Another busy year has passed, where to I’m not quite sure, but it has been a very busy one since taking over from Derek Gardiner at the end of last year’s Annual General Meeting.

At our first Executive meeting in June 2009, I made some pointers for the year ahead.

• The first of these pointers was to re-furbish District HQ in Dalneigh, and thanks must go to our HQ Convenor Frank McCubbin and all the others who helped to achieve this. There is still a bit to do but hopefull by ourselves! The HQ continues to be used for community and Scouting purposes.

• Another pointer was to re-kindle the newsletter as Graham Eden, who had been publishing it was standing down, and we thank him for his work on this. After quite some time Jim Ogilvie offered to take up the reigns again and after a shaky start we have had two newsletters, the last one beginning to be more what we have been trying to achieve: reports on events from the Groups as well as District notices. Hopefully this will continue to grow. The newsletter will be sent electronically every quarter and a deadline for reports will be given. Provision will be made for those without access to a computer.

• Scout post which operates each December and run by the Scout Fellowship was again very succesful, with Christine Horne taking on the task from Wym Simpson, who due to family commitments stepped back this year, and we thank Christine for her organisational skills, and the rest of the Fellowship for all their hard work. In excess of 26,000 cards were processed and delivered by the Scout Groups, Explorer Units and Scout Network.

• We held our 8th Baden Powell Dinner in the Lochardil House Hotel on Friday 19th February. Again it was a sucessful and

well attended evening. The speakers were Eva Will, SHQ Commissioner (Beavers), David Morton (Scout Network Member) and the Bishop Mark Strange.

• The Founders’ Day Service followed on Sunday 21st in St. Andrew’s Cathedral on the theme of “Overcoming Challenge” and was conducted by our Chaplain the Rev. Peter Donald, assisted by the Cathedral Provost. The service was well attended, with an encouraging number of parents attending.

• The selections for the 2011 World Jamboree and 2010 Blair Atholl Jamborette have taken place, and those selected will be off to a wonderful Scouting experience at whichever event they particpate in, and I know they will take the goodwill of Scouting in the District with them.

• Scouting in Inverness District depends so much on the efforts of the volunteers, and the Executive Committee would like to take this opportunity to thank ALL those who give freely of their time in order to provide good Scouting from Beavers throught Cubs, Scouts and Explorers to Network and the Adults in the District.

The Report was approved by the Executive on 13th May 2010.

As I entered my second year in the role as District Commissioner and I now realise how much there is to the administration of Scouting……and how much I didn’t know!

The District has had a busy enough year, with all Groups working hard to gain badges and enjoy their Scouting. I have visited a number of section meetings and look forward to more invitations to come along to your section’s investiture or parents’ evening or just to be invited to see what you are doing.

I was in attendance when Muirtown (18th Inverness) was put through its paces by the RN Inspection process. A cold but very enjoyable evening. The Group passed with flying colours and congratulations to all concerned.

The District has continued its record of Groups going on international trips and it is good to see this continue. Crown, Kingsmills and Aviemore Groups have all shared their experiences with parents and others at their various meetings and this only goes to demonstrate to the world at large that Scouting is alive and part of Inverness life.

The other activity that has dominated the thoughts and weekends of many in the District has been the Gang Show. Rehearsals started back at the beginning of November and the show was a great success in the Easter holidays. More is written about the event and I will not steal the thunder here. However, thanks are in order on this page and I would like to thank, on behalf of the whole District, the whole of the Gang who worked so hard and gave up a great deal of time to turn those words on each page of the script into a wonderful and enjoyable show. There are more than just those members who are seen on stage; there is the back stage crew, the people helping in the changing rooms, the front of house team, the business team, production team, costumes, choreography and music. All are part of the Gang and none

is less worthy than any other of praise and congratulations. Well Done!!

Not everyone will have gone abroad or been a star in the Gang Show. Some of us have simply gotten on with our meetings each week trying to make the programme stimulating and new. To all leaders, no matter what you have done or been in this past year, I offer my grateful thanks, again, for a job well done. I know that we, as the District Team, may not have always “ticked the box” for you, but we are redoubling all our efforts to ensure that training will be available, help with any challenges you have which may appear unassailable and a shoulder to lean on when the dark clouds get too much. Get in touch and ask; ‘phone and have a word. We may be able to solve what may appear to be insoluble.

Two new Groups appeared on the scene during the year both where Scouting has been previously present, Tomatin and Fort Augustus areas. I would like to wish Ruth and Sarah at Strathdearn and Debbie and Lee at Fort Augustus a warm welcome and wish them well for the future of Scouting in their respective areas. Good Scouting for 2010/11!

BEAVERS6-8 YEAR OLDS Pat Oliver

District Beaver Scout Leader

Unfortunately due to family committments, Jackie has had to take a step back from Beaver Commissioner this year and I have been caretaking.

As a result we have not had any of the District Events that had been planned, however, that has not stopped the beaver colonies growing. we have a new colony at Moy the Strathdearn Group led by Ruth Mantle.

Whilst lamenting about the distance local children had to travel to the nearest Beaver colony, a neighbour joked that I should set up a group myself and 9 months later the 30th Inverness (Strathdearn) Beavers held their first meeting on Burns night. There are now 14 children in the Beaver colony and we meet on a Monday evening at Strathdearn Primary school in Tomatin. We have DoE volunteers who help out with games and support the individual lodges which has proved invaluable. Activities so far include linking up with a community in Kenya, making boomerangs, going on an alphabet hike, writing prayers and playing lots of games! We have more exciting activities planned for the summer including a hike up to see Bob, Tomatin’s resident red deer and hopefully we will have our first sleepover later in the year. It has been a steep but enjoyable learning curve for both leaders and I would

like this opportunity to give special thanks for all the support we have received from the Inverness District.

All other colonies have been Busy little Beavers over the past year and are now gearingup for the summer activities, with the water activity proving very popular. The two Nairn colonies have now joined together and have been especially busy over the past few months

Nairn Beavers took part in a fundraising night in March making invites, donating prizes, baking muffins, serving the muffins with teas and coffees, collecting donations, selling raffle tickets and calling the raffle whilst looking after their guests. The Colony managed to raise £135, in what was a brilliant night for all invovled.

As I said earlier we have had a new colony start up and are at the moment looking at another new colony about to burst onto the scene which is brilliant and brings the district numbers up to 14

I would just like to say before finishing the I’m sure we all wish Jackie and her family well.

Finally may I say a very big THANK YOU to all the Beaver Leaders and helpers who make the youngsters time in the colony an interesting and fun time you are the linch pinon the District

CUBS8-10.5 YEAR OLDS Kathleen Murray

Firstly, on behalf of the Cub Scout section may I extend a very warm welcome to Lee and Debbie Cox who run the newly established 4th Inverness (Fort Augustus) Scout Group, which is real success story, from a 3 boy Cub Pack to a Cub and Scout group of 28 young people. Well done!

The Founder’s Day Service in February was very well attended by the Cub Scout section. The Cubs who did the Readings were absolutely marvelous, and did themselves and their packs proud.

Cub Pack Holidays and camps have become very popular over the last few years, with more than ever taking their young people away for the weekend.For any packs still thinking about it, I know that Kilearnan Guide Centre on the Black Isle still have weekends available from July onwards. If you have never been there, I can recommend it for first time ‘tryers’. Please speak to me if you need any details.

Cub packs in the district are flourishing at the moment and since the launch of the Young Leader Scheme, which most of the packs are involved in, things are definitely looking brighter. We have two particularly outstanding Young Leaders at Culloden Cubs. Scott Maclean has been with us since last year and Fraser Macdonald has been with us for the last few weeks and both are an asset to the Pack.

After the summer break, between September and March, there will be various District Cub Scout events organised.

As (Acting) ADC Cub Scouts, I can now safely say that I am giving up my acting career and handing over the script to a slightly younger, highly motivated, very approachable and capable person.

I would sincerely like to thank all Leaders for their help and support over the last 8 years particularly those who went that extra mile and I am sure you will give your new ADC your full support, as I know I will.

Finally, on behalf of all Cub Scouts, a big THANK YOU to all Leaders and helpers for your time and hard work in putting together another fun, enjoyable and informative year.

SCOUTS10.5 - 14 YEAR OLDS

The Scout section has had a relatively standard year, but it is good to record that the Scout Troop in Fort Augustus has been restarted, although numbers are still very small. There are now twelve Troops in Inverness District, the highest number this century! However the numbers of Scouts in the District has remained fairly stable over the past few years, with around 230 in the section, although there has been a small increase in the number of girls. A list of those awarded the Chief Scout’s Gold Award appears on page 6.

At District level, only two events have been held. The first of these, last September, was the District Scout section camp at Brodie. This is the only local site which can be used for this event, without a lot of effort in the provision of temporary toilet facilities, now that Tollie Brahan is closed and there is no immediate chance of a replacement site anywhere near Inverness. It is pleasing to note that Nairn and Grantown Troops took part in the District camp for the first time in recent years. But it is a pity that several Troops in the District, despite many months of warning, do not attend this event, which is

aimed to help improve camping standards for all Scouts in the District. The winners of the Lochiel Targe were a patrol from Crown Troop, with Aviemore in second place.

The other District event was the annual Patrol Leaders’ training day, held at Kingsmills in March. This was again fully subscribed, but the average age of those coming forward was rather low, which meant that the programme, originally aimed at a slightly older and more experienced age range, was less successful than had been the case in previous years.

The number of summer camps is still disappointingly low, but it was great that Kingsmills and Aviemore Troops, together with members of the Phoenix Explorer Unit had a seventeen-day expedition to Norway, which was highly successful. Great weather, combined with an interesting mix of Scouting and touristy activities, helped ensure the success of the event. A week at the Norwegian national camp at Åndalsnes allowed friendships to be made and contacts are still being maintained with some of the participants. This is the first overseas event that the Aviemore Troop has ever been involved in.

Selection for both the 2010 Blair Atholl Jamborette, and the 2011 World Jamboree in Sweden took place during the year, but both these events now cover both the Scout and Explorer sections of the District. In total twelve Scouts and Explorers have been selected for Blair Atholl, and four for the World Jamboree.

Training camps or days will be taking place in the near future. Those selected are likely to have a very worthwhile time, and we look forward to hearing of their adventures.

Work still requires to be done to help strengthen several of the Troops in the District, but approaches to assist in this work are often met with little interest by the Troops concerned.

EXPLORERS14-18 YEAR OLDS

2009/10 was without a doubt a vintage year for Explorer Scouting in our District. The achievement of 2 Explorer Belts, a Queen Scout award, an International Jamboree, Sea Scout 100, the launch of the Duke of Edinburgh Award (D of E) in the District and a record number of young people and adults enjoying Explorer Scouting in more Units is a tally that exceeds all previous years.

There are so many high points in the year it is difficult to know where to start. Spring saw Inverness District host the National Awards ceremony, with Neil Craig carrying the Scottish Scout Colours. This was a fantastic day enjoyed by all those who attended St. Andrew’s Cathedral. Continuing on from the success of a Queen Scout last year, Struan Charters continued this very welcome trend, by gaining the Queen Scout Award. My congratulations to Struan on this deserved achievement. Struan and Neil hiked round Poland, Slovakia and the Czech Republic, to become only the 2nd and 3rd people to complete the Explorer Belt award in Inverness District. These achievements have given several Explorers the desire to follow suit in the future, and achieve these great awards.

The themes of challenge and participation that have dominated the year. The leadership teams in the Units have worked tirelessly as they continue to further develop the Explorer Units and offer programmes of a very high quality, ensuring that everyone is catered for in Explorer Scouting. The efforts of our team of “experts” on outdoor activities has also worked extensively as its members prepare the outdoor activity opportunities and help launched the Duke of Edinburgh Award locally, with hopes of offering a full expedition programme in 2011, allowing those of qualifying ages the opportunity to complete a D of E programme, at an affordable cost to all.

The Young Leader programme has been another vehicle that has allowed Explorers, who wish to help with the younger sections, a way to keep involved in Scouting. The number of Explorers participating may have declined slightly, but remains above 40. One success of this scheme has been young people who are new to scouting, to become Young Leaders getting great enjoyment from the training weekends and benefit from the skills taught. A key strand of work this year will be the creation of a Young Leader support team locally, with focus on supporting the Young Leaders to complete the post-training Missions in their sections locally. We have also seen Young Leaders, as they reach 18, decide to become Adult Leaders, with 3 Young Leaders taking out Adult Appointments. These people are our adult volunteers of tomorrow and a key element of our plan of work for 2010/11 will be to ensure we can support Young People in continuing their involvement in Scouting, both locally, and if they leave the District for further education, through Network Scouting.

The re-energising of Nessie’s Network has seen our older Explorer Scouts continue their Scouting after the age of 18 even when they are not in Inverness! However, this is in the early stages and work must continue on improving the moving-on process to Network to ensure that more Young People are aware of the options, when they reach 18, in The Scout Association.

I was particularly proud to join the 18th Inverness (Muirtown) Group and Muirtown Explorer Sea Scouts at their Royal Navy inspection. Having been a Sea Scout in the past, I appreciate the amount of preparation and planning time required to deliver a successful inspection evening. Like so many, I was again delighted to be present at this occasion and was very pleased with the comments from the inspecting officer regarding the Group and Explorer Units. My congratulations go to all young people and adults who were involved in this event.

Through the quality of the activities on offer we have seen our numbers steadily increase. With an increase in numbers by one third, over last year, as we now have 70 Explorer Scouts in the District, and 14 adults involved in the Explorer Scout programme. This level of increase can be seen as a successful part of the District’s activities. As we continue to create opportunities for adults to volunteer, we offer roles that are suited to the time they have available and the skills they hold.

Over the next year or so, we aim to develop new Units in Nairn and Lochardil, with a re-launch of the Cairngorm Unit in the Grantown/Aviemore area. We will also be seeking to identify new areas for Explorer Scouting, to enable more 14-18 year olds to enjoy the Explorer Scout Adventure. Most of our plans with the D of E scheme and new Units are at a very early stage. However, these aims are not short term but for the long term, as we aim to deliver a sustainable programme with opportunity across the whole District.

During the year the District was sad to accept the resignation of Peter White from his role as Explorer Scout Leader at Croy. Peter was a dedicated Scouter who always gave commitment above and beyond the call, to provide his Explorers with every possible opportunity. The District will greatly miss his experience and insight for the future.

As we look towards the future, it is essential that we continue to work with neighbouring Districts, other Youth Organisations and external bodies, to find common areas to offer adventurous activities to all our members, at an affordable cost, so that everyone can enjoy the adventure that is Explorer Scouting.

NETWORK18-25 YEAR OLDS Jenny McCrae

District Scout Network LeaderNessie’s Network

Over the past year, Scout Network in the Highlands and Islands has seen a major increase in the number of registered members, from 8 to 26 and we are hoping to see another dramatic uptake over the next few months in Nessie’s Network (Inverness District Scout Network). Since taking over as leader of Nessie’s Network, I have realised that our Network poses a unique challenge.

The blue and green of the network neckie can be seen in every major city in Scotland due to members moving away to university. Whilst Nessie is represented at camps and events across Britain, events in Inverness are focused around the university holidays. Nevertheless, our members do get up to some very exciting and adventurous stuff.

Four of our members are now qualified Level 1 Paddlesport coaches through participating in the UKCC qualifications this year. The 4-day course involved instruction and experience in all forms of paddlesport from open canoes to sit-on-tops and the odd coracle or two, and required the participants to lead interesting, informative and interactive coaching sessions. Our networkers made use of their initiative to come up with some ingenious teaching methods, including an innovative version of heads, shoulders, knees and toes to teach children how to paddle. Lyrics available on request! The qualified coaches now seek interested groups to try out our new teaching skills, with several members keen to progress on to level 2 of the award.

Off the water, Nessie’s Networkers were very active in the 2010 Inverness Gang Show. 3 members participated in the show itself, sporting hot-chocolate beards, voluminous pink dresses and unruly rolls of wallpaper. Others helped backstage, in the dressing rooms, and selling programmes, providing valuable support to the performers. The show was a great success, attracting large crowds and enabling scouters of all ages to become stars. Thanks go to all those network

members who helped to make the show such a success.

Two networkers made the trip down to Windsor last month along with scouts from all over Britain who had completed their Queen’s Scout Award.

As well as taking part in adventurous activities and monthly meetings, Network play a great supporting role through Inverness District.

This year we helped with Scout Post delivery and the half-marathon water station. Nessie’s Network was out in force to help out at Cally Rally this year with members on land and water activities as well as the service team, and helping run the Saturday disco. Elsewhere, Network members are putting their leadership skills to great use across the district, and across the country with members leading Beavers, Cubs, Scouts and an Explorer Unit in the pipe line.

In the coming year, Nessie’s Network is set to grow even further. We are planning a joint event in June to give older explorers a taste of what network has in store. In the summer, we will have several members attending The Blair Atholl Jamboree and future members going as participants. And with a Network wedding in October, the kilts will definitely get a good airing.

District Scout Fellowship Chairman

Fellowship members have had another busy year, helping out in the District wherever possible.

Many of us took part, one way or another, in the 2010 Gang Show, the Founder’s Day Service, Highland Cross and Scout Post.

We celebrated our 20th anniversary by having a dinner in November 2009, and joined others at the BP Supper in February 2010 organised by the District.

Andy Thursby was our Quizmaster yet again in February and a presentation was made to him on behalf of the Fellowship.

A good number of us, along with members of the Trefoil Guild, enjoyed Dick’s Walk which last year was held in the area around the Fairburn Activity and Conference Centre near Marybank in Ross-shire. This was followed by a meal within the Centre and a tour of the

facilities for those who wished it.

Food was enjoyed again at a Pudding Night, organised along with a Call My Bluff panel quiz, held in October last year. Our regular mince pie and chat afternoon just after Christmas brought members together again to reminisce about the year nearly over.

On 9th May Jean McDonagh and I attended the Trefoil Guild Scotland’s AGM in Aviemore as invited guests on behalf of the Fellowship.

A big thank you is due by me to my fellow committee members, Jean McDonagh, Irene Whyte and Sheila Martin.

I wish to thank other members who helped in any way in organising our events over the past year.

Another successful Gang Show has graced the stage of Eden Court Theatre this Easter with rave reviews from our audiences of over 3000 people. The usual mix of song and dance saw production items leading us around the world with the Guide Centenary, everyone ‘glamming’ it up when stepping out, while Africa and the swooping birds stole the first half finale. Recent pop act Take That kicked off the second half with an amazing light show before we toured the musicals and reached the finale.

Individual items saw the Cubs boarding a pirate ship, the Scouts and Guides dancing their socks off in Jazz, while the explorers either became toffs or had mischievous fun as monks. The leaders weren’t to be missed either - but which half were they?

A huge thank you goes out to all who helped in whatever way, no matter how small, to make the show such a success. We are very lucky to have such a loyal band of volunteers, many of whom have no Scouting commitments, but who work tirelessly to

teach our cast to dance, sing or act. Eden Court and our stage director then work wonders to transform our cast into a very professional stage show during show week.

Without these people we wouldn’t have a Gang Show and therefore if you would like to be part of this amazing experience then please get in touch.

The accounts presented are a consolidation of all those accounts held on behalf of Inverness District Scout Council.

Thanks are due to those who have operated accounts of behalf of the District.

The consolidated accounts show a deficit of £13616.19 for the financial year. This deficit is largely the result of necessary maintenance work on the District Headquarters in Dalneigh.

The process of consolidation of bank accounts into one account which was started in the 2008/9 financial year was continued in 2009/10 and will hopefully be completed in 2010/11 balances transferred have been earmarked for utilization for the purpose for which they were originally held.

This financial year has, because of the prevailing economic climate proved to be extremely challenging and as anticipated in last year’s report the expenditure of the District has exceeded income. This has necessitated the utilization of reserves which have been built up over a number of years.

The assets held by the District at 31st March 2010 show a cash balance of £29286.56, of this £2128.87 is held in accounts directly operated by Explorer Units and the Scout Network. £3000 is held as a restricted fund, providing Capital to generate funds towards Jamboree expenditure.

The Trustees believe that around six months annual expenditure should be held in reserve to allow for time delays between expenditure made and income received and to permit immediate action to be taken to rectify any necessary building repairs, based on this financial year this equates to £18000.

This indicates that around £6000 is available to the District for day to day running expenses.

The year ahead will require prudent financial management by the Trustees on behalf of the District, and it will be essential that all income streams are maximised.

Independent Examiner Report to the Trustees of Inverness District Scout Council

I report on the financial statements of the Inverness District Scout Council (“The Council”) for the year ended 31st March 2010 which are set out on pages 3 to 4.

Respective responsibilities of Trustees and Examiner:

The Districts Trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006. The Districts Trustees consider that the audit requirement of Regulation 10(1) (a) to (c) to the Accounts Regulations does not apply. It is my responsibility to examine the accounts as required under section 44 (1) (c) of the Act and to state whether particular matters have come to my attention.

Basis of Independent Examiners Statement:

My examination is carried out in accordance with Regulation 11 of the Charities Accounts (Scotland) Regulations 2006. An examination includes a review of the accounting records kept by the District and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeks explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.

Independent Examiners Statement:

In the course of my examination, no matter has come to my attention1. Constitution and Purpose:The Scout District is constituted in terms of the Rules of The Scout Association, which is a charitable body incorporated by Royal Charter.

The purpose of the Scout Association is to promote the development of young people in achieving their full physical, intellectual, social and spiritual potentials, as individuals, as responsible citizens and as members of their local, national and international communities. The method of achieving the aim of the Association is by providing an enjoyable and attractive scheme of progressive training, based on the Scout Promise and Law guided by adult leadership.
