Foreword
Dear friends,
You hold in your hands a small publication that over-views the activities of the International Visegrad Fund in 2009—the year of the 20th anniversary of the fall of the communist regimes in Central Europe and of the origins of a new period in the history of the Visegrad Group countries.
The aim of this booklet is not only to summarize the Fund’s activities of the previous year, but also to provide guidelines for all current programs for this year—the year of another anniversary: 2010 marks 10 years since the Fund’s establishment.
Allow me to mention yet another anniversary. 2011 marks 20 years of the Visegrad Group: the regional alliance of the Czech Republic, Hungary, Poland and Slovakia was established in 1991.
These three years and three anniversaries give us plen-ty of opportunity to reflect on what has already been achieved and what can still be done in the future. In looking back, we may say we have wasted no time, as the Fund has significantly increased its capacity and remarkably broadened the field of its activities. In 2010 we will have reached 3,000 granted projects, more than 1,000 individual scholarships and over 100 artist resi-dencies in the region.
I hope this growing tendency continues in the future, hand-in-hand with our efforts to make the Fund even friendlier for our applicants, without whom none of the above would have been possible. I would like to take this opportunity to thank everyone for their trust, support and cooperation—the respective foreign ministries and their experts, the governments of the Visegrad Group countries and, last but not least, our applicants and grantees.

small grantsOperating since 2002, Small Grants are a vital part of the Fund’s grant program; they are ideal for projects smaller in scope and shorter implementation (up to 6 months). With 4 annual deadlines and easy, one-time financial settlement, Small Grants are often recommended to grass-root initiatives and to first-time applicants. Maxi-mum funding supported as part of Small Grant projects is €5,000. Contributions from the Fund cannot exceed 50% of total project costs (including the applicant’s own in-kind contributions or in-kind contributions of other entities).
Around 150 Small Grant projects are approved annually in the following categories: cultural cooperation, cross-border cooperation, science and research, education, youth exchanges and promotion of tourism.

Visegrad strategiC program STRATEGIC GRANTSThe Visegrad Strategic Program was established in 2005.Projects that apply for funding within Strategic Grants need to closely adhere to the priorities defined annually by the presiding country of the Visegrad Group (and posted on the Fund’s website). This program is therefore recommended only to applicants who have already had grant experience with the Fund and who have had long-term cooperation with Visegrad partners. It is strongly advised that potential grantees contact the Fund for consultations prior to applying.
Strategic Grants are reserved for projects in which all four V4 countries are represented (i.e. both V4 and

standard grantsStandard Grants are the Fund’s oldest grant program, operating since the Fund’s establishment in 2000. More than 1,500 Standard Grant projects have been approved to date. The amount of funding for each Standard Grant is higher than €5,001. Although there is no ceiling, the average sum allocated to projects approved in 2009 was around €10,000. The Fund's contribution cannot exceed 50% of total project costs. The longest possible period for implementation of Standard Grant projects is 12 months.
Almost 250 Standard Grant projects are funded annu-ally in the same categories as within Small Grants, i.e. cultural cooperation, cross-border cooperation, science and research, education, youth exchanges and promotion of tourism. Visegrad artist residenCy program VARPThe Visegrad Artist Residency Program is one of the Fund’s youngest programs. Established only in 2007, the mission behind VARP has been to foster exchange of ideas and experiences in all forms of the arts in the region, through simple funding in the form of artists in residence.
So far VARP has had four rounds of deadlines and has enabled altogether 90 residencies (please check out the small on-line gallery at www.visegradfund.org/gallery.html). Please see pp. 58–61 for an overview of all VARP projects approved between 2007 and 2009.
The length of the residencies is 3 months. They must be held in a V4 country other than that of the artist’s citizenship and permanent residence. Each artist and host institution receives a flat monthly stipend of €750.
Applicants are screened by a panel of independent ex-perts from different fields in the arts. The selection process is carried out on the basis of proportionality of representation of the four V4 countries.

Visegrad UniVersity stUdies grant VUSGThe Visegrad University Studies Grant is the youngest of all programs. It was established only in 2008 and has had two deadlines so far (in February 2008 and No-vem ber 2009).
The program aims to support the development and launch of outstanding university courses and degree programs that deal with specific phenomena related to the Visegrad Group countries. Two kinds of lump-sum contributions are available: €15,000 for courses and €50,000 for degree programs.
Any public or private university in the world is eligible for the grant. However, the organizers need to secure at least two relevant guest lecturers from two different V4 countries (other than that of the applicant). Please see pp. 62–63 for the list of all VUSG projects approved in 2008 and 2009.

Visegrad sCHolarsHip program VSPThe Visegrad Scholarship Program started in 2003 with the aim of supporting scholarly exchange in the Visegrad Group countries. The program’s first budget of about €250,000 awarded scholarships to 80 scholars. As of the 2010/2011 academic year, the budget reaches almost a quarter of the Fund's annual budget and distributes about 400 semesters of scholarships to scholars from 17 countries of Central and Eastern Europe, the Western Balkans and the South Caucasus. Please see p. 46 for a list of scholars approved for the 2009/2010 academic year.
“Visegrad scholarships” are unique in the freedom they offer to each scholar. As there is no list of applicable schools, scholars can choose to study at any college or university (or institute of given science academies) accredited by the respective Education Ministry of the given country. Funding is then allocated both to the scholar and the respective host university. As of 2010, scholars residing more than 1,500 km from the desired host university or institute are eligible for a one-time travel grant (please see the program rules for further details).
Within three distinct schemes, applicants can apply for both Master’s and Post-Master’s levels. All scholarships are available for 1 or 2 semesters, with the exception of Master’s scholarships within the In-Coming scheme, which are offered for 1 to 4 semesters.
The schemes and applicable countries (applicable to both Master’s and Post-Master’s levels) follow:
INTRA-VISEGRAD SCHOLARSHIPS for scholars from V4 countries to study at universities in any V4 country other than those of their citizenship;OUT-GOING SCHOLARSHIPS for V4 scholars to study at accredited universities in Albania, Armenia, Azer bai-jan, Belarus, Bosnia and Herzegovina, Croatia, Georgia, Macedonia, Moldova, Montenegro, Serbia or Ukraine. The same rules apply to Kosovar universities;IN-COMING SCHOLARSHIPS targeted at scholars from Albania, Armenia, Azerbaijan, Belarus*, Bosnia and Herzegovina, Croatia, Georgia, Macedonia, Mol-do va, Montenegro, the Russian Federation, Serbia and Ukraine* to study at any accredited university in V4 countries. The same rules apply to Kosovar scholars.
* Belarusian and Ukrainian scholarships (annually offering 60 semesters each) are a sub-category of the IN-COMING SCHOLARSHIP scheme.

Visegrad Studies – Central European Studies” is a Bachelor's degree program funded through the Visegrad University Studies Grant since 2008 (grant No. 60810011). The program currently has 78 students. These students receive relevant linguistic (and other) training to prepare them for work in public and non-governmental organizations focus-ing on the Visegrad region, or in the private sector in the region (tourism, cultural management, project man-agement, etc.). The institutional and financial support of the Visegrad Fund made it possible to further integrate guest lecturers within the Department of Slavonic and Eastern European Studies at the Faculty of Arts of Charles
University. It also opened up new pos-sibilities for other forms of cooperation with partners from Slovakia, Hungary and Poland on research projects and in preparatory works on a joint-degree program.

»We’ve undertaken to bring closer the cul-tures of the Visegrad countries through sport since 1998. This idea has been supported by the Fund since 2002 (the latest project is Grant No. 20820083). Education of the youth – mainly from dis-advantaged families living in poor social conditions – has been a very important goal for us. Our initiative is to strengthen education at school and home through positive experiences. We can reach chil-dren, through the children we reach their parents and families and therefore have access to the broader society. Thanks to the Fund, we are able to do this on an international basis.

The Visegrad Summer School has been organized annually by the Villa Decius Association in Cracow since 2002 and to date over 350 students and young researchers have participated in its 8 sessions. Thanks to the decision of the Fund (which supported our idea to include participants from Belarus, Ukraine, Russia and other East-ern and Southeastern European countries), the school has be-come an effective tool in stimu-lating cooperation in the region and promoting the Visegrad brand on a larger international scale. Over the years the school
has become not only a platform for learning, meeting people and promoting cultures but also a lesson of mutual respect. The theme of its 2009 session was the 20th anniversary of the 1989 breakthrough and our experi-ence of the subsequent years of transformation.

Po-Most Humane Integration Society has cooperated with the Fund for six years, receiv-ing support for the International Festival of Theatre and Visual Arts Zdaryenia Tczew (Europe and Theatre Workshop Project). During that time, mainly due to support from the Fund, our organization has strongly developed cultural cooperation with several institutions from all V4 countries, such as art schools, cultural institutes, universities, art groups and with individual artists, performers and cultural operators. Most of all, however, thanks to our cooperation with the Fund, we were able to stimulate artistic exchanges between young, debuting artists from all Visegrad countries.

In 2003 the city of Trnava and the Internation-al Visegrad Fund started working together to create the Trnava Gate international folk fes-tival after the city received a request to make folk music from the past part of present-day culture. The main idea was to look into history and open gates not only to folk music but also to all people with good intentions and bright minds. During its short history the festival has already become a symbol of Visegrad partnership and cooperation because of the regular participation of Visegrad guests.

The International Visegrad Fund is a strategic facilitator of cross-border projects, an ideal partner for a network of policy institutes such as PASOS (Policy Association for an Open Society) spanning 25 countries in Europe and Central Asia. PASOS and the International Visegrad Fund share a common goal of extending Visegrad countries’ know-how and experience of the transition to democracy. With the support of the Fund, the success of Democracy’s New Champions. European Democracy Assistance after EU Enlargement, a PASOS study into EU and Visegrad Four democracy assistance policies, extended across the Atlantic, when the authors were invited to present the publication at the Carnegie Endowment for International Peace in
Washington, D.C. Consequently, PASOS is now also a frequent partner of Visegrad governments in the debate about forming a more coherent EU approach to democracy assistance in external relations.

With the help of three grant projects funded by the Visegrad Fund we man-aged to successfully launch the Visegrad Magic Cube – a web-based anthology of translations of various literary works from Visegrad countries – which we later turned into a Visegrad literature portal available on-line.

The seminar sets out to investigate the rise, devel-opment and transformation of urban structures and urban life in the Czech Republic, Hungary, the Slovak Republic and Poland from the Middle Ages to the 21st century. Both the invited guest academics and experts on urban issues from the private sector provided balanced training packages, which combined high-quality academic supervision with meaningful and relevant commercial and public sector placements and interfaces.
The VUSG sponsorship thus helped us establish an entirely new training agenda that offers future humanities-based MA and doctoral students a richer learning environment that stresses inter-sectoral co-operative activity and transfer.

In the “Central European Universities for the Modern European Dimension of History Teaching” project, our goals have been to overcome common stereotypes in the teaching of history in V4 countries (and wider Central Europe) and to make young people, in particular, aware of the similarities of the given countries and the interconnectedness of their histories, to facilitate creation of a more open and tolerant area and address controver-sial issues in the region while trying to avoid any form of indoctrination. This is an active and independent response to the challenges of the formation of a “European dimension” within the teach-ing of history in EU countries. As part of the project we held “The Otherness of the Common History and the Present of
Our Past” seminar, aimed at historians, secondary school and university teachers and education experts from training institutions and NGOs. It was attended by about 90 participants from the Czech Republic, Hungary, Poland and Slovakia, and also from Slovenia, Austria and the UK. Coordinators have benefited a great deal in these activities from the vision of the project’s main donor, the Interna-tional Visegrad Fund.

In these five years about 1,400 people from various Visegrad theaters have performed on our stage, where we also introduced more than 30 new plays at our play reading events. Our Mit-teleuropäische Theaterkarussell theater festival has become a unique event in Austria, a place for meeting and learning about theater and neighboring cultures. The support from the Visegrad Fund is therefore a support for “exporting” culture and theater from Visegrad to countries on the other side of the former infamous iron curtain.

The logo of the International Visegrad Fund (and cor-respondingly that of the Visegrad Group) were selected from over 200 designs at an open competition among graphic design students from the Visegrad Group coun-tries. Lucia Kleinedlerová of the Bratislava-based Acad-emy of Fine Arts and Design (VŠVU) is the author of the winning concept—the four dots representing the Visegrad Group's capitals. Her Visegrad Fund and Viseg-rad Group logos were officially launched in 2006. Due to its original concept and graphic excellence, the logo
was awarded the ‘Best of Nation’ award by the European Logo Design Annual (Eulda) in 2007 (see http://www.eulda.com/2007/). In 2010 Ms. Kleinedlerová prepared a special version of the Fund's logo suited for its 10th anniversary in 2010.
