- 1 - Welcome to the 59 th Annual Last Chance Stampede & Fair Helena, Montana Thank you for participating! The Last Chance Stampede has been a Helena tradition for over fifty years. Since then, thousands of items have been exhibited by many Helena and Lewis and Clark County residents. It is a great way to showcase your talents in cooking, crafting, photography, agriculture, quilting, sewing, plants, youth and adult art, and food, just to name a fewOnce again, we have joined with the Extension Office and 4-H. Fair will close on Saturday night with only the carnival running on Sunday. Welcome to the 59th Annual Last Chance Stampede & Fair

Helena, Montana

The Last Chance Stampede has been a Helena tradition for over fifty years. Since then, thousands of items have been exhibited by many Helena and Lewis and Clark County residents. OPEN CLASS INDOOR FAIR EXHIBIT INFORMATION

OFFICIAL RULES AND REGULATIONS Registration:

All Exhibits must be PRE REGISTERED on Entry Forms (page 7) with name, address, and telephone number, list of exhibits, and $5.00 per form fee. Children 10 & under no entry fee. Entry tags will be attached and receipts will be provided upon delivery of Exhibits.

NO LATE REGISTRATIONS OR ENTRIES WILL BE ACCEPTED

Competitive Divisions (ages as of July 1st): Advanced or Professional: Advanced classification refers to those who are more skilled and have won

awards for their work or have had their work published or sold. (Lilac Entry Tag)

Sr. Adult: 55+ years old (Tan Entry Tag)

Adult: 18 - 54 years old (Green Entry Tag)

Sr. Youth: 14 - 17 years old (White Entry Tag)

Jr. Youth: 11 - 13 years old (Pink Entry Tag)

Youth: 7 - 10 years old (Yellow Entry Tag) Preschool: 6 and under (Blue Entry Tag)

Entrants are responsible for meeting the general rules and departmental rules for each exhibit.

Department Superintendents have final discretion on enforcement of departmental requirements.

Any item that cannot be safely displayed, or has subject matter of a questionable nature may be removed from display, judging or both at the Superintendent’s discretion.

GENERAL ENTRY RULES

Each exhibit must meet the following general entry rules as well as rules for each department.

Exhibits shall be cleaned and ready for display.

Only Exhibits made within the last 2 years will be entered.

Exhibits may not have been entered in Open Class or 4-H in prior years.

Exhibits entered in the wrong Class, Division, or Department may be transferred at the discretion of the

Superintendents of the Department, prior to judging.

Exhibits will be accepted and displayed at the discretion of the Superintendents with regard to size of item,

subject, content, and space availability.

Each Exhibit may only be entered in one class (an exhibit may not be entered in multiple classes regardless if it

meets the criteria for multiple classes).

See Department Rules for entry number limits (some departments allow a limited number of entries per class or

category).

Noxious weeds, medical marijuana or any illegal substance may not be included in any exhibit.

NO EXHIBIT SHALL BE REMOVED FROM THE FAIRGROUNDS UNTIL SUNDAY JULY 28th BETWEEN NOON-2PM

JUDGING INFORMATION

All Exhibits will be judged on the modified Danish System of Judging. The Danish System of Judging is based upon established standards of quality for each type of product. In this system each exhibit is judged according to how well it meets that standard rather than how it compares with other exhibits. Blue, red, and white ribbons may be awarded. If the exhibit does not qualify for a ribbon, none will be awarded.

Premiums will be paid according to ribbon awarded

Open Entry Premiums will be paid as follows: No ribbon will be awarded if exhibit does not qualify as such.

1. Exhibitors must be 18 years old and older to enter in this department.

a. Age 18, as of July 1st. b. Entrants 17 years old and younger may

original (one of a kind, conceived by hand of the artist).

General Rules for Flowers: 1. LIMIT- 2 Entries per class per Exhibitor. 2. Exhibits shall contain the Exhibitor’s name on a piece of tape on the bottom of the container. 3. All exhibits must be clean. 4. Replacement Cut Flowers are encouraged on Thursday before 11:00 a.m. 5. IF USING OASIS in your bouquets, be sure it is below the surface of the water. Oasis acts like a wick

and dries out the stems.

Cutting and hardening of plant material. If plant material is to hold up through the exhibition period, it must be cut no later than the day before it is to be judged. Cutting should be done about 4 pm, since at that time there is the greatest amount of sugar in the leaves, and as soon as the Department C flowers are plunged into water, they take up enough to overcome any apparent temporary wilting. Plunging stems into warm water, then set in a cool room, out of any draft and let the water cool to room temperature. This enables the flowers to regain their turgidity and last much longer. Cut stems cleanly at an angle with a sharp knife and place at once in deep water. Flowers should be kept in deep water 8-12 hours or overnight. All foliage that is below the waterline should be removed. Foliage to be used in arrangements, such as hosta, vegetable leaves, canna, peony, etc., should be clean; any broken, diseased or disfigured foliage or petals removed. Flowers or branches with wood stems, such as Phlox, Stocks, Chrysanthemums, should be split, crushed or pounded before being placed in deep water. Dahlias should be picked at daybreak with long stem, placed first in cold water and then into hot water and placed in a dark, cool place during the day. An exhibitor should pay close attention to grooming all exhibits by removing all dirt, spray residue, dead leaves and blooms.

General Rules for Photography:

1. IMAGE SIZE RULE: images can be any size between 8X10 and 12X18 and must be flush mounted (edge to edge) on foam core or mat board the same size as the photo.

2. Presentation of photograph will be part of the judging. Photos should be clean with no scratches, rips, dirt or smudges on surface of photo, and SECURELY SEALED to the foam core or mat board on all sides of the print in order to be accepted.

3. Photo entries shall NOT be matted, framed, or glassed.

4. Photos must be in good taste and appropriate for family viewing. If not, they will be disqualified by the Superintendent.

5. Exhibitor must have taken the photo and exhibitor’s name and phone number must be shown on the top left on the backside of the photo mount.

6. LIMIT two entries per class per exhibitor with a maximum of 6 photos entered and must be the

work of the exhibitor not entered in any prior years.

7. Division 1: Adult Advanced classification refers to those who are more skilled in photography. There are no age restrictions to enter this category.

8. Division 2: Adult Amateur classification refers to those who are at a beginner or intermediate skill level of photography or who take photos as a hobby.

9. Division 3: Youth classification refers to students age 17 and under.

10. Exhibitors who enter under the wrong division may have their entries moved to the appropriate division at the discretion of the superintendent. All photos are judged on their merit regardless of how many photos are entered in any one class. On the entry form, please indicate which division you are entering.

Some Characteristics of good photos

Good Composition - use the rule of thirds; include

only what’s necessary; subject should be obvious and dominate the photo; avoid background and foreground distractions; use best shooting angle; be in focus; balance all the elements included in the photo

Good Lighting – no over or under exposed photos; soft light better than harsh light; avoid lens glare; early

morning and early evening light produces best light for outdoor photos.

High Impact - photo immediately pulls the viewer in

Color Saturation – no washed out colors – keep

colors rich and vibrant Attention to Detail – get rid of all distraction in your

photo. Pay attention to everything that you are including in your photo before you take it. If it is not necessary, leave it out. The same is true when cropping your photo– crop out anything that distracts from the main subject.

Descriptions: Macro – photo taken with a macro or close up lens with a 1:1 or 1:2 ratio. Babies and Children - photos of babies and children that capture their personality. Creative - utilize a variety of methods that alter the original photo in some way ie: adding textures and patterns, multiple exposures, paint color on black and white, or any other creative technique.

Flowers - photos can be either wildflowers or cultivated flowers. Scenic – a scene such as landscape, seascape, cityscape, etc. without people. Insects, Bees and Butterflies - Insects, bees or butterflies should be the main subject in your photo. Planes, Trains, Automobiles – photos depicting mechanical modes of transportation. Nostalgia – represents the quality of a time past, often containing antiques and old objects. Pets - photos that capture the personality of your pet. Portraits - can be high school seniors, individuals, couples, or families. Before and After – photo entry must show both the original Before photo as a 4x6 and the After photo as an 8x10 and both on an 11x14 digital format to produce one final print done with video editing software such as Lightroom or Photoshop. Architecture – photos of buildings, bridges, towers and man-made structures. Wildlife - photos of wild animals and birds in their natural habitat. No zoo photos. Weather - rain, hail, storm clouds, rainbows, lightening, floods, hurricanes, Borealis, Milky Way, etc. Hodge Podge – a quality photo that does not fit any of the above categories.

LAST CHANCE STAMPEDE AND FAIR KIDDIE PARADE

Thursday, July 25th, 2019– 11:00 a.m.

AGE: Twelve (12) years and younger. “ABSOLUTELY NO MOTORIZED VEHICLES” REGISTRATION FORMS: Forms may be turned in at the Fairgrounds Office or mailed to: Fairgrounds Office, 98 West Custer Avenue, Helena, MT 59602. Please have the $1.00 per child entry fee with you at the time you turn in your registration form. THERE WILL NOT BE ANY REGISTRATION THE DAY OF THE PARADE. PLEASE PRE-REGISTER BY FRIDAY, JULY 19

th. Late entries may be accepted but will not be judged.

LINE-UP LOCATION: 10 AM at the Women’s Park on the corner of Fuller & Neill Aves. The drop off point will be at Women’s Park. Horses will unload at the south side of the Front Street Learning Center. No manure shall be left behind please. PARADE ROUTE: The parade will begin promptly at 11:00 a.m. from Women’s Park through the alley behind the Livery Travel building, down Last Chance Gulch to 6

th Ave. where the walking mall starts. Please pick up your children there and return to

Women’s Park for the picnic. PICNIC: A picnic will be provided after the completion of the parade at WOMEN’S PARK. Due to the growth of the parade, we must ask that any adults/sponsors with the kids make their own arrangements for lunch. If we have anything left over after feeding the children, we certainly will make it available to others. The $1.00 fee per child does not go very far when feeding up to 600 children. AWARDS: Upon completion of the judging and decisions of the judges, we will present the awards at the site of the picnic. There will be two awards per category. Please be patient again as, with the growth of the parade, this process is not easy and it does take time. Remember, those entries in the lead will be done well before the entries at the end begin. CATEGORIES & JUDGING: The judges will be located along the parade route and roaming among the children at the lineup location. Entries will be judged in the following categories:

Walkers - Individuals or small groups of children up to a maximum of five (5) kids

Groups - Entries with more than five (5) children. This category would include non-motorized floats, organizational groups, or simply five (5) or more friends wanting to walk together.

Riders - Individuals on bikes, trikes, scooters, wagons, and power wheels. NO MOTORIZED VEHICLES (NOT HORSES)

Marching Units - Individuals or groups such as drill teams, dance groups, musical groups etc.

Daycares - This category can include any child care facility that wishes to be judged as the facility rather than a simple group of unrelated children. In other words, if a child care facility sponsors and is responsible for the group of children while they are in the parade, they belong in this Daycare category.

Horses - More than one ridden, horse-drawn entry or livestock.

STEER & SHEEP RIDING RULES AND REGULATIONS Thursday, Friday & Saturday Nights

8 Steers per night – rider can ride one night only, unless slots are not filled at lottery drawing

12 Sheep per night – rider can ride one night only, unless slots are not filled at lottery drawing

Sign-up Day: Wednesday, July 17 9:00 a.m. to 3:00 p.m. At the Fairgrounds office.

Lottery Drawing will be held at 5 p.m. on Wednesday July 17th

Need not be present for drawing and you will be

notified that night if you were drawn.

You will need to pay in the Fairgrounds office by 4:00 p.m. on Thursday, July 18th

Sheep Riding Entry fee: $15.00 each - 3 to 7 years old

Steer Riding: $20.00 each - 8 to 13 years old

Parents/Guardian/Grandparent must present one original birth certificate, plus a copy and proof of health insurance.

Sheep: Helmets are provided Steer: Contestants provide ropes/Safety Vests Only one (1) parent/adult will be allowed

through the gate to the chutes. This does not give you admittance to the rodeo. You will need to purchase a ticket if you want to

stay for the rodeo.

Upon payment in the Fairgrounds office by 4:30 on Thursday, July 18, one Parent/Adult will be given an admission pass for

the day the contestant rides. The back number will get the contestant into the chute area. If payment is not received on time,

the contestant will forfeit their riding spot, and it will be filled from the pool of entrants. Drawing order will be Saturday,

Friday, and then Thursday. Rider must ride on night drawn. No Switching! Need not to be present to be drawn.

If all spots are not filled at the time of lottery, spots will be filled on a first come first served basis.

be at West Hospitality gate by 7:00 p.m. Competition will start at 7:15 p.m. each night. May ride with two hands, but score will be lower by

doing so. If rider begins with one hand, the free hand should not touch steer or any part of your body or rider will be disqualified. Riders

must stay on for 6 seconds.

OPEN CLASS OUTDOOR EXHIBITS GENERAL RULES 1. Registration due by June 14th to the Fairgrounds office.

2. All animals, except dairy cattle and rabbits, must arrive at the Fairgrounds between 2:00 p.m. and 6:00 p.m. Tuesday of fair week. Rabbits are eligible to move in up until 8:00 p.m. (See Dairy and Rabbit sections for their time exceptions).

3. Animals must be removed between Saturday, 10:00 p.m. and Sunday 6:00 a.m. of fair week.

4. All market livestock will be weighed at their scheduled time.

Beef – Tuesday, 6:00 p.m. – 7:00 p.m.

Sheep – Tuesday, 7:00 p.m. – 8:00 p.m.

Swine – Wednesday, 7:00 a.m. – 9:00 a.m.

5. No sale will be held for Open Class exhibits.

6. Each exhibitor must bring their own feed and be responsible for the care, watering and feeding of their animal until the animal is taken home. Failure to do so may result in a forfeiture of premium.

7. Shavings will be furnished – do not bring straw.

8. Unless otherwise noted, exhibitor may enter only 1 animal per lot number.

9. All animals must be manageable and exhibitors must be in full control of their animals. If an animal is felt to be unmanageable, the animal may not show. Project specific and/or Overall Livestock Superintendent will rule if an animal is unmanageable.

10. All animals must appear in the show ring to receive a ribbon rating.

11. DRESS CODE: Plain white button-up collared shirt (long or short sleeved, not sleeveless), dark pants (not yoga pants or leggings), and black tie are required for the show unless noted otherwise under individual specie’s section. Hard soled shoes or boots are recommended for safety. No sandals.

12. All judging will use the modified Danish System. If the animal does not deserve a ribbon, none will be awarded. Judges decision is final.

13. No one will be allowed in the show ring except appropriate class exhibitors, superintendents, judges, and designated persons.

14. Chronic diseases, deformity or any serious defect or imperfections disqualifies animals or birds from entry. Brucellosis and tuberculosis tests are not required on exhibition livestock. The fair management reserves the right to call a veterinarian, should a situation arise, at the cost of the exhibitor.

15. Check department rules and regulations for specific related information on all livestock, rabbit and poultry exhibits.

16. Identical items may not be entered in any other Division at the Fair, including 4-H Classes.

Barn Rules

1. No unauthorized vehicles in the Multi-Purpose or 4-H Bill Hamilton Building.

2. The Lewis and Clark County Law Enforcement will enforce the 11:00 p.m. curfew.

3. There is absolutely no alcohol, drugs, or smoking in the Multi-Purpose building.

4. The Multi-Purpose Building will be closed 10:00 p.m. to 5:00 a.m.

5. All exhibitors must assist in the take down and removal of pens. Cleanup will begin at 6:00 a.m. on Sunday of fair week.

6. No Dogs with exception of service animals allowed in the livestock barns.

7. NO WATER fights allowed inside the facilities. This includes water guns, buckets, hoses, etc.

8. All areas should be kept clean and equipment maintained in an orderly fashion.

9. No vulgar or foul language is to be used.

10. No wrestling inside the facilities.

Divisions: General Rules for Beef Cattle:

1. See Fair General Rules and Livestock General Rules for additional information. 2. This Department is open to beef cattle and any breed. 3. Animal must be owned by the exhibitor no less than 60 days before the show. 4. All animals must be halter broke and when tied require neck ropes in conjunction with halters

(excluding calves still on the cow). FINISHED STEERS

a. Beef must be born after January 1 of the previous year. b. Entries are limited to steers. c. All steers must be dehorned with any re-growth no longer than 2 inches. d. Beef less than 1000 lbs. will be placed in a Feeder Class. e. Feeder Class will not be eligible to receive Grand or Reserve Grand Champion.

Class Numbers 10 Finished Steer Class BREEDING CATTLE 1. Exhibitor may enter up to 3 animals per lot number. Breeding animal may be brought the day of

the show and will not have a pen.

will be allotted for their dairy. 4. Dairy cattle coming in just for the show must be on the fairgrounds by 7:00 a.m. on Friday of fair

week. They may leave as soon as the superintendent releases them. 5. Dairy Cattle Showmanship attire is preferred. Showmanship attire is: White pants, white shirt

(long or short sleeved) and hard soled shoes. NO TIE REQUIRED IN DAIRY CATTLE ATTIRE. Dark pants are acceptable (not yoga pants or leggings).

General Rules for Goats: 1. See Fair General Rules and Livestock General Rules for additional information. 2. All goats will be judged according to the Breed Standard for their Association. 3. ALL GOATS MUST BE SCRAPIE TAGGED, OR SCRAPIE TAG DOCUMENTED. 4. Milking class dairy does must be milked out at 9:00 p.m. the evening prior to judging the next day. 5. Exhibitor must wear a white shirt. White pants are preferred but not required (black tie is not

required in dairy goat). Animal to be shown with collar that does not detract from it and exhibitor will carry no accessories (i.e. brush, white rag, etc.) into the show ring.

6. Any goat showing signs of illness or parasites will be sent home at the discretion of the Goat and/or the Overall Livestock Superintendent.

Any bird showing signs of illness, disease or lice/mite infestation will be removed from the building

at once at the discretion of the Poultry and/or the Overall Outdoor Superintendent. All birds must be dusted at least seven days before arrival.

6. Birds must be banded before fair to ensure that there will be no mix-up in ownership. 7. Birds will be housed according to class. 8. Entries will be judged by the American Poultry Associations standard of perfection and the judge’s

discretion. 9. On the entry form please fill out Breed description, band number and sex; C (cock-male fowl one

KIDDIE PARADE Come and join us for the annual Kiddie Parade held on Thursday, July 25th 11:00 am. Open to children age 12 and under. The parade lines up at 10:00 am. Dress up; decorate your bike or wagon etc… There are seven different categories to choose from: single horse, multiple horses, walkers, daycares, groups (5 or more children), riders (no motorized vehicles), and marching units. There is a prize for each category plus a Chairman’s Award and Sweepstakes Award.

The parade route goes from Women’s Park through the alley behind the Livery Travel building, down Last Chance Gulch to 6th Avenue (where the walking mall starts). After the parade we return to Women’s Park to have lunch provided for the children and give out awards. We also have a drawing for bikes for the participants. The cost for the parade is only $1.00 per child. This is a great event to do with your children or as a group, so start thinking of all of those really creative ideas and join us.
