochildren with disabilities who have limited income and resources.In order to qualify, the child must have a condition that isexpected to last a year or more.• Social Security Dependents Benefits – These benefitsare payable to children under age 18 (or 19 if the child is still in

secondary school) on the record of a parent who iscollecting retirement or disability benefits. Benefits are alsopayable to children on the record of a deceased parent whohad worked under Social Security.

• Social Security Disabled Adult Child Benefits – Depen-dents benefits can be paid to individuals who became disabledbefore age 22. Like the benefits in the previous section, theseare paid on the record of a parent receiving Social Security oron the record of a deceased parent who had worked underSocial Security. Disabled adult child benefits are payable aslong as an individual is disabled and not married.

••••• Help With Prescription Drug Costs - Medicare benefi-ciaries are eligible for the extra help if they have limited incomeand resources. The extra help can increase their cost savingsby paying for part of the monthly premiums, annual deductiblesand prescription co-payments under the new prescription drugprogram. The extra help could be worth an average of $3,700per year.

This program is focusedtowards purchasing modest housing, constructing new homes, orrepairing pre-owned dwellings, located in rural areas of Maine.(Very Low to Low income)• (504 Loan) Loans are made at 1-percent interest rate torepair, improve, or modernize modest single family homes in ruralareas, making homes safer or more sanitary; or to remove healthand safety hazards. THE LAW PERTAINING TO EDUCATION &CHILDREN’S RIGHTS

Times have never been better for children with special needs toreceive early intervention or special education services. The passageof public Law (PL) 91-142 in 1975 addresses special education rightsfor school age children.The amendments PL 99-457 in 1986 extends those rights to childrenages 3-5 and what is known as Part H of this law makes provisions forfunding the development of early intervention programs for childrenages birth through two. This set of laws referring to the education ofchildren with special needs has come to be known as the Individualswith Disabilities Education Act, more commonly referred to as I.D.E.A.INFORMATION ABOUT PUBLIC LAW 94-142

Going to school and getting an education is every child’s right. This istrue for children with disabilities as well. They have the right to go to schooland to learn academic and social skills in ways that meet their special needs.

To make sure that children with disabilities have these rights, Congresspassed a law in 1975 known as PUBLIC LAW (PL) 94-142. This lawrequires that all states (and territories) provide a public school educationto children, ages 3-21, (unless state law or practice does not provide forpublic school services for children 3-5 or 18-21), no matter how severetheir disability(s) . Under PL 94-142, children with disabilities havethe right to learn to the best of their abilities.

There are several basic rights that this law promised tochildren, with disabilities (ages 3-21) and their parents:• The right to a “free, appropriate public education” at publicexpense (in some cases, this may include placing a child in aprivate school); continued next page

• The right to an educational placement that is based on anassessment and evaluation of each child’s own special needs;• The right for children with disabilities to receive teaching orinstruction that is designed to meet their needs; these needs areto be clearly written and included in an Individualized EducationPlan (IEP) for each child with statements about what servicesthe child will receive;• The right for parents or guardians to be included in makingdecisions about their child’s educational needs and to approvethe educational plans for their child; and• The right for parents (or guardians) to appeal any decisionsmade about the identification, evaluation, and placement of thechild through a due process procedure;• Finally, PL 94-142 requires that children with disabilities beeducated in the “Least Restrictive Environment” (LRE), that is, inthe most normal school setting possible, with special help provided.

Functional Family TherapyProvides home-based family therapy services to families with at-riskchildren/adolescents ages 9-20. Functional Family Therapy (FFT)is well suited to youths with families who have experienced multiplestressors, family disruption, loss and grief, and/or show patterns ofnegativity and ongoing conflict between members. In addition,families that have one or more youths who display delinquency,acting out, violence, truancy, substance involvement or other seriousmaladaptive behaviors would be a good match for the program.This is an evidence based program that stresses establishing,building, and nurturing relationships within the family. The program isdesigned to be a short term program, averaging 3-6 months.

Wings offers case management that is family focusedand parent driven. We use the wraparound process as we workwith the child and family team, which may include people fromall areas of the child’s life. The team develops an individualized planwith the family to keep the child safely at home. The child and thefamily team work together to maximize the child and familiesstrengths and identify the child’s needs. Finally, the team plans acourse of action to meet those needs. The case manager will thenhelp to monitor these services and continuously assess need foradditional supports with the Child and Family Team.

To be eligible, your child must have been diagnosed witha mental health diagnosis (ADHD, autism spectrum, MR,depression, etc.) have or be eligible for MaineCare, and be0 to 21 years of age.

R & R servicesinclude enhanced referrals to families of children with special needs,with prior contact to specific child care programs to assure thatthere is a vacancy and the program will consider the child based onhis or her needs. All referrals include a consumer education packetto provide families with information on choosing the child care thatbest meets the child and family’s needs.

The RDC also maintains a resource lending library withchildren’s books, reading materials and videos for child careproviders and parents, on a variety of topics including toilet training,welcoming new babies and dealing with loss such as divorce ordeath in the family. RDC services are open to all families and childcare provides without regard to income or other criteria.

Anorexia Nervosa - A condition of self-inflicted starvation resulting inbody weight that is at least 15% below the normal range. The conditionis most prevalent in adolescent females.Anxiety - A feeling of apprehension, tension, or uneasiness that stemsfrom the anticipation of danger from a largely unknown source, whichmay be internal or external. Symptoms include muscle tension,spontaneous hyperactivity, nervousness, and vigilance.Attention Deficit Disorder (ADD) The person is easily distractedand has difficulty staying focused on an individual activity for any lengthof time.Attention Deficit Hyperactivity Disorder (ADHD) Same as ADDwith the additional symptoms of hyperactivity and impulsiveness; allsymptoms are usually present before age 7.Behavior Disorder (BD) - 1. In children - displaying behaviors thatare significantly deviant from socially acceptable norms for their age andsituation and occur over long periods of time. 2. In adults - It impliesan inability to care for oneself, function appropriately in society, andmay present a threat to themselves or others due to behavioral excessesor deficits.Bipolar Disorder - A major affective disorder in which there areepisodes of both mania and depression, it may be subdivided intomanic, depressed, or mixed types.Case Management (Service Coordination): A service that providesassistance in obtaining, monitoring, and coordinating community servicessuch as: medical and/or mental health evaluation and care, housing,education, income assistance, recreation, etc.• Level 1 - level of needs are low, generally a one-on-one helping

relationship with the individual and/or parent/guardian.• Level 2 - involves a moderate to high level of need and often uses a

team approach that is guided by the parent/guardian.Case Manager (Service Coordinator): An individual that performscase management duties.Cerebral Palsy (CP) - The name for a collection of movementdisorders caused by brain damage that occurs before, during, orshortly after birth. A person with CP is often also affected by otherconditions caused by brain damage.

Chronic - Symptoms last a long time, often a year or more.Congenital - Occurring before birthCrisis - A state of being, an intense situation or feeling when anindividual’s normal ability to cope with life issues breaks down.Crisis Intervention or Stabilization - A program designed to assist anindividual in crisis to become stabilized.Cystic Fibrosis (CF) - An inherited disease that affects the lungs,digestive system, sweat glands, and male fertility. Its name derives fromthe fibrous scar tissue that develops in the pancreas.Day Care / Day Treatment - A program that provides specializedcare, teaching, and/or supervision during the day.Depressed - A type of bipolar disorder characterized by loweredmood, slowed thinking, decreased movement or agitation, loss ofinterest, guilt, lowered self esteem, sleep disturbance and decreasedappetite.Depression - Is a treatable illness that produces feelings ofindifference, emptiness, worthlessness, and apathy; as well as loss ofpleasure in daily activities and irritability at an extreme level. Depressioncan make even the most basic of life functions, such as sleeping, eating,and thinking, very difficult.Developmental Disability - A chronic disability that is caused bymental and/or physical impairments that manifest by age 21, are likely tocontinue indefinitely, and result in substantial functional limitations thatrequire special care and/or services.Early Intervention - Providing services to infants and children withdisabilities from birth to age 5.Entitlement - A service or right guaranteed by law.Evaluation - An appraisal of specific characteristics such asintelligence, personality, physical aspects, or vocational readiness.Family Support Services - Services provided to families that havemember(s) with disabilities at home. Such as: respite care, counseling,transportation, support groups, adaptive equipment, etc.Family Therapy - Therapy designed to improve relationships andunderstanding between family members.

Genetic Counseling - Services that determine the likelihood that agenetic or hereditary disorder may occur in a family.Group Home - A supervised home for a small number of individualswith disabilities within the community.Guardianship - Authority granted to an individual, by Probate Court,to make decisions on behalf of another person that has been determinedto be incapacitated.Inclusion - education - Inclusion is the process of including all studentsin regular classes, with necessary supports.Independent Living (Supported Living) - A disabled person living asindependently as possible in the community with the necessary supportsprovided.Job Coach - An individual who assists another, on or off the job, indeveloping the necessary skills to become and stay employed.Learning Disability - A brain processing problem involved withunderstanding or using language, which may interfere with the individualsability to listen, think, speak, read, write, spell, or perform mathfunctions.Licensed Clinical Social Worker - (LCSW) An individual with aMasters Degree in Social Work who has worked two years underdirect supervision and has been licensed by the state. They can provideindividual, group, and family therapy, assessments, and consultationsamong other things.Mainstreaming - The placement of a student in a regular classroomwhere equal expectations apply to all students.Manic - A type of bipolar disorder that is characterized by excitement,euphoria, expansive or irritable mood, hyperactivity, pressured speech,flight of ideas, decreased need for sleep, distractibility and impairedjudgement. Delusions consistent with elation and grandiosity may bepresent.Mental Health Diagnosis• Axis I diagnosis - a mental illness such as: ADHD, ADD, ODD,

Depression, Adjustment Disorder, Bi-Polar, etc.• Axis II diagnosis - Mental Retardation, Autism, PDD (pervasive

developmental disorder), Personality Disorders.• Axis III diagnosis - a medical condition.

• Axis IV diagnosis - a psychosocial or environmental problem that isbrought on by a persons circumstances.• Axis V diagnosis - GAF (Global Assessment of Functioning) this is

a rating from 1 to 100 that rates a persons ability to function at thetime of assessment.

Mental Retardation - Having an Intelligence Quotient (IQ) below 70;significantly below average intellectual functioning.Mixed - A type of bipolar disorder that is characterized by both manicand depressive symptoms.Natural Supports - Non-paid individuals in a person’s life that providea positive influence, which supports that persons ability to function asindependently as possible within the community.Neurological Evaluation - Is an extensive (6 - 12 hours) evaluation ofspecific cognitive and behavioral functions.Neuroses - Behavior that involves a partial disorganization,characterized by combinations of anxieties, compulsions, and phobias.Oppositional defiant disorder - A recurring pattern of negative,hostile, disobedient, and defiant behavior in a child or adolescent, lastingfor at least six months without serious violation of the basic rights ofothers.Personality Disorder - Behavior type disorders that are typified bythe person being overly anxious, extremely shy, and/or extremely sadmuch of the time. The person’s abilities to relate, to perceive, and tothink tend to be inflexible, deeply ingrained, and maladaptive, whichresult in impaired functioning and/or distress. Onset usually occurs byadolescence or earlier, continues through adulthood, and tends todiminish by middle or old age.Pervasive Developmental Disorder (PDD) - 1. It is a vaguediagnosis characterized by severe distortions or delays in thedevelopment of social behavior and language. 2. A term sometimesused to describe the results of prenatal drug exposure, which mayinclude: an extremely short attention span, behavior disorders, limitedor nonexistent processing skills, and difficulty understanding spokenwords.

Post-Traumatic Stress Disorder - (PTSD) A debilitating conditionthat affects people who have been exposed to a major traumatic event.PTSD is characterized by upsetting memories or thoughts of the ordeal,“blunting” of emotions, increased arousal, and sometimes severepersonality changes.Psychological Evaluation - Is a series of personality and intellectualassessments.Psychologist - An individual that has earned a Ph.D., performed aninternship, and is licensed by the state. They can provide individual,group, and family therapy, assessments, testing, and consultationsamong other things, but cannot prescribe medications.Psychiatrist - Is an individual with a Medical Degree (Dr.) andextensive training in psychotherapy. They are the only therapists thatcan prescribe medications.Release of Information - A signed document giving permission to anindividual and/or agency to obtain and review confidential informationabout an individual.Respite Care - Temporary care provided to a person with a disabilitythat allows the regular caregiver to have a break from the constantdemands of care giving.Screening - Is the process of using a series of health, hearing, vision,developmental, and behavioral tests to identify handicaps in children.Syndrome - Is a set of symptoms that collectively identifies a diseaseor disorder.Transition (relating to education) - The process of leaving high schooland entering adult life, which may include college and/or work.Teletypewriter (TTY) - A special typewriter that converts typedmessages into electronic signals and sends them over telephone lines tobe printed at the other end by complementary equipment. Used bypersons who are deaf or hearing impaired.
