COG Board of Directors
For more than 50 years, the MetropolitanWashington Council
of Governments, known as COG, has helped develop regional solutions to
such issues as the environment, affordable housing, growth and development,
public health, child welfare, public safety, homeland security, and
transportation. COG is an independent, nonprofit association comprised of
elected officials from 21 local governments, members of theMaryland and
Virginia state legislatures, and members of the U.S. Congress.
Policies are set through the COG Board of Directors, the National Capital
Region Transportation Planning Board, and theMetropolitanWashington
Air Quality Committee. These three boards are responsible for a broad
range of issues under the COG umbrella. Supporting committees help shape
programs through the dedicated work of a wide array of public servants,
from police chiefs to social workers.

The Board of Directors is COG’s governing body and is responsible for its overall policies,
functions, and funds. Board members are appointed each year by the participating local
governments and by caucuses of state legislative delegations from the region. The COG Board
takes action on committee recommendations, discusses current and emerging regional
problems, and receives briefings on issues facing the region. Board meetings are open to the
public, and representatives from the media frequently attend. The COG Board meets monthly.

The Commuter Connections programseized the opportunity to promote its new, onlineridematching system just as it garnered unprecedentedinterest due to a summer of record-high gasoline prices. Andwith an eye to the future, COGmoved full steam ahead byunveiling its regional climate change report andrecommendations and launching its GreaterWashington2050 initiative.
In order to better assist its member governments, COGhas begun to streamline its operations to create a leaner,more focused and financially stable organization.Whilecutting expenses, COG is also striving to become a greener,more sustainable regional leader. This publication is anexample of this commitment. To reduce printing costs and save some trees,COG is combining its useful regional directory with its annual report ofaccomplishments.
We hope that as you look through this document, you will notice themany ways COG is helping the region respond to immediate needs andensuring that metropolitanWashington is the best place to live, work, playand learn for future generations.
Balancing the region’s short-term needswith its long-term goals.It’s the principal challenge for COG and its membergovernments during the current economic crisis. Areagovernments are being squeezed. Depressed housing andcommercial property values and shrinking revenues aremaking it more difficult to provide critical services to arearesidents. At the same time, area leaders must consider howtoday’s decisions will affect long-term goals related togrowth and development, climate change and energy use.
COG is of greatest value to the region during times likethese. Just last year, we brought together elected officials and keystakeholders on a number of urgent topics like foreclosures, pedestrian

The National Capital Region Transportation
Planning Board (TPB) is the federally
designated Metropolitan Planning
Organization (MPO) for the region, and
plays an important role as the regional
forum for transportation planning. The
TPB is responsible for developing regional
transportation policy and a long-range
transportation plan for the metropolitan
Washington region, as well as programs
that the federal government must approve
in order for federal-aid transportation funds
to flow to the area. The TPB was created
in 1965 by an agreement among local
governments and the state departments
of transportation in response to the
requirements of the Federal Aid Highway
Act of 1962. In July 1966, by mutual
agreement, the TPB became associated
with COG. The TPB meets monthly.

The Metropolitan Washington Air Quality
Committee (MWAQC) is the entity certified
by the mayor of the District of Columbia and
the governors of Maryland and Virginia to
prepare an air quality plan for the
Washington Metropolitan Area under the
Federal Clean Air Act Amendments of 1990.
In executing its responsibilities, MWAQC
coordinates air quality planning activities
among COG and other external committees
and the Transportation Planning Board,
reviews policies, resolves policy differences,
and adopts a regional air quality plan for
transmittal to the District of Columbia and
the states of Maryland and Virginia.
MWAQC meets monthly.
The tidal wave of foreclosureshas had a major impact on communities by
displacing families, leaving neighborhoods
vulnerable to vandalism, and complicating
local governments’ budgets due to lost
revenue in property taxes. Like many metropolitan areas across the
country, the National Capital Region is being hit hard by the foreclosure
crisis. In fact, it has one of the fastest growing foreclosure rates in the
nation according to a report prepared for COG by the Center for
Regional Analysis at GeorgeMason University. Foreclosures in the
Washington DC Region showed area families losing homes six times
more frequently during the first quarter of 2008 than in 2007.

Foreclosures, CONTINUED
During a one-year period ending in
February 2008, 15,613 homes went
into foreclosure. The report also
illustrated the scope of the
foreclosure problem in the area.
While PrinceWilliam County in
Virginia and Prince George’s County in Maryland have experienced the
highest number of foreclosures, neighborhoods in Germantown,Maryland,
Herndon, Virginia and Centreville, Virginia also had dramatic increases.
While the report predicted the region will rebound from the current crisis
due to its strong economy,
area leaders recognized the
need for immediate action to
help homeowners currently
facing the threat of
foreclosure. At the Regional
Housing Foreclosure Summit
in June, over 200 public
officials, housing industry
representatives, and nonprofit
leaders gathered to hear results from the report and discuss ways to work
together to strengthen the region’s safety net for affected families.
One of the key outcomes of the event was the creation of a fund
administered by COG to help local nonprofits responding to the foreclosure
crisis. Freddie Mac, which co-sponsored the summit with COG, provided an
initial contribution and COG awarded grants to six area organizations in
September. Moving forward, COGwill continue to monitor trends and
pursue opportunities to partner with the public, private and nonprofit
sectors to help families affected by foreclosure.

National Capital RegionalEmergency PreparednessCouncil (EPC)A public-private advisory bodyestablished by the COG Boardof Directors of local electedofficials and seniorrepresentatives of key federal,state, nonprofit, and privatesector stakeholders. The EPCoversees and implement theRegional EmergencyCoordination Plan; coordinatesactivities of the various RegionalEmergency Support Functionworking groups as they developspecific procedures andrelationships; and developstraining or tests of various
components of regionalemergency preparedness inconjunction with the ChiefAdministrative Officers (CAO)Committee and state/federalSenior Policy Group.
Washington Area HousingPartnership (WAHP)A regional public-privatehousing partnership that actsas a catalyst to preserve andexpand the supply of affordablehousing for low- and moderate-income families in the region.WAHP convenes regionalleaders and stakeholders,researches and reports onlocal housing policies, providestechnical assistance to non-profit organizations and localgovernments, and advocatesfor expanding affordablehousing opportunities acrossthe region. Although thePartnership has its own by-laws and board of directors,it is housed within and enjoysthe full support COG.

Aviation Policy Committee(APC)Serves as an official advisorto the MetropolitanWashington Airports Authorityon programs and activitiesrelating to airport and aircraftpolicies. APC meets bimonthly.
Chesapeake Bay PolicyCommittee (CBPC)Established by the COG Boardof Directors in recognition ofthe importance of theChesapeake Bay Program tolocal governments within theregion. The Committee focuseson developing proactive Baypolicies on behalf of the COGmembership, as well ascommunicating with COGmember jurisdictions on BayProgram activities. CBPCmeets bimonthly.
Human Services and PublicSafety Policy Committee(HSPSPC)Addresses a broad range ofregional issues, including lawenforcement, fire and rescueservices, affordable housing,health and human services,foster care, substance abuse,and mental health. HSPSPCmeets bimonthly.
Metropolitan DevelopmentPolicy Committee (MDPC)Advises the Board of Directorson all planning, land use,forecasting, and economicdevelopment issues. Thecommittee is responsible forintegrating land use,transportation, andenvironmental policies, andalso reviews and recommendschanges in metropolitandevelopment policies andplans. MDPC meets bimonthly.

COG Policy Committees COG Public/Private Partnerships
Clean Air PartnersA volunteer, nonprofit, public-private partnership charteredby COG and the BaltimoreMetropolitan Council. ThePartnership seeks to improvehealth and the quality of life inthe Washington and Baltimoremetropolitan regions byeducating the public to takevoluntary action to reduceground-level ozone and particlepollution, and to reduceexposure to ozone. COG andthe BMC actively support thePartners’ efforts, with COGproviding administrative andfinancial support.
Metropolitan WashingtonAlternative Fuels CleanCities PartnershipA public-private partnershiporganized and coordinated byCOG. Membership includeslocal government and privatefleet managers; area utilitiesand other alternative fuelinterests; nonprofit

In February, COG launchedGreater Washington 2050,an initiative to improve the quality of life
for area residents in the next half century by promoting regional awareness,
leadership, and action. It is a coalition of public, business, civic and
environmental stakeholders in the region, led by Sharon Bulova, Chair, Fairfax
County Board of Supervisors.
In November, GreaterWashington 2050 hosted 90 regional leaders from
local and federal government, as well as the private and nonprofit sectors
for a Scenario ThinkingWorkshop. Sponsored by COG, the National Capital
Planning Commission, and the D.C. Office of Planning, the purpose of the
workshop was to raise awareness about key risks and opportunities our
region faces, identify strategies likely to produce good results no matter
how the future unfolds, and explore the extent to which participants’ hopes
for the future are aligned around a shared strategic direction.

The morning session of the workshop featured an expert panel
discussion on how economic developments, technological innovations,
and climate change might affect the future of the region. During the

Attendees worked together in a series of sessions and made several
recommendations including continued, aggressive public outreach
messages such as the Street Smart campaign. Street Smart uses creative
radio advertising in English and Spanish to reach drivers, and targets
pedestrians through outdoor and transit advertising. Street Smart began
as a once-a-year effort and has expanded with both spring and fall
campaigns. The program is coordinated by the Transportation Planning
Board, and is supported by federal funds made available through state
governments, and funding from some area jurisdictions. Attendees also
recommended better placement of bus stops throughout the region. On
the topic of enforcement, participants called for consistent traffic laws
across jurisdictional lines, traffic units dedicated to enforcing pedestrian
safety laws, and more community policing.

In order to help the nation’s metropolitan areas(which now account for over 80 percent of the U.S. population)
prepare for potential attacks, the federal government instituted
the Urban Areas Security Initiative (UASI) program. Purchasing
radiation detectors that will help police and fire personnel detect a
“dirty” or nuclear bomb and increasing the ability of area hospitals
to treat large numbers of individuals following such an attack are
two key areas in which the National Capital Region will allocate
the $59.8 million it received in 2008 UASI funding from the
U.S. Department of Homeland Security.

In addition to providing support to the UASI funding process, the
National Capital Region Emergency Preparedness Council (EPC) held its
annual Senior Leaders Seminar in October. The goal of the seminar was to
ensure that all jurisdictions in the National Capital Region are prepared to
effectively respond to and recover from a pandemic influenza. The event
also sought to identify strategies for the public and private sectors to cope
with a catastrophic public health emergency, as well as communicating
messages to the public.
In anticipation of the unprecedented demand that the inauguration of
President Barack Obama would place on the region’s infrastructure and
emergency response agencies, COG staff provided wide-ranging support of
numerous public safety committees addressing matters related to the
event. The COG Executive Director also initiated regular discussions on
inauguration planning with the District of Columbia City Administrator to
speak about questions and concerns of area Chief Administrative Officers
(CAOs). COG staff is partnering with D.C.’s Homeland Security and
EmergencyManagement Agency (HSEMA) to complete an after action
report on the event.

At its November meeting, the COG Board of Directors
adopted the stringent goals for reducing the region’s greenhouse
gas emissions presented in the National Capital Region Climate
Change Report. COG’s decision, one of the few in the country to
affect a multi-state region, proposes to return to 2005 levels of
regional greenhouse gas emissions by 2012. The mid-range goal is
for a reduction of 20 percent below the 2005 levels by 2020, and
the long-term goal is for a reduction of 80 percent below the
2005 levels by 2050. The report is the culmination of an intense,
year-and-a-half long effort by COG’s Climate Change Steering
Committee, which was comprised of officials from the District of
Columbia, Maryland and Virginia. COG staff took the extra step to
make sure that each member government was briefed on the
report’s findings and recommendations by presenting the report
at city and county council meetings and special outreach events.

While a growing number of individual
cities and counties are moving forward
to address climate change, this is one of
the first programs to involve localities
over an entire metropolitan area.
The region’s elected officials view this
approach as one that will provide a
catalyst for improving the environment
and provide for a prosperous and
sustainable future. Rep. Gerald Connolly
(VA-11th) indicated the immediate need
to act on the issue. “I believe the debate
over the science of global warming needs to end and addressing the reality
of global warming should begin,” he said.
The metropolitanWashington region is growing. COG forecasts an
addition of 1.6 million new residents and 1.2 million new jobs to the region
by 2030. Based on current business-as-usual projections of growth in
population, housing, employment, and energy use, total greenhouse gas
emissions in the region will increase by 33 percent by 2030 and 43 percent
by 2050.

“Most of the recommendations in this climate change report are common
sense things that your mom used to tell you to do,” said Montgomery
County Councilmember Nancy Floreen, who serves as Chair of the COG
Climate Change Steering Committee. “In the fight against climate change,
we want to remind citizens that small actions like turning off the lights,
lowering the thermostat, walking more, and riding the bus can add up to a
big impact and can help them save money at the same time.”

The Anacostia watershedencompasses 176 square mileswithin suburbanMaryland and the District of
Columbia and is one of the most densely
populated watersheds within the Chesapeake
Bay basin. Restoration efforts since 1987 are

In September,Maryland GovernorMartin O’Malley,
who serves on the AnacostiaWatershed Restoration
Partnership Leadership Council, participated in a boat
tour of the river and released an Action Agenda of
over 30 actions that will take place over the next
three years to clean up the polluted watershed. The
Action Agenda highlighted the progress made to date
such as decreased pollution levels, 10 newmiles of
restored streams, and 27 new acres of tidal wetlands.
It also noted that goals on trash reduction, aquatic
health and reforestation have not yet been achieved.
In November, the Partnership released the first phase
of the comprehensive “AnacostiaWatershed
Restoration Plan,” being prepared by U.S. Army Corps
of Engineers. Through this plan, which owes a debt of
gratitude to the region’s Congressional delegation,
the Partnership is working to identify long-term
restoration actions.

While the region’s progress in reducingground-level ozone pollution has drawn praise in
recent years, area leaders are also calling attention to the great
strides being made in relation to fine particle pollution. This form
of pollution is a mixture of microscopic solids and liquid droplets
suspended in the air, which can get deep into peoples’ lungs and
bloodstreams. Local governments are helping improve air quality
through wind purchases and green buildings, improving energy
efficiency, and increasing tree canopy in the region. In addition,
through the adoption of the Clean Air Interstate Rule (the
“Healthy Air Act” in Maryland), states in the region are working to
reduce pollution from power plants. The state rules will reduce
sulfur dioxide, a major component of fine particles, from power
plants by 80% starting in 2010.

In October, the U.S. Environmental Protection Agency
proposed to reclassify the region as an area that meets its fine
particle standards because its air quality monitors have shown
improvements since 2005. The action was greeted with
enthusiasm by area officials who serve on theMetropolitan
Washington Air Quality Committee, the body charged with
preparing air quality plans for the region. Falls Church Council
Member David Snyder, who served asMWAQC Chair, called the
action “a powerful validation of the hard work of all elements of
the region—government, businesses and individuals.” MWAQC’s
most recent plan, released earlier in the year, aimed to make even
deeper fine particle pollution reductions than those required by
the Clean Air Act. For the region to be in compliance of federal
standards, however, EPAmust make the reclassification official.

COG applauded the passage of legislation securing a
dedicated funding source for theWashingtonMetropolitan Area Transit
Authority (WMATA). Obtaining dedicated funding forWMATA has been a
top priority of COG for many years. COG first called attention toMetro’s
funding shortfalls in 2005 when it worked with the GreaterWashington
Board of Trade and Federal City Council to sponsor a blue ribbon panel of
transportation funding experts to examine the issue.

Former Rep. Tom Davis, (R-VA) introduced the funding legislation in the
House of Representatives and together with Sen. Ben Cardin (D-MD), worked
tirelessly to keep the issue at the forefront of the Congressional agenda. The
fundingmeasure was signed by former President GeorgeW. Bush in October
and authorizes $1.5 billion over 10 years in matching funding for capital
improvements needed byWMATA. This action is crucial during a time when
transit systems across the country are experiencing a surge in demand and
Metrorail expects to have a record-breaking year in terms of ridership. The
District of Columbia, Maryland, and Virginia have dedicated funds to qualify
for a federal match, and in October, the U.S. Senate passed ameasure which
provided the last piece of a puzzle that has been many years in the making.
At its Annual Membership and Awards Luncheon in December, COG
presented the 2008 Elizabeth and David Scull Metropolitan Public Service
Award to Davis and Cardin for their leadership in helping the region secure
a dedicated funding source forWMATA. This award is presented to
outstanding elected officials who have shown great determination and
perseverance in improving the metropolitanWashington region.

In 2008, anumber ofimportant developments took place for improving transportation
access in the region. In June, the TPB approved twelve projects, including
wheelchair accessible taxicabs, which will improve the access and mobility
of persons with disabilities and low-income commuters in the region. As
the designated recipient of federal funding under the Job Access Reverse
Commute (JARC) and New Freedom programs of the Federal Transit
Administration (FTA), the TPB received approximately $1million per program
per year for four years to improve transportation access in the metropolitan
Washington region.

While most of the District’s neighboring jurisdictions have accessible
taxi service, wheelchair accessible cabs will be available in the District of
Columbia for the first time following this
action by the TPB. Funding was also provided
to support coordinated driver training and
marketing. This funding will help raise the
number of accessible taxicabs in the District
from zero to 21. “As result of these endorsed
projects, D.C. will no longer be one of the
fewmajor U.S. cities without accessible taxi
service,” said Alexandria City Councilmember
Tim Lovain, who chaired the TPBHuman Service Transportation Coordination
Task Force, which developed priorities for the project selection process.
In November, an independent review was released onMetroAccess, the
door to door service provided by theWashingtonMetropolitan Area Transit
Authority (WMATA) for transit users unable to take the bus or Metrorail
system due to a disability. The review, which was prepared for the TPB,
found that while progress has been made in improving the service, a
number of challenges remain.

For over a decade,Commuter Connectionshas encouraged area residents to
use alternatives to driving to
work alone. In summer 2008,
during the well-publicized rise in
gas prices, it experienced an unprecedented number of inquiries for its
ridematching service in 2008. In June alone, the program received a 184
percent increase in applications compared to the same time last year.
In an effort to make the decision to adopt ridesharing easier, Commuter
Connections unveiled its free, real-time ridematching system to the public
in September. The new, state-of-the-art system provides area commuters
with a list of individuals who live and work near them, have similar work
schedules, and are interested in carpooling or vanpooling to and from work.
The system also provides other important information such as the closest
park and ride lots, transit stations and telework centers to each resident’s
home. A higher level of interactivity is one of the system’s core concepts
and the new system puts complete control in the hands of commuters.

Speaking at the press conference for the system’s launch, Charles Jenkins,
Frederick County Commissioner and TPB Chairman called the new system a
collaborative effort among the transportation network’s regional members.
“This new software represents a three-year effort by Commuter Connections’
network members to make it easier than ever for area commuters to find
nearby carpoolers,” Jenkins said.
On September 22, Commuter Connections helped organize the first
region-wide Car Free Day in theWashington metropolitan area, an annual
international event which seeks to raise awareness of auto-alternative
means of transportation.

The TPB added a number ofregionally significant projectsto the 2008 Constrained Long-Range
Transportation Plan (CLRP). The first new project focuses on improving
access to Fort Belvoir from both I-95 and the Fairfax County Parkway, in
anticipation of increased demand at the facility due to the Base Realignment
and Closures (BRAC) act. This project uses federal funding and is slated to
be complete by 2013.
The second new project is the creation and operation of a streetcar
system running approximately 4.7 miles between Pentagon City in Arlington
County and Skyline in Fairfax County. For most of the route, streetcars will
travel in mixed traffic. This project utilizes state and local funding and is
scheduled to be complete by 2016.
The third new project is the implementation of the Fairfax Connector
Service Transit Development Plan. This plan includes increasing bus service
on priority routes, purchasing 35 new Fairfax Connector buses, expanding
theWest Ox Bus Operations Facility to accommodate new buses and
increased service, and improving bus stop access and safety. This project
uses local funding and has a completion target of 2011.

FundingIn September, theTPB voted to adopta set of policy principles
calling for a substantial increase in federal transportation funding and
major changes in how those funds are administered. The principles outline
what the TPB believes should be included in the next federal transportation
funding package which Congress is beginning to develop. The current
federal surface transportation act was authorized in 2005 and expires on
September 30, 2009.
Current legislation allocates funding for highways based on different
formulas and procedures than it uses for transit. While vehicle miles
traveled continue to decline, transit agencies across the country have seen
their ridership records shattered. The principles approved by the TPB state
that fundamental changes are needed in the current structure and funding
of federal surface transportation programs to change cumbersome and
inefficient program structures and inadequate funding levels that have
resulted in serious under-investment in transportation.
The principles call for a more comprehensive examination of
transportation investments, regardless of mode, which includes analysis of
economic, social, and environmental costs and benefits. An increased
federal focus on the issue of congestion in metropolitan areas, such as the
National Capital Region, was also a key point of the approved principles.
The principles also address the manner in which substantial increases in
federal funding should be obtained. A combination of increased fuel taxes
and user fees, variable pricing strategies, and national infrastructure banks
were identified as prospective sources.

CollaborationAs home of the nation’s capital and as a tri-state region,
COG and its local governments must work proactively with state and
federal partners. COG has increased its outreach efforts by holding events
with state lawmakers, and has planned regular outreach for 2009 in the
District, Annapolis and Richmond and with the region’s Congressional
delegation. COGwill also look for opportunities to advance high profile
initiatives, such as its regional climate change report and recommendations,
by working with the new Obama administration.

COG hosted a workshop in October with the National Governor’s
Association and the National Association of Regional Councils to provide
participants from over a dozen states with a sound understanding of the
work of Metropolitan
Planning Organizations
and Regional Councils.

how regional organizations
can complement state
initiatives in transportation,
economic development,
emergency preparedness
and environmental
planning.
In addition to improving collaboration with its state and federal partners,
the Northern Virginia Regional Commission and COG helped organize the
first-ever U.S.-European Conference of Metropolitan Regional Councils in
April. The two-day event, held in Alexandria, Virginia, brought together
more than 170 senior policy officials and staff representing over 40 U.S. and
European regions to sign a declaration of cooperation on climate change.
At its annual meeting, COG awarded NVRC with its Regional Partnership
Award for its leadership on the cross-Atlantic effort.
As a regional leader devoted
to the goal of reducing greenhouse gas
emissions and promoting sustainable
development, COG understands the importance of leading by
example.With the help of its knowledgeable and creative staff,
COG has collaborated with its building co-owners, ICMA and
ICMA-RC, and management to improve its water and energy
efficiency and to promote green consciousness through an enhanced
recycling program, lighting controls, building engineering, and
commuting policies that promote telework, transit, bicycling and
walking to work. In addition, the first phase of COG’s green roof
was completed in 2008.

In February, COG, as a corporate entity, joined the Cool Capital
Challenge, an initiative which unites individuals, schools, congregations,
businesses, governments, and other institutions in the attempt “to take a
two-billion-pound bite out of the capital region’s carbon dioxide emissions
by 2009.” COG also encouraged its members to join the challenge which
provides individuals and jurisdictions with specific steps they can take to
reduce greenhouse gas emissions. Additionally, the COG Board expressed
support for resolutions in theMaryland and Virginia general assemblies,
including aMaryland bill to establish a 15% reduction in electricity
consumption, and a Virginia bill to establish a Commission on Energy and
Climate change. The Board also approved resolutions in Maryland and
Virginia to establish Green Building standards.

In October, COG launched its podcast series, “The COG
Podcast,” which features discussionswith regional elected officials and experts
on key issues affecting the metropolitanWashington area. The podcasts are
audio recordings that feature regular addresses by the COG Board Chair as
well as episodes on a variety of topics related to COG’s primary areas of
focus, including the environment, transportation,
community planning, foster care and adoption,
homeland security, and public health, among
others. Thus far, The COG Podcast has featured
Steven Pearlstein, Business columnist at The
Washington Post, Michael Knapp, Montgomery
County Council Member and former COG Board
Chair, and Tim Lovain, TPBMember and
Alexandria City Councilmember, among others.
There are two options for listening to the podcasts. One option is to visit
the COGWeb site and download individual episodes. A second option
allows people to subscribe to the series, automatically receiving new
episodes when they are uploaded. The COG Podcast was recently added to
the Apple iTunes directory. The podcasts were promoted to the general
public as well as the media (the audio from The COG Podcast is available
free of charge for use by media outlets) and community and interest groups.

Responding toNonprofits’NeedsAs the economic
crisis worsens,donations to nonprofits are diminishing at precisely the time when their
services are needed the most. This led the COG Board of Directors, at its
October meeting, to call for continued charitable giving from Fannie Mae
and Freddie Mac. The two corporations donated a combined $47million to
area nonprofits and community groups in 2007.
In December, COG participated in “Nonprofit 911,” an event bringing
together over 500 nonprofit, business, and government leaders to develop a
plan of action that redefines how the nonprofit sector operates in a new
fiscal reality.
