The Hong Kong Public Health Forum 2010

We are pleased to announce the Hong Kong Public Health Forum and The Inaugural Anthony J.
Hedley Lecture of the School of Public Health, The University of Hong Kong. These Fora provide a
platform for the open exchange of experiences and views on various aspects of public health.
This year’s Forum will focus on past and future roles of academic public health. Speakers and
discussants from both health care and academic fields will present their perspectives on
challenges and future academic public health development in Hong Kong. We are particularly
pleased to have Professor Anthony J. Hedley as our keynote speaker.

Professor Richard Fielding Professor and Head, Behavioural Sciences Unit, School of Public Health,
Li Ka Shing Faculty of Medicine, The University of Hong Kong
Richard Fielding is a clinical psychologist who has worked in public health at HKU since 1982. His
current research interests address the behavioural and medical psychology dimensions of public health
in the areas of cancer, cardiovascular diseases, risk perception and communication (particularly for
infectious diseases), quality of life and health risk behaviour change. He heads the Behavioural
Sciences Unit and the Centre for Psycho-Oncology Research and Teaching.

HONG KONG PUBLIC HEALTH FORUM 2010
The Hong Kong Public Health Forum 2010 took place on December 13, 2010. This was an annual flagship event of the School of
Public Health / Department of Community Medicine. About 200 health professionals, staff, students, government officials attended
the inspiring occasion. Professor Gabriel M Leung, Under Secretary for Food and Health, officiated at the event and Dr. Che-Hung
Leong, HKU Council Chairman and Dr. Pak Yin Leung, Chief Executive, Hospital Authority were the guests of honour.
The theme of the forum was “The Past and Future Roles of Academic Public Health”. Professor Anthony J Hedley was the keynote
speaker and he gave the Inaugural AJ Hedley Lecture on “A Medical Emergency: Who needs academic departments of public health,
and why?” Renowned speakers and discussants from both service and academic public health shared their views and experiences
on future directions in public health development in Hong Kong .
he speakers were Professor Sian M. Griffiths, Dr. Gloria Tam and Dr. Hong Fung and the discussants were Professor Sophia Chan,
Dr. DJ Macfarlane and Ms Karen Sadler. Professor TH Lam, Director of School of Pubic Health in his closing remarks highlighted the
increasing demand of MPH training especially from China Mainland and academic public health, with a history of more than 120
years in our medical school, would have a bright future.

Ms. Karen Sadler
Karen Sadler has worked in the NGO sector for over 20 years, the last 15 of which have been for the
World Cancer Research Fund Global Network. Currently, Ms Sadler has a dual role with WCRF; firstly she is
Development Director, Asia for World Cancer Research Fund Hong Kong and was instrumental in setting up
the charity’s activities and programmes in 2002. Ms Sadler serves as a member of the Cancer Expert
Working Group (CEWG) on Cancer Prevention and Screening (the Working Group) which was established
under the Cancer Co-ordinating Committee chaired by the Secretary for Health, Welfare and Food.
Ms Sadler is also Business Development Manager for WCRF International, with the remit to grow and develop the charities’
mission of primary cancer prevention.
Since joining the World Cancer Research Fund Global Network, Ms Sadler has worked for the organisation’s UK charity; the
network’s strategic headquarters - World Cancer Research Fund International; and, more recently, as the most senior member
of staff at World Cancer Research Fund Hong Kong. Her main areas of interest include developing health promotion programmes
and activities for cancer prevention; building collaborative links with like-minded organisations; and fundraising management.
Ms Sadler has gained a broad range of experience within the international NGO sector over many years, primarily in the cancer
prevention arena.
Dr. Gloria Tam
Gloria TAM received her undergraduate medical training at The University of Hong Kong as a Donor
Scholar. On graduation in 1982, Dr Tam joined Government and worked in the maternal and child health
service before entering private practice. She rejoined Government in 1985 and was initially posted to
clinical obstetrics and gynaecology duties followed by another maternal and child health job. She was
promoted to Senior Medical Officer in 1992.
Dr Tam was granted a scholarship by the World Health Organization in 1992 to study Master of Medicine
(Public Health) at the National University of Singapore. On returned to Hong Kong, she moved over to serve in mainstream
public health.
Dr Tam advanced to become a directorate of the Department of Health in 1995, initially in charge of regional disease prevention
and control, and then in 1996, head of the maternal and child health service. Between 1997 and 2003, she was the Assistant
Director of Health, responsible for Hong Kong’s food safety. In this connection, Dr Tam received an International Visitorship
from the US State Department in 2000, in recognition of her contributions to public health assurance of US foods in Hong Kong.
From 2004 to July 2007, Dr Tam was the Assistant Director of Health in charge of the Department’s health administration and
planning. She received Government sponsorship for training in risk communication at the Harvard School of Public Health and a
second International Visitorship from the US State Department in 2006, this time to study regulation of health maintenance
organizations in that country. Besides, Dr Tam was admitted as a Fellow of the Faculty of Public Health of the Royal Colleges of
Physicians, UK in 2007, in recognition of her excellence in the practice of public health.
Dr Gloria TAM has been Deputy Director of Health since July 2007. She is responsible for general administration and finance,
public health law enforcement - regulation of Chinese and western drugs included, clinical genetics, maternal and child health,
child assessment, student health, family medicine, elderly health, and all other matters aside from those related to disease
prevention and control and dental health.
On top, Dr Tam has been appointed by the World Health Organization since 2008 to serve as an expert in risk communication on
its International Health Regulation Roster of Experts.
