OUR MISSION

To provide, in partnership with the Navy and MarineCorps, financial, educational and other assistance toactive duty and retired members of the Naval Service ofthe United States, their eligible family members andsurvivors – when in need; and to receive and managefunds to administer these programs.

In 2006, the Society began the Combat CasualtyAssistance Visiting Nurse Program to ensure Sailors and Marines with combat-related injuries and illnessesreceive the medical and financial assistance they’veearned.

From the number of active duty and retired Sailors andMarines who received financial assistance, to thenumber of contacts made by visiting nurses to Navy andMarine Corps homes, the Society’s presence, day in andday out, around the globe, means our military leadershave an important partner to help address the financialwell-being of our fighting forces.

A MESSAGE FROM

One of my highest priorities as Commandant hasbeen to keep faith with our Marines, our Sailorsand our families. Keeping faith means that we

will ensure they have the support, services andinfrastructure they need to live their lives and be ready tocontribute to the overall mission of the Navy and MarineCorps. That mission requires our forces to be forwarddeployed and engaged, protecting the Nation's interestsabroad. We must be the most ready when the Nation isleast ready. As America's Expeditionary Force inReadiness, the Marine Corps takes great pride in thereadiness and performance of our Marines and Sailors.

The Navy-Marine Corps Relief Society contributesdirectly to the readiness of our forces through the tirelessefforts of its employees and volunteers. For 109 years,the Society has bridged the gap when our Marines,Sailors, and families needed financial assistance ingetting through tough times. This assistance easessome of the burden of difficult times and allows ourMarines and Sailors to focus on the mission at hand. In2012, the Relief Society provided more than $41 Milliondollars of support to our families, all made possible by theemployees, countless volunteers and donors whograciously give their time and resources for the benefit ofothers. These thoughtful efforts contribute mightily to theneeds of today's Navy and Marine Corps Team.

In addition to the financial assistance the Societyprovides, I'm especially proud of the Combat CasualtyAssistance Visiting Nurse Program. As our men andwomen return from combat, we have a moral obligationto ensure they are cared for and adequately prepared forthe next chapter of their lives. The Society's VisitingNurses help to ensure we stay true to that promise.

Year in Review

Dear Friends and Supporters,

T hank you for yourcommitment to theNavy-Marine Corps

Relief Society this pastyear. As I reflect on 2012,I’m exceptionally proud ofour employees and nearly3,700 volunteers. They allhave big hearts andendless compassion. We’rea team of players workingon different parts of theorganization to accomplishthe mission – providing financial assistance to Marinesand Sailors in need.

During 2012, a number of new members joined theexecutive staff of the Society. MajGen Carl Jensen,USMC (Ret.) relieved Rear Admiral Jan Gaudio, USN(Ret.) as Executive Vice President. Brigadier GeneralPeter Collins, USMC (Ret.) joined our staff as the VicePresident, Chief Administrative Officer, to replaceCommander Wesley Schmidt, USN (Ret.) who becamethe Vice President, Chief Financial Officer. CommanderJohn Alexander, USN (Ret.) Vice President, ChiefCommunications Officer, retired from the Society andthose duties were incorporated into our new VicePresident, Chief Development and CommunicationsOfficer position, now filled by Captain Shelley Marshall,USN (Ret.). They all bring fresh ideas, creativity andenergy to our work.

The Society continued to see an increase in the numberof requests for financial assistances from retireesaffected by the job market. At the same time, we saw aslight decrease in the overall amount of financial

assistance needed by all clients, and believe this can beattributed to the overall improving economic conditionsacross the country. We piloted a program in ourSouthern California offices to increase the maximumQuick Assist Loan amount for active duty Marines andSailors from $300 to $500. This increased amount willhelp Sailors and Marine better meet the rising cost ofbasic living expenses, emergency car repairs and otherunpredicted expenditures. We take our role very seriously. We listen. We review.We adjust. One thing remains unchanged: ourcommitment to serving active duty and retired Sailorsand Marines - and their families – whenever andwherever in need.

In the following pages, we demonstrate how your giftsmade a difference to people whose lives have beentouched through the Society’s services and programs.Your support of the Navy-Marine Corps Relief Society isan investment in the men and women who serve ourgreat nation and in the generations that follow.

A gain this year, I was blessed with members of theRelief Committee who worked incredibly welltogether to review requests from service widows

for assistance and identify resources to improve theirquality of life.

During the year, we said farewell to Marianne Panter, whoserved three of the last five years and is greatly missed.We welcomed back Gail Waldhauser as she returned toMetro D.C. following another PCS move. Mindy VanBuskirk also joined our team bringing her wonderful senseof humor and abounding grace.

For the past five years, Karen Young has stepped in as analternate for committee members who were vacationing orassisting their active duty husbands in various ways.Previously, Karen chaired the Relief Committee for sixyears and has been a long-time supporter of the Society.She also served as the Chair of the Navy-Marine CorpsBall Committee raising several hundred thousand dollarsfor the Society. As Karen departs the Washington D.C.area for real retirement and new horizons, our hugethanks follow her and her husband Rear Admiral CharlesYoung, USN (Retired). Their support has beeninvaluable.

These amazing military spouses take their volunteerservice to the Society very seriously - while managingexceptionally challenging personal and professionalschedules. They represent an uncommon commitment toour dear Navy and Marine Corps widows.

Often we receive a note or comment from a client whohas been helped through a tough economic time. Here’sone we’ve received this year and keep posted on ourbulletin board as a daily reminder:

“I want to apologize that it has taken me 3 weeks to writethis letter but I couldn’t put all my feelings together at first.I was shocked, overwhelmed, but most of all so very, verygrateful for what you wonderful people have done for me.

Also, I want to thank God and NMCRS for putting NancyBrown as my case worker. She has been wonderful! Wemet at the lowest point of my life that I have ever beenthrough.

Nancy is one of God’s angels. She guided me with suchkindness and caring - but she also knew when to push mewhen I wanted to give up. She told me aboutorganizations that I never heard of and, with herguidance; I kept trying and trying no matter how manyrejections I got. She is a wonderful person and a greatasset to your organization.

Again, thank you Navy Marine Relief Corps Society for allyour hard work. There are not enough words to expressmy gratitude for everything.”

It is service widows like this who keep our spirits andmotivation high! Client cases seen by the ReliefCommittee are the Society’s most challenging ones.Knowing that there is a distraught widow behind eachrequest helps us stay focused on what is truly important –making a difference for those who serve.

Report of the Finance Committee

T he market value of the Society’sinvestments, consisting of aReserve Fund and Permanently

Restricted Funds, was $101.3 million atyear-end 2012, as compared to $90.1million at year-end 2011. The total returnof the Reserve Fund was 14.3% afterfees.

During the year, $5.2 million waswithdrawn from the Reserve Fund.These funds were used to meet theadministrative and fund raisingexpenditures.

The accompanying charts display themarket value of the Reserve Fund atyear-end for the period 2003-2012 andthe annual withdrawals from the Fundduring that same period. A total of $94.6million has been withdrawn from theReserve Fund over the 10-year period.

Sources of Funds

T he Society had inflows of $65.5 million in 2012.$38 million came from the repayment by theSociety’s clients of interest-free loans. Interest,

dividends, and cash withdrawals from the Society’sInvestment Portfolio provided $5.2 million. Contributionsaccounted for $21.3 million, principally from the ActiveDuty and Retired Fund Drives, but also from bequests,memorials, and general contributions. Miscellaneousreceipts, mostly from Thrift Shop operations, addednearly $1 million.

Uses of Funds

T he Society used its inflows to conduct operationsas shown on the accompanying chart. Thelargest use was for Program Services. The single

largest program the Society has is making new, interest-free loans ($37.9 million in 2012). Loan repaymentreceipts and new loans are essentially a “wash,” and,with the exception of loans that are later converted togrants or declared as uncollectible, these funds act as a“revolving” fund. Grants and Non-Financial Assistanceare funded principally by Contributions, and, to a lesserextent, by Miscellaneous Receipts (including Thrift Shopprofits) and withdrawals from the Society’s Investments.Administrative and Fundraising Expenses, as well asrevenue disbursed in support of the Society’s educationprograms, were covered by funds provided from theInvestment Portfolio.

T he accompanying chartsprovide a picture of financialassistance by the Society to

its clients over the 10-year periodfrom 2003 through 2012, and theamount of contributions received bythe Society over that same period.

The Society provided an average of$40.5 million annually in financialassistance to clients in the form of interest-free loans and grants,while charitable contributions to theSociety have averaged $17.3 million per year.

Total financial assistance increasedin the period 2006-2010 due to avariety of reasons, including combatcasualty assistance, help providedto Navy and Marine Corps familieswho were victims of naturaldisasters, the Society’s Quick AssistLoan program, and the impact of the2007-2009 recession. The numberof clients receiving support and theamount of financial assistanceprovided by the Society declinedslightly in 2011 and 2012. Webelieve this is due to the improvingeconomy.

Contributions have been fairlyconsistent over the decade withabout 64% of all contributionscoming from active duty and retiredSailors and Marines. In 2006, 2011and 2012 contributions wereaugmented by large bequests. TheSociety also benefited from a large“non-cash” donation in 2012.

Clarence Dillon Society

A s America entered WWII in December 1941, forthe first time since 1904, the Navy-Marine CorpsRelief Society found itself unable to meet the

increased need for financial assistance from America’ssailors, marines and coast guardsmen. Clarence Dillon,a successful New York financier, was asked by ViceAdmiral Adolphus Andrews, USN, Commander of theEastern Sea Frontier, to help raise $5 million.

Clarence Dillon led a national fundraising campaignwhich, in less than two years, resulted in more than $10million. This patriotic response ensured the Society metthe current needs of Navy and Marine Corps members,their widows and orphans; and financially positioned theSociety to meet the future needs of active duty andretired Sailors, Marines and their families.

The Clarence Dillon Society recognizes individuals whohave named the Navy-Marine Corps Relief Society as abeneficiary of their estate. Enrollment in this honorarysociety is simply a matter of advising the Society thatyou have created an estate gift such as a bequestintention or a charitable trust, or have designated theSociety as a beneficiary of a retirement plan or lifeinsurance policy. Donors can also establish a charitablegift annuity with the Society and receive annualpayments for life; upon your demise, the remainder ofthe annuity becomes a gift to the Society.

These legacy gifts are vitally important to the long-termviability and assurance that the Navy-Marine CorpsRelief Society can meet future demands for financialassistance from active duty and retired Navy and MarineCorps servicemembers.
