Hong Kong International Kung Fu Festival

The first World Guoshu Competition (WGC) will be held at the Hong Kong International Trade & Exhibition Centre from 21st to 26th July, 2009. It will be a key event at the inaugural Hong Kong International Kung Fu Festival, and is fully supported by the Hong Kong Wushu Union, Hong Kong Tourism Association, Hong Kong Arts Centre, Songshan Shaolin Temple, the German Sports University Cologne, and Hong Kong Traditional Wushu Federation. To ensure the highest standards of professionalism, the organizing committee has invited Shi Yongxin, abbot of Shaolin Temple, and renowned martial arts scholar, Professor Ma Mingda, to be chief advisors to the Competition, along with a team of leading experts in Chinese sports and martial arts, including Jiang Haoquan, Ma Xianda, Wang Deying, Shen Shaosan, Liang Mintao, Yang Zhenduo, Qiu Pixiang, Xia Bohua, Men Huifeng, Lin Zhenhui, and Zheng Baolin.

Our goal is to construct a competition system that will develop the full potential of traditional Chinese sports as an instrument of mental and physical health, and, through promotion of Chinese sports, to cultivate deeper understanding of Chinese culture and its values. In addition, we hope the Competition will assist in developing diversity in world sports and contribute to greater social harmony in today’s transnational society.

‘Guoshu’ (national arts), the indigenous sports system in China, has evolved through a long course of historical development spanning thousands of years, and is a vital part of China’s national culture (‘Guoxue’). Together with ‘guoyi’ (Chinese medicine), ‘guohua’ (Chinese painting) and ‘guoyue’ (Chinese music), guoshu is an important channel for disseminating traditional Chinese culture. After nearly a century of development, the name ‘guoshu’ is now a well-recognized label for China’s indigenous sports. At a time when global attention increasingly focuses on China, we should seize the opportunity to construct an international platform for Chinese sports, and to revitalize China’s outstanding but much neglected sporting traditions.

Deeply embedded in guoshu are Chinese cultural notions of fi tness and sporting values, which emphasize balance between practice and competition. Equal emphasis is placed on health and competition, sports and culture, and the physical and mental aspects of sports. Therefore, in organizing the World Guoshu Competition, special attention is paid to the cultural values and characteristics of Chinese sports, hence the division of the competition into three separate but related areas: wushu taolu (including bare-handed and weapon performances, two-man sets and group performances); agonistic matches (such as sanshou, duanbing [Chinese fencing], shuaijiao [Chinese wrestling], Taiji push-hands, Wing Chun Sticking hands, boji and xinquan); and demonstration events (including archery, shuttlecock, changbing [Chinese long weapons], feicha [Chinese juggling with steel trident] and dangong [Chinese pellet bow]).

As 2009 marks the 60th anniversary of the People’s Republic of China, as well as the occasion of the East Asian Games in Hong Kong SAR, we consider this an opportune year to launch the inaugural World Guoshu Competition. To celebrate China’s upcoming 60th anniversary, martial arts authorities, social celebrities, and sportsmen from around the world will gather in Hong Kong to participate in the fi rst international competition for Chinese sports.

We would sincerely like to extend our invitation to enthusiasts of Chinese sports and martial arts from all around the world to take part in the event. We look forward to welcoming you and wish you success at the fi rst World Guoshu Competition. Let this be an invitation to every enthusiast and exponent of Chinese sports and martial arts, to gather here in Hong Kong, to share this unique experience, make friends through exchange and competition, and work together toward the revival of Chinese sports culture.

2009 World Guoshu Competition

1. Wushu taolu events: individual, two-person, or group performance of bare-handed and weapon sets in any style or school;

2. Competitive events: sanshou, duanbing (Chinese fencing), shuaijiao (Chinese wrestling), Taiji push-hands, Wing Chun Sticking hands, boji, and xinquan;

3. Demonstration events: archery, shuttlecock, changbing (Chinese long-range weapons), feicha (traditional Chinese juggling using steel trident), and dangong (Chinese pellet bow), etc.

1. Athletes of all nationalities are permitted to take part in the competition.

2. Each team may register one team leader and one or two coaches. For teams with over 15 athletes, applica- tion fees for the team leader (one) and coach (one), who do not take part in the competition as athletes, will be waived. Delegations of over 15 people can also recommend a team judge (national fi rst level or above), who will serve as an offi cial judge (not concurrently as a team leader, coach or athlete) in the competition, upon approval by the organizing committee, and part of the relevant expenses will be paid by the organizing committee.

3. There is no limit to the number of events for which each athlete may apply. For group events, there will be no competition if the number of participants is less than 5 in a group, while selected music can be played to accompany the routine-set.

4. In wushu taolu events, athletes will be divided into groups according to age and gender. For two-person or group events, groups will be divided according to the average age of the team.

5. Financial conditions: a) Application fee: RMB ¥300 per person. (Team leaders, coaches, athletes and team followers are all required to pay the application fee. Those with multiple roles need to pay only once.)

b) Event fee: (i) RMB ¥300 per event for individual and dual wushu taolu events; RMB ¥150 per competitor for wushu taolu group events. (ii) RMB ¥600 per competitor per event for competitive events. (iii) An athlete may enter both wushu taolu events and competitive events (sanshou, duanbing, etc.), and the fee will be totalled according to the number of events for which an athlete applies.

c) Two optional categories of accommodation with a favorable “package service charge” will be available for those who need accommodation (for details see Appendix I). Those who use either of these category options will have their application fee waived and may apply for either 4 wushu taolu events (2 individual, 1 two-person and 1 group event) or 1 competitive event and 2 wushu taolu events without further charge. These benefi ts apply only to the applicant himself/herself.

d) The team judge must pay a participation fee of RMB ¥1,800, and can enjoy the preferential benefi ts of both Accommodation A and referee subsidies.

e) All participants are responsible for their own expenses.

f) Complimentary souvenirs will be given to all participants.

COMPETITION EVENTS

PARTICIPATION DETAILS

1. Wushu taolu competition will be conducted in accordance with the Rules for International Wushu Taolu Competition endorsed by the International Wushu Federation (IWUF) in conjunction with the supplementary regulations of this competition.

2. Sanshou competition will be conducted in accordance with the Rules for International Wushu Sanshou Competition endorsed by the IWUF.

3. Duanbing, Wing Chun Sticking hands, Shuijiao, Taiji push-hands, boji, and xinquan competitions will be conducted in accordance with the rules and supplementary regulations published by the WGC Organizing Committee. For details see the offi cial website: http://www.guoshuintl.com.

4. The arbitration commission and the referee commission will be appointed by the Organizing Committee.

5. In competitive events athletes will be divided into junior male/female divisions (under age 18) and adult male/female divisions (age 18 and above). The knockout or round-robin system will be adopted for the competition.

6. Time limits: a) Individual wushu taolu events: Less than 2 minutes.

b) Taijiquan: Less than 6 minutes. (The judge will blow a whistle when the athlete has performed for 5 minutes.)

c) Taiji apparatus, Mulanquan, Mulan apparatus: Less than 4 minutes. (The judge will blow a whistle when the athlete has performed for 3 minutes.)

d) Dual (two-person) wushu taolu events: Less than 1 minute.

e) Group wushu taolu events: Less than 5 minutes. Note: For individual and two-person wushu taolu events, 0.1 point shall be deducted for any overtime performance up to 2 seconds beyond the set time limit; 0.2 points shall be deducted for overtime performance between 2 and 4 seconds, and so forth. For Taiji, Mulan and group events, 0.1 point shall be deducted for any overtime performance up to 5 seconds beyond the set time limit; 0.2 point for overtime performance between 5 and 10 seconds, and so forth.

f) Sanshou competition: Each bout consists of 3 three-minute rounds with a one-minute rest in between. A bout is won by the best two of three rounds. For Wing Chun Sticking hands, each bout consists of three two-minute rounds with a one-minute rest in between. A bout is won by the best two of three rounds. A similar time limit will be adopted in other competitive events.

7. Each group in group events should comprise no less than 5 athletes. 0.5 points shall be deducted per athlete if the group size falls below the required 5 persons (with a minimum of at least 3 athletes).

8. In group events, groups will be divided according to the average age of the participants regardless of gender.

9. Protective gear (headgear, chest protectors, boxing gloves and wrestling suits in competitive events) will be provided by the Organizing Committee while costumes, cup-protectors, and other personal equipment must be brought by the competitors themselves. Weapons for duanbing competition will be provided by the Organizing Committee, but shin-guards and cup-protectors, which are in compliance with the regulations, must be brought by the competitors themselves.

10. Competition program and schedule: a) The competition program and schedule will be published on the offi cial website 10 days before the competition. Please note the online information then. The website is http://www.guoshuintl.com. b) For the schedule of the wushu taolu competition, please read the program distributed by the organizing committee on registration.

COMPETITION DETAILS

1. The fi rst eight places will be awarded in individual and two-person wushu taolu events for both men and women according to age groups.

2. The fi rst eight places will be awarded in competitive events for both men and women according to grade and age groups.

3. The fi rst three places will be awarded gold, silver, and bronze medals and certifi cates respectively in individual and two-person wushu taolu events and competitive events, and the 4th-8th places will receive certifi cates.

4. The fi rst eight places will be awarded in group events for both men and women according to age groups. The top three will be awarded individual medals and certifi cates, the 4th-8th certifi cates, and the rest Individual Excellent Performance certifi cates.

5. When the competitors or teams total less than eight, the awarding will be implemented according to the practical number of competitors/teams.

6. Placing in individual all-around competition: Competitors in the individual all-around event shall be placed according to the total scores of their best 3 events (1 bare-handed wushu taolu event, 1 weapon wushu taolu event and 1 two-man wushu taolu event), with the best scorer placed fi rst, the second best scorer placed second, and so forth. In case of tied scores, the competitor who ranks fi rst in more individual events of their best 3 events shall be placed higher, and so forth.

7. Placing in team competition: One team will be classifi ed as one unit. Teams shall be placed according to the total scores of their places in individual all-around events or in competitive events. The fi rst eight places will be awarded 9, 7, 6, 5, 4, 3, 2 and 1 points respectively; with the best team total scorer placed fi rst, the second best team total scorer placed second, and so forth. In case of tied scores, the team which ranks fi rst in more individual events shall be placed higher, and so forth.

8. Excellent coaches, judges and sports teams will be selected and awarded commemorative plaques and certifi cates.

c) The schedule of competitive events will be compiled after the weighing-in and lot-drawing between 18:00-19:00 on July 21, 2009. A competitor who outweighs his entered category will be disqualifi ed from the whole competition, but the entry fees will not be refunded.

11. Other provisions: a) Each competitor should bring along a Health Certifi cate issued by a qualifi ed hospital and a Waiver of Liability jointly signed by the competitor himself/herself and the team leader, both of which documents must be submitted at least 3 months before the application deadline. Those who fail to meet the above requirements will be disqualifi ed from the competition.

b) Teams shall be responsible for verifying a competitor’s age and health status, and confi rming the registration form with signature and stamp. The organizers reserve the right to disqualify athletes who have submitted a false age and annul their competition results, without prejudice to the right to retain their entry fees. All participating teams or athletes shall themselves be responsible for any risk of illness or injury that may result from their participation in the competition, and any expense thus incurred. It is strongly advised that athletes should apply for Life Accident Insurance before the competition.

AWARDS (Prizes totaling HK$120,000)AWARDS (Prizes totaling HK$120,000)

1. Individual All-round Prize: a) Awards quota: The fi rst eight places will be awarded in individual all-round events in 4 age groups – A, B, C, and D – and 1 group of university students, totaling 80 for both men and women.

b) Prize money: The 1st place winner will be awarded HK$1,000, the 2nd HK$800, and the 3rd HK$500, together with medals and certifi cates. The 4th-8th places will be awarded certifi cates.

2. Wukui Prize: Champions in individual (taolu) all-round events and competitive events in all categories will be offered the opportunity to perform at the closing ceremony and compete for the Wukui Prize. A winner will be selected by the Organizing Committee and awarded the “Wukui Prize of the 1st World Guoshu Competition,” and presented with a commemorative plaque and a certifi cate, together with an award of HK$20,000.

3. Team Total Prize: The 1st team total winner will be awarded HK$5,000, the 2nd HK$3,000, the 3rd HK$1,000 and the 4th-8th HK$500 respectively, all together with cups.

4. World Guoshu Contribution Prize: Participating athletes who have made an outstanding contribution to the dissemination, promotion and development of traditional Chinese martial arts, will be selected by the organizing committee as the ‘World Guoshu Contribution Prize winners.’ There will be 2 Gold Prize winners, eligible for an award of HK$5,000 (per person), 5 Silver Prize winners, eligible for an award of HK$3,000 (per person), and 10 Bronze Prize winners, eligible for an award of HK$1,000 (per person), together with cups and certifi cates.

5. Young Star Prize, Elderly Prize and Martial Arts Family Prize: The youngest and the oldest male and female athletes will be selected as the winners of the Young Star Prize and the Elderly Prize respectively. A Martial Arts Family Prize will be awarded to the family or families (according to the residence booklet) of three or more people that come together to take part in the competition. All winners of the three prizes will be awarded commemorative plaques and certifi cates.

Statement: The Organizing Committee reserves the right to use pictures or images of all participants in the competition.

1. Entry: Read through the instructions below before you fi ll in the entry form. It is valid only when sealed or signed. Please submit all the following documents when applying: a) The entry form (see Appendix II), a statistical table showing entry fees, and two 2-inch photos (bare- headed) with your name written on the back. An identity card will be made by the Organizing Committee for you to use during the competition and at other related activities in Hong Kong.

b) A copy of a valid ID card (passport, Exit-Entry Permit to Hong Kong and Macau, or birth certifi cate). A copy of a Student ID card is also needed for all competitors in a group of university students.

c) A Waiver of Liability signed by the competitor or the team leader (see Appendix II). A guardian’s signature is also needed for juvenile (under age 18) participants. All signatures must be signed by the required persons themselves and will be invalid if printed or signed by others.

d) Copies of remittance proofs of the application fee, event fee and package service charge (package service charge is unnecessary for those who fi nd accommodation themselves).

e) The above documents must reach the WGC Organizing Committee by mail, and the entry form and the statistical table of entry fees (please download at the WGC website) also by e-mail, no later than April 30, 2009 (keep a copy for your own reference). The Address is as follows:

2. The entry form and all fees must reach the WGC Organizing Committee no later than the deadline (according to the postmark of the originating post offi ce), or they will be regarded as invalid. Please write down your mobile phone number when applying. Successful applicants will get a short message of confi rmation.

3. No further changes can be made after the entry form has been submitted. If under special circumstances, any applicant needs to add or change the competition events, he/she may apply in writing, but there will be a charge of RMB ¥200 per event (by fax application and copy of remittance proofs).

4. Event fees and package service charge (excluding application fee) will be refundable if a competitor is unable to compete, on condition that he/she applies in writing within 15 days after the deadline and provides a medical certifi cate, but no fees will be returned after that date.

5. Athletes are required to register at Hong Kong International Airport or Hong Kong Customs (via Luohu Customs Offi ce) before 17:00 on July 21, 2009. Further notice will be sent to applicants by mail or SMS. Be sure that your mobile phone can receive messages in Hong Kong.

6. All participants should send their fl ight, train or bus details, including arrival time, 10 days before their departure by fax to 86-20-38921579 or e-mail to [email protected].

7. A Technical Meeting for team managers and coaches will take place at 20:00 on July 21, 2009. The meeting will announce matters related to the competition. Each team should send one representative to attend the meeting. The location of the meeting will be announced later.

8. Teams that fi nd accommodation themselves in Hong Kong only pay application and entry fees, excluding package service charge. (NB: As July is peak tourist season in Hong Kong, it is strongly advised to book hotels well in advance.)
