WIHA Rules and InformationThe Walk-In Hunting Access (WIHA) program developed out of a pilot project started in 1995 when the Kansas Department of Wildlife, Parks and Tourism leased private land and opened it to public hunting. A survey of WIHA landowners and users that first year found great acceptance among both groups. Much of the early success of the program was due to the responsible behavior of hunters. The WIHA program promises every hunter who purchases a Kansas hunting license the opportunity to enjoy the states wildlife resources. Common sense and ethical behavior will ensure that the program expands and remains popular. The following guidelines will assist sportsmen in using WIHA tracts: 1. Obey all Kansas hunting regulations. WIHA areas are for hunting only. Other activities, including trapping, are prohibited through the WIHA program,. Hunting access is allowed by foot traffic only. Vehicles are not allowed. Do not trespass on neighboring property. Signs will mark property lines. Hunt and walk only on the side which is enrolled in WIHA, especially if the area is bordered by a creek or hedgerow. WIHA tracts are open to hunting September 1 January 31, or November 1 through January 31, depending on contract period. (A few areas in the east may be open through March 31.) Entering a WIHA tract prior to or after the contract period without landowner permission for any reason is trespassing. Any game species with an open season during the contract period may be hunted on WIHA, using the legal means and method of take, with the exception of some WIHA tracts designated as No Firearm Deer Hunting. 2. Hunters must be ethical, respectful, and sportsmanlike. Obey the safety zone concept. Maintain a buffer around buildings, homes, and livestock. Respect the rights of the landowner and others using the area. Do not litter. Take all trash with you. Do not enter abandoned or maintained buildings on the area. Do not leave game remains in parking areas or along roads. Treat the land as if it were your own and act responsibly. Do not destroy or damage any equipment, machinery, or other items left on the area. Take precautions to avoid starting a fire, especially during drought periods. Do not block access drives to crop fields or pastures on WIHA tracts or neighboring properties. Park only in designated parking areas or along the road. Leave gates as you found them and avoid stretching or damaging fences when crossing them. 3. All regulations for KDWPT public lands apply to WIHA. For a complete listing of regulations, contact a KDWPT office. The following activities are NOT permitted through the WIHA program: Target practice, trapping, commercial or noncommercial dog training, camping, horseback riding, stocking or releasing of wildlife, operation of vehicles, discharge of fireworks, fires, littering, drinking cereal malt beverages or alcoholic liquor, and destructive acts, including digging, destruction, or removal of signs or vegetation. Although the WIHA program allows access for hunting only, trapping may occur on WIHA properties by individuals with appropriate landowner permission. 4. Respect unharvested crops. KDWPT biologists negotiate agreements with cooperators well in advance of crop harvest. In some cases, in order to obtain the property in WIHA, it is agreed that access be limited until crops are harvested. Such fields will be posted with NO HUNTING IN UNHARVESTED CROP. If land is included in the same WIHA that is not unharvested crop, that property may be hunted. If the property does not have signs indicating NO HUNTING IN UNHARVESTED CROP, that crop field may be hunted. However, care should be taken not to cause crop damage. 5. Agricultural considerations. The majority of land leased for WIHA is comprised of CRP grass. Occasionally, USDA releases CRP land for emergency haying and grazing. KDWPT has no control whether WIHA property is hayed or grazed. However, if WIHA is hayed or grazed, the cooperator may receive a reduced payment. Less than 25 percent of land enrolled in WIHA is cropland. This may include wheat or milo stubble and winter wheat. In some cases, tracts are in crop rotation; one year a tract may be winter wheat and the next it may be milo stubble. In other cases, the cropland portion is accepted to round out the other acres and make signing and access easier. Some winter wheat is specifically enrolled for goose or crane hunting. WIHA contracts are signed months in advance of the hunting season, and at the time the contract was signed the area has suitable habitat and hunting opportunity. If habitat is negatively impacted by the cooperator, payment reduction will occur. However, if habitat is negatively impacted by weather, no payment reduction will take place. As part of the agreement, livestock may be present on some tracts. These areas may still be hunted, but hunters must use common sense to avoid harassing or injuring livestock. 6. Be aware of tract-specific regulations. Report violations to the local natural resource officer. Some WIHA tracts are limited to youth dove hunting only (Sept. 1 - Sept. 30). These tracts are noted in the atlas legend and are marked with different colored WIHA signs. Youth 16 and younger may hunt on these areas if accompanied by a parent or guardian over age 21, who may hunt with the youth. Only one adult per youth may hunt in the party. Sportsmens behavior will decide the future of these areas. Kansas landowners have voluntarily offered over 1 million acres of land to Kansas hunters for public hunting. These landowners can remove property from the program any time for any reason. KDWPT encourages hunters to be responsible, ethical, safe, and courteous to ensure that the future of WIHA remains strong. Extreme drought and authorized haying and grazing of CRP will impact habitat quality. Due to the large number of impending CRP cancellations, some WIHA tracts may be removed. Please consult the KDWPT website for up-to-date listings of withdrawn tracts.

Using the Hunting Atlas

This atlas shows all public lands and Walk-In Hunting Access areas (WIHA) in Kansas. Information about public areas can be obtained by contacting the appropriate governing agency listed near the back of this publication. WIHA tracts are numbered. Some of the WIHA tracts in the atlas combine small areas in close proximity to each other. In these cases, the areas have one listing. The maps included in the atlas are for general reference only. Signs will mark the actual WIHA boundary. In some instances, the boundary may be a creek, river, hedgerow, crop field, or CRP field where the boundary may be difficult to map. Use posted signs as the true boundaries.

The atlas also shows state and federal areas open to hunting. Some of these have special regulations in effect, and some areas may have refuge areas that are closed to hunting. Contact the specific area office for additional information. WIHA property can be removed from the program at any time; in this case, No Longer Enrolled in WIHA signs will be posted. Once these signs are posted, access is prohibited. For an up-to-date list of WIHA that is removed or added, go the KDWPT website at www.kdwpt.state.ks.us, under the Hunting section and current year hunting map pages. The best way to determine available species is to scout WIHA areas before

you hunt. You may access WIHA tracts only during the open dates indicated in the hunt atlas legend, and you may hunt only during appropriate season dates for species outlined in the Kansas Hunting and Furharvesting Regulations Summary. Some WIHA tracts have restrictions prohibiting firearm deer hunting, primarily for safety reasons. These areas are outlined in red (as indicated by the atlas legend). Restrictions will be posted on the areas and will take precedence over those listed or omitted in the atlas. Be sure to obey all restrictions on all areas. Citations can be issued for violating these restrictions.

Complement any trip with a relaxing stay at a Kansas state park or wildlife area cabin. More than 90 cabins are available across the state, located at 20 state parks and five wildlife areas. The cabins offer a wide range of amenities. Deluxe cabins feature heating and air conditioning, and most have furnished kitchens with refrigerators, stoves, microwaves and coffee pots; separate bedrooms and full bathrooms with showers. Basic sleeper cabins are more rustic with fewer amenities. Most cabins can sleep four to six adults while others can sleep up to 10 adults. About half of the cabins are ADA accessible. Reading a MapIn 1812, the U.S. Government formed the General Land Office to create a standardized system to more accurately define a given U.S. location. The system developed by the General Land Office is called the Public Land Survey system and is used in states west of Ohio. This system divides land into 36-square-mile units called townships. Each township has a township and range designation to define its 36-square-mile area. Starting at the 40th Parallel North Latitude, or the northern boundary of Kansas, townships are numbered moving south. Ranges are the east/west designation, starting at the 6th Principal Meridian, which bisects from north to south through central Kansas (starting between Washington and Republic counties at the Nebraska border). Take for example, the map of Dickinson County pictured below. The township in the upper left corner is T11S, meaning it is the 11th township south of the Kansas/Nebraska border. And it is range R1E, which means it is the first township east of the 6th Principal Meridian. Within each township, there are 36 square miles, or sections. Each section has 640 acres. The sections are numbered starting at the northeast corner and going west in a serpantine fashion throughout the township. The numbering pattern is shown below. Using this system the blacked out section on the map is Township 12 South (T12S), Range 1 East (R1E), Section 22.
