Professional Regulatory Board of Architecture (PRBoA)City of Manila

Warm greetings to you all!

I and the two (2) Members of the PRBoA, namely Architects Angeline T. Chua Chiaco, fuap and Marietta B. Segovia, uap, congratulate Area B of the United Architects of the Philippines (UAP), the integrated and accredited professional organization of architects (IAPOA), and the UAP-IAPOA Area B officer corps, led by the Vice President for Area B, Arch. Domingo Ll. Tablizo, Jr., fuap, on the occasion of the UAP-IAPOA Area B Assembly to be held from 01-04 February 2009 on board a cruise ship and in my birthplace, the City of Puerto Princesa in Palawan Province . Under the UAP-IAPOA Area B theme “Cruising the waters, a journey to strength and unity”, it is the PRBoA’s express wish that many more areas of cooperation between the PRBoA and the UAP-IAPOA (particularly through the UAP Area B) shall be opened in the remaining half of the UAP fiscal year, and that these are kept evolving and moving forward in order to help attain our shared primary goal of the full implementation and enforcement of Republic Act No. 9266 (The Architecture Act of 2004), a valid and subsisting special law and its implementing rules and regulations (IRR),which both specifically limit the signing and sealing of architectural documents only to registered and licensed architects (RLAs), as well as their derivative regulations such as the issued 2007 & 2008 PRBoA resolutions governing architectural firm registration and the issuance of temporary/ special permits (TSPs) to foreign architects (FAs) practicing in the country.

It is also the wish of the PRBoA that it is able to receive the full and continuing UAP-IAPOA Area B support on the current and future PRBoA initiatives toward this end, particularly the matter of identifying, monitoring and holding accountable the many different violators of R.A. No. 9266, which may also include other state-regulated professionals such as civil engineers (CEs), unregistered persons and certain RLAs who all continue to defy the law and to hurt the profession and its upright practitioners.

Again, the PRBoA’s extends its heartfelt congratulations and wishes of continuing success to the UAP-IAPOA Area B, its incumbent officers, and to all of you in attendance! I look forward to seeing You in Puerto Princesa City.

May the Lord bless us all and the resurgent architecture profession as well. Mabuhay kayong lahat!

UNITED ARChITECTS OF ThE PhILIPPINES

MY FELLOW ARChITECTS!

On behalf of the United Architects of the Philippines, the Integrated and Accredited Professional Organization of Architects (UAP), it is my distinct pleasure to extend my most cordial felicitations to the officers and members of UAP AREA B on their AREA ASSEMBLY which will be held from February 1-4, 2009 with the theme “Cruising the Waters, A Journey to Strength and Unity”.

Through the years, UAP AREA B has been in the forefront, performing its mission as a vital cog and component of the UAP. Despite its modest resources, it continues to play a multi-faceted role in supporting the national agenda of the UAP, and because of your support, for the Fiscal Year 2008-2009:

• UAP was re-accredited by the Professional Regulation Commission for the next three years which made UAP one of the very first APOs to pass the re-accreditation requirements set by the PRC;

• The Quezon City Government named UAP as an NGO partner after having satisfactorily complied with the requirements for accreditation prescribed under Republic Act No. 7160;

• UAP was awarded the PRC Most Outstanding Accredited Professional Organization for the third time;

• UAP has received the most prestigious distinction of being the first and only APO to receive the Most Outstanding APO Award thrice in the award’s fourteen-year history, and the only APO to win the award in consecutive years;

• UAP has won two cases filed by Civil Engineers against us;

Medeliano T. Roldan, Jr., fuapNational President

• UAP was entrusted to serve as the Secretariat for two years, 2009 and 2010 of the APEC Architect Central Council, and at the same time, was supported by 13 member-countries to host the 2010 APEC Architect Central Council meeting;

• The Department of Energy recognized UAP as the first Accredited Professional Organization which gave its Pledge of Commitment to the Department for supporting the government’s National Energy Efficiency and Conservation Program (NEECP).

UAP is really fortunate. We have a committed and hard-working national leaders and very supportive members. Together, each of us brings abundant intelligence, a passion for learning and the vital energy needed to move us to the top as prime professional organization of architects.

however, I always enjoin you to continually support the national leadership in its continuing quest for greatness and let us make the most of the opportunities that abound and face the challenges ahead through action, working together as empowered individual in bringing the United Architects of the Philippines to the peak of greatness.

So guided both by our hearts and our heads, with our dedicated missions and values intact, our pride in UAP strong, and our commitment to the next generation of leaders as deep as our predecessors’ commitment was to us, it’s our turn to take care of this place called UAP. And together we will.

Mabuhay!

Greetings! For and behalf of the UAP National Board of Directors and the Office of the National Executive Vice

President, we would like to greet and welcome the delegates and participants of the 2009 UAP AREA B Assembly which will be held on February 1-4, 2009 with the theme: “Cruising the Waters, A Journey to Strength and Unity” at the M/S San Paolo Negros Navigation.

I would like to extend my sincerest appreciation to the officers of AREA B Council & Assembly Organizing Committee for the enormous amount of work you have done to reach where we are today, and of the contribution of all the members who have been working how to move forward together.

I have been impressed with the way AREA B Council & Assembly Organizing Committee has united to seek to make progress together. We would not be here today had it not been for your willingness to work together. I hope this will continue, as there are many shared and common issues ahead.

In UAP we determined not to rest on our laurels and everyday’s challenges become ever more competitive, therefore we always strive for excellence in all aspects of our fundamental missions concerning the 4Ps of our profession (the Profession, Professional, Professional Organization, Professional Product).

hence, in your assembly, you are tasked to move forward, in a carefully planned strategic fashion—as you draw together UAP’s vast strengths and marshal your resources in ways that will fulfill your potential for contribution and impact across all aspects of our missions in general.

I hope you will continue to be self surpassing, striving to outdo your own best. You have contributed much to the excitement and vibrancy of UAP. On this note, let me once again congratulate the officers and members of your Area. I wish you all the very best and may you always pursue your passions, be your best in whatever you choose to do and take pride in your AREA the same way it takes pride in you and your endeavors.

A Tradition of ExcellenceUAP Area B’s Legacy and Way of Life

It is with great pride that the Office of the Secretary General pauses to pay tribute to a tradition that has long been a benchmark of many in UAP today. This is basically rooted on programs prudently crafted over the years through the hearts and minds of architects calling themselves members of the UAP Area B. Chapters strategically located in Manila South and North of Pasig River, Southern Metro Manila Cities and Municipalities, the vibrant Southern Tagalog Region, the cyclone-bred Bicolandia, the enchanting Palawan and Mindoro, and that great bunch of brave colleagues based in Ontario, Canada.

Worth acknowledging at this juncture are the ever-dynamic plans and programs of Area B Vice-President Domingo ‘Jun’ Tablizo, FUAP, the pride of UAP Manila-Maynilad Chapter and Regional District B-2, in whose hands the enormous responsibility of reliving that great Area B tradition is entrusted. his is a shared vision confidently leaning on a tradition of excellence as the Area’s body and soul. I have been one of the many enthusiastic witnesses to this Area’s rise to prominence when it was still peopled by individuals whose vision is basically forward-driven. We were quite few then. But the camaraderie was very contagious and inspiring. Today our number has more than tripled plus an overseas chapter to boot.

The Area is currently at the crossroad of creating a roadmap of professional excellence rooted on unity and strong cooperation. This is indeed an exciting moment to a UAP Area whose districts and chapters this fiscal year are all fired-up to succeed including even that of Ontario’s. Special greetings and best wishes go to the men and women of UAP Area B who have worked hard to ensure that this assembly will be a rousing success. To the distinguished Chapter Presidents and to my co-workers in the National Board: Vero Paca of RD-B1, Wilkie Delumen of RD-B2, Odet Bongato of RD-B3, Norman Morales of RD-B4 and Jun Mirabete of RD-B5, you have made all of us in the Area and the entire UAP very proud!

There is no doubt in my mind that the theme: “Cruising the waters, a journey to strength and unity” carried by this year’s Area B South China Sea Assembly is just another manifestation of a vast, but highly motivated, framework of achievement known only in this part of UAP. But above all these, I join my Area B colleagues as we take our hats off to our very own National President Boy Roldan of Maharlika, and District B-2 who, in his most humble way, created opportunities in his busy schedule and provided all the support needed to make this Assembly a reality in a classic fashion.

Mabuhay ang 2008-2009 UAP Area B! Mabuhay ang Arkitektong Filipino!

hOUSE OF REPRESENTATIVES

Welcome to the Members of the United Architects of the Philippines Area B in the City of Puerto Princesa. I have always regarded assemblies such as this as a celebration of achievement and unity that promotes common good and interest for the benefit of organizations’ membership and our society. In the midst of this very special occasion, our thoughts must be with our country, the Philippines. It is time to look back over the road traveled, to take stock of the present and to re-examine our role in building our nation.

Your profession cannot be alienated towards the trend globalization had set forth. The global socio-economic development brought forth architectural competitiveness among nations that I believe had touched down in your core. Around the world, there are those who believe that globalization is erasing all frontiers and that sovereignty is being diluted in the midst of the relentless flows of information and capital. What we are seeing today is that globalization had increased demands upon societies, that it is placing growing pressure significantly to your profession. A phenomenon that will take its toll on an organization like yours if not confronted head on.

Your profession, that is functioning efficiently can face up to the complex challenges of globalization or overcome the characteristics of under-development that still hold back many of your productive activities and the delivery of services. This aspect of global function, undetermined by any speculations shall forever be present in the hub of architectural discipline of your vocation. Needless, to say, that hardly any issues do not have an international dimension. As such, we hear much greater demand for collective action.

In this light we have also learned that our prosperity and growth do not follow a straight line and the path to efficiency has enormous opportunities, but also many pitfalls.

however, those barriers are just that–barriers that we shall overcome with our determination to unite our forces, to share our strengths, to overcome our weaknesses, and to move forward with a process to a better life. Exactly, the theme this assembly had embraced.

“Mabuhay ang United Architects of the Philippines Area B at salamat sa pagbisita sa aming Siyudad ng Puerto Princesa.”

PROVINCIAL GOVERNMENT OF PALAWAN

It is my pleasure and privilege to great the men and women of the United Architects of the Philippines on their Area B Assembly with the theme “Cruising the Waters, A Journey to Strength and Unity”.

As the new year has just started, this activity is a propitious event to be jubilant and thankful for all the goodness and keepings that the Almighty Lord bestowed upon the members of this highly awarded organization in the Philippines, as well as to plan and carry out the undertakings that would develop progressive initiatives in architecture and environmental concerns which is one of your objectives in moving UAP and our country forward.

Whatever ups and downs we may encounter this year, it is always true that as we cruise the waters of uncertainties of 2009 we should strengthen each other and be united in spirit and purpose. Remember that when two are of one mind, their strength can cut gold.

It is therefore my prayer for every member to be a mover. We cannot stand still or slip backwards. We must go forward together.

Marami pa po tayong magagawa para sa kabutihan ng UAP at sa patuloy na pag-unlad ng ating bansa. Totoo na “Kapag Sama-sama, Kayang Kaya!”

Again, please accept my warmest greetings to everyone. Congratulations at Mabuhay tayong lahat!

OFFICE OF ThE CITY MAYORPUERTO PRINCESA CITY

Our warmest greetings and felicitations to the officers and members of the United Architects of the Philippines (UAP) as it holds its “Area B Musical Concert” here in our beloved City of Puerto Princesa on 02 February 2009!

We are happy and honored that the UAP, the duly accredited professional organization of architects in the Philippines and recognized by the Professional Regulation Commission as most outstanding accredited professional organization, has seen it worthwhile to travel the distance to “The City In A Forest” that is Puerto Princesa.

Being the planners and designers of development, we invite your attention to the magnificence of the Ultimate Architect’s creation. Let your eyes feast on the lush virgin forests around you and the exotic wildlife within it; the unspoiled beaches and the rich marine life beyond it. Feel the dynamic, yet constant, balance between and among the sun, the trees, the animals, the seas.

Then you might believe in the structural strength of a construction design that has made symbiosis its cornerstone. In the same way that beams alone cannot stand without the columns, neither can animals – including its human version – survive without the trees and the greens. Denude the forests and you weaken the entire life-support system of humanity. Enrich them and you enrich life.

We hope that as you sit before your drawing boards to design the obra-maestra of your careers, you get inspiration from this perfect architectural work that God, in his almighty wisdom, has personally designed.

Thank you very much for your presence here on our shores. Mabuhay po kayo!

Edward S. HagedornCity Mayor

Welcome to the AREA B ASSEMBLY 2009 with the theme: “Cruising the waters, a journey to strength and unity”, a unique and first of a kind assembly in the history of the United Architects of the Philippines! A gathering of architects on board M/S San Paolo of Negros Navigation is sailing to its destination Manila-Coron-Puerto Princesa-Coron-Manila.

The three (3) nights and two and a half (2-1/2) days expedition will surely be an exciting, fun filled, educational, colorful and memorable one for the participating delegates and friends in the industry. Indeed, it is a significant chapter that could be written in the history of the organization.

At first glance, this kind of gathering could be considered an ambitious and extravagant event, “cruise” being a high-end term connoting luxury, whims and caprice. But architects by nature are innovative, hence, this kind of assembly was realized conversely, - economical, practical, exciting and unique experience.

Our theme: “Cruising the waters, a journey to strength and unity” is relevant and parallel to the UAP national theme: “Unified Action Geared Towards Professional Excellence”. The main objective of holding an Area Assembly is to serve as the proper venue in discussing, deliberating and resolving all issues and concerns of the area before elevating it to the UAP National Board for proper action and disposition. It is envisioned that post – conference, the rapport among the membership of the Area B family is closer, stronger, unified and more solid in all actions for overall betterment of the profession, the organization and the professionals.

I take this opportunity to extend my heartfelt thanks to my District Directors and Chapter Presidents who showed their support and cooperation to attain the goals of the Area B. It is very inspiring to work with people like them, full of energy and committed to the good of the organization.

Surely, without the Organizing Committee (ORCOM) there would be no assembly, hence, I wish to thank the ORCOM for sharing their precious time in meetings and actual tasks during the assembly. It will be noted that majority of my ORCOM members were co-workers in the past National Conventions and NCA’s and considered experienced and experts in their respective assignments. Their shared efforts will lead to a smooth and successful assembly. Furthermore my special thanks and gratitude to our sponsors and friends in the industry who are always there to help and assist us in pursuing the goals of the organization.

Before I close, allow me to thank the City of Puerto Princesa through the leadership of the honorable Mayor Edward S. hagedorn for being so kind and receptive in the implementation of the RA 9266 in his jurisdiction during our courtesy visit last January 8, 2009. Our thanks to you, too for being so generous in hosting the Welcome Dinner for the delegates on February 2, 2009 at the Legend hotel. More power to you Sir and may your tribe increase!

In parting, as a bicolano, para sa inyong lahat “DIOS MABALOS”, MABUhAY ANG ARKITEKTONG PILIPINO!!! ALL ABOARD!!!

UNITED ARChITECTS OF ThE PhILIPPINESAREA B

My warmest greetings to all the delegates, organizing committee, and sponsors of the United Architects of the Philippines, Area-B Assembly on-board M/S San Paolo, Negros Navigation on February 1-4, 2009 with the theme: “Cruising the waters, a journey to strength and unity”.

A very timely endeavor, because the rapid advancement of technology and modernization has created an industrial jungle, whereby one has to really cope with the demands and changing time, and address its different facets.

All the nodes of the organization are interdependently connected and that they are capable of interacting dynamically within a shifting business environment. Being unified and connected is a highly desirable state, it is how the whole organization should feel, how it should operate in the internal and external environment: unified and focused on shared strategic ambitions in order to sustain superior performance, and take the initiative to trigger the appropriate actions.

Romans 5: 3-4 states, “We can rejoice, too, when we run into problems and trials, for we know that they help us develop endurance. And endurance develops strength of character, and character strengthens our confident hope of salvation”.

Mabuhay ang Arkitektong Pilipino. Mabuhay ang United Architects of the Philippines!

The United Architects of the Philippines (UAP), Area “B”, Architects from City of Manila, part of Metro Manila, to South of Luzon, Bicol Region and Palawan, have always been the Area where Architects of distinct qualifications and notable accomplishment have emerged.

To name a few achievers, Arch. Yolanda D. Reyes, fuap, APEC Architect, from Manila Atelier Chapter, Regional District B1, First UAP Lady President and our Centennial President, Arch. Emmanuel P. Cuntapay, fuap, Arch. Jose Siao Ling, fuap, APEC Architect, Arch Medeliano (Boy) T. Roldan Jr., fuap, Manila Maharlika Chapter, Regional District B2, incumbent UAP National President, and it is during his term that the United Architects of the Philippines was the recipient of the PRC’s Most Outstanding Accredited Professional organization (APO), FY 2007, FY 2008.

Again, Architects from Area B is marking another milestone in the UAP history by holding the FIRST AREA ASSEMBLY ON BOARD the waters of Metro Manila to Palawan. holding on to our journey of “Unified Action Geared Towards Professional Excellence” , Where Area B is now “Cruising the Waters, a Journey to Strength and Unity”.

Area B will emerge as a Unified and Strong Area, blessed by the winds and waves of the sea, recharging a new and reborn holistic Architect giving rebirth and strength amidst the threat of an impending global financial crisis.

To my fellow architects in the Area, the UAP National Board, all our generous sponsors and donors, together with the hardworking men and women of the UAP National Secretariat, my sincere congratulations and thanks for making the First Assembly on Board a reality.

Veronica Ureta-Paca, uapRegional District Director, B1

Wilkie B. Delumen, uapRegional District Director, B2

Warmest felicitations to all the delegates of District-B2 in this unique assembly of the United Architects of the Philippines, Area-B on-board M/S San Paolo, Negros Navigation from February 1-4, 2009 with the theme: “Cruising the waters, a journey to strength and unity”.

Inspired by the leadership of our national officers, and most especially to our Vice President for Area B - Arch. Jun Tablizo, District B2 was unified in its journey for commitment, creativity, and cooperation to the organization by joining the cruise.

Real commitment can only come from inside the individual, because only them can clear barriers or resistance be avoided. Thus, this can be obtained by a combination of vision and confidence. Our creativity helps develop innovative strategies and to implement innovative solutions to the organization. We must adapt a three-pronged approach such as working with facts, working with ideas, and finally working in teams. By nature man is a sociable being, inclined to cooperate with like-minded people provided there is a commonality of interest, a shared vision, and mutual trust.

Proverbs 2: 3-9 states, “Cry out for insight, and ask for understanding. Search for them as you would for silver, seek them like hidden treasures. Then you will understand what it means to fear the Lord, and you will gain wisdom! From his mouth came knowledge and understanding. he grants a treasure of common sense to the honest. he is a shield to those who walk with integrity. he guards the paths of the just and protects those who are faithful to him. Then you understand what is right, just, and fair and you will find the right way to go”.

Mabuhay ang United Architects of the Philippines!

Rodolfo R. Bongato, uapRegional District Director, B3

It is my great pleasure and honor to greet every Architects of Area-B in the coming Assembly which will be held aboard the M/S San Paolo of Negros Navigation towards Palawan from Febuary 1-4, 2009.

This year’s theme is: “Cruising the waters, A Journey to Strength and Unity” on board the M/S San Paolo charting the waters to an aimed destination through unity and strength.

District B-3 which is composed of Makati, Central Business District (CBD), Greenbelt, Fort-Bonifacio, Paranaque-Palanyag, Alabang and Cavite Chapters, are encourage to actively participate in this assembly. We enjoin each and every Architects of Area-B to share their ideas, experiences, ideas and goals in our shared plight in the strict enforcement of RA 9266, formation of multi-purpose cooperative and proper handling of gun- Architect’s Shooters Club.

Mabuhay ang Arkitektong Pilipino… Mabuhay ang AREA-B… Mabuhay ang UAP!!!

Just how did the idea of conducting the Area Assembly aboard a cruise ship start?

Well, during the initial meeting of the Area Council, where the Chapter Presidents were also invited, VP Jun Tablizo aired his concern on the practice of delegates leaving the assembly halls and skipping the General Assembly Meetings where resolutions are ratified. And when new resolutions are imposed, members would question when and where they were discussed and why were they able to “skip” their knowledge.

It was then when I suggested conducting the Area Assembly aboard a cruise ship, initially targeting Cebu as the destination. We had such an assembly in Rotary before and it was very successful because all the delegates were “captured”, mentally and physically. And the idea got the support of the majority, maybe because of its uniqueness and the experience it may offer to all the delegates.

Rewriting UAP history where Area B would show strength and unity all the way…All aboard…

Norman B. Morales, uapRegional District Director, B4

It is worthy to spell that it is a mere privilege to be part of the achievements of this year’s Area B Administration which is unique in many ways.

UAP Area Conference is a convergence and expressions of architects as a time out in their busy world. This Area B Assembly would be a reason to binds all Regional Districts in the Area, to stand for what is good for the organization, and even be united. This is also a humble way in promoting the Architect’s Law, the R.A. 9266.

Occupying the driver’s seat of nine (9) chapters in Bicolandia is an interesting and adventurous job...connecting the Fareast isle of Catanduanes and the MaBuTi Islands to mainland Sililandia was a hard task turn easy if equipped by the ideas of service to UAP.

To the men and women behind the realization of this Area B Assembly 2009.... to the Area B Council & Organizing Committee....Congratulations!

Delfin M. Mirabete, Jr., uapRegional District Director, B5

Speaker’s Profile

She would have wanted to become a concert pianist had she won the piano competition. The second option was to become a veterinarian but the quota for scholarship had closed. The fact that only 26 had enrolled at the College of Architecture at the University of the Philippines Diliman made it an easy choice. In the 5 years at UP where it was quite common to finish architecture in 6, 7 or 10 years, she received the scholarships for design excellence from Don Tomas Arguelles, VV Dionisio and the UDA or Urban Design Associates, the design firm of their late mentor honorato Paloma. She would have graduated Architecture with a Magna cum Laude had it not been for the grade of 5 in Calculus. Calculus notwithstanding, she managed to place 1st in the Architecture licensure examination in 1976.

She learned the basics of the Architectural profession from the late Arch Felipe Mendoza, Likha Awardee and one of the pillars of UAP. Then she moved on to become the Chief Architect at CDCP (Construction and Development Corporation of the Philippines, now the PNCC), handling the Architectural component of the LRT-1 and other industrial development projects. She now runs her own architectural design firm.

She has served the UAP in many ways, as a chapter president of the UAP New Manila chapter, as Executive Director for Internal Affairs, as Chairman of the Ethics Committee, as Executive Director for Professional Practice, as National Convention Chairman and the most memorable one being the Chairman of the Architects in Concert in 2001 where 56 architects nationwide participated in a musical variety show during the opening night of the National Convention.

She is currently the PRC representative to the Committee on Architecture and Allied Arts under the National Commission for Culture and the Arts (NCCA).
