1 Executive Summary The 2011 Census was carried out by the Office for National Statistics on 27th March 2011. A census has been run every decade since 1901 (excluding 1941) providing a wealth of information on population change and characteristics in England and Wales. Along with many other authorities Telford and Wrekin has seen considerable change over the ten years preceding the 2011 Census, both in population growth through migration and rising fertility, and an increase in population diversity through migration of new communities.
1.1 Population characteristics Over the last decade population growth has been slower than in the decade prior to the 2001 Census, continuing the trend of population growth slowing down in Telford and Wrekin since the boom seen through the 1960s and 1970s. Between 2001 and 2011, population growth in Telford and Wrekin (5.3%) was below the average growth for Local Authorities in England (6.9%) and the West Midlands (6.4%). Telford and Wrekin’s population is aging, with an increasing proportion of residents aged 65 and over, and the fastest increase since 2001 (27.3%) seen in the 85+ cohort. Despite this, Telford and Wrekin continues to be younger than the national population with 20.5% of the Borough’s population aged under 16 compared to 18.9% nationally. The population density of Telford and Wrekin is 5.7 people per hectare, higher than the regional (4.3) and national (4.1) figures.
1.2 Diversity Around one in ten people in Telford and Wrekin (10.6%) are from a Black and Minority Ethnic (BME) background, half the regional (21.0%) and national (20.3%) figures. The largest ethnic groups after White British were Indian or British Indian (1.8%), Pakistani or British Pakistani (1.3%) and Polish (1.2%). A total of 7.3% of Telford and Wrekin residents were born outside the UK, with over half of these having lived here for ten years or more. Just under a third of non-UK born residents were born in EU Accession countries, with the majority of these residents arriving since 2001. More than three quarters of residents in Telford and Wrekin gave their national identity as ‘English’ with some of these also providing a second identity. Nearly 7,000 people, some 4.2% of the population did not identify with any UK or Irish identity. There are over 75 separate languages spoken in Telford and Wrekin, with the most prevalent of these being English (95.9%), Polish (1.3%) and Panjabi (0.6%). Telford and Wrekin has a slightly higher proportion of Polish main language speakers than regionally (0.9%) and nationally (1.0%), with this language being the second most common in the Borough and fifth and fourth regionally and nationally. Of those in Telford and Wrekin whose main language was not English, well over half could speak English well or very well. Just 0.2% of the population were unable to speak English at all, slightly lower than the regional (0.4%) figure.

Across the Borough 2.2% of households contained no residents with English as a main language lower than regional (3.7%) and national (4.4%) rates. A quarter (25.4%) of Telford and Wrekin residents have no passport, considerably higher than regionally (20.5%) and nationally (16.5%). Of those that do hold passports, the vast majority are UK passports. Around two thirds (66.1%) of Telford and Wrekin residents have a religion, a fall from 77.6% in 2001. The number of Christians in the Borough has fallen by some 15,000 people, with the number of Muslims increasing by around 1,000.
1.3 Household and family characteristics The 2011 Census found 66,608 occupied household spaces in Telford and Wrekin accommodating 164,440 people, giving an average household size of 2.47, slightly higher than the national 2.36. Across Telford and Wrekin, just under half (47.8%) of residents aged 16+ reported being married or in a same sex civil partnership. The percentage of people who are divorced or have a legally dissolved same-sex civil partnership in Telford and Wrekin (10.2%) is higher than regionally (8.7%) and nationally (9.0%). A quarter of Borough households (25.2%) are single person households, with one in ten households (10.7%) single person households aged 65 and over. A third (33.0%) of Telford and Wrekin households have dependent children, higher than the regional (30.2%) and national (29.1%) figures. A fifth of households in Telford and Wrekin do not have access to a car, lower than regionally and nationally. The average number of cars per household is 1.27, an increase from 1.18 in 2001. The 2011 Census categorises households on their deprivation across four dimensions; employment, education, health and disability and housing. Two out of five households in Telford and Wrekin were not deprived in any dimensions, with just 5.9% of households deprived in three or four dimensions.
1.4 Housing As in the national picture, the majority of households in Telford and Wrekin (89.8%) live in a house or bungalow. Less than one in ten households (9.8%) live in flats, lower than the regional (14.7%) and national (20.2%) figures. Just 5.2% of households in Telford and Wrekin are experiencing overcrowding (have access to less rooms than they are assumed to need based on the number of people and their relationships), with the majority of households (55.1%) having two or more ‘extra’ rooms over their need. There have been a number of changes to the tenure profile of the Borough since 2001. The proportion of households privately renting has doubled (7.1% to 14.9%) with the proportion of socially rented households falling slightly. Twelve years after the transfer of housing stock to the Wrekin Housing Trust, some 5,409 households still see themselves as ‘Council’ tenants.

1.5 Communal establishments The 2011 Census recorded a total of 176 communal establishments in Telford and Wrekin, giving home to 2,201 people. Since 2001 the communal establishment population has seen considerable change with a large decrease in defence personnel and a large increase in other medical and care, and education.
1.6 Employment and economy Over two thirds (69.5%) of Telford and Wrekin residents aged 16-74 were economically active at the time of the 2011 Census. The proportion of people looking after the home/family has decreased since 2001 from 7.1% to 4.8%, just slightly above the regional (4.6%) and national (4.4%) rates. Some 35.9% of Borough residents aged 16-74 were not working at the time of the 2011 Census with a total of 8,746 people having never worked, proportionally lower than regionally and nationally, but a large increase since 2001. The most common industry of employment in the Borough was manufacturing, accounting for 16.9% of all 16-74 year olds in employment, nearly double the national rate for this industry. Other significant areas were; wholesale and retail trade, repair of motor vehicles and motor cycles (16.7%), Human health and social work activities (10.9%), Education (9.3%) and Public administration and defence, compulsory social security (8.2%).
Around a quarter (24.6%) of Telford and Wrekin residents aged 16 and over have no qualifications, slightly higher than the national average (22.5%). Borough residents are also less likely to have higher level qualifications with a third (33.9%) of local residents having level 3 or above qualifications compared to half (49.8%) of residents across England. At the 2011 Census there were 594 usual residents of Telford and Wrekin employed in the armed forces, a fall of around 200 people since 2001.
1.7 Health and care The majority (80.2%) of residents in Telford and Wrekin reported their health as good or very good. Nearly 31,000 people in the Borough have a long term illness or disability that limits their daily activities, 18.6% of the population. More than one in ten Telford and Wrekin residents (10.8%) are providing some level of unpaid care, with 3% providing 50 or more hours per week.

2 Population characteristics
2.1 Population The 2011 Census population of Telford and Wrekin was 166,641, an increase of 5.3% or 8,316 people since 2001. Population growth within the Borough has slowed considerably since the dramatic changes seen with the development of the New Town through the 1960s, 1970s and onwards. During the 1990s Telford and Wrekin was among the 20 fastest growing local authority areas in England, but this is no longer the case with a population increase of 5.3% between 2001 and 2011 placing Telford and Wrekin below the average population increase for local authorities in England of 6.9% and the West Midlands (6.4%).

Population growth has not been uniform across all areas of the Borough since 2001. Looking at Telford and Wrekin’s 33 wards, 15 of them saw a population increase greater than the Borough average of 5.3% with the highest growth of 52.5% in Horsehay & Lightmoor. Eighteen wards saw a population change less than the Borough average, with ten borough wards seeing a population decrease between 2001 and 2011.

2.2 Age structure The population of Telford and Wrekin has aged since 2001 with 14.4% of the population aged 65+ in 2011 compared to 12.4% in 2001. Historically, Telford and Wrekin has been home to a much younger population than nationally and despite a decrease in the 5-15 population this trend continues with 20.5% of the Borough’s population aged under 16 compared to 18.9% nationally.

Woodside has the largest proportion of children across wards within Telford and Wrekin, more than a quarter (29.7%) of its population are aged under 16.

Considering the ratio between the 65+ age group and 0-15, Lawley and Overdale is the youngest of Telford and Wrekin’s wards with a ratio of 1:3.49; that is for every person aged 65+ within the ward there are more than three aged 0-15. Woodside is a close second with a ratio of 1:3.37. The fastest population growth across the age groups has been in those aged 85 and over with a 27.3% increase since 2001. The number of people aged 5-15 in Telford and Wrekin has decreased since 2001, however as a result of increasing fertility rates the 0-4 cohort has increased by 8%.

Nearly two thirds of Telford and Wrekin wards (21 out of 33) saw a fall in the number of people aged 0-15 between 2001 and 2011. Wards which saw the fastest fall in the under 16 population were Shawbirch (-22.6%), Dothill (-22.0%) and Dawley Magna (-15.4%). All but three wards saw an increase in the 65+ population between 2001 and 2011; Arleston (-5.6%), Madeley (-1.2%) and Donnington (-0.6%).
2.3 Gender At the 2011 Census, just over half (50.5%) of the population of Telford and Wrekin were female in line with the regional (50.7%) and national (50.8%) figures.

2.4 Population Density At the 2011 Census Telford and Wrekin had a population density of 5.7 people per hectare, higher than the regional and national densities (4.3 and 4.1 respectively) and an increase since 2001 (5.45).

Across the Borough densities varied greatly from as low as 0.2 people per hectare in certain parts of Edgmond, Ercall Magna and Wrockwardine, to as high as 130.9 people per hectare in one area of Brookside. The most densely populated ward was Woodside at 48.2 people per hectare with the least dense ward being Ercall Magna at 0.4 people per hectare.

Changes since 2001: The 2011 Census used a revised list of ethnicity categories to that used in 2001.
• A new category of ‘Gypsy or Irish Traveller’ was included under White

• The category ‘English / Welsh / Scottish / Northern Irish / British’ has replaced ‘British’

3.1.1 Population ethnic groups
At the 2011 Census, a total of 17,545 people in Telford and Wrekin reported being from a Black and Minority Ethnic (BME)1 group, some 10.6% of the population, an increase since 2001 (7.0%) but considerably lower than the regional (21.0%) and national (20.3%) figures. In the first census to provide the option, 166 people in Telford and Wrekin identified themselves as ‘Gypsy or Irish Traveller’, some 0.1% of the population, the same proportion as regionally and nationally. When considering the list of 251 detailed ethnic groups, the largest groups within Telford and Wrekin were:
• English/Welsh/Scottish/Northern Irish/British – 149,096 (89.5%)
• Indian or British Indian – 3,076 people (1.8%)
• Pakistani or British Pakistani – 2,243 people (1.3%)
• Polish – 1,967 people (1.2%)
• White and Black Caribbean – 1,423 people (0.9%)

The ethnicity profile is not the same Borough wide, certain ethnic groups are clustered around particular areas:
• More than a fifth (21.2%) of all residents from ‘any other White background’ live in Hadley and Leegomery ward
• Around a third (32.3%) of the Borough’s Pakistani population live in Hadley and Leegomery, with just under a quarter (23.2%) living in College ward and 16.5% living in Arleston ward.

College ward has the largest proportionate BME population at 32.6%, followed by Hadley and Leegomery (26.8%) and Arleston (23.2%).

3.1.2 Households with multiple ethnicity The majority of households in Telford and Wrekin (68.8%) are made up of members from the same ethnic group, with a further 25.2% of single person households. Just 6.0%, some 4,020 households are made up of different ethic groups, with half of these (3.3%) between partnerships. These figures have changed very little since 2001.

Within the Borough, Edgmond ward has seen the highest proportionate recent immigration with nearly half (49.4%) of all non-UK born residents having arrived less than two years ago. Edgmond ward is home to Harper Adams University and Halls of residence and as such its profile is led by a large student population.

3.3 National identity
The 2011 Census was the first to ask a question on national identity, separating this from country of birth and ethnicity. People were able to select more than one identity so could identify themselves, for example, as ‘English’ and ‘British’ or just ‘British’. The majority of residents in Telford and Wrekin identified themselves as ‘English’ with over two thirds of residents (67.9%) stating this as their sole identity and a further 10.0% giving their identity as ‘English’ combined with another identity. Nearly 7,000 people, some 4.2% of the population did not identify with any UK or Irish identity.

3.4.1 Main language For the first time in 2011 the census asked people for their main language. There were more than 78 separate main languages spoken in Telford and Wrekin at the time of the census with the most prevalent being :

• Panjabi – 934 people (0.6%)
• Urdu – 533 people (0.3%)

Telford and Wrekin has a slightly higher proportion of Polish main language speakers than regionally and nationally, this is the second most common main language in the Borough but ranks only fifth regionally and fourth nationally. Hadley and Leegomery has the largest variety of main languages spoken with at least 50 separate main languages in this ward alone, followed by Priorslee (at least 43) and the Nedge (at least 43).

3.4.2 English language proficiency Alongside the question on main language the 2011 Census collected a self reported measure of English language proficiency. The majority of residents in Telford and Wrekin gave their main language as English. Of the 6,624 people whose main language was not English, well over half, 4,909 people, could speak English well or very well. Just 266 people, 0.2% of the population did not speak English at all.

3.6 Religion The proportion of the Borough’s population who have a religion has fallen since 2001 from 77.6% to 66.1%. The number of people identifying themselves as Christian within Telford and Wrekin has fallen by more than 14,500 people, conversely the number of people identifying as Muslim has risen by nearly 1,000.

Newport North has the highest percentage of residents with a religion at 73.9%, followed by Wrockwardine (73.3%), College (73.0%) and Church Aston & Lilleshall (73.0%).

Across Telford and Wrekin, just under half (47.6%) of residents aged 16+ reported being married at the time of the 2011 Census, with a further 0.2% being in a registered same sex civil partnership, in line with regional and national rates. The percentage of 16+ residents in Telford and Wrekin who are divorced or formally in a same sex civil partnership that is now legally dissolved is slightly higher than the regional and national rates.

Across the Borough, Edgmond has the highest proportion of residents who are single (never married and never registered in a same sex civil partnership) at 42.0%, most likely due to the location of student residences for Harper Adams University in this ward resulting in a large 16-24 population. Priorslee has the highest proportional marriage rate with 62.3% of its 16+ residents married at the time of the 2001 Census, considerably higher than the Borough rate of 47.6%.
Changes since 2001: The question on marital status was amended to include four new options capturing information about same sex partnerships;
• ‘In a registered same-sex civil partnership’
• ‘Separated, but still legally in a same-sex civil partnership’
• Formerly in a same-sex civil partnership which is now legally dissolved’

4.4 Household deprivation The 2011 Census categorises households on their deprivation across four dimensions: Employment2, Education3, Health and disability4, and Housing5. Two out of five (41.7%) of households in Telford and Wrekin were not deprived in any of the four dimensions, with just 0.4% being deprived in all four dimensions, this represents a reduction in deprivation since 2001.

5.3 Number of rooms
The majority of households in Telford and Wrekin (64.6%) have access to 4-6 rooms, with the average number of rooms per household being 5.7. Just 130 households are living in a single room, 0.2% of all households, lower than the regional (0.5%) and national (0.8%) figures. College ward has the highest proportion of households with access to just one or two rooms at 4.6%, followed by Madeley (3.7%) and Haygate (3.3%). Priorslee has the highest proportion of households with access to seven or more rooms with nearly two thirds (65.5%) of its households in this category, followed by Apley Castle (60.8%) and Edgmond (53.9%).

5.4 Occupancy rating A household occupancy rating is calculated from the number of rooms the household has access to and the number of rooms they are assumed to need based on the number of people and their relationships8. A negative value suggests overcrowding in the household. The majority of households in Telford and Wrekin (55.1%) are rated as having 2 or more ‘extra’ rooms over their need, higher than the regional and national figures. The proportion of households in Telford and Wrekin experiencing overcrowding has increased slightly from 4.5% to 5.2% since 2001, but remains below the regional (6.8%) and national (8.7%) rates.

5.6 Tenure There have been a number of changes to the tenure profile of the Borough since 2001. The proportion of households privately renting has doubled from 7.1% to 14.9%, with the number of households renting from a relative or friend doubling. Telford and Wrekin Council own no housing rental stock, having transferred all housing to the Wrekin Housing Trust in 1999. Twelve years on from this transfer and a total of 5,409 households still see themselves as Council tenants.

The proportion of households in Telford and Wrekin owning their home outright (27.2%) is lower than the regional (32.3%) and national (30.6%) figures, although the percentage owning with a mortgage or loan (36.5%) is slightly higher. Apley Castle has the highest percentage of owner occupier households (82.9%) followed by Park (82.5%) and Ercall (81.7%). A total of 44.4% of Telford and Wrekin’s communal establishment residents live in other medical and care establishments, higher than the regional (40.3%) and national (38.2%) figures. 7.5 Occupation Residents of Telford and Wrekin are more likely to have elementary or process, plant and machine occupations than nationally, with a corresponding lower proportion employed in higher level occupations. Since 2001 the number of people employed in caring, leisure and other service occupations has increased considerably from 4,377 (5.9%) to 7,307 (9.3%) in line with the national figure.

Malinslee has the highest proportion of residents employed in elementary occupations at 20.3%, followed by Woodside (20.0%) and Cuckoo Oak (19.9%). Car travel to work is considerably higher in Telford and Wrekin than regionally or nationally, with travel by train four times lower than the national rate and travel by bus almost half of the regional and national figures. The ward with the highest rate of driving to work was Wrockwardine with nearly four in five (79.4%) of those aged 16-74 in employment driving themselves to work. This was closely followed by Horsehay and Lightmoor (78.8%) and Shawbirch (78.3%).

7.8.1 Living away from home during term time School children and students in full-time education studying away from their family home are treated as usually resident at their term-time address. Basic demographic information only is collected at their non term-time address (their ‘home’ or ‘vacation’ address). There are a total of 1,813 school children and full-time students whose family home is in Telford and Wrekin but who live away from home during term-time, an increase of around 500 people since 2001.
