    Applicability

    As discussed above, these specialconditions are applicable to the GVI.Should Gulfstream apply at a later datefor a change to the type certificate toinclude another model on the same typecertificate incorporating the same novelor unusual design feature, the specialconditions would apply to that model aswell.

    Conclusion

    This action affects only certain novelor unusual design features on oneairplane model. It is not a rule of generalapplicability.

    If the design of the flight control systemhas multiple modes of operation, a meansmust be provided to indicate to the flightcrew any mode that significantly changes ordegrades the normal handling or operationalcharacteristics of the airplane.

    AGENCY: Federal AviationAdministration (FAA), DOT.ACTION: Final rule.

    SUMMARY: We are superseding anexisting airworthiness directive (AD) forGeneral Electric Company (GE) CF645

    and CF650 series turbofan engines.That AD currently requires replacingcertain forward and aft centerbodies ofthe long fixed core exhaust nozzle(LFCEN) assembly. This AD addscertain new forward and aft centerbodypart numbers (P/Ns) to the list requiringreplacement. This AD was prompted bythe discovery of more LFCEN forward

    and aft centerbodyP/Ns that require replacement. We areissuing this AD to prevent the forwardand aft centerbody of the LFCENassembly from separating from theengine, causing damage to the engine,and damage to the airplane.DATES: This AD is effective April 22,2011.

    SUPPLEMENTARY INFORMATION:Discussion

    We issued a notice of proposedrulemaking (NPRM) to amend 14 CFRpart 39 to supersede airworthinessdirective (AD) 20090417, Amendment3915823 (74 FR 8735, February 26,2009). That AD applies to the specifiedproducts. The NPRM published in theFederal Register on January 4, 2011 (76FR 292). That NPRM proposed to addforward centerbodyP/Ns 9076M28G05, G06, and G08, P/Ns

    9076M82G01 and G03, and aftcenterbody P/Ns 9076M46G02 and G04to the P/Ns in AD 20090417 that arerequired to be removed from service.

    Comments

    We gave the public the opportunity toparticipate in developing this AD. Thefollowing presents the comment

    received on the proposal and the FAAsresponse to the comment.

    Request

    One commenter, Boeing CommercialAirplanes, pointed out that theMcDonnell Douglas airplanes affected

    by the proposed AD should be listed outas DC1015, DC1030, DC1030F,KC10, KDC10, and MD1030F. Thecommenter stated that the proposed ADonly listed these airplanes as a series.

    We agree. We revised this AD asrequested, except we listed KC10 asKC10A as it appears in the Type

    Certificate Data Sheet.Conclusion

    We reviewed the relevant data,considered the comment received, anddetermined that air safety and thepublic interest require adopting the ADwith the change described previously.

    Costs of Compliance

    We estimate that this AD will affect383 GE CF645 and CF650 seriesturbofan engines installed on airplanesof U.S. registry. We also estimate that itwill take about 44 work hours perengine to perform the actions required

    by this AD, and that the average laborrate is $85 per work-hour. Requiredparts will cost about $11,000 per engine.Based on these figures, we estimate thetotal cost of this AD to U.S. operators to

    be $5,645,420.

    Authority for This Rulemaking

    Title 49 of the United States Codespecifies the FAAs authority to issuerules on aviation safety. Subtitle I,Section 106, describes the authority ofthe FAA Administrator. Subtitle VII,Aviation Programs, describes in moredetail the scope of the Agencys

    authority.We are issuing this rulemaking underthe authority described in Subtitle VII,Part A, Subpart III, Section 44701,General requirements. Under thatsection, Congress charges the FAA withpromoting safe flight of civil aircraft inair commerce by prescribing regulationsfor practices, methods, and proceduresthe Administrator finds necessary forsafety in air commerce. This regulationis within the scope of that authority

    because it addresses an unsafe conditionthat is likely to exist or develop on

    products identified in this rulemakingaction.

    Regulatory Findings

    We have determined that this AD willnot have federalism implications underExecutive Order 13132. This AD willnot have a substantial direct effect onthe States, on the relationship between

    the national government and the States,or on the distribution of power andresponsibilities among the variouslevels of government.

    For the reasons discussed above, Icertify that this AD:

    (1) Is not a significant regulatoryaction under Executive Order 12866,

    (2) Is not a significant rule underDOT Regulatory Policies and Procedures(44 FR 11034, February 26, 1979),

    (3) Will not affect intrastate aviationin Alaska, and

    (4) Will not have a significanteconomic impact, positive or negative,

    on a substantial number of small entitiesunder the criteria of the RegulatoryFlexibility Act.

    Adoption of the Amendment

    Accordingly, under the authoritydelegated to me by the Administrator,the FAA amends 14 CFR part 39 asfollows:

    2. The FAA amends 39.13 byremoving airworthiness directive (AD)20090417, Amendment 3915823 (74FR 8735; February 26, 2009), and addingthe following new AD:

    Effective Date

    (a) This airworthiness directive (AD) iseffective April 22, 2011.

    Affected ADs

    (b) This AD supersedes AD 20090417,Amendment 3915823.

    Applicability

    (c) This AD applies to the followingengines with a long fixed core exhaust nozzle(LFCEN) assembly forward centerbody, partnumber (P/N) 1313M55G01 or G02, P/N9076M28G05, G06, G08, G09, or G10, P/N

    9076M82G01 or G03, and aft centerbody P/N 1313M56G01, or P/N 9076M46G02, G04, orG05, installed in:

    (1) General Electric Company (GE) CF645A, CF645A2, CF650A, CF650C, CF650CA, CF650C1, CF650C2, CF650C2B,CF650C2D, CF650E, CF650E1, CF650E2,and CF650E2B turbofan engines, includingengines marked on the engine data plate asCF650C2F and CF650C2R.

    (2) These engines are installed on, but notlimited to, Airbus A300 series, Boeing 747200B, 747200C, 747200F, 747300 and747SR, McDonnell Douglas DC1015, DC1030, DC1030F (KC10A, KDC10), andMD1030F airplanes.

    Unsafe Condition

    (d) This AD was prompted by thediscovery of more LFCEN forward and aftcenterbody P/Ns that require replacement.We are issuing this AD to prevent theforward and aft centerbody of the LFCENassembly from separating from the engine,causing damage to the engine, and damage tothe airplane.

    Compliance

    (e) Comply with this AD within thecompliance times specified, unless alreadydone.

    (1) Within 18 months after the effectivedate of this AD, replace forward centerbody,P/N 1313M55G01 and G02, P/N9076M28G05, G06, G08, G09, and G10, P/N9076M82G01 and G03, and aft centerbodyP/N 1313M56G01, P/N 9076M46G02, G04,and G05 with a forward and aft centerbodythat has been modified using theAccomplishment Instructions, Section 3, ofGE Service Bulletin (SB) No. CF650 S/B 780244, Revision 1, dated March 13, 2008,CF650 S/B 780244, dated July 30, 2007, orCF650 S/B 780242, dated September 26,2005.

    Centerbody Installation Prohibition

    (2) After 18 months from the effective dateof this AD, do not install any engine withforward centerbody, P/N 1313M55G01 orG02, P/N 9076M28G05, G06, G08, G09, orG10, P/N 9076M82G01 or G03, or aftcenterbody P/N 1313M56G01, P/N9076M46G02, G04, or G05 on any airplane.

    Alternative Methods of Compliance(AMOCs)

    (f) The Manager, Engine CertificationOffice, FAA, may approve AMOCs for thisAD, if requested using the procedures foundin 14 CFR 39.19.

    AGENCY: Federal AviationAdministration (FAA), DOT.ACTION: Final rule; request forcomments.

    SUMMARY: We are adopting a newairworthiness directive (AD) for theproducts listed above. This AD resultsfrom mandatory continuingairworthiness information (MCAI)issued by an aviation authority ofanother country to identify and correctan unsafe condition on an aviationproduct. The MCAI describes the unsafecondition as:

    An uncontained engine failure has recentlyoccurred on a Rolls-Royce RB211 Trent 900involving release of high energy debris andresulting in damage to the aeroplane.Analysis of the available elements from theincident investigation shows that an oil firein the High Pressure/Intermediate Pressure(HP/IP) structure cavity may have initiated asequence of events leading to rupture of thedrive arm of the IP Turbine (IPT) disc andsubsequent overspeed and burst of that samedisc.

    We are issuing this AD to preventoverspeed of the intermediate pressureturbine, which could result in loss of

    disc integrity, an uncontained failure ofthe engine, and damage to the airplane.DATES: This AD becomes effective April4, 2011.
