BUDGET MEETING

It’s that time of year again. There will be an important meeting on April 4, 2012 from 4:00PM-5:30PM to discuss changes to the annual VPHOA budget. This is a very important document that determines how operating funds will be allocated. The budget serves as a guideline for all expenditures made throughout the fiscal year. All homeowners are welcome and encouraged to attend this meeting. The approved 2012-2013 fiscal year budget will be mailed to the membership at the end of May.

The VPHOA office would like to extend our gratitude to all of the residents in Villa Portofino for your generous contributions for the VPHOA maintenance staff and landscapers during this past holiday season.

POOL AREA

The heat for the VPHOA pool will be on as of March 26, 2012. PLEASE NOTE: Card-keys are required in order to gain entry into the pool area. All residents shall be in possession of their card-key when using the common area facilities. Below are a few reminders regarding the pool area.

Pool Hours: The VPHOA pool hours are from 9:00AM to 10:00PM daily.

Guests: All residents are allowed a maximum of 6 guests per household. Children under the age of 14 should be accompanied by an adult at least the age of 18 at all times while in the pool area.

General Housekeeping: Please roll down the umbrellas in the pool area after use. Please clean up after your guests when leaving the pool area. Dispose of all garbage, Band-Aids, etc. Please do not take glass of any kind into the pool area. Also please remember that smoking is not permitted in the pool area.

Proper Attire: Babies and toddlers must wear swim diapers and a waterproof swim pant over the diaper per new restrictions to prevent contamination and the spread of any illness or disease. We are under county licensing for the pool and must adhere to those restrictions.

Spa: Due to the hot temperature of the water, the spa is not recommended for children under the age of 5.

PLAYGROUND

St. Pierre Stone & Concrete will be delivering and dispersing 20 yards of playground sand throughout the playground area the week of March 26, 2012. This is routine maintenance to ensure the safety of Villa Portofino residents and their guests.

PETS

There have been multiple complaints regarding pets. Please pick up after your pets at all times while in the common area. Dogs must be kept on a leash at all times. This is a Community regulation as well as City Law. Please also be conscious of loud barking if you have dogs, loud continuous barking can be a great disturbance to your neighbors. If anyone witnesses one of these violations please notify the management office so the issue can be addressed.

ARCHITECTURAL COMMITTEE

SEMI-ANNUAL PROPERTY INSPECTIONS

The 2011-2012 Architectural Committee has substantially simplified and streamlined their inspection and reporting procedures. Inspections of all 721 Portofino units will be done on a semi-annual schedule in March with a second inspection in September.

The current inspections will focus on house/garage/ fence painting and repair, alley gardens, stucco cleaning and things that need to get done in the spring and summer when the weather is warmer and dryer. Homeowners may also be informed of other incidental violations noted during this inspection.

It is the hope of the Committee and the Board that this early notice will help to remind owners and residents to inspect their property and correct any violations prior to a formal citation by the VPHOA.

Remember, any change to paint colors requires approval from the VPHOA. Touch-ups and repainting with the same color scheme do not require approval, however when repainting all trim and/or stucco a form specifying the colors to be used must be submitted for the office records. In addition, any repairs that require structural changes do require an approval. Forms for painting and/or structural changes are available in the VPHOA office.

AFTER THE STORM IS OVER. . . .

WOW! That was some storm last week! Several things came to mind after the strong winds and rain as I cleaned up my yard. You may have noticed also that a lot more than rain came down...leaves, blossoms, seed pods, twigs and a few branches just to mention a few.

Remember, the homeowner or resident of the home is responsible for keeping the leaves and debris out of the carport area too, so get out those rakes, brooms and trash cans…and while you are at it, take advantage of the rain soaked earth to pull the many weeds that are growing in the “alley gardens” and carport areas. This also, is your responsibility to keep weed free. Weedy alley gardens and planter boxes can be written up as a violation. It is not our gardener’s jobs to clean up these areas. Each homeowner, or resident has this responsibility. Weeds are easy to pull after a rain when the earth is soft. If they are left to grow they go to seed and the problem only gets worse next season. Let’s take pride in our “curb appeal”.

A few other things you may wish to check after a storm...missing patio umbrellas! I noticed one blowing down Fino Drive. And I guess I need to check my roof, (or my neighbors), as a piece of roofing material was found in the leaves as I was sweeping up. Maybe a roof check is in order before the next storm.

RECENT BOARD DECISIONSMarch 22, 2012

The board voted to accept a change order for two areas of slump block walls that were recently contracted for repairs. The slump block walls located in the hammerhead near 5017-5019 Abuela and 10567 Porto-5170 Fino that were recently repaired will have 3 additional feet of slated wood added to the top of the existing 6 foot wall.

The board approved an agreement for the new parliamentarian subject to review of legal counsel.

The board approved the master insurance policy renewal with Farmer’s Insurance at a reduced annual premium of 23%. The new policy effective April 3, 2012 will be distributed to the membership with the Annual Disclosure mailing in May.

The board approved the proposal from BCG Tree to conduct a walkthrough of the community and update the tree trimming schedule for 2012-2013.

The board approved obtaining proposals to replace 8 light posts throughout the community with the new metal posts and LED lights, as well as the addition of 2 light posts near the western tennis court area.

JANUARY 12, 2012

The meeting of the Board of Directors of the Villa Portofino Homeowners Association was called to order by the Board President, B.J. Juleson on Thursday, January 12, 2012 at 6:40PM in the Clubhouse. A quorum was established as the following Directors were in attendance:

Pamela Tangonan moved to approve the agenda with one change (Board Vacancy will be discussed prior to the Homeowner Forum). Brad Lawhorn seconded the motion. The motion carried unanimously.

The meeting was temporarily adjourned to executive session at 6:50PM and re-convened at 7:05PM.

Board Vacancy - four (4) candidate applications were received for the current board vacancy. Several of the homeowners present at the meeting requested the board publish information to the entire membership regarding the current board vacancy prior to making a decision on filling the vacancy. The homeowners that

previously submitted candidate statements and were present at the meeting introduced themselves. Since the board has 90 days to fill the vacancy according to the Standing Rules, the board agreed to wait to make a decision on the matter until the membership was informed of the vacancy and all potential candidates were available.

Homeowner’s Forum - several homeowners present at the meeting addressed the Board regarding Association issues, further information regarding the issues discussed during the homeowner’s forum will be published in the Portofino Press.

BUSINESS

Lighting-three (3) light posts located near 5193 Fino, 5213 Fino and 10655 Porto were found to be unstable. All light posts have been removed and will need to be replaced. Budget Electric has provided a cost of approximately $3,500 per post to replace these old light posts with new steel posts and an LED light box. This cost includes the removal of the old post and concrete base; correct wiring method and adding a concrete junction box. Information regarding treated wood posts available for the light post replacements was reviewed in comparison to the steel posts. The treated wood posts are considerably more expensive than the steel.

Brad Lawhorn moved to have the three (3) light posts that were recently removed replaced with the steel posts and LED box lights. Allen Besselievre seconded the motion. The motion carried unanimously.

Electrical Project-a meeting date was established for the review of the scope of work for the electrical project, January 17, 2012 at 10:30AM.

Parliamentarian-Nikki Bekish, Manager reported the VPHOA office was still searching for a new Parliamentarian to attend the board meetings. A representative from APS will be available to attend the January 26, 2012 board meeting to record the meeting minutes.

Thomas Hammond moved to have the board secretary type the expectations for the parliamentarian/recording secretary to present towhomever the board approves to fill this role in the future. Allen Besselievre seconded the motion. The motion carried with six members in favor, one against (Lorraine Cooper) and one abstention (B.J. Juleson).

Gino Race of Del Mar Landscape was present and presented a report to the board of directors. The report included several issues, such as regular maintenance, irrigation and drainage and recommendations for future improvements.

Board Vacancy: one vacant position

Motion: B.J. Juleson moved to wait until the next Annual Meeting to fill the vacant board position, due to costs associated with a Special Election. Against (Allen Besselievre and Thomas Hammond), in favor (Lorraine Cooper, B.J. Juleson, Steve LaRue and Pamela Tangonan). Motion carried.

Patrol Service: Chris Wyatt patrol Officer, reported on the patrol items. He addressed vacant homes to have lights on at night to eliminate perspective burglaries. He stated the landscapers are doing a great job at cutting back the bushes on the tennis courts for better visibility. Chris recommended that more “motion lights” be placed in dark areas,

and more Private Property signs be placed on the property to help keep non-owners from entering the grounds. The patrol Officers also recommends locking the back gate.

Thomas Hammond wants it noted that he has been denied financial information when requesting them from the Board of Directors.B.J. Juleson informed Thomas Hammond to put his requests in writing and submit it to the VPHOA office and they will get him the documents he’s requesting.

Committee Report:

Architecture:

The Committee processed five architectural modification requests at their January 10, 2012 meeting.

1. Three requests for house painting were approved as submitted (Lots 090, 508, & 740)

2. One request for a roof replacement was approved contingent upon the proper request form for a roof replacement be submitted for the office records and that the homeowner agree to paint the new fascia beams to match the existing house color scheme (lot 247).

3. A request for a satellite dish that had been previously installed was approved contingent on the relocation of the dish from the front to the rear of the house to conform to Section 8.2 of the ARG manual. (lot 636).

Architectural Committee:Lot #536: The Property Manager will get guidance from the attorney and notify the homeowner regarding the Solar Panels.

Lot #138: Owner wants to put up a 22” decorative lattice on the patio fence.

Motion:Allen moved, Pamela Tangonan seconded the request be denied, as it is against the current architectural guidelines. In favor: B.J. Juleson, Lorraine Cooper, Allen Besselievre, Steve LaRue, Thomas Hammond and Pamela Tangonan. Motion carried.

Lot #464: Request denied last month to remove a decorative beam on the exterior of the house.

Motion:Allen Besselievre moved to reconsider and approve the beam. Pamela Tangonan seconded. In Favor: Allen Besselievre and Pamela Tangonan. Opposed: Steve LaRue, Thomas Hammond, Lorraine Cooper and B.J. Juleson. Motion for reconsideration denied. Motion Carried.

Lot # 407: Nikki Bekish informed the Board of Directors that six signatures included on the circulated petition are not owners, minimum needed are no less than 26 owners, she will notify the homeowner that they need the proper amount of signatures.

Lot# 642: Owner requesting a garden hose to be installed on the front wall of the home.

Motion: Pamela Tangonan moved for Lorraine Cooper to look into this and meet with the owner and report back to the Board. In favor: B.J. Juleson, Lorraine Cooper, Allen Besselievre, Steve LaRue, Thomas Hammond and Pamela Tangonan. Motion carried.

Office Stamp: Suggested the Association get a stamp with the Associations information for Architectural plans that are being submitted to the City for approval. The cost of the stamp is approximately $80.00.

Motion: Pamela Tangonan moved to get a stamp with a separate line & date, name of Association at the top including a signature. Top of stamp in red. Thomas Hammond seconded. In Favor: B.J. Juleson, Lorraine Cooper, Allen Besselievre, Steve LaRue, Thomas Hammond and Pamela Tangonan. Motion carried.

Landscape Committee: The following was tabled until the next meeting:

Landscape Bare Areas:

LaBahn Landscaping recommends the following:1. Contract with Landscape Architect to

provide scope of work, drawings, soil and plant recommendations.

2. Or contract with LaBahn Landscaping (or choice of landscaping company) to provide a landscape upgrade plan. LaBahn Landscaping to meet the Landscape Committee and General Manager to give recommendations and get feedback from Committee before submitting upgrade plan. A spreadsheet will be provided and will include all planters needing upgrades. At least 4 sample before and after pictures will be provided. Approximate Cost: $1000 that which will be credited back to the Association should they choose LaBahn landscaping to perform work.

3. Give Plan to contractors to bid.4. Recommendation to upgrade all irrigation

and controllers prior to proceeding with plant installations.

Social Committee:

Owner of Lot #760, Becky Lane has volunteered to chair this committee.

Motion: Pamela Tangonan moved to approve Becky Lane, Lot #760 to chair the Social Committee. Allen Besselievre seconded. In favor: B.J. Juleson, Lorraine Cooper, Allen Besselievre, Steve LaRue, Thomas Hammond and Pamela Tangonan. Motion Carried.

Manager Report:

Handrails- After meeting with Mr. Cook, Nikki was informed the Association is required to have a handrail at any staircase having four or more steps. We currently have 26 locations that have four or more steps and do not have a handrail.

Nikki will bring at least 3 sealed bids to the next meeting for the Board to review.Map- Nikki researched a 4ft by 5ft map with a legend of the Associations landscape irrigation drains to be placed in the VPHOA office for future reference.

Slump Block Fences- Nikki should have three (3) sealed bids at the meeting to replace the wood cedar fencing between the houses at 10802- 10812 Esmeraldas, as well as the remainder of the wood fencing on the perimeter of the complex with slump block.

Adjourned: Unanimously adjourned at 10:30pm.

Allen Besselievre moved to approve the agenda. Karen Harris seconded the motion. The motion carried with five members in favor and one against (Thomas Hammond).

Slump Block Walls - four sealed bids were obtained to replace the sections of cedar fencing between the houses located at 10802 Esmeraldas-10814 Esmeraldas with slump block, as well as the remainder of the slump block walls on the perimeter of the property that have slated wood on top of the block. B.J. Juleson opened the sealed bids. After opening the bids it was apparent the board would need time to review the content of each prior to making a decision on the project. The board agreed copies of the bids would be included in the next board packet and the project would be addressed on the February 23, 2012 agenda.

Handrails - three sealed bids were obtained to install 35 metal handrails throughout the property. B.J. Juleson opened the sealed bids. The board agreed copies of the bids would be included in the next board packet and the project would be addressed on the February 23, 2012 agenda.

SPRINGTIME ALLERGIES

Pollen in springtime can be a real bear when allergy sufferers leave the home. Yet for many, their indoor environment

causes just as much trouble. Microscopic particles filling the air inside your home – including dust mites, pollen, molds, pet dander and insect debris – can trigger allergic reactions, respiratory problems, asthma attacks and more. Children, the sick and the elderly can be particularly sensitive to these kind of pollutants.

The best solution for containing allergies is to remove the source of the allergen. Of course, for some, that could mean getting rid of the pet cat, Fluffy! Another option is to try to keep allergens to a minimum by maintain good cleaning practices. To curb your allergen-prone environment, try the following solutions: Dust often with a damp cloth and use a high efficiency vacuum system to remove allergens from floors and carpets. Keep relative humidity between 30% and 50%. Install exhaust fans in bathrooms and over the stove. Install insulation with a good vapor barrier to prevent the buildup of condensation on or within walls. Keep furnaces, air conditioners and humidifiers maintained and their filters changed regularly.

Allergy problems can be pervasive in American homes. According to the Asthma and Allergy Foundation of

America, allergy is the fifth leading chronic disease in the U.S. among all ages, and the third most common chronic disease among children under 18 years old. So there’s a good chance someone in your household is affected.

Hello young joggers, whoever you are. Please be safe as you exercise. It’s daylight savings time now, but if you jog early in the morning the same should apply to you. Just before the time change, I drove one night from my home on Fino to my friends on Esmeraldas. It was still early, although it was getting dark. I noticed a young lady out for a jog, complete with a baby in the stroller and a little dog on its leash. The little dog had reflectors on the tags and the jogger also had reflective shoes, but it was still hard to see them. They were not on the sidewalk, but on the street. As I passed her with care, I thought how dangerous that was.

I parked on the street by my friend house and in a few minutes we were going out to get a bite of dinner. I signaled and looked to be sure no car was coming before I pulled out and was startled by the jogging trio just at the corner of my car. Thank goodness I checked or I would have pulled right out in the path of the baby, and I doubt the jogging mom would have missed my car. If you must jog in the street, at least go the opposite way of the traffic. Better yet, get your jogging done in the daylight, and perhaps stay on the sidewalk. Dancing in the dark may be romantic, but jogging in the street in the dark is dangerous.
