The Regional Activity Centre for Cleaner Production (CP/RAC) wasestablishedin1996attherequestoftheContractingPartiesoftheBarcelonaConvention.Sincethen, ithasbeenpartoftheMediterraneanActionPlan(MAP),aprogramundertheauspicesoftheUnitedNationsEnvironmentalProgram(UNEP).TheCentre’smissionisto“developmechanismstopromotesustainableconsumptionandproductionintheMediterranean”.

Inordertoachievethismission,theCP/RACseeks:toencourageindustrytoadopttechniquestopreventpollutionatsourceasafactorofcompetitivenessandeconomicimprovement,supportnewentrepreneurialinitiativesthatcreateenvironmental, economic and social value and new green jobs; introduceenvironmentalcriteriaintoorganisations’contractingprocesses(greenpublicprocurement); include the concepts of sustainability in universities’ andbusinessschools’curricula;and,finally,promoteeducationonresponsibleconsumptioninactionprogrammesbycivilsocietyorganisations.In November 2009, the UNEP/MAP 2010/2014 Five-Year StrategicProgramme of Work was approved in Marrakesh. Its focal points are:sustainableconsumptionandproduction,pollutionpreventionandcontrol,climate change, governance, biodiversity and integrated coastal zonemanagement. This programme of work, which is common to all MAPcentres,hasbeensubdivided intobiannualprogrammes.Wearecurrentlyhalfwaythroughthebiannualprogramme2010-2011.Duetothenatureofitswork,theCP/RAChasmainlybeeninvolvedinsustainableconsumptionandproductionandintegratedcoastalzonemanagement.Thatisnottosayithassettherestaside,asithasdevelopedactivitiesrelatedtoallofthem.

Byimplementingitsmission,theCP/RACplacesspecialemphasisonthreespecific areas in which the Centre has remarkable experience and greatpotential: the diffusion of cleaner production and green competitivenessthrough the GRECO Initiative, sustainable consumption and, finally, thepreventionandrationalmanagementofchemicals,enhancedbytheratificationoftheCentreasaRegionalCentrefortheStockholmConventiononPersistentOrganicPollutants.Forthefirstofthese,itisextremelyimportanttomobilisetheprivatesectorandbusiness in theMediterranean,especiallysmallandmedium-sized enterprises, to promote the adoption of more sustainableproductionsystemsandbusinessmodels.Inthesphereofconsumption,akeyobjectivethatarisesistoidentifysustainableconsumptionpatterns,andmechanisms tobe transmitted to society ingeneral, byusingappropriatesystemssuchasnew informationandcommunicationsystems.Finally,asfarasrationalmanagementofchemicalsisconcerned,theCentreisworkingtogettheMediterraneanSearidofhazardouschemicalsbyworkingsidebysidewiththeprivateandthepublicsectorsineachofthecountriesincludedintheMediterraneanActionPlan.ItiswiththisaiminmindthattheCentredevelopedin2011theactivitiessetoutbelow.

•Promotionofgreenentrepreneurship in theMediterraneanthroughthedissemination of 25 success stories of green entrepreneurs and theorganisationoftwocoursesoneco-designandgreenentrepreneurshipinSicilyandEgypt.

•Consolidation of the project Sustainable Events in the Mediterranean,after placing the Sustainable Events Toolkit online and teaching threecourses on how to organise sustainable events, in Spain, Egypt andGreece.TheCP/RACleadstheintroductionofsustainabilitymeasuresintheorganisationoftheMediterraneanActionPlanevents.

•Technicalsupport toCroatiaandMontenegro in the implementationoftheir National Action Plans (NAPs) on Sustainable Consumption andProduction.

•Promotingeducationandawarenessonsustainableconsumptionandproduction through training educators, workshops for youths and theexpansionoftheConsumpediamedwebsite.

•Training forcompanies,auditorsand industriesoncleanerproduction,following theGreenCompetitivenessGRECOprojectand thecoursesorganisedundertheHorizon2020workprogramme.

In2011theCP/RACcontinuedthetasksrelatingtotheActionPlan on Sustainable Consumption and Production that itdevelopedtheyearbeforeforCroatia,incollaborationwiththeMinistry of Environmental Protection, Physical Planning andConstructionofthatcountry.Thus,thefirststepshavebeentakento implementoneaspectoftheActionPlan,focusingonsustainablepublicprocurement.Forthis,theCP/RACmeton10November inZagreb (Croatia)with therepresentativeappointed by the Ministry of Environment to submit the

proposal to implement the UNEP approach for public procurement inthis country.At themeetingapersonwasappointed to coordinate theprojectinCroatia,anditwasdeterminedwhatprofilesshouldbepartoftheSteeringCommitteeandascheduleofactionstobecarriedoutinthecomingmonthswasdeveloped.GiventheexperiencegainedbytheCentrewiththepilotassistancethatithasbeendevelopingwithCroatia,in2011contactswereestablishedwiththeMinistryofEnvironmentin6jMontenegroandUNEP/ROEtoprepareanActionPlanonSustainableConsumptionandProductionforthiscountryaspartofitsNationalStrategyforSustainableDevelopment.

Assisting.Israel.with.developing.its.National.Implementation.Plan.(NIP).for.the.application.of.the.Stockholm.Convention.on.POPs

In the framework of the assistance to Israel in developingits National Implementation Plan for application of theStockholm Convention on POPs, the CP/RAC participatedin the firstNational and InterministerialCommitteemeeting.Atthismeeting,theCentrewastointroducetheStockholmConvention to the participants and the obligations arisingfromit,aswellastheNIPdevelopmentprocess.Themeetingtook place on 9 January 2011 and was attended by 30people,includingrepresentativesfromtheMinistryofHealth,the industryandNGOs.For thenext threedays,aseminarwas held on environmental monitoring of POPs, given byRECETOXincollaborationwiththeCP/RAC1.

Technical.support.for.Spain.in.updating.its.National.Implementation.Plan.on.POPsThe CP/RAC is part of the Technical Group on PersistentOrganic Pollutants (POPs) and as such, participated in themeeting organised by the Ministry of the Environment andRural and Marine Affairs (MARM) that took place in Madridon 11 May. The purpose of the meeting was to monitorthe activities on POPs at a national level with a view toupdating the National Action Plan and the main activitiescarriedoutbytheSecretariatoftheStockholmConvention.

Other proposals for action were also discussed and the2011-2012biannualworkprogrammewasadopted.TheCP/RACalsoattendedthenextmeetingoftheTechnicalGroupon POPs, which took place on 18 October in Madrid. Themeeting focused on updating the National ImplementationPlanof theStockholmConventionand (EC)RegulationNo.850/2004;areviseddiagnosisonthestatusofPOPsinSpainwasalsoaddressed,evaluatingthemeasuresimplementedsofar,updatingthemeasuresfortheinitialPOPsandproposingactionsforthenewPOPs.

Monitoring.of.chemical.pollutants.in.Spain

TheCP/RACparticipatedintheconferenceonthe“Presenceand monitoring of chemical pollutants in the environmentandonhumanhealth”,organisedbytheGeneralDirectorateforQualityandEnvironmentalAssessmentoftheMinistryofEnvironment,RuralandMarineAffairsheld inMadridon14April2011.AttendingthismeetingwasveryusefultoshowtheactivitiescarriedoutinSpainforthemonitoringofpersistentorganic pollutants and other activities in which the Centreparticipates.

Methodological.trainer.guide

TheCP/RAChasdevelopeda methodological manualtitled “Strategies forintroducing education onsustainable consumptionandproduction in schools”.Thistoolisaimedatteachersin schools, colleges andothereducationalinstitutionswith explanations andresourcesthatwillbeusefulfor applying the conceptsofeducation forsustainableconsumptionandproductionin classrooms and schoolcurricula.ThemanualisinSpanishandcurrentlytranslationsintoEnglishandFrencharebeingrevisedforlaterdistribution.

Training.teachers.on.education.for.sustainable.consumption.and.production.

Within the framework of the participation of the CP/RACin the CAMP Levante de Almeria project, a seminar on

teaching strategies concerning education on sustainable consumptionandproductionofprimaryandsecondaryteachers,washeldfrom18to19 March in the coast of Almeria. The CAMP Levante de Almeria is aprojectthat,followingtoamethodologyestablishedbytheUnitedNations,aimsto fosteramanagementmodelchange inthisstretchofcoastline,pioneeringtheimplementationofIntegratedCoastalZoneManagement.

1.3Consumpediamed

ThecontentsoftheCentre’smicrositepromotingresponsibleand sustainable consumption (www.consumpediamed.org)has been updated with five new products in 2011 andimprovementsarebeingmadetoitsstructureandfunctionalityto make it more interactive and participatory. New webfeaturesalsoincludetheapplicationanddevelopmentof2.0actions,tointegratesocialnetworkingintheplatformandtheincorporationofanewsectiononsustainableconsumptioninitiativesinthreepilotcountries(Italy,MoroccoandSpain).

.European.Week.for.Waste.ReductionTheCP/RAChasworkedwiththeCentreforEnvironmentallySustainableDevelopment (CESD) in Bosnia and Herzegovina in order to bring theEuropean Week for Waste Reduction to Sarajevo. This is a three-yearproject having the support of the LIFE+ programme of the EuropeanCommissionconsistinginorganisingduringoneweekthroughoutEurope,awareness-raisingactionsonwastereduction.In2011theEuropeanWeekforWasteReductionwasheldfrom19to27November.Theactivitiesthatwereorganised inSarajevo,coordinatedby theCESD,allowed to raiseawarenessonwastereductionstrategies,promotesustainableactionsthathelptoreducewaste,spreadtheworkundertakenbyvariousinstitutionsandagencies thisareaandto influencetheeverydaybehaviourchangeofEuropeansconcerningtheirconsumptionhabitsandtheproductionofgoodsandservices2.

Workshop.on.education.for.sustainable.consumption.and.production

Inorder topromoteeducation for sustainable consumptionand production, the CP/RAC participated for the secondtimeintheAtlantisYouthCamporganisedbytheCentreforMediterraneanCooperation(MCC)oftheRedCrossandtheRedCrescent.ThemeetingwasheldinHammamet(Tunisia)from2to9Julyandwasattendedby68youngsters,agedbetween18and28, volunteersof theRedCrossandRedCrescentintheMediterraneanregion.TheCentresupportedthe running of the camp and organised a workshop oneducation for sustainable consumption and production,in which the participants were introduced to the conceptsof ecological footprint, life cycle, consumption patterns,sustainable lifestyles, etc. The workshop was structuredwith practical activities for young people to reflect on themajor environmental challenges, the impact caused bycurrent lifestyles,thecomplex linkagesbetweenproduction,consumption,educationandgovernance,theenvironmentalimpacts induced by products throughout their life cyclesandproductredesignaimedatreducingtheirenvironmentalimpactthroughouttheirlifecycle3..

Eco-design.courses.at.universitiesTheCP/RAC,incollaborationwiththeCleanerTechnologyCentreoftheUniversityofMalta,organisedacourseoneco-designat theUniversityofMaltafrom24to28October.Thecourse,designedbyacademicsoftheUniversitatAutonomadeBarcelona(UAB)ResearchCentre,focusedon the concept of Ecodesign, Ecodesign Methodology, EnvironmentalAssessmentTools,EcodesignCaseStudiesandEcoInnovationinservices.The sessions were limited to 20 people and consisted of theory in themorningandpracticalexercisesintheafternoon,allowingtheparticipantstodesignontheirown4.

Green.entrepreneurship.courses.at.universities

Duringthesecondhalfoftheyear,theCP/RACstarteddevelopingacourseon green entrepreneurship, for which it considered that support fromvariouspartnerswasnecessary;oneof themwas theUNEP/WuppertalInstituteCollaboratingCentreonSustainableConsumptionandProduction(CSCP),thathasextensiveexperienceinthistypeoftraining.Furthermore,forthefirstpilotcourse,thecityofIstanbulinTurkeywaschosen,wheretheCP/RAChasawidenetworkof contacts, andourpartners for thisevent were: the Bogazici University, the Sustainable Development andCleaner Production Centre and the Ministry of Environment and UrbanAffairsofTurkey.

Improving.the.Olive.Oil.Export.Sector.in.Palestine

The CP/RAC has worked with the International FinanceCorporation (IFC) developing a project in Palestine toimprove olive oil exportation. The Centre has focused itsactionsonpreparing surveys for enterprises in the industryand then analyzing the information gathered on differentaspects of the production and distribution of olive oil inPalestine.Asaresultofthesurveys,theCentrehasproposedstrategies and actions that could be implemented andthat were exposed in a seminar carried out in Palestine5.

Industrial.Competitiveness.Seminar.in.Algeria

On 15 June, the Centre organised a seminar on cleanerproduction and industrial competitiveness in Algeria inthe framework of a collaboration of the CP/RAC with theAlgerian National Centre for Cleaner Production (NCCTP).The conference, attended by 60 people, focused on howto incorporate cleaner production in the main companiesinthe industry inthecountry (i.e.cement, foodandsurfacetreatment) and Spanish companies were invited so thatAlgerian businessmen could learn first-hand about differentexperiences of adapting industrial processes to cleanerproductionandtheroleithasplayedintheircompetitiveness6.

1.5Capacity.Building.in.Cleaner.Production.Audits

TheCP/RAC,throughapartnershipwiththeJordanCleanerProductionProgramme(JCPPitsacronyminEnglish),organisedatrainingcourseoncleanerproductionaudits inAmman (Jordan) from20 to24November.Thecontentsofthecourseincludedresourceefficiency,cleanproductionand life cycle analysis, preparation of cleaner production programmesandtheirimplementation,andauditmethodologythroughtheuseoftheUNEPtools.Thecoursealsoincludedavisittoapharmaceuticalindustryandtheparticipationof12ofthecountry’senvironmentalconsultantsandmembersoftheChambersofCommerceinJordan.

.National.Capacity.Building.Courses.on.Cleaner.Production.(Horizon.2020)TheCP/RACparticipatesintheHorizon2020project,whichaims to de-pollute the Mediterranean by 2020 by trackingthesourcesofpollution thataccount for80%of theoverallpollution of the Mediterranean Sea: municipal waste, urbanwastewaterandindustrialpollution.ThetaskoftheCP/RACinthisproject,financedbyENPI,fallswithintheframeworkoftheactivitiesoftheso-calledCB/MEP7,whichaimstosupportthe implementationof theHorizon2020 InitiativeRoadmap

andWorkPlanthroughcapacitybuildingandawarenessraisingactivities,andtopromoteintegrationandmainstreamingofenvironmentissuesintoothersectorpolicies.

Thus, in the framework of this project, the CP/RAC has organised fivenationaltrainingcoursestopromotecleanproductionbetweencompaniesintheMediterraneanregion.AcoursewasconductedonBestPracticesintheProductionofOliveOilandProcessingofitsBy-productsfrom1to2MarchinMorocco8,acourseontheSustainableManagementofIndustrialCities from27 to 29 June inMontenegro9, a courseonBestPracticesand Cleaner Technologies for Agriculture and Food on 30 June and 1July in Albania10, a course for the improvement of existing institutional

1.5frameworks, legislationandpoliciesrelatedtoemission limitvaluesofindustrialeffluent,industrialsystemsofauthorizationandcontrol inaccordancewiththeprinciplesandconceptsofcleanerproductionandoftheIPPCDirectiveinLebanon11from29to30September,andacourseontheadaptationoftheinstitutionalandlegalframeworksofindustrialsystemsforauthorizationandcontrol,totheprinciplesoftheIPPCDirective,includingthedevelopmentofreliableandharmonizeddataforissuesrelatedtopollutionpreventionfrom2to3OctoberinPalestine12.In the frameworkof theHorizon2020project, theCP/RAChasalsoorganised twocapacity-buildingcoursesongreeninvestmentandbanking.Theseminarongreeninvestment13washeldinLebanonon28Septemberandwasattendedby16 professionals, including individual investors, commercialbank professionals and financial institutions, national andlocal authorities, members of Chambers of Commerce andbusiness organisations and entrepreneurs. The sessionintroducedtheparticipantstothemeaningofgreeninvestmentandwhy it is consideredoneof thebest and fastestways

to reduce carbon emissions andpromote green jobs. Furthermore, theseminarongreenbanking14wasofregionalscopeandtookplaceon22and23Novembertogetherwiththe5thMediterraneanWeekofEconomicLeaders.44courseattendeeswereresponsibleforMediterraneanpolicy;professionals from commercial banks and financial institutions, privateinvestors, industry professionals, members of business organisationsandNGOsandentrepreneurshad theopportunityof learningfirst-handabouttheconceptofgreenbankinganditsoverallobjectives,aswellasabouttheimportantrolethatthebankingsectorcanplayinencouragingothersectorstobegreenerbyfosteringfriendlyfinancingschemes,fromaviewpointoftheenvironmentandincentivesforthosepromotinggoodenvironmentalpractices.

TheCP/RACparticipatedintheGlobalEcoForum(GEF),whichtookplaceinBarcelonafrom24to26October2011,invitingopinionleadersandagentsofchangetoboostsustainabilityintheEuro-Mediterraneanregion.Theeventfocusedongreeneconomyandsustainablegovernanceandwasattendedby350peopleincludingcivilsocietyrepresentatives,companies,NGOs and government institutions. MediterraneanActionPlan(MAP)topromotegreeneconomyintheregionwithaviewtotheUnitedNationsConferenceforSustainableDevelopmentRio+20.TheCP/RACorganisedthiseventaspartofthe5thMediterraneanWeek of Economic Leaders16 organised by the Barcelona Chamber ofCommerce,ASCAME,theSecretariatoftheUnionfortheMediterranean,IEMedandtheEuropeanInvestmentBank.

Promotion.of.green.entrepreneurship.in.the.Mediterranean.region

Continuingtheworkbegunin2010,throughwhichtheCentredevelopedastrategic framework foractionandasurveyofthe situation of social entrepreneurship and sustainabledevelopment in the Mediterranean region, 25 cases ofsuccessful green entrepreneurs18 from Arab countries andTurkey were published and disseminated in 2011, with theaimofpromotingsustainableenterprisesfromtheeconomic,environmentalandsocialviewpointintheMediterraneanarea.

Also,thisyearananalysishasbeencommissionedonthesituationandpossibilitiesofgreenentrepreneurship in ItalyandTunisia,aswellas10casesofsuccessfulentrepreneursinthesecountries,whicharecurrentlybeingtranslatedandformattedforlaterdistribution.Underthisinitiative,theCP/RACconductedtwocoursesoneco-designandgreenentrepreneurshipin2011,oneattheHubSyracuse19(Italy)on23and24SeptemberandanotherattheAmericanUniversityinCairo20(Egypt)on 16 and 17 November. During the training sessions, the participantswereintroducedtotheconceptofgreenentrepreneurshipandthemostimportant aspects to consider when creating a green company. The

MedClean.records

During 2011, 20 new MedClean21 records were compiledon various industrial and productive sectors; half of themhave already been published on the Centre’s websiteand the rest are being translated into Spanish, English orFrench, as appropriate. The MedClean records are casestudies of cleaner production techniques implemented inbusinesses in Mediterranean countries, demonstrating theirfeasibility through balance sheets, including economic andenvironmentalaspects.Theirpublicationfosterstheexchangeofexperienceandknowledgewhileofferingexamplesonthepractical application of cleaner production in businesses intheregion.

Improving.plant.protection.product.waste.managementEarlier this year, on 18 and 19 January, the CP/RAC participated inthe seminar on the dissemination and communication activities of theAGROCHEPACK22 project. This European project aims at designing anoptimized management system for plant protection product packagingwaste in all Mediterranean countries while it also aims to optimize theexistingsysteminourcountry.TheCP/RACmadeapresentationattheconferenceexplainingtheCentre’sparticipationintheprojectandprovidedinputduringthedebateondefiningtheactivitiestobecarriedout.

Regional.capacity.building.on.the.management.of.waste.from.electrical.and.electronic.equipment.(Horizon.2020)

WithintheframeworkofcollaborationwiththeHorizon2020Initiative, the CP/RAC participated in a capacity buildingcourseonthemanagementofwasteelectricalandelectronicequipment(WEEE)whichtookplaceinBrussels(Belgium)from20to22June.TheCentregavealecturetitled“Conventionsaffecting WEEE management” which main focus was toemphasizethesynergiesoftheworkdonebytheStockholm

ConventiononPersistentOrganicPollutants(POPs)andthesustainableWEEE management. The participants, 20 government-representingpeople, local and regional institutions and NGOs, were introduced todifferent aspects of themanagement ofWEEE, such as legislation andconventionsthataffectWEEE,scaleoftheproblem(sourcesandtypes),environmental and socio-economic impacts, monitoring programmes,bestpracticesonmanagement,informationandcommunicationtoolsandtheimportanceofdevelopingasustainableWEEE24managementactionplan.

During this year, the CP/RAC has carried out a three-dayWorkshop on Good Practices in the Fisheries Sector. The Second Conference26 took place on 23 and 24 September andfocusedontheroleoftheMediterraneanPlatformofArtisanalFishersinthereformoftheCommonFisheriesPolicy,theco-managedFishStocksin Andalusia, the new rules for sport fishing, the mechanisms of directmarketing,energyconservationanddiversificationinthefisheriessector.The Third Conference on the Dissemination of Good Practices in theFisheriesSectorwasheldon3November2011andthecontentsfocusedonthemodalitiesofsurfacelongliningandtrawling.Atthemeetingvariousissues were presented aimed at increasing business performance andreducing the impact on the environment and a debate was generatedregardingtheviabilityofadoptingthedifferenttoolsofsustainablefisheriesmanagement today. Theconferencealso included issuesof interest fortheindustry,onthefutureEuropeanregulation,whichisderivedfromtheongoingreformoftheCommonFisheriesPolicy(CFP).TheWorkshoponGoodPracticetookplaceinCabodeGataandGarrucha(Almeriaprovince),asanactivityoftheCP/RACintheframeworkoftheCAMPLevantedeAlmeriaproject that, followingamethodologyestablishedby theUnitedNations,aimstopromoteinthisstretchofcoastlineamanagementmodelchange, pioneering the implementation of the Integrated Coastal ZoneManagement.

TheCP/RACalsoparticipatedinthesecondImagineWorkshopthattookplaceattheUniversityofAlmeria(Spain)on30Septemberand1October2011,andinthethirdImagineWorkshopheldon11and12November.ImagineistheSystemicandProspectiveSustainabilityAnalysisintheEastofAlmeria,which isamethodologydevelopedby theUnitedNations inwhichtheanalysisofkeyenvironmentalaspectsoftheterritory intermsofsustainabilityistransferredtothesocio-economicsectors.AsaleadingpartneroftheCAMPLevantedeAlmeriaproject,theCP/RACparticipatedin thismeeting,which reviewed theexistingenvironmentalproblemsontheAlmeriacoastandchose10sustainabilityindicators.TheresultoftheSystemicandProspectiveSustainabilityAnalysis isthebasistodevelopand then agree on the Framework of Sustainable Development in theCAMPArea27.

IntheframeworkofthecollaborationofCP/RACwiththeHorizon2020Project, the Centre organised a regional workshop on the transitiontowardsmoresustainableconsumptionandproductionpatternsinBudva(Montenegro)from1to3June.Thetrainingcoursewasattendedby34people from12differentcountries, includingpolicymakersandopinionleaders,representativesofministriesofenvironmentandeducation,andcivil societymembersandacademia.Theworkshop focusedon linkingallinterdisciplinaryelementsonsustainableconsumptionandproduction,with a particular emphasis on education for sustainable consumption,as well as citizen sensitization and awareness and the importance ofmethodologies and tools to convey this message and raise awarenessthroughpublicinstitutionsandagencies.28

Boosting.BATs.in.the.Mediterranean.region:.BAT4MED.project

The CP/RAC is one of the organisations participating inthe Project BAT4MED29 (Best Available Techniques for theMediterranean), coordinated by the Andalusian Institute ofTechnology (AIT) and funded with European funds throughthe Seventh Framework Programme for R&D. The projectaimstoanalysethepotentialimpactoftheintroductionoftheEuropeanIPPC(IntegratedPollutionPreventionandControl)concept in the Mediterranean region, in order to ensuregreaterenvironmentalandhealthprotectioninthisareafortheindustrial activity in Mediterranean countries of internationalcooperation.Theinitiativeaimstoactasacatalystforchangein the Mediterranean countries of international cooperation,

Theseobjectives are to be achieved through the identification,evaluationandselectionofBestAvailableTechniques (BAT)forpreventingandcontrollingpollutioninkeyindustrialsectorswithhighpotentialenvironmentalbenefit.Theprojectkick-offmeeting30tookplaceinSevilleon13and14January2011.Themeetingservedtodevelopandadopta methodology for identifying key industrial sectors of theMediterraneanPartnerCountriesinvolvedintheprojectbasedon three “data classes”: economic aspects, environmentalaspects,andinstitutional,socialandhealth-relatedaspects.

Then, the second BAT4MED Committee31 meeting tookplace from 27 to 29 June in Pisa (Italy), to identify the keyindustrialsectorsonwhichtheprojectwillfocus,evaluatetheworkdone in thefirstsixmonthsof the initiativeanddefinethesteps to followuntil theendof theyear.Thefirststudyvisit was carried out on Monday 27th at different industriesfrom the region in order to better understanding their workandmanagementprocesses.AfterreviewinganddiscussingtheresultsofthenationalanalysisrealizedinTunisia,MoroccoandEgypt, thePartnersagreed to focus theproject in twosectors:food(especiallyinthedairyindustry)andtextile.Thedecision was based on the high detection of opportunitiesfor improving the environment in these areas, and also onthefact thatbothsectorshavecommonneeds inthethreeMediterraneancountries.

Thefirst impactsof theBAT4MEDprojectwerespecifiedatthebeginningofthetrainingseminarsforauditors32,togetherwiththefirsttechnicalauditinindustries.Eachtrainingcourselastedfor3days(onefortrainingandoneforeachaudit).Thus,theseminar inTunisiatookplacefrom19to21September,theseminar inMorocco from23 to25September,and theseminarinEgyptfrom3to5October.Theworkshopsgavethepotentialauditorsinformationabouttheaimsoftheprojectandaudits,andtheparametersandmethodstobefollowedtocarrythemoutaccordingtoadvicefromVITO’sandSantaAnnaSchoolprojectpartners.Duringtheaudits33,avisitwasmadetoselectedindustrialfacilitiesanddataandinformationwascollectedtoreachadiagnosisthatwillthenbegiventothemanagementof theauditedcompany.This trainingseminarhasallowedtheauditorswhoparticipatedinthesessionstoconduct four audits per sector in their countries, compilingdata thatwillbeused toproducereportsonBestAvailableTechniques (BAT) for eachsector andcountry. Finally, on7November,SevillehostedthefirstMeetingoftheBAT4MEDGroupofExpertsthatvalidatedthemethodologydevelopedto select theBestAvailableTechniques (BAT) for the textileand dairy industries in the countries involved in the project(Egypt,TunisiaandMorocco).

Andintheevening,therewasameetingofthesixtechnicalworkinggroups (oneper sector andpercountry), includingexperts from the textile and dairy sectors, with the aim ofobtainingspecificinformationonthesituationofthesesectors,in order to discuss the choice and assessment of BestAvailableTechniques (BAT) andsubsequent implementationstudies.

Furthermore, to ensure success of the BAT4MED project,the partners consider paramount the coordination withother ongoing initiatives aimed at increasing environmentalprotection in the Mediterranean region. With this objective,theprojectconsortiumparticipated, through theAndalusianInstitute of Technology (AIT), in the second meeting of theReview, Monitoring and Research (RMR) sub-group ofHorizon2020,whichtookplacefrom30to31March2011at theofficesof theEuropeanEnvironmentAgency (EEA) inCopenhagen (Denmark). The meeting35 served to introduceattendees to BAT4MED activities and share different pointsof view on reducing industrial pollution with key players intheentireMediterranean region. In this regard, theAITand

theEgyptianEnvironmentalAffairsAgency (EEAA) agreed to jointly fulfilthe BAT4MED and ENPI-SEIS initiatives, aimed at identifying synergiesandcoordinatingtheactivitiesplanned,ensuringagreaterimpactontheregion.

Alternatives.to.POPs

In order to help companies introduce alternatives to POPsin thedesignandproductionofproducts, theCP/RAChascollaborated in 2011 with the Free POPs Initiative36 of theSecretariat of the Stockholm Convention on PersistentOrganicPollutants.Inthisregard,theCentrehasconductedastudytitled“DetectionofgoodpracticeforPersistentOrganicPollutants(POPs)eradication”.Thepurposeofthisreport isto identifyexistingsourcesof informationonbestpracticesintheeliminationofpersistentorganicpollutants,takingintoaccountcompaniesthatareadoptingspecificmeasuresandsourcesofgeneralinformationonbestpractices.Thereportanalysesthemostimportantsectorsinvolvedintheeliminationof POPs, such as the food industry, textile, metallurgy,automotive,electronics,paperindustry,construction,energymanagementandwasteincineration.Areviewofthecontentsof the report in English was completed in December 2011and page design will be carried out in early 2012 for laterdissemination.Likewise,theconvenienceoftranslatingitintoSpanishandFrenchwillbeassessed.

TheCentrehasalsocollaboratedwiththeLifeSubsportproject37,whichaimstodevelopanInternetportalthatisaresourceonsaferalternativesfortheuseofhazardouschemicals.Inaddition,theprojectaimstocreateanetworkofexpertsandorganisationsworkinginthefieldofsubstitution.Aspartof thiscollaboration, theCentreorganisedatrainingsessiononidentifyingandevaluatingalternativesforhazardouschemicals,whichtookplace inBarcelonaon13December.Thetrainingsessionwasattendedby15peoplewhowereprovidedwith thebasicconceptsandtools forsubstitutionofhazardouschemicalsinproductsandprocessesforsaferonesaimedatprotectinghumanhealthandtheenvironment38.

Capacity.building.courses.for.professionals.on.POPs

DuringtherevisionoftheNationalImplementationPlan(NIP)of Albania, it was found that hospital waste managementwasatopprioritybecauseitsmismanagementisoneofthepotential sources of dioxins and furans, classified in AnnexCpartIIoftheStockholmConventiononPersistentOrganicPollutants.ItisforthisreasonthattheCP/RAC,incollaborationwith an undergoing WHO project in the area, the trainersTrustWasteManagementLimitedandtheAlbanianMinistryof Health, organised a 10-day training course on hospitalwastemanagementattheDurresInternationalHospital.Thecoursebeganon7Novemberandtheaimwasto increasethe knowledge and awareness of the health staff (doctors,nurses,etc.)andwastemanagersabouttheconsequencesofhospitalwastemismanagement,trainingthemtomanagethiswasteinaproperway39.Ontheotherhand,intheframeworkoftheCentre’sparticipationintheprojectofintegratedcoastalzonemanagement,CAMPLevantedeAlmeria,atrainingworkshophasbeenprepared

Awareness.on.POPs

One of the priorities of the Centre is to disseminate theproblemsassociatedwithpersistentorganicpollutants(POPs)andtakestepstoraiseawarenessamongthepopulation.Tothisend,thethreeshortvideosaboutPOPsthatweremadethe previous year have been translated into Arabic. Thevideos,madebyanimation,explainedinaneducationalandentertainingwaywhatPOPsare,wherewecanfindthemandwhatcaneachofusdo inoureveryday life toavoidbeingexposed to them. Each video focuses on a different area:

food,textileandelectronics.Thevideos,whichlastabout4½minutes,areavailableontheYouTubechanneloftheCentreandtheCentre’swebsite40.

Inthissense,theCentrehasorganisedaprojecttoraiseawarenessonthe problem of persistent organic pollutants (POPs) among universitystudents,byorganisingaworkshopattheAmericanUniversityofCairo41(Egypt), heldon15November, andanother at theUniversity ofMalta42(Malta),heldon6December.

Moreover,theCP/RACalsoparticipatedintheawarenessraisingactivitiesthat the Secretariat of the Stockholm Convention is carrying out in theframeworkof thecelebrationof the10thAnniversaryof theConvention.Oneisaglobalartcompetitionforchildrenandyoungpeople“10yearsoftheStockholmConvention:Chemicalchallenges,sustainablesolutions.”The participants can submit proposals in three categories (drawing,photographyandshort film) aboutwhat themissionundertakenby theStockholmConventionmeanstothem.ThentheycanexplorethewaysinwhichPOPsaffectlifeontheplanet,howecosystemschange,thereasonsfortheriseinthe“chemicaltemperature”oftheplanet,howpeoplecanprotectthemselvesandtheenvironmentfromtheseharmfulsubstances,etc.TheCP/RAChasspreadtheexistenceofthisartcontestthroughtheCentre’swebsiteandtheCPNewsnewsletter,andwillconsiderwhether,oncethecontestendsinJune2012,therewillbeanexhibitionwiththewinningworks43.

Action.Plan.on.Sustainable.Public.Procurement.

TheCP/RACisleadingaprojecttodevelopandimplementnational action plans on sustainable public procurementin the Mediterranean countries. During 2011 there havebeentwoprojectbriefingstothekeygovernmentagenciesconcerned,presentingwhatsustainablepublicprocurementmeansanditsimplicationsintermsoflegislation,environmentand economy. These briefings have been held in CroatiaandMontenegro,sinceitisintendedtoincludetheNationalActionPlanforsustainablepublicprocurementinthecontextfor implementing the National Action Plan on SustainableConsumptionandProductionoftherespectivecountries.

Training.courses.on.sustainable.public.procurement

Under the Horizon 2020 project, the CP/RAC organiseda national training course on green public procurementprocedures inCroatia.Thetraining tookplace inZagrebon12and13Aprilandwasattendedby32participantsincludingrepresentativesoftheMinistryofEconomyandEnvironmentaswellasfromtheOfficeofpublicprocurementandbusinessorganisations44.

In 2011agreements were established with the Centre Marocain deProduction Propre (CMPP), the Centre for EnvironmentalSustainableDevelopment(CESD-Bosnia),theCroatianCleanerProduction Centre (CroCpC), the Environmental ProtectionAgency in Montenegro (EPA), Egypt Cleaner ProductionCentre (ENCPC), the Lebanese Cleaner Production Centre(LCPC), the Bogazici University Sustainable Development

and Cleaner Production Centre (BU/SDCPC-Turkey) and the JordanCleaner Production Program (JCPP). On23January2011theCP/RACparticipated inthenationalworkshop“Egypt’sGreenTransformation”whichwasheldinCairo,organisedbytheEgyptianNationalCouncilforCompetitiveness(ENCC)incooperationwiththe Ministry of Environment and UNEP. The meeting served to presenttheEgyptianNationalCompetitivenessStrategythatincludestheprincipalinitiatives toboostasustainabledevelopmentagenda in thecountry. Intheworkingsessionsparticipants,membersof the ILO,UNIDO,UNDP,the Egyptian National Cleaner Production Centre and various ministriesand Mediterranean organisations, were able to share and align theirprogrammesfor2011andagreeonkeyareasofcollaborationonthewaytothegreeneconomyinEgypt.

The CP/RAC participated in the meeting to launch the platform ofknowledge on resource efficiency and cleaner production for the Arabregion, which has been developed under the auspices of the UnitedNationsEnvironmentProgram (UNEP)and theUnitedNations IndustrialDevelopment Organisation (UNIDO). The meeting, held in Tunis on 21and22June,servedtointroducethisplatform,calledKMSMENA,whichaimstoenablethevariousCleanerProductionCentresoperatingontheSouthernShoreoftheMediterranean,includingtheCP/RAC,toaccessandshare resourcesof interestsuchas relevantdocumentation,databases,casestudies,fundingsources,experiences,etc.ThelaunchoftheMENAKMSplatformmustenabletocarryoutprojectsinamorecoordinatedandefficientwayandatthesametimetopublicizemorewidelytheactivitiesandprojectsthattheCentresareimplementingontheSouthernShoreoftheMediterranean48.

1.9Life.Cycle.Assessment.in.the.Mediterranean.

TheCP/RACparticipatedinthemeetingoftheMELCANprojectthattookplace inTunison20December.Thisproject, ledby theUnitedNationsEnvironmentProgram(UNEP)andtheSocietyofEnvironmentalToxicologyandChemistry(SETAC),ispartoftheLifeCycleAnalysisInitiativethattheseorganisations carry out jointly since 2002. The purpose of the meetingwas to make the first contacts aimed at implementing a framework ofthis project in the Mediterranean and to discuss possible activities andpartnerorganisationstocarryouttheprojectincountriessuchasTunisia,Morocco, Egypt, Spain, France and Italy. The CP/RAC participated inboth themeeting topresent theprojectand thepreparatorypreliminarymeetings to seek synergies and possible ways of collaboration in thefuture implementationof theproject in theMediterraneancountries thathavealreadybeenselected.

2Medpartnership.Project

TheCP/RACparticipates intheMedpartnershipproject, ledby UNEP/GPA and funded by GEF, in the subcomponent55focused on environmentally sound management ofequipment, stocks and wastes containing or contaminatedwith polychlorinated biphenyls (PCBs) in national electricitycompaniesof theMediterraneancountries.Projectactivitiesinclude reviewing and reforming the legal and institutionalframeworks, implement demonstration projects, technicalcapacitybuildingandawareness.In late 2010 the CP/RAC performedthelaunchmeetingsofthesub-project

focused on the sound management of PCBs inelectrical companies utilities in the four countriesbenefiting from the project: Albania, Syria, Egyptand Libya. The social and political context ofthe Arab countries as the year progressedprevented the development of the project asoriginally planned, eventually leaving Libya outof the project and with implementing just afew activities. During the second half of 2011meetingsanddiscussionshavebeenheldwithotherMediterraneancountriesforincorporationinto theprojectbut so far noneof themhasformalizedparticipation.During 2011, the CP/ RAC has beenpreparingdifferentmaterialsandcommunicationpiecestopublicize the problem of PCBs and encourage proper management. Awebsitehasrecentlybeendesignedanduploadedwherethedevelopmentof the project subcomponent can bee seen, as well as brochures andprintedmaterialsformaximumdistribution.

Initiative.to.organise.Sustainable.Events.in.the.MAP

At the end of 2010, the CP/RAC launched an initiative toorganisesustainableeventsintheMediterraneanwiththeaimofestablishingaseriesofsustainabilitycriteriaappliedtotheholdingofmeetingsandconferencesheldby themembersoftheMediterraneanActionPlan.Underthedevelopmentofthisinitiative,theCentrehascreatedawebplatformthatwillbefullyoperationalatthebeginningof2012,theSustainableEvents Toolkit (SET), which is designed to be a useful toolfor professionals in the Mediterranean region organisingeventsandmeetings,asitwillofferthempracticalinformationand resources to help make their events as sustainable aspossible.TheCP/RAChasalsoconducted three trainingcoursesonsustainable events to explain to the industry professionalsthebenefitsof this typeofeventandpresent theSET tool.Training sessions were held on 27 October in the CityCouncil of Garrucha (Spain) under the integrated coastalarea management project CAMP Levante de Almeria58, on

Meeting.of.CP/RAC.Focal.Points.

The CP/RAC held its Eighth Meeting of National FocalPoints60 in Barcelona from 22 to 24 May. The meetingwas attended by thirty-three participants, including thenational focal points of the Centre, international experts,representatives from environmental institutions of theMediterranean region and CP/RAC team members. Thecountries representedat themeetingwereAlbania,Algeria,Bosnia and Herzegovina, Croatia, Cyprus, Egypt, Greece,Israel, Italy, Malta, Morocco, Montenegro, Slovenia, Spain,

Syria and Tunisia. Furthermore, the director of MEDPOL and thepeople responsible for the MEDU Programme and for the Programmeof the Stockholm Convention Secretariat also attended the meeting.

Theeventwasdesignedandorganisedaccordingtosustainabilitycriteriain different areas, a fact that was well appreciated by the audience61.During themeeting, theactivities that theCentrecarriedout in the lastbiennium and the proposed Work Plan for 2012-2013 were explained,taking into account the five year Work Programme of the MAP and itspriorityareas(government,integratedcoastalareamanagement,pollutionprevention and control, sustainable consumption and production andclimatechange).Theproposalswerediscussedand the lastdayof themeetinganoutcomedocumentwasadopted.ThisdocumentcontainstherecognitionoftheworkoftheCentreinpromotingthetransitiontomoresustainable consumption and production patterns in the MediterraneanregioninrecentyearsaswellasrequestsofthefocalpointsregardingtheorientationoftheCP/RACactivitiesinthefuture.

2011markedthebeginningoftheincorporationprocessoftheCP/RACtotheSanPablo63projectfortheestablishmentofaMediterraneanreferenceCentre in the fieldsof sustainability, education,Mediterraneannetworksand health and nutrition. 4.1Mediterranean.Strategy.for.Sustainable.Development.

TheCP/RACparticipated in themeeting thatwasheld from30May to1JuneinBudva(Montenegro)betweentheUnitedNationsEnvironmentProgram (UNEP) and the Mediterranean Commission on SustainableDevelopment (MCSD). The meeting stressed that the strengthening ofnationalsustainabledevelopmentstrategies,alongwithgreaterefficiencyof the regional institutional framework for sustainable development,contribute to the implementation of the Mediterranean Strategy forSustainableDevelopment (MSSD).Atthemeeting, theCentreexplainedtheinitiativeongreenentrepreneurshipthatistakingplacetoboostnewsustainableproductsandservicesintheregion65.

Ecosystem.Approach

Regarding the Ecosystem Approach, in 2011 the CP/RAC has beenpreparing a report evaluating the role of sustainable consumption andproduction in applying the ecosystem approach, to be incorporated inthedocumenttobeapprovedatthemeetingofGovernmentDesignatedExperts(GDE).Inthissense,theCP/RACattendedthethirdmeetingoftheGDEthattookplaceinDurres(Albania)on2and3June.Themeetingservedtoreviewanddiscusstheprogressmadesofar,withspecialattentiontotheinitialintegratedassessmentreport,theproposedenvironmentalandoperationalgoals,theindicatorsandtheproposedtimetableforabetterimplementationoftheEcosystemApproach66roadmap.

Regional.Plan.on.POPs

In 2010 the CP/RAC went about collecting information onpersistent organic pollutants that was published under thetitle “Diagnosis of new POPs in the Mediterranean region”.This document was used in 2011 to develop the newRegionalPlanonPOPs,whichwasdiscussedandevaluatedby the MED POL focal points and will be submitted to the17thConferenceof theContractingPartiestotheBarcelonaConventionscheduledin2012,foritsadoption.

Regional.Plan.on.Mercury

In2010,theCentrealsocollaboratedwithMEDPOLinthepreparationofastudyonthesoundmanagementofmercuryintheMediterraneanregion,whichservedasatechnicalreferencefortheapprovalofaRegionalPlanonMercuryin2011,accordingtoArticle15oftheLBSProtocoltoprotectthecoastalandmarineenvironmentandhealthfromtheadverseeffectsofmercury,particularly in relation tohumanhealthand theenvironmentdue to the bio-accumulative and neurotoxic processes of this metal.TheRegionalPlanwasdiscussedbytheMEDPOLfocalpointsandbygovernment designated experts, and the CP/RAC was requested toperformabenchmarkingonmercuryemissionlimitvaluestosettargetsfor2019.TheRegionalPlanonmercurywillbesubmittedforadoptiontothe17thConferenceoftheContractingPartiestotheBarcelonaConvention,scheduledin2012.

Regional.Plan.on.Food

AtthemeetingoftheMEDPOLfocalpointsinMay2011,theCP/RACalsopresentedtheRegionalPlanonFoodthatwasdiscussedandevaluatedby the participants at the meeting. The Regional Plan on Food will besubmittedforadoptiontothe17thConferenceoftheContractingPartiestotheBarcelonaConvention,scheduledin2012.

competitivenessintheMediterraneanindustry,aspecific search engine for MedClean technicalsheetshasbeenincluded,allowingtheusertofindtherequiredinformationbasedonvariouspredefined parameters such as, country,technique, environmental aspect and sector.Furthermore, the Centre’s website newssectionhasbeenupdatedonaregularbasis,toprovideknowledgeanddisseminatealltheactionsitperforms.

CPNews.eNewsletter

In 2011, the CP/RAC continued its online communicationbased on the electronic Newsletter CPNews, which isreceivedbyaround2,000peopleintheMediterraneanregion.FourCPNewseNewslettersweresentduringtheyear:oneinMarch,oneinJune,oneinSeptemberandoneinDecemberand their diffusion has helped to increase the exposureof some of the Centre’s activities such as the ECO MEDAGREENFORUM,coursesonsustainableeventsandactionsincollaborationwiththeStockholmConvention,suchastheconferenceontheawarenessofPOPsheldattheUniversityofMalta,amongothers.

4.3Technical.Magazine.of.the.CP/RAC

On an annual basis, the CP/RAC publishes a Technical Magazine withcontents related to sustainable consumption and production in theMediterranean. This year’s edition of the Magazine, which is currentlyundergoing translationanddesktoppublishing for laterdistribution,hasfocused on green entrepreneurship. Thus, the publication includes twoarticlesontheimportanceofgreenentrepreneurshipandhowtopromoteit,bytheESADEBusinessSchoolandUNEP/WuppertalInstitute,andfivecases of successful green entrepreneurs and entrepreneurial networksin the Mediterranean region, such as the Biodiversity Foundation’sEmprendeVerdenetwork,theUNEP’sSEEDInitiative,lowcarbonGreekfoodmanufacturingbyGaeaProducts,bikeroutesproposedbyEcobiketourism,andthemanufactureanddistributionoforganicfood,cosmeticsand medicines by the SEKEM Group. The magazine also includes twoarticlesongreenpublicprocurementaswellasanarticleontherecoveryofoliveoilwaste.

MedPartnership.Project.Communication.Strategy

Asexplainedabove(seesection3.2.1.AwarenessandcapacitybuildingactivitiestoassistMediterraneancountriesinthemanagementofPCBsinnationalelectriccompanies),theCP/RACisinvolvedinasubcomponentof theMedpartnershipproject.Sincesomeof the responsibilitiesof theCentreinthisprojectinvolvecommunicationanddisseminationactivities(preparation of promotional material and websites in the languages ofthecountriesbenefitingfromtheproject),theCP/RACparticipatedinthemeetingoffocalpointsthatwasheldinRome(Italy)on10January2011todefineajointcommunicationstrategyandlearnhowtousetheinteractiveportalfortheproject.

DuringthecelebrationoftheECOMEDAGREENFORUM,whichtookplaceinBarcelonaon24November,theCP/RACrecordeddifferentinterviewswithsomeofthespeakersandguestsattheforum,primeexponentsofgreeneconomyinthearea.TheserecordingswerereleasedintheformofshortvideosfordiffusionontheCentre’swebsiteandonsocialnetworkssuchasYouTube,tohelpspreadtheadvantagesandopportunitiesthatgreeneconomyprovidesfortheregion.ThevideoswillinitiallybeavailableinEnglishandlateronsubtitlingintootherlanguageswillbestudied.
