Welcome to Nashvil le!

On behalf of your entire National Officer Team, it is with pleasure that we invite you to attend HOSA’s 32nd Annual National Leadership Conference in Nashville, Tennessee.

This year’s Theme is “Learning Today, Serving Tomorrow”. The National Leadership Conference provides a great opportunity for students and advisors to learn and grow. We are hopeful that the knowledge and understanding gained through your HOSA experiences will lead you to a future of services in the health professions.

HOSA is the only student organization that is 100% health care and is committed to building a pipeline of health care professionals. Nationwide, HOSA has over 100,000 members, and that number continues to increase each year, with this being our 24th year of consecutive growth. And there’s no better way to celebrate being a part of this great organization than to attend the HOSA National Leadership Conference!

NLC 2009 has a LOT to offer. First and foremost, you will have the opportunity to meet, greet and network with thousands of fellow HOSA members who share the same goals that you have. You’ll feel the pride of being a part of your state association, and representing your school at state meetings. But that’s not all! There’s a lot to learn at HOSA’s Educational Symposium, and the General Sessions are exciting as well.

For many HOSA members, the National Leadership Conference provides a showcase for their talents in the HOSA Competitive Events Program. Prepare well, do your best, and enjoy the competitive events experience.

After the dust settles and your work is done, Nashville will offer many exciting ways to relax and enjoy the city. Some of the attractions include, President Andrew Jackson’s home-The Hermitage, The Grand Ole Opry, General Jackson Showboat, Country Music Hall of Fame, and Nashville Shores Water Park. Make sure to save time to see some of these great sites.

This has been an exciting year of growth and positive change for HOSA as well as for the Executive Council, and it’s not over yet! We have a lot of work to do in the months to come, and look forward to celebrating our accomplishments with you in June in Nashville. See you there!!

MAKE YOUR PLANS TO ATTEND the HOSA National Leadership Conference in Nashville, Tennessee! To help you and your members take advantage of HOSA’s National Leadership Conference, you will find the information you need to register your delegation in this NLC Guide. Please pay particular attention to the conference pre-registration forms that you are to complete and send to your HOSA State Advisor. You will receive information from your State Advisor indicating the date that all forms should be received in their state office.

•Online registration is available for this year’s NLC at www.hosa.org. Read the instructions

carefully and register online.

• Read everything carefully. Invest time to become acquainted with registration forms, competitive event requirements, tours, etc. Don’t hesitate to call your State Advisor and the National HOSA Headquarters for answers to questions.

• Review the tentative conference schedule to help chapter members plan their arrival and departure times. Check with your State Advisor for your state’s transportation schedule to the conference.

• Study the NATIONAL HOSA HANDBOOK, Section B, Revised Edition, 2008, and updates on the web at http://www.hosa.org/natorg/sectb/index.html to make sure you and your students prepare for the events with the latest guidelines. Except as otherwise noted in this booklet, general rules for competitive events and specific guidelines published in the NATIONAL HOSA HANDBOOK, Section B, Revised Edition, 2008, will provide the basis for operation and competitor assessment at the 2009 National Leadership Conference. All competitors and their advisors should be thoroughly familiar with the rules for their chosen events. Equipment and/or supplies to be provided by the competitor are specified in some events. It is the competitor’s responsibility to check the guidelines.

Creative Problem Solving

The secret topic requires the team to solve a problem. The problem may be related to health care or HOSA. Generally, the problem is complex, involving many factors with no clear right or wrong answer. Supportive material is provided. The solution often requires the team to consider time, money, people and creativity in the solution.

Biomedical Debate 2008-09 topic is: “Cord Blood for Sale.” • The question to be considered in the preliminary round will be

based on this year’s topic.

Parliamentary Procedure

The event guidelines contain a sample problem. Typically, the problem includes one or two main motions, with four or five other types of motions to be applied to the main motion in the course of the meeting.

Forensic Medicine The event guidelines contain a sample problem. Typically, the problem includes a crime scene or description of the events leading to the death of a victim(s), and additional documentation which generally includes an autopsy.

Public Service Announcement

2008-09 topic is:“Volunteer: Help Make Your Community Healthier and Safer.”

Medical Reading Questions for this event will come from the following books:• The Scalpel and the Silver Bear by Alvard and VanPelt • Caring for Patients from Different Cultures by Galanti • Small Steps: The Year I got Polio by Kehret and Shanahan • Body of Work by Montross

Skill Events Each skill event with procedures is written up as a scenario. The scenario usually requires the competitor to demonstrate 1-3 skills (procedures) exactly as listed in the event guidelines. In addition, the scenario creates a potential “situation” in which a health care worker might actually perform the skill(s). Given the environment created by the scenario, the competitor performs the procedures of the event and is evaluated by a judge or judges.

The following updates to the NATIONAL HOSA HANDBOOK, SECTION B, REVISED, 2008, were made at the January 2009 Competitive Events Meeting. Please note these changes and additions when preparing for

competition, as well as event updates posted on the web at http://www.hosa.org/natorg/sectb/index.html.

NEW EVENTSTwo new regular events will be held at NLC 2009 in Nashville, Tennessee. States will determine the three individuals/teams who will participate in these events at NLC 2009. National competitors/teams must have competed in the event at the state level to be eligible for national competition. Those new events are:

• Epidemiology• Public Health Emergency Preparedness

HEALTH PROFESSIONS & EMERGENCY PREPAREDNESS EVENTS• All Skill Events

The 70% rule is enforced at the NLC. The rule states:

The competitor must earn a score of 70% or higher on the combined skill procedure(s) of the event (excluding the test) in order to be recognized as an award winner at the NLC.

• Nursing Assisting and Personal CareCompetitors in Nursing Assisting and Personal care will continue to bring two sheets, a draw sheet and pillow case to the event. Bringing a blanket/spread is now optional. HOSA will provide blankets/spreads and competitors will have the option of using the HOSA blanket/spread or the one they brought themselves.

TEAMWORK EVENTS• HOSA Bowl

Changes were made to rule # 18 that provides clarification on the determination of 5th – 10th place. This process will be implemented at NLC 2009.

• Forensic MedicineThe following processes will be implemented at NLC 2009.

1. Competitors will be provided with scratch paper for use during the event.

2. Competitors may bring and use highlighters during the Round two case study.

3. Clip boards may be provided to competitors during analysis of the crime scene.

Competitors are expected to read and comply with all of the rules outlined in the General Rules and Regulations. They are no less important than the event specific guidelines, and serve to communicate the details and processes of the National HOSA Competitive Events Program to HOSA members, event personnel, and judges.

CELL PHONE POLICYCompetitors may NOT bring cell phones to any HOSA competitive event or event orientation. Any competitor who violates this rule is subject to disqualification from the event. Judge cell phones and pagers must be turned off during competitive events.

RULES TO REMEMBER

• For all written tests, it is the responsibility of the competitor to bring pencils for the event.

• At the national level, competitors may compete in ONE EVENT ONLY, with the exception of Recognition events.

• Individual and team participants in national competition must have competed in the same competitive event at the state level for which they are entered at the national level. This competition must have taken place in the school year immediately preceding the HOSA NLC. [Exception to this rule: Kaiser Permanente Healthcare Issues Exam, substitutes or additions to team events, and Recognition events.]

• There will be no study materials allowed in any holding rooms.

• Students must be appropriately dressed for BOTH the test and the skill event. (Clothing considered appropriate for the skill event will be allowed for the test.)

• FOLLOW THE GUIDELINES – Every year, competitors lost valuable points because they failed to follow the rules clearly described in the event guidelines. BE SURE you know and understand the rules for your event before participating in state and national competition.

HOSA State Officers Visit Capitol Hill

The second Annual Washington Leadership Academy (WLA ) was held in Washington, D.C., September 20-23, 2008, immediately prior to the State Advisors Management (SAM) Conference. On the last day of WLA and the first day of SAM, the HOSA State Officers and State Advisors went to Capitol Hill to educate Congressional Representatives about HOSA and emergency preparedness opportunities. Following an extremely successful morning of visits with Congressional Representatives and staffers, HOSA state officers and advi-sors had lunch followed by a Congressional Briefing in the Hart Senate Office Building. With the “Finance Rescue Plan” in the fore-front of all Congressional Members, HOSA felt extremely privileged to host the following Luncheon Speakers: Representative Marsha Blackburn (TN); Michelle Chin from Senator John Cornyn’s office (TX); Senator Richard Burr (NC); Representative Zack Space (OH); Representative John Kline (MN); Represen-tative Tim Bishop (NY), and Representative Frank Lucas (OK).

The official HOSA uniform policy is:

1. Blazers for members - Males and Females.

A tailored navy blazer with emblem affixed over the heart. Awards Unlimited Supply Service is the official supplier for this blazer.

2. Shirt/blouse for female members. A white tailored blouse or a short-sleeve white jewel neck shell are acceptable. This is interpreted to mean: an open or closed neck. Jewel necklines with lace, ruffle or full-edged collars are not acceptable.

3. Shirt for male members. A white closed-neck, man-tailored dress shirt, suitable for use with a tie.

4. Accent for female members. The maroon HOSA scarf no longer is a required part of the official uniform for females. However, maroon accent is optional as a scarf or bow tie.

5. Accent for male members. A solid navy or maroon man-tailored long tie.

6. The official HOSA member or advisor pin is centered on the left lapel of the jacket.

7. Matching navy slacks for males, and slacks or skirts for females. (Jeans and denim skirts are not considered appropriate.)

8. Footwear appropriate to the overall appearance of the uniform in navy, or black, should be consistent among the particular group. (Open-toed dress shoes are acceptable for females. Tennis and track sneakers/shoes are not considered appropriate.)

Proper Business Attire

• Females -- Business suit, tailored dress or blazer and skirt or slacks with tailored blouse

• Males -- Business suit or sport coat, vest, or sweater, and slacks with dress shirt and tie (optional)

Competitive Events’ Dress: Delegates must adhere to the Dress Code as specified in the individual competitive event guidelines for the orientation and event in which they are competing. Bonus points will be given according to the individual guidelines.

For all competitive events, five (5) bonus points will be added once per competitor and/or team to the tally sheet for appropriate dress. In team events, all team members must be properly dressed to receive the bonus points. Exceptions

are as noted in the event guidelines.

• School tag, state badges or ID's must be removed or completely covered during competition.

Tips for Dress Code Success: No dress code can cover all contingencies so HOSA members must use a certain amount of judgment in their choice of clothing to wear. HOSA members who experience uncertainty about acceptable HOSA attire should ask his/her HOSA local or state advisor.

Here are a few more tips to help you understand the HOSA dress Code.

• No denim clothing or canvas shoes will be acceptable. Denim pants in colors other than blue are not permitted. Blue jean skirts and dresses are NOT acceptable.

• Dressy pants of different lengths that are part of a suit/ensemble may be acceptable but “shorts” are not acceptable.

• Casual tank or tube tops, t-shirts, sweat pants/shirts, or tennis shoes are never acceptable.

• Business-casual attire may include khaki pants and polo tops.

• Clothing that works well for the beach, yard work, dance clubs, exercise sessions, and sports contests is NOT appropriate for HOSA events, meetings, and conference sessions.

• Clothing that reveals too much cleavage, your back, your chest, your stomach or your underwear is not appropriate for HOSA delegates.

• Clothing should be pressed and never wrinkled. Torn, dirty, or frayed clothing is unacceptable. Any clothing that has words, terms, or pictures that may be offensive to HOSA delegates or guests is unacceptable.

• Open-toed shoes and heeled sandals are permitted. Flip-flops are not.

Definition of Flip-Flops: Flip-flops and thong sandals are flat, backless, made of rubber or leather, plain or embellished with beads, etc., consisting of a flat sole held loosely on the foot by a Y-shaped strap, like a thin thong, that passes between the first (big) and second toes and around either side of the foot.

AdVISOr’S COrNErContinuing Education Units offered at

HOSA’s NLC in NashvilleHOSA will be offering Continuing Education Units (CEUs) for educators. If you are interested in receiving credit, please pre-register online. A packet of information will be distributed at the NLC on Tuesday, June 23 from 8-9 pm and Wednesday, June 24 from 1-3 pm. Check the conference program for the location.

Staff development options are available as noted. Staff development objectives are listed on the next page in this NLC guide.

• Certificates will be awarded by NATIONAL HOSA. Chapter advisors should check with their local school administration or state advisor to determine if these hours are recognized for meeting state teaching licensure requirements.

• The CEUs offered are “Education” CEUs and not nursing CEUs.• The CEU certificate indicates 10 hours = 1 CEU. If your school system measures units by hour, the

certificate will show the hours.

You will be able to choose from the following options:

HOSA will again offer chapter advisors an opportunity to earn educational CEUs.

• Completion of specific learning objectives will result in earned contact hours.

• Ten contact hours = 1 CEU

• IT IS THE ADVISOR’S RESPONSIBILITY TO DETERMINE IF HOSA CEUs are accepted by the state or local school administration.

• HOSA Advisors who wish to participate in this program must pre-register on the NLC registration form. There is no additional charge for this service.

• Participants will register on-site at the NLC on Tuesday, June 23, or Wednesday, June 24, to pick up their CEU forms. Check the conference program for the time and location of CEU registration.

• Upon completion of the stated objectives and evaluation forms, the advisor will be awarded a certificate of credit before leaving the conference.

1) Apply the rules and procedures for NLC registration.

2) Prepare students for all aspects of conference involvement.

3) Network with Health Science Education teachers from other schools and states.

9) Evaluate a competitive event in regard to processes, results, and competitor reaction.

10) Identify the management structure and adult leaders of HOSA.

11) Analyze conference activities and opportunities for students and advisors.

12) Discuss the role and responsibilities of the chapter advisor at the Leadership Conference.

13) Attend and actively participate in two Educational Symposium workshops.

14) Analyze the role of national voting delegates at the National Leadership Conference.

15) Evaluate the management of the voting delegate orientation by the National HOSA Executive Council.

16) Analyze the 2009 conference rules.

17) Identify session components; Executive Council report, State of the Association, and committee reports.

18) Discuss pros and cons of new business items.

19) Evaluate candidate speeches.

20) Analyze the role of the National Executive Council in the implementation of the Recognition Session.

At the Tennessee State Museum, alight and enjoy three floors of exhibits tracing the history of Tennessee. Across the street find architect William Strickland’s greatest masterpiece, the Tennes-see State Capitol, a stone and marble building fashioned after a Greek Ionic temple and now home to the Governor’s office and state legislature. The Bicentennial Mall State park, a 19-acre outdoor history museum designed to complement the State Capitol, is located just north of the Capitol. The HOSA, Inc. Board of Directors voted that the registration fee for parents, spouses, their children, or anyone attending the NLC will be $75.

• For liability reasons, all registered delegates MUST stay in an approved conference hotel. Delegates

who are NOT staying in an approved conference hotel will be disqualified from all HOSA activities and events.

• Anyone who stays in a hotel room in the HOSA room block must be a registered NLC delegate.

No refunds will be paid. Substitutions by state advisors are allowable until NLC official registration closes at 12:00 PM on Wednesday, June 24, 2009.

9. A complete list of your students will appear. Beside each student’s name, there is a link to register that student for the conference. Click register for the person/student you want to enter and a screen with all of the options will come up.

10. You will need to do the following for each person:• Specify Male or Female • Select classification (i.e. Secondary,

Postsecondary/Collegiate, Professional, Alumni, Guest/Family)

• Select the event(s) or activities that the person will participate

• To assure team members are placed on the correct team for competition, you must include a team number. PLEASE use the place (1st, 2nd, 3rd, 4th, etc.) the team finished in state competition.

11. Once you have made all of the above selections, you will click submit at the bottom of the page.

12. If you need to register a guest, family member or chaperone that is not a member, there is a box to click to add that information on the main registration page where all of the names can be viewed.

13. REGISTER CAREFULLY: State advisors will verify registration periodically. Once delegates are verified, chapters will be charged for all registered delegates.

HOTEL The approved conference hotel for the 2009 National

Leadership Conference is the Gaylord Opryland Hotel.

Please be reminded that ALL DELEGATES MUST BE HOUSED IN APPROVED CONFERENCE HOUSINg TO BE ELIgIBLE FOR COMPETITION. It is the state advisor’s responsibility to ensure that all delegates from their state follow this national policy.

REGISTRATION OPTIONS The hotel has provided two methods for delegates

to make room reservations. Option One: on-line registration through the link provided on the registration form. The on-line method only allows users to book one room at a time. Option Two: fax the registration form that is included on page 27 of the NLC Guide. It is recommended that if you choose this reservation option that you follow up with the hotel by calling reservations and receiving your confirmation numbers.

CREDIT CARD The Gaylord Opryland requires first night’s room

and tax as a deposit on a credit card or a check must be mailed to cover the deposit. If a credit card is used, it will be charged but can be credited back if the bill is paid by check or different credit card upon registration. If you cancel before 72 hours, your deposit will be refunded in full.

If an advisor does not wish to use a credit card to hold the rooms, a deposit check in the amount of the first night’s lodging plus taxes must accompany the hotel registration form. This check will be deposited and credited to the total amount owed.

If a school is going to pay the hotel bill by check or cash for their rooms at the time of the NLC, a credit card or room amount by cash or check will need to be paid at the time of hotel registration.

The Gaylord Opryland Hotel handles Incidental charges in the following ways at the time of check-in: (1) credit card on hold; (2) a cash deposit for each room in the amount of $50; or (3) check-in request that there are no incidentals made to the room. If no incidental charges are made and you used (1) credit card (2) or cash, the credit card will not be charged and the money will be refunded.

PARKING Self parking $18/day, valet parking $25/day

NON-SMOKING gaylord Opryland is a non-smoking facility. To

preserve the pristine condition of its resort, smoking is prohibited in all guest rooms, restaurants, meeting rooms and interior public spaces. If you smoke, you will be charged a $250 fee to return the room to its proper condition.

ROOM RATES The hotel room rates are $169 Single, Double,

Triple or Quad room plus 15.25% sales tax and a $2.50 per night room tax.

TAx ExEMPT TAX EXEMPT MUST BE FEDERAL FORM # 501-

C3 OR TENNESSEE TAX EXEMPT FORM

In order to comply with government policies the Hotel must receive a copy from one of the above mentioned forms and payment must be from the tax exempt organization. For more information, please see www.tennessee.gov.

CHECK-IN Be aware that early arrival at the hotel does not

necessarily allow you to secure your rooms earlier than mid-afternoon. Check-in time is 3:00 p.m.

CHECK-OUT Check-out time is 11:00 a.m.

Please have a system in place to check your students’ rooms prior to checking out in order to assure that they are left in good condition.

ADDITIONAL HOTELS COSTS Do not forget to tell your delegates about the

additional costs incurred by making local telephone calls from a hotel. They should also be informed about movie costs, room service, and other incidental costs. The hotel will allow delegates to apply incidental charges, e.g., meals, calls, movie channel, room service, etc., to their rooms unless directed otherwise.

NATIONAL HOSA CONdUCT COdE

A good reputation enables members to take pride in their organization. HOSA members have an excellent reputation. Your conduct at any HOSA function should make a positive contribution to the reputation that has been established.

1. Your behavior at all times should be such that it reflects credit to you, your school/college, your state and HOSA.

2. Student conduct is the responsibility of the local chapter advisor. Students shall keep their advisors informed of their activities and whereabouts at all times. (HOSA Conference name badges shall be worn at all times at HOSA functions)

3. You are expected to attend all general sessions and other scheduled conference activities. Please be prompt and show respect to those in the audience and on stage.

4. Members are to report any accidents, injuries or illnesses to their local or state advisor immediately.

5. Members are expected to observe the designated curfew. (Curfew means that each person must be in own room by the designated hour.)

6. If a student is responsible for stealing or vandalism, the student and his/her parents will be expected to pay any and all damages.

7. Members/participants attending the National Conference may not purchase, consume or be under the influence of alcohol or drugs at any time. Violators will be subject to stringent disciplinary action.

8. Smoking is only allowed in designated areas. Show respect to roommates..

9. Students who disregard the rules will be subject to disciplinary action and will be sent home at their own expense. Parents will be notified.

10. Any long distance phone calls, charges to the room, etc. will be the responsibility of the individual student and/or parents.

11. Members are to abide by the NLC Attire Policy at all business sessions, general sessions, competitive events and other Conference activities.

12. As a delegate to the National Leadership Conference, permission is granted to make photographs, videotapes, broadcasts, and/or sound recordings, separately or in combination, available for reproduction for educational and promotional purposes by National HOSA.

GENERAL SESSION PROTOCOL: The general sessions should be enthusiastic but delegates must not be rude or obnoxious to those in the audience or on stage. It is important to remain seated until the end of the session. States that do not adhere to general session protocol will be asked to send a representative to a special meeting of the National Executive Council.
