Employment First Policy: Continue conversations with DOL and DCH about support of policy

Employment Institute: Develop an Employment Institute to provide technical assistance in replicating promising employment practices.

Provide technical assistance to agencies at the local level.

Stories about People Working: Gather and disseminate stories that illustrate successful examples of people working

Chamber of Commerce: Develop relationships with businesses and Chambers of Commerce

Medicaid Buy In: Support, participate and develop materials in coalitions to implement Medicaid Buy-in

Project Search: Replicate Project Search by funding work with 10 schools where there are local hospitals

Local Discovery Tours: Provide technical assistance and resources to communities offering Discovery Tours to educate businesses.

Housing 101 Training

Increased collaboration: Collaboration between housing and service providers

Increasing Income: - Increasing income to spend on housing

Information re: Affordable Homes - Information and advocacy opportunities for affordable housing.

Self-Advocate Participation: Increase representation of disability at meetings related to affordable housing.

DCA Priorities: Work with DCA to establish priority for people with DD to receive Section 8 vouchers.

Easy Living Homes: Support ELH to develop partnerships with other organizations and marketing plan. Evaluate continued funding.

Advocate for funds to support home modifications / Evaluate Council’s role in increasing resources for home modifications

Real Learning

School Self-Determination: Produce and disseminate kits. Identify interested districts that also have dynamic DLs, parent mentors, self-advocates, Partners grads, transition coordinators, etc, to create a good team in the district

Alternative Diploma: Implement alternative diploma routes for the Georgia HS diploma

Leadership Information Sharing: Host information sharing meeting with leadership and council. Introduce work of council, share news on projects.

Parent Leadership Coalition: Begin PLC newsletter and work on website to provide better access

Implement Public Relations Plan: The Council will develop a Strategic Communication Plan.

Making A Difference Magazine: Continue to produce and expand distribution of Making a Difference magazine

Redesign Website: Improve web site so that it is better able to distribute and collect information

Produce Materials in other languages: Explore, develop and produce materials, publications and its website in languages other than English

Create Legislative Agenda: The Council will create a legislative agenda

Educate Legislators about agenda: Provide legislative comment and testimony on issues that impact the lives of people with developmental disabilities and their families

Support coalitions during session: Council will support coalitions that are developed to address legislative and budget issues

Publish Moving Forward: Publish Moving Forward during the legislative session.

Web based legislative tracking: Explore options for tracking and distributing information through Capital Impact

Evaluate Advocacy and Leadership: Evaluate all previous leadership development programs to determine effectiveness

Support organizing effort: Support the advocates in local communities to organize those with and without disabilities

Explore changes to Partnership Funds: Explore changing focus of Partnership Funds to support and recruit self-advocates to participate in leadership development programs such as Leadership DeKalb

Real Supports – Access to Services and Supports

Unlock the Waiting List: Continue to work with governmental entities to reduce the waiting list by increasing funds.

Grassroots participation in UWL: Support the participation of self-advocates and family members in Unlock the Waiting List.

Money Follows the Person: Work with advocates to develop legislation

Navigator Teams: Support Navigator Team efforts to help families access services and to get information to diverse populations

Self-Determination Training: Provide training to individuals and families on self-directed services

Peer Support: Support efforts to get the Peer Support Initiative approved as a Medicaid billable service

Real Supports – Direct Support Professionals

Evaluate DSP Effort: Evaluate all direct support professional activities to determine effectiveness

Support DSP Alliance: Support efforts to expand the DSP Alliance statewide and determine how to connect the DSP Alliance and curriculum offered through technical colleges.

Increase technical colleges offering curriculum: Increase the number of technical colleges offering a DSP curriculum.

Develop Standards: Work with MH/DD/AD/DHR to develop standards for DSP training.

Improved Compensation: Advocate for improved compensation for DSP’s and financial incentives for training

Real Supports – Children’s Freedom Initiative

Support efforts of Children’s Freedom Initiative: Support and participate in a collaborative effort to achieve goals of the Children’s Freedom Initiative

Moving children from institutions/nursing homes: Advocate for funding in the DCH and DHR budgets to move children out of institutions & nursing homes

Other States practices: Research other states’ legislation and practices requiring that children be served in the community

Kids in DFCS and DJJ: Develop strategies to address needs of children in custody of DJJ and DFCS

Real Supports - Transportation

Research other Councils: Explore ways that other Councils have attempted to address transportation

Multi-Disability Coalitions: Support efforts to develop a multi-disability coalition to address transportation efforts.

Explore Funding Staff Person at DOT: Explore efforts to support the creation of a position at DOT

Council As an Efficient Effective Organization

The Council will continue to improve its operations while meeting the requirements of the Developmental Disabilities Bill of Rights and Assistance Act

The Council will improve its grants, monitoring, and project evaluation processes to promote fiscal and programmatic responsibility among grant recipients while remaining accessible and responsive to the public

The Council will increase opportunities for Council members and staff to participate in learning and training opportunities on the state and national levels

The needs of individuals with disabilities and their families who are who are culturally and ethnically diverse will be better met by the Council.

Employment First Activities including supporting adoption of an Employment First Policy, creation of an Employment First Institute and provide technical assistance to agencies working on the local level to assist people with developmental disabilities in getting jobs. Use Council funds to leverage other dollars and put in deliverables Get agreement of DOE, DOL/VR, MHDDAD to workInvestigate working with unions to develop employment opportunities. Support local Discovery Tours - Target local chambers of commerce. (Tier 2)

Stories about People Working: Gather and disseminate stories that illustrate successful examples of people working – Use Web so people can tell their stories and collect stories. (Tier 1)

Consolidate initiatives to educate business and business leaders including Chamber of Commerce, - Discovery Day. (Tier 1)

Medicaid Buy In: Support, participate and develop materials in coalitions to implement Medicaid Buy-in - Change to monitor implementation and assist the Statewide Independent Living Center which has the lead on this effort. (Tier 2)

Project Search: Replicate Project Search by funding work with schools where there are local hospitals (Tier 1)

Housing 101 Training (Tier 2)

Consolidate increased collaboration, increase income to spend on housing and increase information into one objective that supports the American Dream Project Support efforts to identify and educate people about financing sources such as Community Revitalization Funds (Tier 2)

Self-Advocate Participation: Increase representation of disability at meetings related to affordable housing. (Tier 1)

DCA Priorities: Work with DCA to establish priority for people with DD to receive Section 8 vouchers. (Tier 2)

Easy Living Homes: Support ELH to develop partnerships with other organizations and marketing plan. Evaluate continued funding. (Tier 2 for a period not to exceed 2 more years and reduce funding in year increments $15,000, $10,000, $0)

Advocate for funds to support home modifications / Evaluate Council’s role in increasing resources for home modifications

Participate in coalition that support housing issues including low income, visitability and other issues that impact the availability of homes for people with developmental disabilities (Tier 2) Support policy changes that define a home in terms of the individual and not a provider of services (Tier 1 for first year and move to Tier 2 with co-lead)

Real LearningSchool Self-Determination: Produce and disseminate kits. Identify interested districts that also have dynamic DLs, parent mentors, self-advocates, Partners grads, transition coordinators, etc, to create a good team in the district (Tier 1)

Continue to support the Transition Steering Committee and explore legislation requiring agencies to work with families toward transition (Tier 1) Explore options in post secondary education (Tier 3)

Alternative Diploma: Advocate for and provide materials to parents about how to get a regular diploma for children who take the Georgia Alternative Assessment (Tier 3)

Monitor special education funding formula (Tier 3)

Leadership Information Sharing: Host information sharing meeting with leadership and council. Introduce work of council, share news on projects. Use the Tool Kit (Tier 1)

Parent Leadership Coalition: Continue to participate and support the PLC and its initiatives (Tier 2)

Support the establishment of new Parent Training Initiative (Tier 3)

Participate in Inclusive Child Care Advisory Council hosted by Department of Early Care and Learning (Tier 3)

Continue to Monitor implementation of Senate Bill 10 and provide information to families. (Tier 1)

Host Better All Together Conference in October 2008 (Tier 1 - 2010 explore other agencies take the lead and find funding options))

Real Influence – Public Relations

Implement Public Relations Plan: The Council will implement its Strategic Communication Plan. An activity of this plan will be to provide Council members with media training (Tier 1)

Support coalitions during session: Council will support coalitions that are developed to address legislative and budget issues. Explore options to include more organizations in the legislative movement. (Tier 1)

Publish Moving Forward: Publish Moving Forward during the legislative session. (Tier 1)

Web based legislative tracking: Track and distribute information through Capital Impact (Tier 1)

GCDD will support interns to work on public policy issues throughout the year (Tier 1)

Real Influence – AdvocacySupport Leadership Efforts: Based on results of evaluation determine how best to use the GCDD’s resource to support advocacy and leadership development in Georgia (Tier 1)

Support organizing effort: Support the advocates in local communities to organize those with and without disabilities. Include a training for Council members on the differences between organizing and advocacy (Tier 1)

Offer Partnership Funds: Continue to offer Partnership Funds. Need to develop a process for reporting back to the Council. (Tier 1)

Explore changes to Partnership Funds: Explore changing focus of Partnership Funds to support and recruit self-advocates to participate in leadership development programs such as Leadership DeKalb (Tier 1)

The GCDD will support an Advocacy Summit on specific topical issues (Getting out the Vote) to bring together people from across the state with the goal of developing a stronger advocacy network. Focus on including Hispanic community (Tier 1)

The GCDD will support efforts to strengthen self-advocacy including but not limited to the Self Advocacy Network, People First Conference, Long Road Home, and the Disability Rights Exhibit (Tier 1)

GCDD will offer Innovative Grants twice a year to support new and emerging issues and initiatives (Tier 1) Support efforts around the 08 Election (Tier 2)Have an advocacy internship (Tier1)

Increase technical colleges offering curriculum: Increase the number of technical colleges offering a DSP curriculum./ Recruit paraprofessionals from education system Retool Hospital Staff(Tier 1)

Work with CMS Technical Assistance Grant to develop standards for DSP training and advocate for improved compensation and incentives for training. (Tier 2)

Real Supports – Children’s Freedom Initiative

Support efforts of Children’s Freedom Initiative: Support and participate in a collaborative effort to achieve goals of the Children’s Freedom Initiative (Tier 2)

Focus on closing the door

Moving children from institutions/nursing homes: Advocate for funding in the DCH and DHR budgets to move children out of institutions & nursing homes. Inform legislators of progress of this initiative (Tier 2_

The Council and its committees receive staff and administrative support to effectively implement the Councils mission and goals• Each year of the state plan, provide input as appropriate representing the philosophy and positions of the Council on public policy issues affecting people with developmental disabilities and coordinate various activities to provide information to the public• Each year of the Ste plan, coordinate the Councils planning process, develop and evaluate model projects and provide monitoring to grant projects• Each year of the State plan, provide support and coordination for quarterly meeting of the Council and committees and leadership and administrative coordination to implement Council approved activities
