The achievement of training, study and examination that certification and maintenance of certification represents sets you apart. In my role as Chair of the Board this year, diplomates often ask me, “What are you doing to help me compete with all of those who claim they are plastic surgeons when they are not ABPS certified?” The answer to the question is simple and very achievable with some group effort. I recommend a little “grass roots” work. If every ABPS diplomate convinced local colleagues from the other 23 member boards of the American Board of Medical Specialties (ABMS) who are participating in Maintenance of Certification (MOC) to use the ABMS MOC Starmark logo on letterhead, websites, and business cards, the impact would be large. There could be nearly 800,000 certified physicians from the ABMS Board Enterprise in America sending millions of patients the message that this logo represents care by an ABMS Board Certified doctor; in this case, you, the plastic surgeon. Imagine all patients seeking healthcare viewing this logo every day, with other medical and surgical specialists’ names associated with this universal “seal of approval.” We can make this possible. ABPS led the ABMS member boards in using the MOC logo. Others have followed and you may need to recommend other specialists lobby their own board to make the ABMS Starmark logo available for use. This is all about us; it has to start with you and me and each and every one of us in Plastic Surgery. Is this logo on your business card, website, e-mail signature and letterhead yet? It should be. I placed the logo on my own practice documents. The Starmark logo is available to every diplomate in the MOC Program each year when the current requirements are completed. Log in to your ABPS MOC-PS® Tracking Page on the Board’s website www.abplsurg.org to download the logo. I encourage you to have a conversation with your colleagues across the country about utilizing this logo to distinguish them too, if approved by their own board. The computer based examination required bythe end of the 10 year cycle, with the MOCStudy Guide available from the AmericanSociety of Plastic Surgeons (ASPS) has alsobeen valuable to provoke study, to strengthenour knowledge base and hopefully to improveour patient care. The Board, plastic surgerysocieties and the Board’s Advisory Councilscontinue to work extremely hard to make surethat the content of the examination and thematerial in the study guide is useful, practical,up to date information that a mature plasticsurgeon should know in today’s world.Surgeons of other specialties look to ourprogram with admiration.

The Board has worked in cooperation with allof our major societies and the journal, Plasticand Reconstructive Surgery (PRS) to createevidence based articles and courses to helpguide our diplomates in this age of informationoverload. I watched many people work veryhard for plastic surgeons in these endeavors,and we are all very indebted to them.

R. Barrett Noone, M.D.: An ABPS Icon

The Board has been truly blessed to have Dr. BarryNoone as our first and only Executive Directorsince his election in 1997. When his term ends inAugust of 2015 these 19 years will undoubtedlybe known as “the golden Noone years.”

I have been privileged to work very closely withDr. Noone over the last seven years. However,this year as chair, my respect for Barry hasquadrupled: an amazing thing considering theextremely high esteem I had for him during mylast six years as a director. In my role as chair, heand I talk on the phone weekly and e-mailalmost daily about the important issuesaffecting the specialty, the Board, its diplomatesand candidates. I now have a deep appreciationof the depth and accuracy of his understandingof the diverse details and issues that affect us all.He cares deeply about the diplomates and theBoard and dedicates his time and energy toalways doing what is right for the specialty. Heimproves with age like a fine wine.

One of the most important acts of a superstarleader is to ensure that his successor has theright tools for a seamless transition. Dr. Noonewill do just that by grooming the nextExecutive Director of the Board well before his

term concludes to provide that smooth transition. Later this spring, the Board will call for applicants who wishto be considered for the role of Executive Director of ABPS in August 2015. All ABPS diplomates will be eligible.Look for an announcement in Plastic Surgery News. The Board will consider applicants for the ExecutiveDirector-Elect over the next year. ABPS will approve the final applicant in 2013. Dr. Noone will begin groominghis successor in the fall of 2013 in the same meticulous way he performs all his work for the Board; that is, withfull attention to detail in a wise, polite, and strategic fashion. Dr. Noone has even offered to be available afterAugust 2015 for whatever purpose the Board may request of him.

Your Board works hard for you. We are also very indebted to our diplomates. With your support, both involunteerism, in financial contributions, and in valuing the certification and maintenance of certification process,we have strength and pride as the family of plastic surgery. We are indeed a powerful group with a bright future,thanks to you.

This column in the Annual Newsletter to ourdiplomates allows me to review some of the highlightsof the many important activities of the Board in 2011.

THE BOARD CELEBRATES 75 YEARS OFGROWTH IN THE PUBLIC TRUST

The American Board of Plastic Surgery was founded in1937 at an organizational meeting held at the home ofVilray P. Blair, MD in St. Louis. As we begin 2012,plans are underway to mark the 75th Anniversary ofthe Board. The American Association of PlasticSurgeons Annual meeting in San Francisco in April willfeature a presentation of the Board’s history. TheAssociation meeting follows the Annual Meeting of theBoard. In addition, I have been privileged to author anupdated article as a companion to the original 50 yearhistory written by Claire G. Fox, PhD and William P.Graham, III, MD. In the spring, this monograph willbe made available in electronic form on the Board’swebsite www.abplsurg.org and will be submitted to thejournal, Plastic and Reconstructive Surgery forpublication.

POLICY FOR LIMITATIONS ON BOARDELIGIBILITY

Although the Board does not endorse or allow use ofthe terms “board eligible, qualified or admissible,”by diplomates when referring to their certificationstatus, the policy has been that candidates were givenunlimited opportunities to take the examinations solong as an application was submitted every five years.This policy will change in the near future.

The twenty-four member boards of the AmericanBoard of Medical Specialties (ABMS) have beenworking on a process to determine uniformityamong the Boards in eligibility to completeexamination and certification. The Board eligibilitypolicy of ABMS was detailed in September, 2011 bythe Board of Directors of ABMS and essentiallystates that the ability of a candidate to become Boardcertified is related to the time from completion ofresidency in an ACGME accredited residencyprogram. The ABMS boards believe that it is not inthe best interest of the specialty, the credentialingcommunity, patients or the public for the status of“Board Eligibility” to remain an open andindeterminate period.

The unlimited policy of the American Board ofPlastic Surgery will need to be altered to beconsistent with the other boards of the ABMS. Thenew ABMS policy states that a candidates’ eligibilityfor board certification by an ABMS member boardexpires on a date determined by the member board,and that date must be no fewer than three and nomore than seven years following the successfulcompletion of an accredited residency trainingprogram, in addition to time in practice required bythe member board. The ABPS requires one year ofpractice following residency in order for thecandidate to collect cases for the Oral Examination.Accordingly, our Board is working on a policy forexpiration of eligibility for plastic surgery that willlikely be no more than eight years followingcompletion of the initial residency. In this timeperiod, both the Written Examination and the OralExamination must be successfully completed andcertification achieved. If eligibility expires, thecandidate must complete specific requirements forre-entry into the certification process. Theserequirements are currently under review by theBoard. Under a transition plan, those candidates whohave completed residency training but have not yetachieved initial certification as of January 1, 2012will have no longer than January 1, 2019 to achieveBoard certification. As applied to ABPS, essentiallythrough the November 2018 Oral Examinationadministration, the transition period will becomplete. The policy will be in full effect on thatdate and applicable to all candidates for certificationby any of the ABMS member boards.

MAINTENANCE OF LICENSURE

The member boards of ABMS have been workingactively with the Federation of State Medical Boards(FSMB) and the National Board of MedicalExaminers (NBME) in exploring pilot programs totest aspects of a potential national Maintenance ofLicensure (MOL) system. The discussions havefocused on a collaborative model for the threeorganizations to support State Medical Boards indeveloping and implementing their Maintenance ofLicensure requirements. As of September, 2011,eleven State Medical Boards expressed interest inparticipating in Maintenance of License pilotactivities. The groups involved are planning a processto work with the FSMB to support our memberboard diplomates to use MOC participation in order

to comply with Maintenance of Licensure requirements. At the present timeover 300,000 diplomates are participating in a Maintenance of Certificationprogram of the individual boards, and it is hoped that in the future thesediplomates will be able to demonstrate ongoing competencies through MOCto satisfy licensure requirements in the individual states.

ABMS AMBASSADOR NETWORK

Communication with individual state licensing boards and state legislatorsregarding the value of certification by an ABMS member board has led tothe development of an Ambassador Network program, supervised by theABMS. This will allow direct input to state authorities and other regulatorsto highlight the value of board certification, and specifically boards that aremembers of the ABMS. In plastic surgery, this is particularly importantbecause of the high visibility of our specialty in the media. The value ofcertification by The American Board of Plastic Surgery was highlighted thispast fall in a two article series in USA Today. The future may also involve theAmbassador Network in working with the Maintenance of Licensureprogram. Dr. Michael F. McGuire, a Director of ABPS, has been nominatedto serve on the ABMS Ambassador Network.

GROWTH OF MAINTENANCE OF CERTIFICATION

The Maintenance of Certification (MOC-PS® ) program of the Boardcontinues to grow, with valuable data being received from the Part IV practiceassessment modules (PA-PS). In the final month of 2011, a total of 3,145practice assessment modules were completed since the beginning of theprograms. A review of the statistics on PA-PS from January 2008 throughDecember 31, 2011 recognized the top five tracer procedures selected by theindividual diplomates to enter data in evaluating and improving theirpractices. The most frequently used are listed below, with augmentationmammaplasty still leading the group.

Beginning January 2012, Part IV materials are available to diplomates fromthe certification years of 1996, 1999, 2003, 2006 and 2009. Approximately1,123 diplomates are scheduled to complete these activities during the year2012, with 529 completing the MOC-PS® for the second time. This yearwill be the third year that two classes of diplomates will be completing thetracer modules for a second time, giving the opportunity for them to evaluateimprovement in practice by comparing their benchmarking report data withtheir prior MOC cycle data for the same operation. It remains empoweringto the program that the majority of diplomates completing practiceassessments state that they would change one or more aspects of their practiceas a result of the assessment.

The MOC program of course includes an examination which is required onceduring the ten year cycle. In 2011, the examination was taken by 174diplomates, with a passing rate of 96.6%, leaving a failure rate of 3.4%. Thiswas the fifth MOC-PS® examination since Maintenance of Certificationreplaced Recertification in plastic surgery. In 2011, 88 completed thecomprehensive module examination and 79 the next most common modulein cosmetic surgery. The balance selected either hand surgery orcraniomaxillofacial surgery. Preparing for the MOC examination by usingthe ASPS study guide continues to reinforce the educational value of MOC.

THE BOARD’S WEBSITE: “IS YOUR SURGEON CERTIFIED?”

Diplomates may now have noticed the Board’s website www.abplsurg.orghighlights a link documenting an individual surgeon’s certification history,and status of whether a surgeon is current or not current with MOCrequirements. Lifetime Certificate Holders will have a listing in the MOC-

PS® column only if voluntarily participating, otherwise that columnremains blank. There are approximately 185 Lifetime Certificate Holderscurrently enrolled in MOC-PS®. The ABPS website is in continual use byconsumers, with an average of 18,000 visits per month. Certification canalso be verified at www.certificationmatters.org.

2012 Diplomate Dues andMOC-PS® Annual Contribution Enclosed is one of two forms for reference: a 2012Diplomate Dues Remittance Form for LifetimeCertificate Holders or the 2012 MOC-PS® AnnualContribution Form for Time Limited Certificate Holders.

Time-limited Certificate Holders – The MOC-PS®

Fee of $225 is mandatory for diplomates with time-limited certificates who are participating in the MOC-

PS® Program. Log in to the Board’s website tocomplete the form on-line and pay by credit card. Youmust use your username and password. If you havenot already created a username and password, yourusername is your six digit board number which can befound on the remittance form. Your password is yourlast name (this is case sensitive, first letter should becapitalized, e.g., Smith).

Lifetime Certificate Holders – The Diplomate Dues of$225.00 is requested of lifetime certificate holders whoelect not to participate in MOC-PS®. Credit Cardpayment is the preferred method for remittance.However, if necessary, you can complete the form andforward a check for $225.00 made payable to TheAmerican Board of Plastic Surgery, Inc. and return tothe Board Office by April 15, 2012.

The ongoing support of the Diplomate Dues requesthas been gratifying. Since 1999, approximately 65% ofour diplomates have responded. The income from thedues has greatly assisted the Board in its operationsand its mission, and has been especially helpful indefense of the standards represented by the ABPScertificate and development of web-based procedures.

MAINTENANCE OF CERTIFICATION (MOC-PS®) PROGRAMAll diplomates should log in to the Board’s website to review their individual MOC-PS® tracking pageto ensure they are current with requirements to maintain certification. The tracking page outlines MOC-

PS® requirements by year and lists deadline dates, status and completion dates.

Once the MOC-PS® requirements are met in any calendar year, look for the ability to download thefollowing:

1-Confirmation of Participation letter; 2-Certificate verifying the MOC-PS® requirements have been met; and 3-The ABMS MOC Starmark logo. Diplomates are encouraged to use this logo on their website, letterhead, advertisements and business cards.

Review the general timeline below for an outline of requirements within the 10 year MOC cycle:

Plan ahead for completion of the PA-PS Module MOC CME activity.The MOC CME must be aligned with the specific tracer procedure selected.

TheBoard is also accepting course submissions from other specialty societies and will update the website as theyare approved. The CME credit earned by completing the MOC-approved educational activity will alsobe applied to your 150 CME hour requirements.

NOTE: The Board Office will send mailings and e-mail notices to the applicable diplomates priorto any deadlines. Be sure that your e-mail address is updated in the “My Profile” tab available oncelogged in to the Board’s website. E-mail [email protected] with questions about the MOC program.

RENEWAL CERTIFICATESRenewal certificates are mailed December 1st of the expiration year rather than at the completion of theMOC-PS® examination. All MOC-PS® requirements must be met to receive your new certificate.Look for frequent e-mail reminders regarding outstanding requirements.

REVOKED CERTIFICATESThe Board continues to review and assess diplomates who have had sanctions, revocations, etc. on statemedical licenses. In 2011, the following ABPS certificates were revoked. To date, a total of 75certificates have been revoked.
