About the Shooting Sports Program

The Iowa DNR Shooting Sports program was established by the department in October, 2006.

The shooting sports program promotes target shooting programs and shooting ranges as a way

to recruit and retain target shooters and hunters in the state of Iowa. Target shooting supports

conservation efforts directly through excise tax generated via the Pittman Robertson act and

indirectly by establishing relationships between sports men and women and the non-shooting

general public.

Since 2006, the program has maintained three primary focus areas:

1. The National Archery in the Schools Program (NASP)

2. The Iowa High School and Scholastic Clay Target Program (SCTP)

3. The DNR Shooting Range Program

The program is organized between the Law Enforcement and Wildlife bureaus of the DNR.

Departmental staffing for the program is provided by one full-time Shooting Sports

Coordinator, seven seasonal (780 hours per fiscal year) Shooting Range Safety Officers (RSOs)

with state tournament event support from Law Enforcement and Wildlife Bureau field staff.

Extensive non-departmental support for the program comes from school teachers and

volunteers at the local level. The program has an annual operating budget of around $200,000

per fiscal year.

In October 2011, the Department hired a shared Shooting Sports Outreach Coordinator position

shared with Iowa State University (4H Shooting Sports) to assist with existing programs and

extend the reach of the programs to the general public.

National Archery in the Schools Program (NASP)

The National Archery in the Schools Program promotes international-style target archery as part of the in-school curriculum, to improve educational performance and participation in the shooting sports among students in grades 4-12. NASP is currently installed in 46 states and in over 10,000 schools nation-wide. The Shooting Sports Coordinator serves as Iowa State Coordinator for the NASP program and is responsible for all aspects of the program in the state. This role will be shared with the DNR/4H Shooting Sports Outreach Coordinator in the future. The program reaches well over 20,000 Iowa youth each year as part of the regular school day.

Teacher Training: The foundation of the NASP program lies in its standardized Basic Archery Instructor (BAI) training workshop conducted primarily by the Shooting Sports Coordinator and the Shooting Sports Outreach Coordinator with occasional assistance from select county conservation board staff. In the BAI workshop, teachers and volunteers are taught how to run a NASP program in-school ((typically for 2 weeks (10 hours) as part of the physical education curriculum)). Many community parents and volunteers also attend this training to start or assist with a club-based NASP program.

Since 2005, 686 NASP Basic Archery Instructors have been trained in Iowa.

NASP Equipment: The National Archery in the Schools Program uses standardized equipment. Equipment may be purchased direct by schools or schools may apply for equipment grants through the Iowa Archery in the Schools Foundation. Equipment may also be checked out by schools through the department for use in the in-school curriculum. .

NASP Club Programs: Schools conducting NASP archery as part of the in-school curriculum are eligible to participate in the Iowa NASP League and State Championship events which is coordinated by the Department. The league promotes face-to-face archery matches organized and conducted at the local level with registration and league administration handled by the Department. League events themselves are organized and conducted by NASP volunteers. The league runs from mid December through the end of February. The last weekend in February each year is the Iowa NASP State Championships.

Iowa High School and Scholastic Clay Target Program (SCTP)

The Iowa High School and Scholastic Clay Target Program is a youth development program

promoting participation in the organized clay target shooting sports for elementary through

colligate age groups. Volunteer coaches and school teachers lead local area programs much

like other, traditional youth sports. Local teams may participate in local, regional, state and/or

national level matches for trap, skeet and/or sporting clays. The Shooting Sports Coordinator

serves as state advisor with SCTP National and is responsible for all aspects of the program in

the state of Iowa. The SCTP has experienced steady growth since the department’s

involvement in 2007 with nearly 1400 Iowa youth participating in 2011.

Coach Certification: Certified coaches are the backbone of the SCTP. Coaches participating in

the program must complete a coach certification program. The Department has developed the

Iowa DNR Basic Shotgun Coach Certification Program which is a one-day, discipline specific (i.e.

trap, skeet or sporting clays) coach training conducted by the Shooting Sports Coordinator.

Through 2011, the Shooting Sports Coordinator has certified 431 coaches with the program

through 2011.

The Shooting Sports Coordinator is also a member of the NRA and USA Shooting National Coach

Development Staff (NCDS) and offers the Level I Shotgun Coach program. In 2011, 31

NRA/USAS Level I coaches were certified by SCTP National Staff assisted by the Shooting Sports

Coordinator.

Iowa High School and Scholastic Clay Target Program League

The Iowa High School and SCTP league is where the bulk of the program participation takes

place and where future program capacity lies. The league capacity is limited only by the

number of events volunteer coaches are willing to host and by available facilities. League

events are organized and conducted entirely with volunteer efforts. The Department’s role is in

event advertizing and post-event results posting and tabulation. In 2011, there were 161

registered league events conducted in the state.

Iowa High School and Scholastic Clay Target Program State Championships

The Department is responsible for organizing the state championship events for the Iowa High

School and Scholastic Clay Target Program. Four events are conducted each year in May and

June (skeet, sporting clays, SCTP trap and High School Trap). Much like the rest of the program

growth, the state championship events have grown. Skeet and trap events are currently near

capacity given the current format of these shoots.

Iowa Shooting Range Program

The Iowa Shooting Range program provides 12 state facilities, general consulting to non-state

shooting ranges and grant programs to support ranges and departmental programs.

Iowa Shooting Range Areas

The Iowa DNR currently has twelve shooting range areas across the state. These ranges

typically reside on or near state wildlife areas or state parks. Of the twelve areas, two are fully

staffed (Banner and Olofson) which are fee-based and two are partially staffed (Hawkeye and

Princeton) during operating hours. The other 8 have no departmental supervision and are open

from sunrise to sunset, 365 days per year. The ten partially staffed, or non-staffed ranges are

open to the public for no charge.

Fully Staffed Ranges

Banner Shooting Range (Indianola), located north of Indianola is owned and operated by the

department. The range is managed by the Shooting Sports Coordinator and operated by five

departmental Range Safety Officers (RSOs) who are seasonal (780 hours per fiscal year)

employees.

Banner Range RSO Staff

John Lalli – Chief RSO

I started working for Iowa Department of Natural Resources as a Range Officer at Banner Shooting Range in 2002. I am currently a NRA certified Chief Range Safety Officer, NRA Certified Pistol Instructor and a DNR Basic Shotgun Coach. I graduated from the US Army small arms repair school. As a retired US Army Infantry Non-Commissioned Officer, I have extensive experience in small arms use and instruction. I have been reloading custom ammunition for approximately 10 years. My goal is to continue to educate the public in the sporting use of firearms, especially handguns.

Garry Canny - RSO

Gary Canny has worked at the Banner Shooting Range for over six years

during which the range was rebuilt several times. The range is now a class

operation that gets very positive comments from the users of the range.

Gary is an NRA certified range safety officer and is an NRA certified handgun

instructor. Spare time activities include fishing and shooting sports.

Tyler Seuferer - RSO

I have worked for the Iowa DNR since December of 2009 at the Banner

Shooting Range while also employed for the Warren County Conservation

Board in the summers. I’m currently a certified NRA Range Safety Officer

and a NRA certified Pistol Instructor. I graduated in 2009 from Upper Iowa

University with a Bachelors Degree in Conservation Management. I have

hunted for the last 15 years for all animals in Iowa but live for bow

hunting. My goals as a DNR employee is to further educate the public on

gun safety and procedures and advance the shooting sports in the state of

Iowa and to gain full time employment for the Iowa DNR.

Viken Koundakjian – RSO

I have certifications in NRA Range safety officer and Basic Pistol

Instructor. Like most of us, I grew up shooting bb guns learning the basics

of target shooting and safe handling. As I grew up I got more exposure to

the shooting sports with trap shooting and pistol shooting. I currently

have a love/hate relationship with sporting clays, which means I love to

go out and shoot a round or two of sporting clays, but i hate to see my

score card at the end of each round. I am an also avid photographer and

motorcyclist.

Banner Range provides introductory shooting classes, leagues and friendly competitions. A full

selection of targets, ammunition and shooting accessories are available at the range for

purchase.

Olofson Shooting Range (Polk City), is owned by the department but operated under

concession contract by Michael Warman of Warman Management Company. For more

Fully Staffed Range Performance

DNR fully staffed ranges have seen exponential growth over the last several years with primary

growth areas being in rifle/handgun shooting. Clay target participation has been flat to slightly

down at these ranges (rifle and handgun amenities have more capacity at these facilities). In

2011, Banner Range had 5,419 unique registered visitors and 10,770 registered visits.

Partially Staffed Ranges

Hawkeye Shooting Range (Swisher), is staffed during weekends and peak hours by seasonal

(780 hours/fiscal year) Range Safety Officer, David Giese.

David Giese – RSO

David started working off and on for the DNR at the Hawkeye Wildlife Unit in 2003 to present. When he

started there was no designated shooting facility for the general public to

use. David aided in the design and construction of the current Hawkeye

area shooting range from its conception to its current state. Some of

David’s future goals include helping to further the expansion of DNR and

scholastic trap shooting into public high schools in Iowa, continue to

receive certifications in areas such as shotgun instruction and the

continued expansion and use of the Hawkeye area shooting facilities by

both the general public and to host events such as hunter education

classes. Some of his qualifications include: NRA Range Officer 3 year’s

experience, Boy Scouts of America Shooting Sports Instructor +15 years

experience, Mental Management Systems Seminar for Iowa Youth

Shooting Sports Programs, Hunter Education Instructor 7 year’s experience, DNR Basic Shotgun Coach

Certification, Head Coach Iowa City West Trap Club, Assistant Coach for the University of Iowa Trap

Richard Wade Webster – RSO

I began hunting in the late 1960’s in Iowa for pheasant and deer. I have also successfully hunted big

game such as mule deer, antelope, elk, bear, mountain lion and caribou in the Western U.S., British

Columbia and Labrador. Education has always been a part of my life,

having served on a school Board of Directors for nine years (three

three-year terms) with two years spent as president of the Board. After

completing Hunter Education Certification I also became certified as a

Hunter Education Instructor. I have taught two to four courses a year

for the past ten years.

I began working as a Range Officer in July 2007. The National Rifle

Association presently certifies me as a Range Safety Officer. With the

anticipated change in Iowa’s handgun carry laws, I completed a course

to carry a handgun in April 2010 and in October 2010 completed an

NRA course for a pistol instructor. As a Range Safety Officer I use

information gained as a pistol instructor daily to help shooters safely use their firearms. A goal for the

coming year is to become a certified Shotgun Instructor to assist local schools with their scholastic

shooting sports.

Partially Staffed Range Performance

Shooting Range Grant Programs

In 2009 and 2010, the department offered the Iowa DNR Clay Target Trap Machine Grant Program. The

Iowa DNR Clay Target Trap Machine Grant program promotes growth and expansion of the Iowa High

School and Scholastic Clay Target Program (IAHS/SCTP), a DNR administered, youth development

program promoting trap, skeet and sporting clays shooting in grades 12 and under. Public and private

schools or shooting facilities/teams in Iowa sponsoring IAHS/SCTP teams may apply. Trap machines

must be made available to IAHS/SCTP teams, and IAHS/SCTP teams will have priority over all other

users. Grantees agree to maintain teams and the equipment for a period of five (5) years. Grant

applications are ranked according to potential project impact, need, past participation in IDNR activities,

and other criteria as listed in this application document. Applications are evaluated by a committee, and

the committee makes decisions regarding funding.

In 2011 the Department and external stakeholders conducted a Kaizen design event to create a new

shooting range grant program that would expand the department’s ability to fund range equipment

(such as clay target trap machines) as well as general construction and improvements at non-state

ranges offering public access. Funding would come from Federal Aid dollars (Pittman Robertson) as well

as Fish and Game trust fund dollars (DNR license sales). At the time of this report the program is

pending approval from the Governor’s office.

Impacts and Potential Impacts on Conservation Efforts

Shooting Sports Programs

Estimated Pittman Robertson Funding Generated

For the Scholastic Clay Target Program (SCTP), there were nearly 600,000 clay targets

shot in competition alone. Surveys have shown that teams shoot about twice as many

targets in practice for an estimated 1.8 million targets being shot in the 2011 season.

11% Pittman Robertson (PR) excise tax is collected on each shot fired at a clay target.

Assuming an average cost of $0.20/shot, about $40,000 in PR funding is generated in

ammunition alone.

Hunting and Angling Cross Participation

All archers participating in the after school NASP programs are required to register as a team

through the department. Registration for those participating simply as part of the in-school

unit is not required. All participants in the Iowa High School and Scholastic Clay Target Program

are required to register with the department. Through this registration process, we are able to

start evaluating cross participation between youth target shooters and license purchases

through the department’s Electronic Licensing System (ELSI).

NASP Club (NASP participants beyond the 2 week in-school unit)

Since 2009, 2256 unique individuals have participated in the NASP Club program. Of

those individuals, 458 (20%) have customer records in the DNR’s Electronic Licensing

System.

Of participants found in ELSI, 43% are the only individual in the household with a license

Since 2007, 2384 unique individuals have participated in the program. Of those

individuals, 1290 (54%) have customer records in the DNR’s Electronic Licensing System.

Of participants found in ELSI, 41% are the only individual in the household with a license

Below are tables that show shooting sports teams who have had at least 50 unique athletes

participate in the shooting sports program and license buying figures within those teams.

Participants of those teams were also evaluated to see how many DNR customers in ELSI

existed at the participants’ address. Households with only one customer on record in ELSI may

indicate that the shooting sports participant is hunting/fishing as a result of coaching staff

mentorship and/or non-hunting/angling households interacting with traditional hunting/angling

households indicating recruitment. Additional research (i.e. survey) is required to ascertain the

true reasons for single license households.

Based on these data, a “recruitment factor” was calculated showing how effective individual

teams are in recruiting ELSI license buyers (in general) and specifically hunting license buyers.

The following criteria were calculated as follows:

1. Team Recruitment Factor = # Participants in ELSI ÷ # of Team Participants

2. License Recruitment Factor = # Participants in ELSI ÷ # of multi-license households on team

3. Hunting Recruitment Factor = # Participants with Hunting Licenses ÷ # of multi-license

households on team

It is worth noting the average ages of participants evaluated. Many participants (especially in

NASP) are not old enough to be required to purchase privileges in order to participate in

hunting or angling.

Shooting Ranges

Estimated Pittman Robertson Funding Generated

For Banner, Olofson, Hawkeye and Princeton Shooting Ranges, there were an estimated

850,000 rounds fired at each range. Assuming an average cost of $0.20/shot, about

$19,000 in PR funding is generated at each range or about $80,000 in PR funds

generated in ammunition alone.

For the eight DNR non-staffed shooting ranges, shooting volume is estimated around

250,000 rounds fired for 2011. Assuming an average cost of $0.20/shot, about $5,500 in

PR funding is generated at each range or about $44,000 in PR funds generated in

ammunition alone.
