Message from CLARISSA G. CLARK

SCAGPO 2011 President

It seems I was just elected by you to serve as your Vice President, and I sit today with a little over a month left in my term as SCAGPO’s 2011 President. We’ve accomplished so much this year; however, rest assured that the best is yet to come! I offer my personal thank you to the Program, Forum, and Co-Sponsorship Committees. These groups have worked tirelessly to ensure members and vendors will receive quality training and an overall wonderful forum. I also thank the Historian, Membership, and Information & Publicity Committees for their hard work through-out the year and also during the Forum. I extend a special thank you to their committee chairpersons: Sam Hanvey, Georgia Gillens, Steve Pullie, Jo Marie Brown, Margaret Woodson, and Stacy Gregg. These people have worked magic all year long and have made me look so much better than I ever could have done with-out them! Finally, I offer a genuine thank you to SCAGPO’s Board of Directors, Committee Chairs, and Past Presi-dents who have proven themselves to be invaluable resources to me. This year, we’ve been blessed to have officers from other NIGP chapters in attendance to our An-nual Forum. When you see these “new faces” please make them feel as welcome as possible. Also, as the Forum progresses, I remind you to please thank our vendors and sponsors for their roles in making our Annual Forum a continued success. Thank you for attending and I look forward to the face to face time I will get to spend with each and every one of you. Please enjoy the Forum; and don’t forget to meet Sam on the beach for the morning walks!

Program Committee Chair To begin, please accept my gratitude for electing me to serve as your Vice-President and Program Committee Chairperson. I would like for you to know that the Program Committee has worked all year long to ensure a great agenda for you this year. From the choosing of the theme, to picking speakers, and setting the schedule, we have carefully thought about every aspect of this Forum. We hope you take the time to enjoy every aspect of the forum including the work sessions, silent auction, and network-ing events. We encourage you to participate in the Round Table Discussions. This year ‘s discus-sion session offers many more selections, including the opportunity to have a face to face conver-sation with Materials Management Officer, Voight Shealy. Forum Committee Chair I welcome you to SCAGPO’s 2011 Annual Professional Development Forum & Trade Show! Thank you for your OVERWHELMING response in registering for this event! I personally ap-preciate the sacrifices you and your agency have made for you to be in attendance. I ask that you please be sure to thank each vendor and sponsor for their generous support of our Forum. Please visit with them in the trade show and consider their companies when you are searching for sources of supplies and services. GENERAL FORUM INFORMATION

Registration Members, vendors and guests may register with SCAGPO’s conference committee upon check-ing into the hotel. The registration desks are centrally located for your convenience. Upon regis-tering, members should receive a copy of the souvenir book, bag and name badges. All partici-pants are required to wear name badges at all times in order to enter the vendor show and other forum activities (excluding the banquet). Each name badge shall also include tickets for socials, drawings, etc. Name Badges issued to SCAGPO members must be returned to the conference committee. They will be used to enter members in the final drawing on Friday morning.

Evaluations

Evaluation forms will be posted to the SCGAPO website. Participants are asked to please take a few minutes to share their perspective on the forum. Attendee feedback is very important for planning future professional development events.

Recertification Points

Each participant is responsible for tracking sessions attended on the Recertification Point Allowance Documentation form included in this portfolio. Each person should complete the form, and keep it in a safe place until he or she is ready to re-certify. No NIGP or NAPM certificates will be given for conference attendance.

Silent Auction

The Certification committee is hosting a silent auction for participation by members, vendors, and guests. Please take some time to visit the auction and bid. Bidding will end promptly at 3:15 p.m. on Thursday November 17, 2011. The winners will be announced in the Trade Show Area and disbursements will take place 4:00—5:00 p.m. in the Silent Auction room. All pro-ceeds will be used for scholarships for those members desiring monetary assistance with the cost to test for CPPB and CPPO certifications. SCAGPO practices a policy of nondiscrimination on the basis of race, creed, color, national origin, political or religious affiliation, sex, sexual orientation, age, marital status, family relationship, or disability by, or within, the organization.

SCAGPO History

The Coastal Carolina Association of Governmental Purchasing Officials became an official organi-zation on January 1, 1978. The first meeting was held on January 17, 1978 at the Howard John-son’s Motor Lodge in Charleston, SC. The officers in the inaugural year included the following:

The name of the organization changed to the South Carolina Association of Governmental Pur-chasing Officials in late 1979. The association has continued to grow since its inception in 1978. Today's membership stands at over 600 members from all areas of governmental purchasing. SCAGPO is a nonprofit organization providing a wealth of support to purchasing agencies throughout South Carolina. Through its programs, purchasing officials learn the finer points of source selection, competitive bidding, negotiation, transportation, quality assurance, contract ad-ministration, tracking, inventory management, and specification writing. SCAGPO sponsors three professional development seminars per year and an annual conference with purchasing seminars. These have proven invaluable for those professionals in governmental purchasing who want to improve or update purchasing techniques and skills, improve purchasing power, and in-crease overall knowledge of purchasing. Additionally, SCAGPO’s newsletter, "Buyways," is pub-lished for the benefit of it’s members. It reports on developments in purchasing and related prac-tices and news about colleagues across South Carolina. Membership is open to any person who subscribes to the purposes of the South Carolina Associa-tion of Governmental Purchasing Officials. The classes of membership are: Regular Members: Restricted to persons who are actively engaged in governmental pur-chasing activities of any state, county, municipal, educational agency or special purpose po-litical subdivisions. May also be extended to anyone interested in the profession, vendors excluded, and sponsored by a regular member.

SCAGPO Purpose The purpose of the South Carolina Association of Governmental Purchasing Officials is:

to study, discuss and recommend improvements in the field of governmental purchasing; to provide a means for the exchange of ideas and experiences among governmental purchasing officials; to promote and encourage professional competence through continuing education and training

of governmental purchasing officials; to promote and foster the professional stature of all persons engaged in governmental purchasing; to achieve recognition of the place of public purchasing in the government structure; to collect, analyze and distribute information relative to the organization and administration of

governmental purchasing activities to governmental purchasing officials; to promote legislation that endorses efficiency in the purchasing process for all governmental

units in South Carolina.

ELECTION OF OFFICERS AND DIRECTORS VOTING ELIGIBILITY: Only members in good standing shall be eligible to vote (Bylaws, Article IV, Section 2). A member shall be considered delinquent and not in good standing on the first day of January if dues have not been paid for the current year and will be notified of the delinquency. If dues are not paid by March, the member shall forfeit all rights to membership and his or her name shall be removed from the list of active members (Bylaws, Article V, Section 2). The Nominating Committee will verify the eligibility of all voting par-ties.

CANDIDATE BIOS

Sam Hanvey—Candidate for President Sam Hanvey has been employed by the Information Technology Management Office, MMO for 20 years. He is currently serving as Vice-President and Chairperson for the Program Commit-tee. He has previously served as Historian and on the Program Committee, Conference Commit-tee, Golf Committee and just about every other committee within SCAGPO, during the past 18 years. Sam has also held the position of Regional Director for Region 1 and attends/works at all of the SCAGPO training sessions.

Georgia Gillens—Candidate for Vice President Georgia Gillens is currently employed by the Budget & Control Board, MMO. She is currently serving SCAGPO as the Database Administrator and Forum Committee Chairperson. Georgia has served SCAGPO on the Information & Publicity Committee, Professional Development Committee, Forum Committee, and Program Committee.

Carol Robinson Lee—Candidate for Secretary Carol Lee has been employed by Richland County School District One for 16 years. Carol has served SCAGPO as a member of the Program Committee, Awards & Scholarships Committee, and Annual Forum Committee.

Ron Brock—Candidate for Region I Director Ron Brock has been employed by SC Department of Health & Environmental Con-trol (or 17 years. His service to SCAGPO includes Database Administrator, Forum Committee, Program Committee, Professional Development Committee Chairper-son, Membership Committee, and Awards & Scholarships Committee.

Margaret Oswald—Candidate for Region I Director Margaret is currently employed with the SC Department of Transportation as a Procurement Manager and have been in the Procurement Contracts Section for four years. Her service to SCAGPO includes volunteering on the Forum and pro-fessional Development Committees.

Christy Davis—Candidate for Region II Director Christy has been with her current employer, Berkley County Government, for 14 years. She volunteered as a member of SCAGPO’s Certification Committee for sev-eral years and has also worked on the Historian and Finance Committee.

Wayne Wilcher—Candidate for Region II Director Wayne is employed by the Charleston County School District. He has been a member of SCAGPO since 2006. He served on the Professional Development Committee since 2008. Wayne regularly attends SCAGPO Annual Forums and has also partici-pated in an NIGP Forum.

Tony C. Marshall—Candidate for Region III Director Toni has been employed with Aiken Technical College for more than 27 years. She regularly attends SCAGPO training seminars, annual conference and NIGP annual conference. Toni is a Past Chair of Membership Committee, Past Board Member Re-gion III, (twice), Relationship Officer, By-laws Committee, Served on Conference committees, Decorating committee, Program committees, Membership committees.

Nadine Chasteen—Candidate for Region IV Director Nadine has been with her current employer, County of Greenville, for 34 years. She served a 4 year term as SCAGPO treasurer; and has also volunteered as either a chairperson or committee member for the Professional Development , Annual Fo-rum, and Finance Committees. Nadine has attended 11 NIGP and 12 SCAGPO fo-rums since 1998.

Joyce Strothers Wilson—Candidate Region V Director Joyce has been with Clarendon County Government for 7 years. Since that time, she has faithfully served SCAGPO in several capacities such as Secretary, and on the Information & publicity Committee. Joyce has written articles for the Chapter’s newsletter, Buyways. She was also honored as SCAGPO’s “Buyer of the Year” in

Kevin Lyons, PH.D.

Kevin Lyons, Ph.D., is the Director of Purchasing at Rutgers, The State University of New Jersey, and is a research professor in supply chain environmental management and archeology also at Rutgers. Lyons is responsible for all procurement and contracting for the insti-tution and also conducts research on developing and integrating global environmental, social, economic, ethical criteria and data into supply chain/procurement systems and proc-esses. His work includes environmentally preferable products and services research, designing and implementing local, national and international environmental economic development systems, waste-to-energy systems and environmental and sustainable social policy and financial impact forecasting.

Dr. Constance J. Pritchard is well known for her work in leadership, cus-tomer service, and career development working with individuals and groups across the Southeast. Currently she is the President and Principal with The Pritchard Group, Inc. a training and consulting firm she founded in 1993. Dr. Pritchard has presented seminars and workshops around the country on human resource and organization development topics. She has earned a doctorate in student personnel services, a master’s degree in linguis-tics, and a bachelor’s degree in English and history. Dr. Pritchard serves on the CDF Advisory Committee for NCDA. Dr. Pritchard is a dedicated community volunteer currently serving on the Board of Directors of organizations, including Chambers and non profit groups, and the Lower Savannh Workforce Investment area. She is a graduate of the South Carolina Leadership program. She has received many honors including the Aiken County Volunteer of the Year, South Carolina Woman of Achievement, Sam Walton Business Leader, and rec-ognition by the SC House of Representatives.
