    NDMC extends taxpayment dateNEW DELHI: The New DelhiMunicipal Council onThursday extended the lastdate for payment of property tax for the year2010-11 with rebate by onemonth. The date has beenextended from December31, 2010, to January 31,2011. An NDMC ofcial said:Tax payers may avail of the rebate by paying the taxtill January 31 as onrateable value as per Annual Rent By-Law-2009.The civic agency said thosewho have not received theproperty tax bill can collectthem from the NDMCPalika Kendra ofcebetween 10 a.m. and 2 p.m.on all working days up to

    NEW DELHI: Police Commis-sioner B.K. Gupta on Thurs-day announced a series of measures that will be takenthis year to revamp andstrengthen the system of pol-icing in the Capital.

    Tackling street crimes,ensuring safety of senior citi-zens and woman, taking anti-terror measures, providingpeople friendly and respon-sive policing and improvingthe trafc scenario are the ar-eas that will be given prioritythis year, said Mr. Gupta,adding that increased policepresence was the key.

    Through introduction of new yardsticks for monthlyperformance appraisal fromthe level of beat constable toJoint Commissioners of Po-lice, the Police Commissioner

    intends to increase the ef-ciency of the eld and super-

    visory ofcers. They will begiven two or three chancesand then appropriate actionwill be taken against them,he said.

    Stating that complainantsmust be attended to with careand compassion, Mr. Guptasaid cases should be regis-tered promptly. He alsowarned the ofcers againstdelayed action on the pretextof any dispute over jurisdic-tion. To facilitate easy inter-action, the PoliceCommissioner said morewomen ofcers and person-nel would be posted in areashousing women colleges orthose having predominantlygirl students. Maurice Nagarpolice station, which is to berenamed as North Campuspolice station, now has a

    woman Station House Ofcerwith mostly womensub-ordinates.

    Mr. Gupta said surprisechecking in buses would becarried out to prevent eve-teasing. It will also help curb

    pick-pocketing, he said.Since most street crimes

    take place between 8 p.m. andmidnight and 2 a.m. and 5a.m., patrolling will be inten-sied during this period in vulnerable areas. Once the

    proposal for high-speed vehi-cles is cleared, they will be

    initially used for patrolling incrime prone areas falling un-der 26 police stations. Eastpatrolling team will comprisea Sub-Inspector.

    The force has requested forrecruitment of 500 sub-in-spectors by forgoing the postof 800 constables.

    In the wake of carjackingand house robbery cases, thepolice have decided to carryout patrolling along railwaytracks in East Delhi and onhighways.

    Identication of crimeprone areas, integrated pa-trolling by the Police ControlRoom staff, trafc and the lo-cal police, and closer surveil-lance on known criminals arepart of the plan for crimecontrol.

    more effectively in all casesinvolving organised gangs. Incases where criminals arefound involved in offences af-ter jumping bail, we are re-questing the court concernedto cancel their bails, said Mr.Gupta.

    Besides, the AutomatedFinger and Palmprint Identi-cation System throughwhich police stations willhave access to the nger-prints and other identica-tion particulars of criminalsis expected to become func-tional by January 15.

    The Police Commissionersaid civilians were being en-couraged to help the forcemaintain law and order andtheir contributions recog-nised through rewards andcommendation certicates.

    NEW DELHI: Though the rate of crime per lakh populationwas the lowest ever in theCapital last year, an increaseof over 3 per cent in totalcrime was registered com-pared to 2009, recording arise in cases of robbery,snatching, motor vehiclethefts, rape and molestation.

    According to statistics,snatching cases went up byalmost 24 per cent from 1,289to 1,596. Cases of robbery reg-istered an increase of about 17per cent to touch 567 and ve-hicle thefts increased by 16per cent and stood at 13,794cases last year till December15 compared to 2009. Therewas about 6.5 per cent in-crease in rape cases, whereasmolestation cases increasedby almost 11 per cent last year.Kidnapping/abduction caseswent up by 28 per cent.

    However, the total Indian

    Penal Code (IPC) cases stoodat about 275 per lakh pop-ulation compared to 283 perlakh population in 2009, thelowest ever.

    Sharing statistics at its an-nual press conference here onThursday, Police Commis-sioner B. K. Gupta said world-wide crime per lakhpopulation was considered asthe most viable approach forstudying the trend.

    Emphasis should be ondetections, which cannot beeffected unless cases are reg-istered promptly. Once a caseis registered, there is an auto-matic pressure on the ofcerconcerned to solve it. Motor vehicle theft cases shouldspecially be registered withintwo-three hours and effortsinitiated to trace them. Most-ly stolen vehicles are used tocommit crimes, he said. Lastyear, vehicle thefts accountedfor 29 per cent of the IPCcrimes.

    A slight decrease was re-corded in detection of hei-nous cases from 87.99 to87.86 per cent. However, de-tection of so-called non-hei-nous crimes like snatching,burglary, vehicle theft, moles-tation and kidnapping, re-mained at a dismal low of 44.98 per cent and total IPCat 46.73 per cent. Overall,about 51 per cent cases couldbe detected.

    Over 92 per cent rape and93 per cent molestation caseswere worked out last year. Inrape cases, 96 per cent of theoffenders were known totheir victims and same wasthe case in 92 per cent mo-lestation cases.

    While there was decline inmurder cases, data analysisrevealed involvement of rsttimers in 93 per cent cases.Only 19 per cent murderswere crime-related, 15 percent were due to suddenprovocation on trivial issues,

    15 per cent passion-triggeredand 13 per cent due to enmity.

    All the accused in the kid-napping for ransom cases hadno previous criminal recordand in 87 per cent cases, theaccused were known to the victim. A similar trend wasnoticed in snatching caseswhere 93 per cent offenderswere rst timers.

    Stating that trafc manage-ment was one of the priorityareas, Mr. Gupta said signif-icant improvements had beenmade by the trafc police inthe recent past. Increasedpresence at intersections,drives against various trafcrule violations and intensiedchecking by mobile teams hadhelped better the situation. While 25 per cent of the traf-c police strength is now be-ing deployed at night forregulation and enforcement,senior supervisory ofcershave been directed to overseethe functioning on the eld.

After protesting that it wouldhamper their business, thebarricades were nally re-moved, according to NewDelhi Traders Association(NDTA) president AtulBhargawa,

    The civic body maintainedthat the barricades were partof the process to re-start theredevelopment work of CP.

    NDMC spokesperson Anand Tiwari said: Theywere put up on a trail basisand had to be removed in anycase, even if the traders had

    not protested. The barricadeswere put by the NDMC as anexperiment. After further ex-periments, work may beginover the weekend.

    The trafc police on Mon-day had said that they wouldcreate diversions in CP sothat the work could res-start.

    Meanwhile following com-mencement of the redevelop-ment work in ConnaughtPlace , the NDTA has said thatit would ensure that the shop-ping centre does not turn intoa trafc and constructionmess like before.

    According to the NDMC,the remaining works to betaken up now mainly includeconstruction of four new sub-ways at Panchukian Road andBarakhamba Road and con-struction of the undergroundutility services tunnel in Mid-dle Circle.

    The old pipelines had de- veloped a number of breachesin the past year that led towater-logging on the busyRing Road.

    NEW DELHI: For improving the vote percentage of youth inthe age group of 18 to 22years, the ofce of the Chief Electoral Ofcer in Delhi hasundertaken a drive to enrolall 18 year and older students.

    Delhi CEO Rina Ray said onThursday that the Form 6 forpreparation of voter identitycards are being distributed tostudents in schools and col-leges who have turned 18 buthave still not registered.

    Addressing a press confer-ence along with DirectorGeneral of Election Commis-

    sion Akshaya Raut at DelhiSecretariat, Ms. Rai said thereare a total of 108,000 stu-dents in the 18-plus bracketin Delhis schools. In all, shesaid, the drive intends to tar-get 2.2 lakh youngsters.

    The ofcial said the princi-pals of the schools and colleg-es have been given theresponsibility of helping inthe registration drive. Notingthat it was found that acrossthe country, few youth in the18 to 22 age group actually voted, the ofcials said thedrive is an attempt to correctthis trend.

    Drive to get more young voters registered in Delhi

    NEW DELHI: Low visibility pro-cedures were implementedfor a little over three hours atIndira Gandhi International Airport here on Thursday.

    These procedures were im-plemented on runway 11/29from about 11-15 p.m. on Wednesday night and contin-ued till 2-45 a.m. on Thurs-day. Six ights were operatedunder the CAT-I instrumentlanding system.

    The Airport Meteorologi-cal Department said therewas a spell of dense fog from12-30 a.m. to 1-30 a.m. onThursday on runway 11/29during which the visibilitydropped to below 75 metres. A couple of hours of dense fogcan be expected on Fridaymorning during which visibil-ity may fall to 300 metres.

    NEW DELHI: The Delhi Govern-ment is planning to commis-sion 15 hospitals in the city toincrease the number of bedsfrom 7,510 in 38 Governmenthospitals to over 10,000.

    The proposal was dis-cussed at a review meeting of the Health and Family Wel-fare Department chaired byChief Minister Sheila Dikshitand attended by Health Min-ister Kiran Walia and Health

    Secretary Rajendra Kumar.It was pointed out that the

    hospital bed position in theCapital was much better thanthe national average. WhileDelhi has 2.5 beds per 1,000population, the national aver-age is 0.7 hospital beds per1,000 population.

    The Kokiwala Bagh Hospi-tal with a bed strength of 200is now under construction.The newly planned hospitalswill come up in Burari, Hast-sal, Sarita Vihar, Chhatarpur,

    Ambedkar Nagar, Madipur,Jwalapuri and Bamnauli.These will be 200-bed hospi-tals. Siraspur, Keshavpuramand Jaunti will have 100-bedhospitals whereas 50-bedhospitals have been plannedat Molar Bund and Baprola.

    The Directorate of HealthServices has secured the landfor 11 of the planned hospitalswhereas in the case of oneother hospital, the buildingplans are currently beingprepared.
