2007 WICSEC Conference “Supporting Our Precious Gems”

WELCOME TO BOISE 2007! Idaho produces 72 types of precious and semi-precious stones. Some of these stones can be found nowhere else in the world, which is why Idaho is known as the “Gem State”. The Idaho Star Garnet is the most treasured of the gems found in Idaho and is the State’s official gemstone.

Although the Idaho Star Garnet is beautiful, Idaho Child Support considers our children to be the most precious of gems. That is why we are proud to host the 2007 WICSEC Conference in Boise, Idaho.

Each year, in the spring, the WICSEC Board meets at the site of the upcoming WICSEC Conference to plan the fall conference curriculum and begin putting all the pieces in place for another outstanding Annual Conference. As President of WICSEC, my job was simply to get out of the way of an incredible Board of Directors and superb Idaho planning team as they brainstormed and selected session after session of interesting and informative work sessions, plenary sessions, and fun-filled conference activities.

The Conference theme in Boise will be: Supporting Our Precious Gems. What a fitting theme for child support professionals from throughout the Western jurisdictions who are getting together in the Gem State to network with each other as well as to learn from the best and brightest trainers and presenters.

A Message from the PresidentOnce again, WICSEC will bring you it’s Interjurisdictional Fair – featuring ambassadors from all participating states, tribes and countries. We note with interest that the popularity of the IJ Fair has been so notable that even the National Child Support Enforcement Association (NCSEA) has decided to “borrow” the idea and hold an IJ at the national conference in Orlando. This year’s IJ Fair will build on last year’s success and provide all WICSEC attendees with an opportunity to develop that one interjurisdictional contact that we need to help us find an answer to our IJ dilemmas.

And if that’s not enough – then I invite you to consider our Monday night Fun Raiser, a Basque Block Party. One city block located adjacent to the hotel features restaurants and other venues dedicated to Basque culture and cuisine. WICSEC is working with the local business and city officials to block off the available space and sponsor an event catered with Basque food and accompanied by Basque dancers.

Please plan on joining us September 30, 2007 through October 4, 2007 at the Boise Convention Center and the Grove Hotel for an outstanding conference!

Over the years WICSEC has grown into a financially secure child support association which prides itself on providing training to our child support colleagues. Although this is my first year in the Treasurer position, having taken over this position from Marla Ashley-Wright who served as the Treasurer for the past eight years, I’ve witnessed the continual growth of the WICSEC organization from both a financial perspective as well as professional growth in many areas. Financially speaking, we’ve been able to maintain a healthy checking account balance as well as investing in a $100,000 CD.

My first experience with WICSEC was the annual training conference that was held in Cheyenne, Wyoming. Mike Shreves, my former boss and board member at the time, invited me to attend the

Located along the Boise River, where the desert meets the Rocky Mountains, Boise offers many outdoor activities; skiing at Bogus Basin Ski Resort, biking or walking in the foothills or along the 25-mile Boise River Greenbelt or fly fishing along the banks. But Boise isn’t just for the outdoorsy type. Downtown Boise boasts one-of-a-kind museums, many pieces of public art, fine dining and ethnic restaurants, unique specialty stores and a vibrant night life.

So what can you look forward to during your stay in Boise? The Grove Hotel is within walking distance of just about everything! Just across the street from the Grove Hotel to the East is the Basque Block which provides a rich cultural center of local history, historic buildings, restaurants, and of course the Basque Museum. Monday, October 1st conference attendees can enjoy an outdoor buffet featuring Basque food and Basque dancers! To the South of the Hotel and across the street is Bodo, where you can take in a movie, dine, or shop. Just a few blocks away from Bodo is Julia Davis Park where you have access to the Greenbelt to stroll along the Boise River, visit the Zoo or several museums, which include the Boise Art Museum, Black History Museum and The Idaho Historical museum which is the home of the two headed cow and Lewis and Clark exhibits. Just north of the Hotel is the heart of downtown Boise. Don’t worry about getting a great cup of coffee, there is a coffee shop on almost every corner, including Idaho’s own Moxie Java.

Boise is the home of the 2007 Fiesta Bowl champions, the Boise State Broncos! conference and become involved in a planning meeting for the next year’s conference in San Antonio. I remember Mike saying “Deb, you’re going to love this group of people, they’re the best” and he was right. What impressed me most was the board’s teamwork, hard work and dedication, and the fact that people respected and listened to each other and also talked about the primary focus being on training for child support staff, with much of the focus being on training for frontline staff.

Because we’ve grown and have become more financially stable every year, we’ve been able to offer scholarships to entice child support staff to attend the conferences – offering round-trip airfare, free registration, hotel accommodations and a per diem. We’ve also set up various committees, like the Finance Committee which reviews WICSEC’s financial situation from year to year and develops a budget and guidelines for various financial procedures and policies.

The 2006 WICSEC conference was held at the Seattle Sheraton and was the best attended WICSEC conference with more than 700 child support professionals. The conference, which was presided over by WICSEC President Kathy Sokolik, had attendees from 39 states, the District of Columbia, Guam, one foreign country and more than 20 Tribal Nations. WICSEC Vice President and Washington IV-D Director, Dave Stillman, and the fabulous Washington State volunteers welcomed WICSEC to Seattle and Washington State and a great time was had by the attendees.

WICSEC received thousands of completed evaluations from conference attendees regarding specific workshops, plenary sessions, and their overall experience. Attendees overwhelming communicated how good they thought the conference was with 99% of all attendees rating the conference from good to excellent!!

Specific workshops that were highly rated include but are not limited to, Customer Services Best Practices, Case Law Update, Peaceful Resolution to Conflict, Disaster Planning and Recovery: How Louisiana and Texas Weathered the Storm, and A New World – Tribes and States Providing Child Support Services. The plenary session by Dr. Christopher Gilbert regarding Ethics in Leadership and Public Service was highly attended, and well received. There were approximately 50 informative workshops and plenary sessions.

For first time attendees of a WICSEC conference, WICSEC hosted a First Timer’s Orientation. We had 38 newcomers attend; 95% of which found the orientation helpful and welcoming.

We hope to see you at this year’s conference in Boise, Idaho. The WICSEC conference is a great place to network with child support professionals, make new friends, and learn new information that will assist you in being more productive and informed in your role in the Child Support Program.

As I timidly entered the Sheraton ballroom that first Sunday evening to start off the WICSEC conference, I felt a close connection to Dorothy from the Wizard of Oz as she said to herself “I’ve got a feeling we’re not in Kansas anymore.” Here I was - a measly caseworker amongst so many other child support professionals from various other states west of the Mississippi and tribal nations. In my office, the frontline workers don’t have the opportunities to attend conferences so the days that followed were definitely eye opening for me.

Most of the classes were productive. PACSETI (Pennsylvania Child Support Enforcement Training Institute) was unlike any other training program I have ever heard about and I was eager to mention the idea of a unified program in coordination with a well renowned university to our supervising attorney who was also attending the conference.

The interstate classes were comforting as it showed me that I was not alone in my frustrations. You talk about failure to

communicate with other states amongst your own co-workers but when you meet other states and hear them complain about the same problems, you realize it’s not all in your head. That other jurisdiction you’ve had a hard time calling isn’t answering anyone’s phone calls - not just yours. What a relief!

However, the best part of the conference was really meeting other people and hearing how their offices operate. I’ve worked in child support for nearly 9 years now but it was the first time someone ever said to me that I come from a judicial state and that they were an administrative one. I was surprised to speak to attorneys who told me that they only go to court a few times a year while our office has attorneys attend court every day of the week. I’ve attended the NCSEA tele-talks but coming to a conference is a whole different experience. You come face to face with other people who do the same work that you do. You share stories with them and come to realize that child support is not just a job but a career. If someone were to ask if I would recommend going to the next WICSEC conference in Idaho, I’d say sure! But after a week of learning combined with lots of rain, you have to connect with Dorothy again and say to yourself: “There’s no place like home.”

Life’s Kitchen has been selected as the charity that will benefit from the 2007 WICSEC fundraiser. Life’s Kitchen is an intense 16 week program with a mission to transform the lives of young adults, help build their self-sufficiency, and increase independent living through job training and placement in the food industry. The program is for young adults between the ages of 16 – 20 who have had or are currently experiencing difficulty in their lives.

Students who apply and are accepted into the program attend daily classes during the workweek for 16 weeks. The day typically runs from 9:00 to 3:30 and includes intensive hands-on culinary training and life skills classes. Students plan weekly menus and prepare meals for Life’s Kitchen’s Café, which is open three (3) days a week during lunch. Students also assist in preparation, planning, and service with Life’s Kitchen’s Catering Program.

While in Boise, you can plan on having lunch at Life’s Kitchen, located at 1025 S. Capitol Boulevard. Life’s Kitchen is open from Wednesday through Friday 11:30 – 1:00 pm. where you can find bistro cuisine at a lunch café price. The WICSEC Board and Planning Committee experienced the wonderful cuisine during the planning meeting held in March and also had the opportunity to meet several students that are participating in the program.

Through the years, WICSEC conference attendees have contributed thousands of dollars to the success of many nonprofit organizations by participating in various fundraisers. I encourage each person who attends this year’s conference to help WICSEC continue this tradition by contributing generously to support our 2007 designated charity, Life’s Kitchen.

The Nebraska Child Support Enforcement (CSE) Program is

located within the Nebraska Health and Human Services

System (HHSS), Office of Economic and Family Support. The

Office of Economic and Family Support encompasses child

support, TANF and Medicaid programs.

Nebraska’s child support program is State administered;

however, casework activities are performed by State

employees, County Attorneys, Authorized Attorneys and State

Attorneys. The HHSS CSE Caseworkers handle the activities up

to the point of a judicial action being required. The case is then

transferred to the appropriate County/Authorized/State Attorney.

Nebraska’s largest county, Douglas County, is privatized and

the contractor handles all case functions.

Between FFY 2005 and FFY 2006, the total caseload size

increased from 104,076 to 104,974 or 1% increase. For the

same timeframe distributed collections increased from

$168,105,945 to $174,541,970 or 3.83%.

A Paternity Establishment Summit was held on 9/15/05. The

purpose of the summit was to educate all entities of the

importance of establishing paternity and gather ideas for

increasing the percentage of paternities established. There were

participants from HHSS Child Support, Public Assistance,

Hospitals, Child Protective Services, Vital Records and

Administration for Children and Families Region VII. A work

plan was developed and items were assigned to each entity

with completion dates. As a result of this summit, paternity

establishment increased 5%. The Summit was facilitated by

Nancy Thoma-Groetken, Administration for Children and

Families Region VII.

Nebraska was awarded an 1115 grant in October 2004 for

Early Intervention. Outbound calls were made by experienced

Customer Service Representatives (CSR) to the non-custodial

parent as soon as a new court case was entered into the child

support system. The CSR would answer any questions the

NCP may have and explain where to make payments, what

may happen if the NCP becomes delinquent in child

support and other aspects of the child support program. The

grant was a success and in July 2006 it became funded by

the Nebraska Child Support Program.

Nebraska was also awarded a 3 year 1115 grant – Better

Service through Enhanced Partnering – in September 2006.

The purpose of this grant is to improve collaboration between

Child Protective Services and the Child Support Program. The

intent of the collaboration is increase paternity

establishments, allows Protection and Safety workers to

place children with relatives, reduce the time as a State Ward,

decrease out of home placement from 19 months to 15

months and improve the automated exchange of information

between the Protection and Safety system and the child

support system.

The Public now has access to the child support payment

records through the web. Other States may also access this

information. To access it, you will need an I.D. and a

Once again WICSEC hosted an Interjurisdictional Fair in Seattle. The fair is set up with representatives (we call them ambassadors) from states, tribes, Canada and several federal ambassadors that answer state specific questions and even more important, give contact information to those that stop by. There were 22 states/tribes/Canadian and federal offices that participated. This was one of the highest rated sessions at the conference.

Comments about the fair included:

• Individual Contact with peers. Great! .

• Face to face opportunity to ask questions about Central Registry design. .

• Enjoyed this very much!

• Great opportunity

The list goes on and on...

What is “The Pledge” you ask? Since joining the “Interstate World” in 1999, I have continually heard bad, bad things about other jurisdictions not returning calls, answering questions or sending required paperwork. I always took those bad, bad things I heard with a grain of sand (I am sure others complain about my state) but someone had the bright idea (Mary Ann Wellbank) of coming up with a pledge for interjurisdictional workers to sign. The purpose of the pledge is to remind workers that we all have a common goal, to help children, and that others depend on quick and clear responses to their inquires.

Over 350 workers signed “The Pledge” in Seattle and received a nice travel mug for their efforts. The lines to take the pledge were literally out the door. The names, states, phone numbers and email addresses of those that signed “The Pledge” were put on the WICSEC website (www.WICSEC.org) for all to access. We hope that you stop by the WICSEC booth in Boise and take “The Pledge” to help ensure cooperation in interjurisdictional case processing.

WICSEC is pleased to offer scholarships to attend the annual training conference in Boise, Idaho, scheduled for September 30 through October 4, 2007. The WICSEC scholarship program provides frontline workers and first line supervisors the ability attend a conference. Three scholarships are available for the Boise conference. Awardees will receive round trip transportation to the conference site, a hotel room at the conference site for the duration of the conference, conference registration, and $120 toward meal expenses.

Applicants must complete an application and include a brief narrative telling why they would like to attend the WICSEC conference.

To be eligible for a scholarship the applicant must:

• Be a first time attendee at a WICSEC training conference; • Be a frontline worker or first line supervisor in a county or local child support program in a WICSEC state (those States west of the Mississippi); • Agree to write a brief article (2-3 paragraphs) for the WICSEC newsletter regarding their conference experience, and; • Agree to have the newsletter article and photo posted on the WICSEC website.

Now you have the opportunity to nominate your most deserving individual or program to be recognized at the annual WICSEC Training Conference to be held at the Grove Hotel & Boise Centre on the Grove Convention Center in Boise, Idaho from September 30 through October 4, 2007.

The following awards will be presented:

The Outstanding Program Award recognizes a state, regional, or county program that has consistently and comprehensively exemplified the best in child support enforcement, through an outstanding record of performance, and providing effective services to its constituency and its community. Depending upon the nominations received, this award may be presented to both a state and a local program.

The Most Improved Program Award recognizes a state, regional, or county program that has shown exceptional improvement in key child support enforcement program performance areas and in services to its constituency during each year of the three preceding federal fiscal years (2002-2004). Depending upon the nominations received, this award may be presented to both a state and a local program.

The Outstanding Individual Achievement Award (Technical/Line Staff) recognizes experienced individuals in the public and private sector who have made significant contributions to child support enforcement. County, state, federal and private employees, policy makers, advocates and others, who have improved the lives of children through their efforts to promote more effective child support enforcement, are eligible for this award.

The Outstanding Individual Achievement Award (Manager/Supervisor) recognizes experienced individuals in the public and private sector whom, regardless of membership in WICSEC, have made significant contributions to child support enforcement. County, state, federal and private employees, policy makers and others, who have improved the lives of children through their efforts to promote more effective child support enforcement, are eligible for this award.

The Program Awareness Award recognizes the effectiveness of media presentations. The award can be presented to a county, state, or federal agency or an organization for establishing an effective public awareness campaign; an individual for articles or other publicity in the media; or to other groups for activities which create a positive public image of the child support enforcement program.
