IRAQ STRUCTURE PLAN OF BABIL GOVERNORATE

Description

Following the successful project of Muthanna Structure Plan, ended in January 2008, in September 2008 SGI won

a new tender for the finalization of Babil Structure Plan

called by the Iraqi Ministry of Municipalities and Public Works. The Governorate of Babil, situated in central Iraq,

is the cradle of the Mesopotamian civilisation. The capital Hillah, 250km away from Baghdad, was founded on the

ruins of the legendary city of Babylon.

The objective of the plan is to deliver to the Ministry, to

the regional authorities and to the people, a tool capable

to guide the development of the region in the forecoming thirty years.

The plan focuses mainly on the territory and widens to the population, the culture, the economy, the services and the infrastructure.

Driven by its past experience and supported by its network of professional field surveyors, SGI

uses GIS technology as cornerstone of its strategy in implementing the plan, resulting in a model of the territory and all its resources, ready to be planned for a flourishing development in

the short, medium and long term.

SGI develops a planning strategy based on international and

Iraqi planning standards. The result is the selection of a tailor

made set of development indicators for Babil Governorate. The development indicators analyse and enlighten important

aspects of socio-economy, agriculture, industry, public services, infrastructure, natural resources and environment.

The values of such indicators, to be achieved in the short-medium and long term, are defined by means of

benchmarking technique, analysing boundary regions and nations, recognized as a potential

model of development.

The final step of the planning process is the

design of sectorial strategies, as sound and sustainable actions allowing the

achievement of development objectives. The

proposed actions are then transformed in a series of projects, for each sector, to be

implemented in the short-medium and long-term. The entire plan is presented with GIS-

based sectorial maps and key diagrams, in order to provide for a visual consistency.

محافظة بابل تقع في وسط . وزراة البليدات و االشغال العامة

IRAQ PIANO STRUTTURALE DEL GOVERNATORATO DI BABIL

Descrizione

Dopo il successo del progetto del Piano Strutturale di Muthanna, ultimato nel Gennaio 2008, nel settembre

2008 SGI ha vinto una nuova gara per la finalizzazione

del Piano strutturale di Babil, indetta dal Ministero iracheno delle Municipalità e dei Lavori Pubblici. Il

governatorato di Babil, situato nel centro dell’Iraq, è la culla della civiltà della Mesopotania. La capitale Hilla, a

250 Km da Baghdad, fu fondata sulle rovine della leggendaria città di Babylon.

Obiettivo del piano è di fornire al Ministero, alle autorità

regionali e agli abitanti, uno strumento capace di guidare lo sviluppo della regione nei prossimi 30 anni.

Il piano si focalizza principalmente sul territorio per allargarsi poi alla popolazione, alla cultura, all’economia, ai servizi e alle infrastrutture.

Sulla scorta dell’esperienza maturata e supportata dalla sua rete di professionisti di rilievi in

campo, SGI utilizza la tecnologia GIS come pietra miliare della sua strategia nell’implementazione del piano, con il risultato di un generare un modello del territorio e delle

sue risorse che costituiscono la base per una pianificazione di uno sviluppo prosperoso nel breve, medio e lungo periodo.

SGI sviluppa una strategia di pianificazione basata su

standard di pianificazione iracheni e internazionali. Il risultato è la selezione di un gruppo di indicatori di sviluppo tagliati ad

arte per il Governatorato di Babil. Gli indicatori di sviluppo analizzano e focalizzano importanti aspetti socio economici,

agricoli, industriali, dei servizi pubblici, infrastrutturali, delle risorse naturali e ambientali. I valori di tali indicatori, che

saranno ottenuti a breve medio e lungo termine, sono definiti

per mezzo di tecniche di benchmarking, analizzando le regioni e gli stati confinanti, riconosciute come potenziale modello di sviluppo

La fase finale del processo di pianificazione è la progettazione di strategie di settore, in

qualità di azioni efficaci e sostenibili in grado

di raggiungere gli obiettivi di sviluppo. Le azioni proposte verranno poi tradotte in una

serie di progetti, per ogni settore, che dovranno essere implementati nel breve-

medio e lungo periodo. L’intero Piano viene presentato con mappe settoriali su base GIS

e diagrammi chiave, al fine di fornire

un’immediata e facile lettura del Piano stesso.

Description

Suite à la réussite du projet de plan de structure de Muthanna, entamé en Janvier 2008, SGI a gagné en

Septembre 2008 un nouvel appel d'offres pour la finalisation du plan de structure de Babil soutenu par le

Ministère Irakien des Municipalités et des Travaux

publics. Le gouvernorat de Babil, situé au centre de l'Irak, est le berceau de la civilisation mésopotamienne.

La capitale Hilla, située à 250 km de Baghdad, a été fondée sur les ruines de la légendaire cité de Babylone.

L’objectif du plan est de fournir au Ministère, aux autorités régionales et à la population, un outil capable

d'orienter le développement de la région au cours des

trente années à venir. Le plan est axé principalement sur le territoire et s'étale à la population, la culture, l'économie, les services et l'infrastructure. SGI, déterminée par sa longue expérience

et soutenue par son réseau de topographes professionnels sur le terrain, utilise la technologie SIG comme la stratégie pour la mise en œuvre du plan, parvenant à un modèle territorial avec

toutes ses ressources, prêt à être projeté pour un développement durable à court, moyen et

long terme.

SGI développe une stratégie de planification fondée sur des

normes de planification internationale et irakienne. Le résultat est la sélection d'un ensemble sur mesure

d'indicateurs de développement pour le gouvernorat de

Babil. Les indicateurs de développement permettent l’analyse et l’éclaircissement des aspects importants du

développement de la socio-économie, agriculture, industrie, services publics, infrastructures, ressources naturelles et

environnement. Les valeurs de ces indicateurs, à atteindre à court, moyen et long terme, sont définies par le biais de la

technique d'analyse comparative reconnue comme un modèle potentiel de développement.

L'étape finale du processus de planification est la conception de stratégies sectorielles,

comme des actions rationnelles et durables permettant la réalisation des objectifs de

développement.

Les actions proposées sont alors transformées en liste de projets, pour chaque

secteur, afin d’être mises en application à court, moyen et long terme. Le plan intégral

est présenté avec des cartes sectorielles basées sur un SIG et des diagrammes, afin

de donner une cohérence visuelle.

IRAK PLAN ESTRUCTURAL DE LA GOBERNACIÓN DE BABIL

Descripción

Tras el éxito del proyecto del Plan Estructural de Muthanna, terminado en enero de 2008, en septiembre

de 2008 la SGI ganó una nueva licitación para la finalización del Plan Estructural de Babil convocada por el

Ministerio Irakuí de Municipios y Obras Públicas. La

gobernación de Babil, situada en el centro de Irak, es la cuna de la civilización mesopotámica. La capital Hilla, a

250 km de distancia de Bagdad, fue fundada sobre las ruinas de la legendaria ciudad de Babilonia.

El objetivo del plan es entregar al Ministerio, a las autoridades regionales y al pueblo, una herramienta

capaz de guiar el desarrollo de la región en el Próximas

treinta años.

El plan se centra principalmente en el territorio y se amplía a la población, la cultura, la

economía, los servicios y la infraestructura.

Gracias a su experiencia pasada y al apoyo de su red de inspectores sobre el terreno

profesional, la SGI utiliza la tecnología SIG como piedra angular de su estrategia en la ejecución

del plan, lo que resulta en un modelo del territorio y de todos sus recursos, listos para ser planeados para un desarrollo floreciente a corto, mediano y largo plazo.

SGI desarrolla una estrategia de planificación basada en los estándares internacionales e Irakuíes de planeación. El resultado es la selección de un conjunto de indicadores de desarrollo

para la Gobernación de Babil. Los indicadores de desarrollo analizan y aclaran aspectos

importantes de la socio-economía, la agricultura, la industria, los servicios públicos, la infraestructura, los recursos

naturales y el medio ambiente. Los valores de estos indicadores, que deben alcanzarse en el corto-medio y largo

plazo, se definen mediante la técnica de la evaluación comparativa, el análisis de las regiones de frontera y de las

naciones, reconocidos como un modelo potencial de

desarrollo.

La etapa final del proceso de planificación es el diseño de

estrategias sectoriales, como acciones sólidas y sostenibles que permitan el logro de los objetivos de desarrollo. Las acciones propuestas se transforman entonces en una serie de

proyectos, para cada sector, que se ejecutarán en el corto, mediano y largo plazo. Todo el plan

se presenta con mapas sectoriales y diagramas clave basadas en SIG, con el fin de proporcionar una consistencia visual.
