2011 USEF NATIONAL JUNIOR HUNTER CHAMPIONSHIP - EAST COAST

PURPOSEThis competition is designed to encourage and promote the basic training and development of Junior Hunters.

SECTIONSThe competition is divided into Small and Large Junior Hunters and again by age, riders 15 & Under and riders 16-17, for a total of 4 Sections.

ELIGIBILITYA horse must win a Championship or Reserve Championship in an "A" Rated Junior Hunter Division between July 2 and July 1 and/or be in the top 10 in their zone in any of the four Junior Hunter sections as of July 1 of the current competition year. Sections held after July 1 will count toward next year's competition. The horse must be registered with the Federation at the time of the win for the Championship or Reserve Championship to count. Horses that are champion at the previous year's competition may return without qualifying. The owner of record of the horse must be a member in good standing of the Federation, i.e.; horses must be shown in accordance with GR1102 and GR1108 in order to be eligible to qualify. An East Coast Championship and a West Coast Championship are offered. Qualified horses may compete in either Championship but must declare which one they will be competing in since they may only compete in one in any year.

PHASESThe competition will be conducted in three separate phases: Under Saddle: To count 20%. To be shown at a walk, trot, and canter both ways of the Ring. Horses are to hand gallop one direction, halt and back. Light contact with the horse's mouth is required. Judged on performance and soundness. Manners and suitability shall be emphasized.Handy Hunter: To count 40%. Obstacles should simulate those found in trappy hunt country. The course must have at least two changes of direction and at least one combination. Horses are required to trot over one fence on the course, may be asked to lead over one obstacle or open a gate while mounted. Emphasis should be placed on turns and promptness. Classic Round: To count 40%. The course must maintain at least ten obstacles, have two changes of direction and have at least one combina-tion. There shall be one single oxer on the course to be ridden at the gallop. Emphasis shall be placed on "brilliance" for this class.

SCORINGUnder Saddle Phase: Horses shall be judged in groups of twelve or less. Each horse shall be judged and given a score based on its performance in the group.Handy Hunter and Classic Round: Each entry will be given a numerical score based on its performance.

MISCELLANEOUSThe same junior exhibitor is required to show an entry in all phases of the com-petition. The same junior exhibitor may show one small and one large entry.

JUDGING PROCEDUREAll three judges will judge each phase simultaneously but independently of each other. Each judge will give every entry a score for each phase. Prior to the Handy Hunter and Classic Round, each entry's score in the previous phase shall be totaled and announced. During the Over Fence phase, the Open Numerical Scoring System is used. After each entry completes the course, each judge's score for the round is immediately shown or announced. The total overall score for each entry is then calculated as soon as it has completed the last phase.

TIESTies will be broken based on the score of the judge that is designated as judge number one for each phase of the competition. If a tie still exists for the overall standings, the score from the Classic Phase will break such tie.

COMPETITION SPECIAL REQUIREMENTS1. Horses are required to be stabled on the competition grounds for a minimum of 12 hours before the start of the competition.2. Commencing 12 hours prior to the start of the competition and con-tinuing until finished competing, only the competition rider may ride his/her entry. These riders must wear their competition number at all times anywhere on the grounds whenever mounted.3. The Official Schooling and Lungeing areas will be designated and locations posted in the Show Office. Participants are restricted to school-ing and lungeing only in the Official areas.4. The use of illegal and/or dangerous jumps, equipment, bamboo offsets and poling is strictly prohibited. 5. Riders, trainers and parents are expected to behave in a manner befit-ting a National Championship and to exhibit honesty, integrity and good sportsmanship. 6. Failure to comply with these rules will result in elimination if deemed appropriate by the Appeals Jury, which will be composed of the Competition's Federation Steward, a member of the USEF Staff and the Competition Manager.

USHJA HUNTERDON EQUITATION CUP CLASSIC Open to any rider that is an active USHJA member and has won a USEF Medal, ASPCA Maclay, USEF Show Jumping Talent Search, or WIHS Classic through July 1, of the qualifying year. Once a rider has won the USHJA Hunterdon Cup he/she will not be allowed to compete again. Class Specifications for the Classic consists of:

a. 10 Hunter Type Fences including at least 2 jumps with no ground lines. b. Fences are to be set at 3'6". c. Judging will be on style and smoothness with an emphasis on hunter style of riding. d. Split into three rounds.

The 1st round will be a Hunter Round and the scores will be announced. The top 15 will be called back for the 2nd round which will be a Handy Hunter Round, and Handiness will be emphasized. Scores will be announced for the 2nd round. The 3rd round final work off will consist of at least the top 4 riders switching horses and repeating all or part of the previous courses. The course will be announced with final competitors in the ring and all fences will be judged. The two judges will sit together and the final scores will not be announced.

CONDITIONS OF COMPETITIONEvery class offered herein which is covered by the rules and specifications of the current USEF Rule Book will be conducted and judged in accordance therewith. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 nonmember registration fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions, 8) Opportunity classes; 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes.

USEF ENTRY AGREEMENT By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the “Federation”) and the local rules of the Competition.

I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harm-less the Competition, the Federation, their officials, directors and employ-ees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cable-casts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the Competition for the promotion, coverage or benefit of the Competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and

application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR908.4. The Horse Show Committee reserves the right to itself to interpret all questions and conditions in regard to or arising out of, or incident to the show without claims for damages or recourse of any kind. All questions not covered in these Rules and Regulations shall be decided by the Horse Show Management; its decision to be final. The Horse Show Management reserves to itself the right to limit entries in any class, section or division, to refuse, accept conditionally, or to cancel any entries, disqualify any riders or exhibitors, prohibit exhibition of entries, and cancel award prizes, without any claim for damages; to change any course, to add a dotted line, to cancel or combine any unfilled classes, or to reschedule classes, after due notice to exhibitors; to change rings or rotate judges; to change specifications in jumper classes as competition warrants. Every horse entered herein for competition will be under the control of the Horse Show Management, but the Show Management will in no case be respon-sible for any loss or damage that may occur, and it shall be a condition of entry that each exhibitor shall hold the horse show and the officials, employees, directors, offi-cers, sponsoring entities of the horse show and the facilities at which the horse show is held blameless for any loss or accident to his horse(s), employee(s), or equipment which may occur from sickness, fire or other cause.

ENTRY PROCEDUREEntries must be POSTMARKED BY Wednesday, July 13, 2011. Entries postmarked after Wednesday, July 13, 2011 will incur a late fee of $100.1. All fees must be paid in U.S. funds. 2. The following fees must accompany the entry form: a) All stall and tack room fees. b) Horse deposit fee of $100. c) RV fees.3. The following are required before NUMBERS WILL BE ISSUED: a) SIGNED OPEN CHECK lodged with the Horse Show Secretary. b) Required signatures on the entry blank. c) Complete "Recipient of Prize Money Awards" information.4. Accounts not closed in person by the exhibitor will be closed at the conclusion of the event by Management and questions regarding billing or refunds WILL NOT BE CONSIDERED.5. The policies herein stated regarding scratch and refund will be followed in place of GR 912.

SCRATCHScratches may only be made in the Show Office on the Official Form, or by letter or facsimile and must be received prior to the start of the first class entered in. Any other method WILL NOT be considered valid. Once a class begins, it may not be scratched, except for an Official Vet Scratch. If a Vet Scratch applies, the scratch must be made on the same day of the class(es) in the Show Office on the Official Form along with the Official Vet's Certificate. Once the horse has competed in any phase of the Junior Hunter Championship, there will be no refund of entry fee. Show Scratch fee: $100; Class Scratch fee: $25 (Applies only to Medal Classes).REFUNDRefund of all pre-paid fees may be given for show scratches received or postmarked by the closing date of entries. After the closing date of entries, stall fees and RV fees are NOT refundable under any circumstances. After the closing date of entries, only pre-paid entry fees are eligible for refund less the $100 scratch fee. Exhibitors are NOT encouraged to pre-pay class fees. If eligible for refund, a check for the amount of refund due will be mailed within 30 days of the completion of the Championships.STABLINGStalls available from Sunday, 4 pm, July 31st, to Wednesday, 6 pm, August 3rd. Initial bedding not provided. Stalls approximately 10' x 10', portable, under tents, with doors. After the closing date of entries, stall fees are not refundable. The move in/move out stipulation will be enforced. BEDDINGBedding on straw is not permitted without prior approval from Show Management. FEED STOREHay, grain and bedding may be purchased on the grounds. For same day delivery, feed orders must be received prior to noon. NON-NEGOTIABLE CHECKSChecks returned by the bank for any reason will be assessed a penalty of $50 or 10% of the face amount of the check, whichever is greater. Upon notification of a returned check, accounts will be given three days to make full payment, including the penalty, which must be paid in certified funds, cashier's check or money order, after which time the Sanctioning Organization(s) will be notified. MOTORIZED VEHICLES/GOLF CARTSUnlicensed drivers are not permitted to operate any motorized vehicles on the show grounds. VETERINARIANThe Official Veterinarian's phone number will be posted at the Show Office.PRIZE MONEYPrize Money will only be awarded to the recipient of record on the entry blank with a valid Social Security or Federal ID number provided. Prize Money will not be awarded in the ring. It will be available no later than seven days after the conclusion of the competition and may be claimed in the Show Office at that time. Otherwise, Prize Money will be mailed.ASSOCIATION CREDENTIALSParticipants must:1) Present to the Show Secretary proof of current USEF and USHJA membership if applicable, or2) Pay the non-member fee for each association if applicable and a $5 breed/discipline fee for Senior USEF non-members, or3) Apply at the competition for USEF and/or USHJA membership. MEASUREMENT CARDSHorses must have a current USEF measurement card or valid mea-surement form. The original or a copy must be presented to the Show Secretary. FOOTING/RINGSFooting is all-weather. Grand Prix Stadium - 375' x 375'; Grand Prix Schooling - 200' x 300'; Hunter Stadium - 200' x 300'; Hunter Schooling - 150' x 270'.MEDICAL WASTESharps must be placed in the proper receptacles. Anyone in violation shall be subject to a fine or other penalties deemed necessary by Show Management. PROTECTIVE HEADGEARAll exhibitors are required to follow USEF Rule GR801 regarding the wearing of protective headgear.ELECTRICAL/FIRE REGULATIONSAll electrical installation and connections must meet state and county codes. Aisles shall be maintained clear for a minimum of six feet wide by eight feet high. No obstructions or projections allowed in these aisles. No Class 1 flammable liquids such as gasoline are allowed inside the buildings. Cooking is not permitted within any stable area. Anyone in violation is subject to dismissal from further participation without recourse.FOOD & ALCOHOLIC BEVERAGESFood service will be available on the show grounds. Alcoholic bever-ages in any form may not be brought onto the show grounds.LEASH LAWAll dogs must be restrained at all times while on the show grounds. Management reserves the right to levy a penalty of $100 per loose dog incident and have Animal Control remove an animal from the premises. PARKINGParking areas will be designated and violators will be towed at owner's expense.DAMAGEAll owners and exhibitors shall be held responsible for any damage incurred by them, their agents or employees to stalls, buildings and other properties on the show grounds, and shall be billed accordingly.
