Clause 32(d) ii refers to State League Divisions 2-6 so sequentially clause iii reference should

Netball to become an affiliated Association. Coolamon has been operating as a sub group of
Wagga Wagga Netball Association for several years and very successfully. All papers as

submitted a letter of support for the application

� Lyn Burgess – as Convenor of the Historical Committee – thank you to all members of the
Committee, the NNSW staff and Wendy and Carolyn for the work done in producing the
80th Anniversary book. The book is an update to the publication done for our 60th
anniversary by Judy Dunbar and provides an update of our activities in the last 20 years. It
has been a wonderful journey collecting and collating the material that has gone into the
book and I hope everyone enjoys it

charge to all members of the Historical Committee and all NNSW Life Members

� Manly – pleased to announce that we will have 10 new hard courts built at our grounds
� Wyong – pleased to announce that we received a $400,000 government grant to build 6
new hard courts which will mean we have 30 hard courts
� Shoalhaven – we also received a $400,000 grant to build 6 new hard courts which will give
us 16 hard courts in total
� Sutherland – question to Lyn Quinn as Convenor of the Championship & Competitions
Committee – seek some clarification of the procedure used for the grading of teams into
State League for 2009. Does not appear to be any consistency in the application of status
o L. Quinn (Director Championships & Competitions) provided clarification of player
status as used for grading process
� W. Archer (President) – would like to wish our 17’s, 19’s and 21’s good luck for the
Nationals being held in Canberra in April
� Introduce Sally Jarvis and Rob Lowe from the World Masters Games organisation to give a
presentation on the games being held in Sydney in October this year.

The Returning Officer presented the ballot papers to the General Manager who shall have
them destroyed in 30 days
� L. Quinn (Director Championships & Competitions) – we have provision for an over 45’s division
at State Championships and would like to encourage Districts to enter teams into this Division.

insufficient entries are received for a stand alone over 45’s division, that teams be included in
the Masters division but awarded as separate winners for the over 45’s teams.

Board of Directors Report to May Council Meeting
2009 ANNUAL GENERAL MEETING
At the Annual General Meeting held in March, some District Association delegates were found to be
ineligible to attend as voting delegates. Our Returning Officer communicated this to those members
concerned at the time of their arrival, however, whilst an explanation was provided at the time, the
following is a further explanation as to the follow up undertaken by NNSW with District Associations
and the relevant clauses in the Constitution which were relied upon at the meeting.
District and Leagues Associations must forward and application for Membership of the NSW Na Ltd by
competing the Application for membership form and forwarded it to the Association with the
prescribed Affiliation Fee by 1 January each year. The annual affiliation fee shall be payable in advance
– refer clause 3. Membership in the Constitution.
NNSW sent invoices for the affiliation fee to all District Associations in December 2008 for the 2009
year. For those not received, a reminder e-mail and telephone calls were made in February 2009.
Clause 5 The Council states that the Secretary of each District or League Association shall before 1
March in each year forward to the Association a list giving the names and addresses of two (2)
delegates and two (2) proxy delegates for the following year.
Notwithstanding that this clause goes on to state that persons appointed shall assume office at the
commencement of the first council meeting taking place after the Annual General Meeting and hold
office until the conclusion of the Annual General meeting the following year, our legal advice as sought
stated that where no affiliation details as required and accompanying fee had been received by the
required timeframe as clearly stated in the Constitution and as stated above and that further, where
the names of delegates had not been submitted prior to 1 March, these District Associations were not
eligible to attend the March meetings as delegates of their Associations.
The Returning Officer acted on this advice and the meeting was held with Delegates of those District
Associations as deemed affiliated in accordance with the Constitution. Clearly, once again, we are
attempting to work under a Constitution which is ambiguous at best and in direct conflict with itself at
worst and it is for this reason the Board, as stated in the March report, is currently undertaking a full
review of the current Constitution as a means of resolving these conflicts.
80th
BIRTHDAY CELEBRATIONS
After the wonderful launch of our 80th year celebrations and our 80th Year Book at the March Council
meeting, celebrations are well underway. 500 copies of our 80th birthday book were printed with the
initial distribution now completed. Copies are now on sale throughout NNSW internet with limited

numbers remaining. Don’t forget the 80th Year Morning Tea scheduled in each District for 4th July and
photos to be sent in to NNSW of “the cake”.
2009 NATIONAL CHAMPIONSHIPS
Just completed as I write this report, our teams competed very successfully in Canberra in April. Our
17’s finished third after a hard fought semi final where they went down to overall winners, South
Australia.
The 19’s were the best team in the competition and were undefeated in their charge to the finals
where they trounced Victoria to once again successfully defend the title won last year in Perth.
The 21’s competition is very close between ourselves and Victoria, as usual. However, in a great finals
game, NSW were victorious by two goals this year to successfully defend the title won after a hard
fought battle on 2008.
A fantastic result for all teams, with Natalia Manning named MVP in the 19’s and Kim Borger MVP in
the 21’s competitions. Congratulations to everyone.
ANZ CHAMPIONSHIPS
The 2009 competition has commenced with mixed results for our mighty Swifts, but do not be
deterred, it is only early and the cream always rises to the top. Swifts membership has well and truly
increased from last year with over 500 members enlisted prior to the first whistle being blown. Don’t
forget the two big Sunday games this year on 10 May and 21 June. We expect big crowds in Sydney so
get your tickets early.

At its first meeting following the Annual General Meeting, the Board of Directors made the following

MEMBERSHIP DATABASE
As we progress more and more with the successful implementation of our on-line membership
database, the tracking of members and payment of fees becomes more important. To this end, an
operational procedure is currently being prepared to allow the tracking of fees paid by members to
their Districts and then the names and fees forwarded to NNSW. The most important reason for this
procedure is to ensure that members details are captured in a timely manner should they then be
injured and require insurance cover. You would be aware that claims made for any purpose are
increasingly scrutinized more and more and we do not want any member placed at a disadvantage due
to our membership records not being up to date.

APPOINTMENTS PANEL – W. ARCHER (PRESIDENT) CONVENOR
NIL REPORT
CHAMPIONSHIPS & COMPETITION COMMITTEE – L. QUINN CONVENOR
DOOLEY’S STATE LEAGUE
Initially 74 entries were received for this competition. CCC graded 70 of the entries received into 7
divisions of 10 teams. Following appeals received and upheld and the calling for additional teams for
Division 8, regrading occurred and 8 divisions formed with Division 7 having 9 teams and Division 8
with 6 teams. Following another round of appeals changes were made to Waratah Cup and Division 2
teams. Also to Divisions 6 and 7. After the third round of appeals and 1 withdrawal the following
numbers were finalized.
Waratah Cup – 9 teams; Division 2 – 11 teams; Division 3 – 10 teams; Division 4 – 10 teams; Division 5
10 teams; Division 6 – 9 teams; Division 7 – 9 teams; Division 8 – 6 teams.
As Division 2 now has 11 teams requiring a 22 round fixture, four additional playing dates have to be
found to enable this division to go into the final series at the same time as all other divisions. The final
draw detailing two full rounds of competition is currently being completed and will be posted in the
next week. Division 8 is playing 15 rounds of competition (each team playing each other three times).
A reminder to all associations in regard to late registrations for players which reads as follows.
GRADING POLICY FOR REGION 1 - STATE LEAGUE
Clause 7. There shall be no late registration of players accepted between the close of entries and one
week before the commencement of the competition. Any multiple late registrations will result in a re-
assessment of the grading for that team.
POLICY AND RULES FOR REGION 1 – STATE LEAGUE
Clause 13. After a team has been graded, any late registration should be of an equal playing standard.
The Championships and Competitions Committee may reject a late registration where it considers the
inclusion of the player would affect the grade of the team. In such circumstances the District or player
concerned has the right of appeal to the Appeals Committee.
HOLDEN STATE CHAMPIONSHIPS
It was pleasing to see an increase in entries for this year, particularly in the Over 40s group. This
included two teams of Over 45s. These two teams will play in the Over 40s fixture but will play off
against each other for the Over 45s title.
In the 17s age group a large number of teams asked to be graded into Division 3. Requests for Division
2 were small. Therefore approximately 8 teams had to be moved up from Division 3 to Division 2.
STATE AGE CHAMPIONSHIPS
At the time of writing of report the entries for this competition have not yet closed.

The Committee has held one meeting since the AGM and the following discussion was held on the
focus for this committee and a number of suggestions were made to investigate the feasibility of
implementing these in the near future.
* The committee would like to revisit the idea of obtaining a sponsor to fund a full page
advertisement in a daily paper early in the calendar year which would give information of
District contacts and use a recognisable player to promote involvement in the sport.
* Netball NSW to investigate the possibility of creating a website with a ‘catchy’ and memorable
name, i.e. ‘playnetball.com’ (or similar) which would be a name people would remember and
easily access, which would then direct interested people to their local District to enable them to
obtain information about joining and playing netball.
* Netball NSW to investigate the costings and feasibility of providing each member District with a
banner which would have perhaps a waratah and the website mentioned above on it, with
something easy like ‘interested ?’ after the website address. These banners would be hung by
each District in a well populated area easy visible to passers-by. We would have to establish if
Local Council permission is needed for these banners, and the establishment of the website is a
prerequisite.
* Netball NSW to investigate the possibility of creating an electronic banner which could be used
on websites such as ‘hotmail’ or ‘myspace’ etc. This would be a simple message similar to the
proposed wording for the vinyl banner mentioned above. Costs for this would have to be
assessed and the Board would have to approve which sites they felt were suitable.
* An electronic generic pro-forma be created which could be emailed to Districts to which they
could then add their local information and contact details, and Districts could then forward this
to schools and other interested groups in their area to try to attract more players and
members.
* Skype – someone who is available to be on a computer frequently could be co-opted to take
enquiries from interested parties via Skype.
* Questionnaire to be formulated with the assistance of Kath Tetley, Marketing and
Communications Manager, to send to Districts asking for their input in what they need from
Netball NSW in relation to marketing and volunteer training and retention. Discussion was
held on how you would encourage Districts to complete questionnaire, and the Committee
thought that each District who replied to the questionnaire could go in to a draw for a prize
such as 4 x tickets to a NSW Swifts game, or a NSW Swifts signed ball. In the questionnaire it
was suggested asking topics similar, but not limited to:
• What Districts thought was their most successful marketing strategy
• What has been used successfully to access the print media
• Do Districts get enough information about NSW Swifts games and Netball NSW events, and
if not, is there a better way to communicate with them
• Does Netball NSW provide enough training in relation to administration, coaching and
umpiring
• Do Districts have a volunteer training program
• Would Districts like Netball NSW to offer a volunteer training program, and if so, what
aspects would Districts like information on.

The Committee would like Districts to be given a chance to give general comments and state
needs. Once we receive answers to this questionnaire we could create an A4 sized folded
brochure with combined information and send this out to all Districts. The Committee would
like to see someone like Sharon Kelly be used when encouraging volunteer participation. The
need for volunteers to be highly recognised is accepted and encouraged. The Committee also
suggested approaching someone like Amanda Lulham for tips on getting netball in to local
papers, and an interview with someone like Sharon Kelly on what it is like being an outstanding
volunteer. These would then be included in the brochure.
The Committee’s aim in these ventures is to grow Netball NSW through encouraging the
participation in and promotion of our sport. We have used the definition of a volunteer as
’someone who is doing a job that is not paid that supports the sport of netball in NSW’.

been a hectic with the start of ANZ Championship, our State teams competing at Nationals and the
commencement of Netball NSW State League competition.

Marketing Initiatives and activities for season 2009
80th
celebrations
Associations across NSW have jumped on board with the 80th celebrations which is wonderful. We
look forward to Associations stopping to celebrate and “toast” our 80 years on Saturday 4 July – which
was the date that Netball NSW began back in 1929. 80th celebrations posters have been sent to
Associations – please call Kath Tetley if you would like further copies for around the courts.
HOLDEN State Championships
We welcome HOLDEN to the State Championships in 2009. HOLDEN will join us for this marquee 3 day
event in 2009 and are even bringing along some netball celebrities to add to our event environment.
Keep an eye out! “Play Netball” Community Service
Oncology Children’s Foundation
Netball NSW and the NSW Swifts have undertaken a number of initiatives with the Oncology Children’s
Foundation in 2009. OCF are an official partner of the NSW Swifts and will partner specifically for their
golf day in August 2009. OCF will also be the official charity partner of the State Age Championship in
July – at which OCF will undertake some exciting promotional activities to compliment are wonderful
event.

To integrate and make accessing merchandise as easy as possible, customers now hav the chance to
pick up order of stock at various events such as State Age, State Champs, NSW Swifts games and some
representative carnivals.
Fundraising Memorabilia for Associations / Clubs
There are only 10 limited edition pieces 2008 NSW SWIFTS “THE MOMENT OF JUBILATION”
of the framed 2008 NSW Swifts memorabilia remaining for purchase. We are inviting clubs and
associations to purchase these for fundraising in 2009. $195 to purchase.
Game Development Report
April has culminated with the National Championships in Canberra. The 17/U team has finished their
campaign in 3rd spot with 5 players being named in the TID squad to attend the AIS. The five players

and school visits and of course the commencement of State League. An ever increasing number of San
Remo Net Set Go! accredited centres are being registered. This is great for our sport as we continue to
develop players at grass roots level.
The new Whistle Blowers program will take place at the ANZ home game on Monday 27th April with 30
umpires registered

School Clinics
- Canada Bay City Council School Holiday Clinics- 2 clinics were run in conjunction with the
Canada Bay City Council at Cintra Park Netball Courts, Concord. Approximately 45 participants
per clinic.
- Moree Secondary College- Netball Clinic with 30 participants from years 7-12.

- Shell Harbour Public School Sports Gala Day- 462 participants throughout the day.
- Lane Cove Public School Holiday Clinic- 1 clinic with approximately 80 participants.
- Burren Junction and Rowena Public Schools- 1 Clinic with 32 participants.
- Cooma Netball Assoc/Netball NSW School Clinics- Cooma Netball Association and their
President, Michelle Miller, were very keen to develop a positive relationship with schools in the
local area in an attempt to increase participation rates at their association. The association
were willing to cover the cost of the school netball clinics coordinated by Netball NSW. 6
schools from the region were contacted to see if they were interested in participating in the
school clinics. 5 schools responded and all were willing to participate. Cooma Netball
Association supplied 6 coaches throughout the day to assist and Rebecca Bulley attended as the
representative from Netball NSW. Approximately 350 students from the 5 different schools in
the region participated in the clinics on the day. So far, Cooma Netball Association has had 20
new enrolments for their winter competition. According to the Cooma Netball Association “for
Cooma that is very good” and some of the new enrolments said “they wanted to play
specifically because they enjoyed the clinic so much”.
Teacher In-service:
Australian College of Physical Education- Teacher In-service 16th & 24th April. Approximately 25
students per session. The in-service incorporated a theory component which included an introduction
to netball, Junior Netball Programs and the Coach/Umpire Accreditation Framework and a skills and
drills practical component.
NetSetGO! Schools Program
- In November 2007, Our Lady Queen of Peace, Gladesville participated in a 4 week program with
30 participants. Rebecca Bulley and Tracey Crawford conducted this program. From this four
week program, 26 of the children who participated are now playing in the Under 8 competition
at the Eastwood/Ryde Netball Association. There were also 70 people from Our Lady Queen of
Peace who attended the first Swifts home game on Monday 6th April.

5 May 2009: Kuringai hosted the last of the Rules in Action for 2009. Sharon Kelly and Helen George
presented this course to 27 participants

Umpire Development Visit
For 2009 the UOP have introduced “Whistles on Wheels” which we renamed Metro Development
Visits. We targeted three associations that really needed support and education of umpiring. A letter of
invite was sent to Wollondilly, Mt Druitt and Inner Western Suburbs. All three associations were
delighted to be selected and all three accepted the invitation.

Wollondilly have requested a Level 1 on Friday evening and practical coaching of umpires on
association games on Saturday educating the KPI of National C we can now confirm Lynn Pudarich and
Tara Warner to present these to Wollondilly.
16 May:
Inner Western Suburbs have requested practical coaching of umpires on association games on
Saturday including the educating the KPI of a National C and help in identifying B badges. Presenters
not confirmed
29-30 May:
Mt Druitt have requested a Rules discussion of the new rules and Procedures and Protocols of umpires
and team bench Friday evening and practical coaching of their umpires on their local games Saturday.
Presenter for this will be Jan Simpson.
21 – 22 March:
Hume Netball Association: Lynn Pudarich presented a Level 1 Umpires course and the KPI of a National
C badge.
21 Participants attended
Inside Venue was very good outside was too hot for participants to do Practical for too long. I started
course ½ an hour late due to flight. All participants were keen to incorporate KPI and Level 1 together
because of the distance they had to travel home. Most of them had to leave early.
Participants were all very keen with lots of questions. With games happening on Sunday, I asked who
was attending some weren’t aware so I organized with Keryn Boundy to have some come for practical
on games. Their hospitality from Hume was outstanding. Keryn was also very helpful. Sunday games
which was held in Junee 10 umpires, 2 of which gained their National C. I gave coaching to all that
participated. There were 6 National B’s who were quite good especially Tania Magoci, Ann Marie
Brown and Sherrylle. Also a young umpire from Wagga Wagga named Nicola who is 13 and has
potential. All were very keen to be coached and demonstrated what was told to them. Overall we had
a successful weekend.

28 – 29 March:
Bathurst Netball Association: Lisa Chiovo and Rachel Hughes presented Testers Education Program and
practical coaching
11 participants attended the day from Bathurst, West Wyalong, Dubbo and Orange. 9 participants
were National Cs and two were unbadged. One of the unbadged umpires was injured and was unable
to umpire on the Sunday.
Saturday the participants listened to presentations. Presentations included: positioning and vision,
obstruction and the testers program.
Sunday the participants umpired at the Bathurst Netball Carnival where Rachel and I coached.
Suggestion
• Maryann the unbadged umpire from Bathurst test for a National C- Rachel and I discussed
this and Rachel stated that she will do this in the first couple of rounds at Bathurst.
• This region needs assistance with bringing umpires from C badge to B badge. Rachel and I
had a discussion about this and Rachel stated that games standard is not so good in the
region and the umpires should be encouraged to attend Region 1 state league. Other
suggestion I had for Rachel were that she could suggest a couple of the umpires be included
in the NID program, umpires go through a program that involves umpiring at Bathurst State
League and by the fourth week working with the same coach be tested for a B.
• This region relies on Rachel and Leanne McManus to be the B member on the C testing
panel. More Bs are required for this region.

• I would suggest that Rachel from Dubbo and Katrina from West Wyalong be included in the
NID program for 2009.
Overall the weekend was a success. It is unfortunate that there were only 11 participants as it was a
very beneficial weekend.

28 – 29 March:
Grafton Netball Association: Stewart Ting, presenting Contact and Obstruction with practical coaching.
The weekend went very well. Grafton was trialling the idea of a 2 day carnival in preparation for State
and State Age.
It was through this idea that it was possible to have a large contingent, from some 13 associations,
present during the Saturday and Sunday lectures.
The format for the weekend was as follows:
Sat - Contact and Obstruction
This was an extremely successful lecture. A group of 40+ were present and it is my feeling that all
walked away with a clearer understanding of these rules.
Sun - Coaching the Coaches of Umpires
Targeted towards the more experienced individuals this lecture sought to refine the understanding of
the current National Accreditation Standards and to use those measures to implement local programs.
It was emphasised that these local programs should be used to maintain enthusiasm more than 'hold'
an individual at a certain point in their umpiring career. It was emphasised that 'the sooner, the better'
approach should be used in getting umpires into the National Accreditation System. PPP and KPI were
spoken about. I would have liked to have a few KPI's to use for the coaching on both Sat and Sun.
Expectations, realistic and non-realistic, were also approached and the understanding that as coaches
of umpires, any personal feelings should be removed and the tools of National Standards should be
used to both badge, and coach.
A list of Umpires had been constructed by Marg Haywood under the recommendation from Convenors
in the Associations. To my knowledge, ALL of those nominated umpires were coached at least once and
several were coached twice over the 2 days. I spoke to Marg Haywood and Kim Whitney in relation to
several of their respective umpires seeming to be ready for the National C badge.
Please note; Sharon Usher from Grafton spoke to me in relation to offering her services to NSW Netball
as an umpire for State and State Age. I told her that "NSW Netball is always more than happy to have
any umpire offer their services. However, it should be understood that it is more than likely that these
services would not be paid".
Overall, it was a great success! The idea of a 2 day carnival, which drew in 13 Associations from around
the regions, will only grow in size. This is an invaluable chance for Umpiring, and this carnival to be
utilised as a great tool for talent identification and game discussion, whichever form that may take.
Recommendation that 2 members be present should this idea continue next year as the workload
could be equally distributed between these individuals. Indeed, most nominated umpires would then
have a second coaching experience.

4 - 5 April
Narrabri Netball Association: Alan Melville presented the Testers Education Program with practical
coaching on Local games
Saturday 4th April presented the Netball NSW Testers Education Program to 8 people from the region.
Some new faces and some that required an update. All were very keen and appreciated the
presentation.
Sunday 5th April, spent the day coaching umpires from the region, mostly concentrated on unbadged
umpires. Viewed Casey Hinderland from Narrabri in the morning and was asked to test later in the day,
Casey was successful in attaining his National C badge. He's a really nice umpire and I believe with
some work can move towards his National B within the next year or so.
Areas of concern were the Gunnedah umpires, I spoke with Debbie about this and she also confirmed
that there has been little development within Gunnedah and it showed on Sundays games.
Armidale is doing very well with their umpires and has quite a good talent pool to work within the
region. Glen Innes has some potential as well.
Recommendation is to offer further umpire development in Gunnedah

4 – 5 April
Hastings Valley Netball Association hosted this visit. 30 umpires attended this well organised weekend.
With the bad bloods leading up to the weekend it was amazing how the umpires from Nambucca &
Coffs Harbour made it through, they were eager to attend and learn new procedures of umpiring.
Saturday Lynn Pudarich, Jan Simpson and Kate Thornborough walked through the new rules
introduced in 2008; everyone appreciated the friendly approach to these rules. We presented the KPI
of a National C badge, How to maintain and obtain umpires, Contact and Obstruction, positioning and
vision, Procedures and Protocols for Umpires i.e. injury/illness, 30 sec & 10 sec & Timing and Scoring.
Timing & Scoring was well received as this now has encouraged most to want to volunteer to do this
duty at State League.
The biggest concerns from the region was the Procedures from umpires, timers and scores, teams
were never really followed the correct procedures for their State League, Nicolle Andrews wanted to
show everyone that these must be adhered too so it would look more professional to encourage
others.
All presentations were complete at 3:30 and we then ventured outside to observe the umpires who
officiated a round of State League.
Sunday we woke up to heavy rain, when we arrived at the courts at 9am all 30 Umpires and teams
were ready to go rain, hail or shine. We coached every umpire in the rain, when we had seen all
umpires once, we then asked if the teams had had enough as they were playing in pouring rain, the
decision was to continue. We finished the day at 2pm.

4 – 5 April
Maitland, presenters Chris Hall & Collette Brennan: Coaching the umpire coach, coaching badging on
local games and State League.
Due to Maitland netball courts flooding, the local council closed the netball courts for this weekend.
Nerida Lucas organised the State League round to be moved to the Newcastle courts. Saturday’s
sessions were cancelled. Collette and Chris assisted with coaching on the State League games Sunday
Our role for the day was to coach umpires on Region 2 State League. We identified several young
umpires that were ready to be badged for their National C.
We successfully panelled Tara Culbert and Melissa Ward, both from West Lakes for their National C.
Two other National C’s were awarded in the morning; we were not involved with these panels.
Jess and Danielle Ellis from Maitland were identified as being ready for the National C but we were not
able to panel them as they do not have a current theory pass. We have informed them of the dates
and recommend that they sit this exam.
We found that there was no real structure to our day. When we arrived at the courts, the personnel in
charge scrambled to find us people to coach and potentially panel. We were also asked to view
umpires for possible panelling, before it was ascertained whether the umpire had the appropriate
credentials. This occurred on 3 occasions.

State League
A letter has been sent to Division 1 – 4 pools of umpires and letter sent to Division 5-6 pools of
umpires. Letters will be sent to all National C badges listed on the entry form explaining they can only
umpire Division 7-8 as per events rules.
We apologised for not sending the cross draw for State League Divisions 7 and 8, as Netball NSW were
still addressing appeals.
We organised all associations involved in Divisions 7 and 8 to provided umpires, asking those that had
teams in Division 7 to provide umpires for 11:30 for a 12pm start. We then organised all associations
involved in Division 8 to provide umpires at 8:30am for 9pm start.
We informed the umpires they would be umpiring their own teams for Round 1 only. This would save
confusion for all concerned. This was accepted by all associations; all umpires involved with these
divisions for filled their duties and made the first day of State League run smoothly.
Alan Melville allocated Divisions 5 & 6; these divisions also received great feedback from coaches on
the day.
Divisions 1-4 allocated by Helen George, Collette Brennan & Donna Davey all ran smoothly.
The implementation of the pools of umpires for all divisions has worked very well so far.

The NSW Swifts Whistle Blowers Series, powered by QBE
This is a new initiative for umpiring to be conducted along the similar lines to the “Insiders”
series for Coaching.
The format will be similar in that the umpires will come in 1.5hrs before match time at ANZ and an AA
Umpire will walk them through just what happens from an umpire’s perspective prior to an ANZ game.
They will then take their seats for the match and will “work” through the game on tasks:
At the completion of the game, they will return to the room and discuss outcomes of the game

This program has been successful at State Championships and promotes good support and follow up
coaching/mentoring from Regional Development visits.
The umpires Operations Panel will be committed to approach and coach over three days, any where up
to 90 umpires. We will avoid umpires that are allocated to Metro State League as these umpires
receive regular coaching. UOP would like to continue with this program.

Coach Smart
In February of 2009 Netball NSW held three Coach Smart Weekends in Coffs Harbour, Young and
Shellharbour. In total 177 coaches participated in Coach Smart from all areas of NSW. The coaches in
attendance ranged in experience from grass root club coaches to Advanced Academy Coaches and
State League Coaches. From the evaluation forms participants commented the following “Very
interesting and enjoyable. I learnt a lot”; “Excellent would definitely attend again” and “Very
informative well organised can't wait for coach smart 2011”.

The Coaching staff of Netball NSW would like to thank the Coaches Operating Panel for their help and
support in designing the Coach Smart program for 2009. Many thanks go to everyone who helped to
make all three Coach Smart venues a success. Coach Smart was embraced by those in attendance and

Coaching Convenor’s Workshop
On the 28th of February 2009 a Coaching Convenor’s workshop was held at the Anne Clark Netball
Centre in conjunction with the Umpire’s Convenor’s Camp.
A total of 20 Coaching Convenor’s from across NSW attended the Workshop, with a mixture of
Regional and Metropolitan Convenor’s in attendance (Brunswick Bryon and Sapphire Coast Convenor’s
having the longest to travel). Many thanks to the Coaches Operating Panel for assisting with the
program outline, attending the Workshop and assisting with set up/clean up of food table.

The Metropolitan Link Program had their third training session on the 5th of April 2009. The training
session consisted of educational strands, practical training sessions and a small round robin.
Indigenous Development Weekend
On the weekend of the 14th and 15th of March 2009 seven players attended the Indigenous
Development weekend with Nicole Breust (Coaching and Player Development Officer), Alex Mecham
(Development Officer) and Debbie Clark (Northern Inland Regional Coordinator) as the Coaching staff
on hand. Players were selected as a part of the Indigenous Development squad from the Koori Carnival
in Charlestown at the end of 2008 (twenty three players were named in the squad). During the
weekend the players participated in sessions on ball skills, attacking, defending, footwork, decision
making, specialist work, decision making and match play.
State Team Round Robin
On the 15th of March 2009 the State Team Round Robin was held in conjunction with the combined A
and B Camp. The Round Robin was very successful, providing teams with some valuable pre-season
on court time and some strong competition.

On the 1st of February 2009, a ANZ Clinic was held at the Baulkham Hills Netball Association. Three
NSW Swift players attended the clinic, with 104 participants. Netball NSW would like to thank the

NSW Swifts Insiders Series – powered by QBE
On Monday the 6th of April 2009 the first of four NSW Swifts Insiders Series was held at the Sydney
Olympic Park Sports Centre. The night was a success with 11 coaches attending and receiving one on
one question time with the presenter, Jon Fletcher, and from guest speakers Julie Fitzgerald and Tracey
Robinson. Attendees witnessed a spectacular display of netball with the NSW Swifts defeating the
Canterbury Tactix.
Regional Development Visits
North Coast – Taree
A Development Visit was held in Taree on the 28th of February 2009. The presenter for the
Development Visit was Tina Anderson. The day was a success was 20 participants of varying age and
coaching experience attending. The topics covered were basic skills (catching/throwing,
landing/pivoting, footwork) and Goal Shooting technique.
Hunter – Newcastle
A Development Visit was held in Newcastle on the 1st of March 2009. The presenter for the
Development Visit was Trish Bowmaker. The day was a sensation with 13 participants of varying age
and coaching experience attending. Some of the topics covered were the role of the coach,
Periodisation, skill progression and demonstration of a training session.
Riverina – Temora
A Development Visit was held in Temora on the 15th of March 2009. The presenter of the Development
Visit was Gabriele Gale. The day went well with 35 participants of varying age and coaching experience.
The focus of the day was Basic Skills.
Riverina – Lockhart
A Development Visit was held in Lockhart on the 21st of March 2009. The presenter of the
Development Visit was Rhonda Stephenson. The day went well with 28 coaches attending. The
presenter covered topics on footwork, goal shooting – technique and closed/open circles and defence
– one on one, intercepting and area defence.
Far North Coast – Grafton
A Development Visit was held in Grafton on the 21st of March 2009. The presenter of the Development
Visit was Dianne Donovan, with decision making, game sense strategies and warm up games being
discussed.
Northern Inland – Moree
A Development Visit was held in Moree on the 28th of March 2009. The presenter of the Development
Visit was Margaret Corbett, with 6 coaches attending, focusing on the role of the coach, the seven step
skill progression and the importance of teaching the basics.
Northern Inland – Narrabri
A Development Visit was held in Narrabri on the 4th and 5th of April 2009. The presenter of the
Development Visit was Rhonda Stephenson, with 15 participants attending. On the 4th of April the

coaches were taken through a mixture of theory and practical topics on the technique of the shot, how
to correct the shot, shooting alternatives, and the role of the GS and GA. On the 5th of April 2009
practical mentoring of the coaches took place on the Regional State League games. The mentoring of
the coaches was greatly appreciated and well received by the participants.
Far North Coast – Ballina
The Development Visit had to be postponed due to extreme weather conditions. The Development
Visit has been rescheduled to the 16th of May 2009.

2009 Presidents Dinner
Netball NSW would like to extend an invitation to you, your guests and Association members to
attend the 2009 President’s Dinner.
The 2009 President’s Dinner will be held on Saturday 6th June at the Novotel North Beach,
Wollongong, 6pm for a 6.30pm start
The cost is $80.00 per person payable to Netball NSW and includes a three course meal, pre dinner
drinks and softdrinks throughout the evening.

The Novotel at Wollongong have offered Netball NSW Associations a reduced corporate rate for

Netball NSW Longest Serving Volunteers
Netball NSW are calling for District Associations to nominate their longest serving volunteers for a
well deserved moment in the spotlight.
These volunteers will be acknowledge at the 2009 President’s Dinner, as Netball NSW celebrates 80
years of Netball at the Novotel Northbeach Wollongong on Saturday 6th June.
Nominations guidelines;
1. Address achievements – International, National, State and or Community contributions.
2. Nominees must have given a minimum of 55 years of volunteer service in the netball
community.
3. Please limit any supporting information to no more than one A4 page, a video, DVD, CD or
other relevant documents may be supplied to support the nomination.
4. More than one nomination can be submitted, however must be done separately.

remitted to the CCC to be reconsidered (note: the Tribunal recommends that Northern

Decision: Remitted back to C & C Committee for review and re-grading of divisions 6
and 7.

Annual General Meeting
1. L Quinn and S Taylor were acknowledged as NA Service Award holders being present.
2. Wanda Sipper from the ASC was welcomed.
3. Apologies from J Macgagis and K Brennan (Qld); H Smith (NT); D McHugh, D Hyland, V Morrison
(Service Award holders); S Henderson (CEO WA Netball).
4. Congratulations extended to H Smith (NT) on receiving the NT Award of Volunteer of the Year.
5. Congratulations extended to P Gallagher (NT) on being inducted into NT’s Sporting Hall of Fame
6. It was noted that Netball Qld had asked Netball Vic to caste their proxy votes.
7. Chair’s Address – 2008 highlights:
- ANZ Championships
- Launch of the “Diamonds” – new brand and look were well received
- Success of the merchandise range
- Success of San Remo “Net Set Go”
- Launch of the Australian Netball League
- NMAS program
- Retention of the Number 1 world ranking
- IFNA structural change
- Signing of Network 10 for coverage of the ANZ Championships and the Test Series
- Australian Hall of Fame inaugural inductions
- It was noted that in relation to Government subsidies, the Federal Government had provided
$1m through the ASC for the ANZ Championships - $100,00 to each participating MO with
monies also going to the Net Set Go and Indigenous programs
8. 2008 Annual Report and Financial Statements
- the 2008 Annual Report was accepted
- the 2008 Directors’ Report and audited Financial Statements were accepted
- the total remuneration of Directors’ remains at $43,000, plus statutory superannuation if
appropriate. This was later amended in line with the acceptance of a second appointed
Director.
9. The Auditor was confirmed as KPMG.
10. Special Resolutions – Constitution
1. That the name of AANA be changed to Netball Australia Limited.
Carried unanimously. It was noted that the name “All Australia Netball Association” has been
registered as a trademark and hence is protected from use by other parties.
2.That the Constitution of AANA be amended and replaced with the document as annexed to
this Notice and tabled at this meeting and marked with the letter “A”.
There was general discussion on whether or not the MO’s were able to vote for the
replacement of the Constitution as a whole document. All MO’s indicated that Clauses 9.1,
24.1(c), and 26 were of concern and it was noted that NNSW had several other clauses that
they were unable to accept.

A motion was put and carried that Clauses 9.1, 24.1(c) and 26 be separated from the body of
the Constitution, and dealt with separately.
The body of the Constitution, not including the above listed Clauses, was carried.
Discussion on Clause 9.1 revolved around the NA Board’s ability to be able to recommend to
the MO’s a plausible fee increase and the fact that a number of MO’s use this process
themselves. Motion for acceptance of this Clause was lost - Vote 8 – 8.
Discussion on Clauses 24.1(c) and 26 was limited as most MO’s have appointed Directors.
Motion was carried 14 – 2 (Tas and NSW). In line with this vote there was an amendment made
to the Director’s remuneration clause to cover the advent of a second appointed director. The
amendment was carried.
3.That if motion 1 is passed, Netball Australia Limited will come into force on the date of the
general meeting set out above, ie 28th
March 2009.
Carried unanimously.
4.That if motion 2 is passed, the Constitution inclusive of the changes as determined in
meeting today, will come into force on the date of the general meeting set out above, ie 28th
March 2009.
Carried.
11. Director’s Voting
There was a discussion prior to the voting commencing. Andrew Scott and Marina Go were
confirmed as scrutineers. There was further discussion on the lack of clarity in the current
constitution in relation to the precise date at which a person, who nominates for election as a
Director, must be an individual member. After further discussion it was moved that “the
election proceed. All candidates meet the requirements as outline in their electoral
information. Duly elected directors will become individual members by close of business
Monday 30th March 2009”. Motion was carried unanimously.
Debra Tippett and Sue Taylor were duly elected.
12. The date for the next meeting is to be advised.
Strategic Forum
Prior to the Forum commencing acknowledgement was made of the passing of Flo Starcevich, Michelle
Buck and Margaret Morris. The Chair acknowledged Margaret Morris as being one of the pioneers of
the sport, a woman before her time who contributed immensely at the State, National and
International level.

1. National Funding
There was general consensus that the proposal had some merit but MO’s required much more
detailed information before being able to accept the proposal. It was likely that a fee increased
would be brought to the September Forum with implementation not being until 2011. It was
noted that the proposal would shift the “risk” in relation to finance and membership from NA
to the MO; the MO’s would require this to be in balance rather than weighted to NA. It was
also noted that the NA Board had only looked at the “model” and didn’t have any detailed
information.
2. “My Netball”
Members canvassed on NMAS and website – 89% very happy.
Members canvassed on competitive package – 83% very happy.
My Netball is being developed by Interfuse with Sporting Pulse developing a Netball e-
community. It is anticipated that Netball Vic will go live as a test site for the e-community in
April 2009. A small and large district in each MO will then be requested to trial the package.
NA will provide a “skin” for each MO; each site can be personalised but there will be costs
involved.
It is anticipated that the “My Netball” site will be launched in August 2009.
3. Strengthening Governance in Netball
ACT – looking at portfolios on Board to bring specific expertise – currently all netball based,
lacking in business and corporate skills.
VIC – quarterly review of Board performance; have one appointed Director who has full voting
rights and two (2) associates (in training) who have full discussion rights but no voting rights;
have set money aside for Board professional development as appropriate.
NT – new facility, have sought outside consultancy in an advisory capacity to assist with running
of facility.
WA – change of CEO brought new direction and sponsorship.
SA – change of President and CEO has brought about looking at organisation as a whole.
A questionnaire is to be send to all MO’s seeking information / input in developing a plan that
establishes short, medium and long term strategies to improve the governance of netball.
4. One Brand for Netball
Presentation was based mainly around the results of the GEMBA research recently conducted.
A copy of the information in the presentation was requested. Emphasis from the presentation
was that netball is lagging badly behind the major sports in terms of recognition, sponsorship
framework, commercial opportunities, and consistency of branding. GEMBA had advised NA
that they could not recommend netball to any prospective sponsor because the sport was
lacking a national sponsorship framework would was seen as a huge impediment for sponsors.
A number of potential sponsors have indicated interest but only when the sport as a whole is
available to them. This information was given in the context of a sponsor may wish to do
something at the NA level, then do several different things at the MO level across the country.
More information was requested on where the research had been conducted, the

demographics etc. Some MO’s felt that the information may have been skewed.
5. Delivery Model for Netball
A short workshop was conducted – each group was asked to consider the National Roles and
Responsibilities Framework (Draft March 2009) that had been distributed.
Meeting was divided into three groups for discussion for 10 minutes. Meeting then resumed
and spokesperson for each group advised of group’s outcomes. Main focus was the addition of
an IFNA column at the start and a local column at the end. Kate Palmer is to co-ordinate all
input and will issue paper to Mos.
GENERAL BUSINESS
As requested L. Quinn raised matter of lack of accessibility of HD broadcast in NSW. Advised of
findings (report by Kate Tetley). Whilst problem was acknowledged by Chair there did not
seem to be any real concern or if there would be a solution in the short term.
