PricewaterhouseCoopers Independent Auditors analyzed the financial statements of the Parceiros VoluntáriosNGO [Volunteer Partners NGO] regarding the 2006 fiscal year with the aim of ensuring the Organization’stransparency in the use of its resources. The Auditing Team considered that such financial statements properlypresent, in every aspect, the Organization’s equity and financial position. our support to the measures needed for us to have aviable Rio Grande do Sul State, we actively attendedthe meetings held by the RS QUE QUEREMOS (The RioGrande do Sul State that we want) and by the PACTOPELO RIO GRANDE (The Rio Grande do Sul StateAgreement), and we have made our position clear bymeans of countless suggestions, but what we see as themost important measure is the preparation of the RIOGRANDE DO SUL STATE SOCIAL MAP, because onlywith that map we will be able to know what our Statehas and what it needs.

It is also imperative that we network and optimizethe resources, which are few. The entities andcompanies sponsoring Parceiros Voluntários can cite itas an example to be followed, mainly in Rio Grandedo Sul and Brazil, which are now starting a newgovernment period.

Voluntary work is good for the heart and soul, but itcan also be good for profits as customers andshareholders are rewarding the companies thataccomplish social changes through business.

On closing another successful working year, wereached the following numbers: 196,915 committedvolunteers, 72,000 committed youngsters, 1,109committed schools, 1,661 committed companies,1,906 member civil society organizations, and 73cities par ticipating in the Parceiros VoluntáriosNETWORK. That means a universe of about 650,000benefited people.

We can affirm, without a shadow of doubt, thatParceiros Voluntários is an example of SocialManagement. Parceiros Voluntários has attained sucha high level headed by our Executive President MariaElena Pereira Johannpeter, by having as Boardcompanions our Vice Presidents Hermes Gazzola, Ge-raldo Toffanello, and Alexandre Kieling, and withcollaborators who dedicate themselves to the voluntarywork cause with love and professionalism.

While Parceiros Voluntários serves as a model forsocial management, government actions – whether fe-deral, state or municipal – leave a lot to be desireddue to a lack of management.

It is imperative that our rulers have the possibilityand the ability to see this Management model and tryto transfer it to the government sphere. Seeking to give

“In the space of utopia we find uncertainty but hopeas well. Utopian is not that whose existence is impossible,but that which does not exist yet and towards which wehave to mobilize ourselves. Utopia is the exploration ofnew possibilities and human desires by opposingimagination to the need for what exists, in search ofsomething radically better that humankind is entitled towish for and that is worth fighting for.” ProfessorTerezinha Rios left us this message at the ‘Stop andThink’ International Seminar (see pages 25 to 27), whichwas organized by Parceiros Voluntários in May 2006,when she talked about “Ethical Conduct”. TerezinhaRios said more: “…in the complex and challenging worldwhere we live, it is not a question of waiting forsomething. The verb is “to give hope to”.

In this Annual Report you are reading, you will noticethat the Parceiros Voluntários NGO, before anythingelse, draws a vision with a share of utopia. The describedactions and concepts tell us that we all have to assume,as far as society is concerned, the conviction that it isnecessary to include those who are excluded. Wecannot live with exclusion or famine.

In the 1990s, the World Bank started using the termSocial Capital as a standard to assess developmentprojects. It defined four types of capital: natural (water,forests, etc.), financial (real-estate wealth), human (thelevel of people’s satisfaction, knowledge, etc.), andintroduced the variable called “Social Capital”, whichis people’s ability to cooperate, produce solidarity,interact with institutions, and produce trust. The latter –trust – is the basic attitude when one speaks of SocialCapital, and it is fundamental to the development ofthe other capitals mentioned.

Several studies show that the societies that were andare able to trust beyond the family are the societies thatdevelop the major economic corporations. Look at Japanand the United States: trust in society goes beyond thefamily and the major international corporations are fromthose countries. We still do not have here in Brazil thatpractice of cooperating and trusting in such a strong

way as much as we would like to and as much as weneed. When a society knows how to cooperate andtrust, it has a fundamental resource to produce economicdevelopment, which means food, jobs, incomegeneration, housing, health, education and especiallyPEACE, as the other name of PEACE is DEVELOPMENT.

We want you to analyze each PROGRAMdescribed on these pages with the aim of seeingyourself, finding yourself in actions you are alreadypracticing for the benefit of your community, or that mightserve as an example for you to start an activity in favorof someone else. May you include in your life projectsomeone else’s life project. In this virtuous circle therewill be a general benefit in a win-win situation for ourentire community.

Our special appeal to Brazilian youngsters is forthem to take part in social projects such as the TRIBESON THE TRACKS OF CITIZENSHIP, because that waythey will be developing the ISR (Individual SocialResponsibility) concept and practicing the characteristicsof leadership, creativity, teamwork, planning, projectimplementation and follow-up and especiallydeveloping the enterprising spirit.

Another important aspect to be analyzed in thisAnnual Report is the Management item, as in SocialProjects and in the Third Sector as a whole it is fun-damental that there is eff icient, effective andsatisfactory management so that effor ts andinvestments are not lost.

We place in your hands the report of activitiescarried out by thousands of volunteers in one more year,but we especially want to place in your hearts, minds,and spirits the certainty that “when you embrace aCause, the Cause embraces you”. And the Cause ofthe Parceiros Voluntários NGO is better Human Beingsso that there may be development in all areas and forus to approach utopia and reality.

The root of a nation’s development lies in the successof the formation of its Social Capital. Robert Putman’sstudies (Harvard) point up four dimensions of that concept:a) a society’s dominant ethical values; b) its associativecapacity; c) its citizens’ degree of trust; and d) civicconscience. The sum of these four vectors tells us that themore Social Capital there is, we will have more long-termeconomic growth, less criminality, more public health andmore democratic governability. Putman does not intend toignore the weight of macroeconomic factors todevelopment, but he wants to draw our attention to whatmust be added to them. The mere reduction to theeconomicist level is a petty, narrow-minded view and leadsto inefficient policies.

Social Capital is the only type of resource that themore we have, the more we use it and the more it grows.Fostering Social Capital means practicing trust, solidarity,and reciprocity, which increase as we act towards them.

Why has this theme appeared with so much strengthover the past years? Social Capital is a new terminologyfor an old concept: the concept of civic participation,citizenship, collaboration, cooperation, and trust. Amartya

Sen, Economics Nobel Prize Winner, says: “Ethical valuesare an integral part of a country’s production resources”.If ethical values are present in investment transactions,technological progress, and social inclusion, then they willbe true assets. If, on the contrary, greed, corruption, andunscrupulousness predominate, development will behindered. Ethics leads to development and efficacy in thelong term.

It is fundamental that all of us – citizens – convinceourselves that an Ethical Attitude is the most intelligent ofall and the only one that is really efficient and sustainablewhen it comes to development. Social Capital issynonymous with a stronger society and a responsiblegovernment.

Thousands of Rio Grande do Sul inhabitantsstrengthen Social Capital by doing voluntary work. Inaddition, they believe that all communities haveresources that can be identified and intensified topromote human and social development and that sucha process is only sustainable when activities are carriedout at community level, as close as possible to thebeneficiaries. Let’s see the chart below:

We know that the social andeconomic problems we have todaycannot be solved by one of the sectorsof society alone. There must beconnections among the economicsystem, formal assistance systems,and informal networks. Therefore,success in solving complex needsrequires a collaborative approach.More than that, such initiativesunderline the crucial importance of asocial force, that is, from all of us whoform Civil Society.

Doing and Influencinga whole to collaborate. To this end,Parceiros Voluntários uses two verydifferent strategic planning lines. Oneof them is Doing: bringing togetherpeople who have the desire,availability, and emotion to dovoluntary work. The second one isInfluencing. In order to develop aculture, one has to go beyond action,beyond Doing. It is necessary to ask:‘Why do it?’. What makes peopleleave the comfort zone and committhemselves to transforming reality?Why is your action important to others?When those concepts are clear theylead us to rethink principles andvalues. It is the Influencing line thatmakes us reflect on the importance of

acting and participating, on what wewin and on what others win.

The Doing line is structured on theParceiros Voluntários Network bymeans of the following programs:• Individual Volunteer Program• Corporate Volunteer Program• Young Volunteer Partners Program• Civil Society Organization Program

The network is systematicallyactivated and integrated bymeetings, lectures, courses, seminars,and information technology. Thebackdrop to all those actions,summarized in the figure below, isthe sense of collectiveness, that is,parts that combine to achieve ashared purpose.

Strategy Management

A Learning OrganizationThe three sectors must have good management in

order to adequately measure the reach of their objectivesand results. Permanently, the central questions are:

How do we take our work to the community we wantto serve and to which we exist?

How to promote it?How to measure it?

It is essential for Third Sector institutions to rely onefficient, effective and satisfactory management to:

a) increase transparency and strengthen public trustb) inform the public how and by whom those

organizations are managedc) make known how they provide services to the

communities

To keep the focus, Parceiros Voluntários usesthe Balanced Scorecard (BSC) management tool,which was introduced into the organization in2003 through the voluntary São Paulo-basedSymnetics Business Transformation consulting. TheBSC Map is visited on a quarterly basis, whenthe entire team analyzes the indicators and seekspath corrections. Parceiros Voluntários regardsi tsel f as a learning organization, open toimprovements and innovations resulting in a betterservice to the benefited public.

Under that focus, Parceiros Voluntários lays out itsstrategies and converts them into plans of action, seekingresults to comply with its Vision and Mission. In compliancewith its objectives, Parceiros Voluntários provides free andpermanent services without any beneficiary-relateddiscrimination, as defined in its Bylaw and available onthe website www.parceirosvoluntarios.org.br

For the years 2006 and 2007, Parceiros Voluntárioshas established as a General Guideline the strengtheningof the Parceiros Voluntários Network, which is as follows:

Over the last decade, in Brazil and especially in RioGrande do Sul, the indicators of voluntary work resultsallow us to see the rapid growth of a transforming socialnetwork. Its effects largely surpass the activities carriedout by individuals and institutions, as collaborative unionmade from organized voluntary work has been buildingnew connections, bridges, and ties that expand socialcapital and the sense of collectiveness.

Entrepreneurship, that is, the ability to dream and actto make one’s own dream come true, is at the base of thattransformation. As a small stone thrown into a lake createsan expanding movement, redesigning the surface, theentrepreneurial attitude of a single volunteer is capableof generating a transforming reaction that propagates intime and space. With that certainty, Parceiros Voluntáriosworks to approach people and institutions willing to makea common dream come true. Today, the Network hasinnumerous examples of significant improvements in thelife of people and communities that have been reachedthrough voluntary work.

Life historiesIn Cachoeira do Sul, newborns with health problems

no longer need to depend on ambulances to take themto the capital city. In a group effort, volunteers managedto raise funds that made it possible to build a NeonatalUnit (ICU) in the city’s Charitable Hospital (Hospital deBeneficência).

In Porto Alegre, an employee in charge of triage atthe Dias da Cruz Institute, touched by the inmates’ dramaticpersonal situation, and at the same time realizing theirpotentialities, brought together volunteers, includinglawyers and social workers, and formed a support networkto help inmates get a source of occupation and income,thus giving them a chance to restart life with dignity.

That is Social Capital: generating trust and reciprocityties among people, as the American researcher LesterSalomon proposes. Or, as consultant Célia Schlithler putsit, “it is the result of the organization of different actorswho create trust ties and establish agreements, thusfavoring the coordination of actions to their mutual benefit”.In this context, the networks of community developmentmay be understood as a form of ethics-based organization,with a horizontal, organic, and autonomous structure, inwhich participation is encouraged, diversity is highlyvalued, and protagonism is developed.

A shared dreamVoluntary work and human development

A comparative study conducted in 36 countries bythe Johns Hopkins University, U.S., analyzes and triesto answer the following question: Are nations moredeveloped because they have voluntary work or dothey have voluntary work because they are moredeveloped? In that study, Norway, a Scandinaviancountry with the best Human Development Index (HDI),according to the United Nations Organization (UNO),is also the country with the highest voluntary work rate.According to the research, 52% of the adult Norwegianpopulation does some kind of voluntary work every year.In Latin America, Argentina (8%), Brazil (6%), and Peru(5%) stand out.

In this picture, as an institution mobilizing social ca-pital and structuring networked actions, it is ParceirosVoluntários’ duty to perceive community demands andcause people and institutions to act in synergy. To thisend, it champions the concept of voluntary work as anactivity requiring planning, organization, continuouseducation and communication and involving all sectorsof social life.

Confronted with this reality, the institution faces thepermanent chal lenge of maintaining a type oforganization that makes it possible to create new formsof participation at local and regional level.

Volunteer Rio Grande do Sul

To develop the culture of voluntary work andstrengthen networked actions in Rio Grande do Sul –astate with more than 10 million inhabitants and 496cities –, Parceiros Voluntários has opted for a strategicway: the initial approximation to business entities, unionsor institutions capable of mobilizing and interlinking,such as community schools and universities. Thoseorganizations rely on the participation of leaders andentrepreneurs whose legitimacy and ability to act arerecognized at local level, which allows them to be incharge of decision-making processes with the supportof their communities.

Experience has shown that such partnerships andstrategic alliances formed by interlinking citizens andorganizations and raising public awareness becomemore stable and long-lasting the more involved theyare in the cause. For that reason, Parceiros Voluntáriosmakes its resources and experience available toopening Units, which are for the most partheadquartered at Business Associations, Universities,and schools, carrying out joint activities of mobilization,integration and communication with the aim offacilitating the development of volunteer networks inevery partnered city.

The Units making up the Parceiros VoluntáriosNetwork have the systematic assistance and follow-upof Network Coordinators who support the work. Theyare responsible for periodic field visits and meetings inthe cities, in which they seek to promote the exchangeof information and experience. The regional and statemeetings, as well as the Internet-based communicationtechnology, are fundamental strategies to this process.Sharing learned lessons, right and wrong actions to domore for your community is the reason why ParceirosVoluntários exists.

RegionalizationAs a strategy to facilitate the process of mobilizing

and monitoring results in every community, the Parcei-ros Voluntários Network takes into account the Rio Gran-de do Sul State’s division into 11 regions, which havecommon characteristics in geographical, economic, so-cial, and cultural terms. Thus, the set of actions promotedby the Network Units contributes to strengthening theVoluntar y Work Encouragement Program, which

Voluntary work is not only an individual act. It is alsoa social act that gives expression to cultural, religious,ethical, and political values. The force of voluntary workis equally capable of drawing public attention to forgottensocial problems. Thus, it can serve as a community’s soci-al conscience. Voluntary work helps people recognize theirown forces, become responsible for their lives, andparticipate in the quest for solutions. Such a gesture buildsSocial Capital.

People not only have skills (human capital), money(financial capital), buildings and machinery (physicalcapital). They also have bonds of solidarity, fraternity,cooperation, reciprocity, and trust they establish with otherpeople. Those links are certainly the key to solving thehuman development problems we face today, becausethey provide individuals with a holistic and systemic viewof reality. People feel part of a whole and work to integrateand harmonize such a whole. It gives them the truemeaning of citizenship.

Voluntary work gives us the opportunity to improveour quality of humans, that is, to get to know ourselvesbetter, be aware of our own limitations, and developvalues, talents and potentialities, as we can only sharewhat we have. It also affords the sense of belonging to acommunity and taking part in its development. One ofParceiros Voluntários’ Beliefs is that every person is solidaryand a potential volunteer, and that voluntary work bringsrewards to both the community and the people who do it.Thus, Parceiros Voluntários welcomes those who areinterested and provides them with guidance and follow-up. The first step is the Awareness Meeting, whereinformation is transmitted and concepts about what it meansto be a volunteer are presented. The next step is theReferral Interview. At this moment, volunteers make theirchoices regarding the area where they intend to work,the public they intend to serve, the Civil SocietyOrganization they want to attend, and the time when theywill be available. From then on, volunteers become partof Rio Grande do Sul’s Organized Voluntary WorkMovement.

On a periodic basis, in order tomonitor and qualify the volunteers’work, Parceiros Voluntáriospromotes qualification activities and‘Sharing Experiences’ meetingswhere volunteers can report theirexperiences and learning. Duringthose meetings, it is possible to havea sample of the voluntary workimpact on the tip of the process, that

What is Business SocialResponsibility (BSR)?

Many times, BSR is also referred to as corporatecitizenship, business citizenship, or civic company, amongother terms. Parceiros Voluntários adopts the BSR conceptas a company contribution to sustainable development,which was defined by the UNO as “that which meetspresent needs without compromising the possibility offuture generations to satisfy their own needs”.

In the mid-20th century, Business Social Responsibilitystarted being discussed in the United States bymanagement experts such as Peter Drucker, starting tobe considered as business literature. In 1970, economistMilton Friedman (1976 Economics Nobel Prize Winner)stated that “the only social responsibility of companies isto generate profits to their shareholders, provided thatthey play by the rules and take part in free and opencompetition”. If we interpret “play by the rules” as “followmarket will”, we would say that companies are followingwhat the market/customer wants. The market/customerno longer looks at the “generate profits” item alone.When evaluating a brand, the market/customer alsowants to know how much the company is interacting withthe public, the Community. Therefore, Friedman’s conceptstarted losing force as BSR practices advanced andbecame important Management Strategies.

From a company point of view, BSR generallyinvolves the search for new opportunities as a way tomeet environmental, social, and economic demands.

Today, many companies believe that this focus can offera clearer competit ive advantage and encouragebusiness innovation.

Recent studies show that employees more and morerecognize the value of Business Social Responsibility andcompany involvement with the community. It is confirmedthat business voluntary work is a rare example of a win-win situation through which citizens, government,companies, employees, and the community win.

To break with the paradigm that companyparticipation in the social area is only restricted to itsfinancial or material contribution, Parceiros Voluntári-os, by means of the Corporate Volunteer Program,proposes a model for transferring the major capitalcompanies have: its employees’ emotion, time, andknowledge. In this way, companies will be bringing tothe Third Sector and to Social Projects their vastexperience and knowledge in order to attain theobjectives, aiming at a better service to those benefitedby Social Organizations.

The large majority of company directors areadapting to the new market rules, that is, they arealready including Business Social Responsibility in theirManagement Strategies.

Creation of In-House CommitteesFor those companies interested

in entering the area of Business So-cial Responsibility and improvingtheir social performance, ParceirosVoluntários, as part of its activities,has developed education,quali f icat ion, and tool - relatedactions with emphasis on thestrategy of constituting In-HouseVoluntary Work Committees. Theproposal is to bring togetheremployee groups – either appointedby the board of directors or chosenby the employees themselves –according to specific standards andprofi les such as leadershipevaluation, abi l i ty to obtainmultisectorial synergy and relate tosocial causes, among others.

After forming the Committee, Par-ceiros Voluntários will promotequalification, presenting concepts andmethodology so that the Committee canstart implementing the programs andmaking them operational in thecompany. The course is composed of 16hours/class and four modules on aweekly or agreed-upon basis.

Affirming that the institutions operating in the soci-al area need to learn about Management does notmean they need to become companies, but rather thatthey can benefit from up-to-date knowledge andtechniques used by the private sector. In the context ofgrowing challenges in searching for solutions to ever-increasing needs, Management development is theprocess aimed at taking advantage of thei rpotentialities so that they can better play their role inthe community. Thus, one seeks a development-basedapproach aimed at serving the internal beneficiaries,who may be children, youngsters, the elderly, as wellas the community as a whole.

One does not favor the ‘how to get financial resources’focus, although it receives all the care and good use.Addressing the professionalization of Social Organizationsfrom the viewpoint of Management development resultsin greater awareness of what is fitter for their needs, aimingat achieving their Vision, Mission, and Objectives, thusbeing a valuable way to sustainability, which is neededto meet community demands.

It is with that focus that Parceiros Voluntários has beenproviding, for some years, in partnership with SEBRAE/RS, the Third Sector Development Program. With amethodology of experience-based workshops, the 88-hour/class Program enables leaders and directors ofmember Social Organizations to prepare strategicplanning, fund-raising, project implementation andmanagement, and networked activities with the public andprivate sectors. Special emphasis is placed on the HumanFactor, Communication, and on managing the quality ofservices provided to the internal beneficiaries. Thus, the

As an old saying goes, unionmakes strength. To multiply strengthand increase the impact of individu-al action, we must be coordinatedand structured. It is also one of man’sneeds to satisfy the sense ofbelonging. We form networks toexpress a feeling of cooperation,collaboration, and trust, to exchangeinformation and learning, to transmitand receive knowledge, experiences,and qualification. Human, financial,material, and knowledge-related

Strengthening Social Capital by means of Networksresources are optimized. Thus,networks consolidate as spaces forconstructing social fabrics aimed atthe collective good. SeveralOrganizations – together – have morevisibility, credibility, and claimingpower. Networks are one of the waysto foster a community’s SOCIAL CAPI-TAL. More social networks equalsmore qualification. Networking is apolitical attitude, although it is notcommitment to party-political ideology.It is spaces to surmount social

problems and a contribution from theThird Sector.

One of Parceiros Voluntários’guidelines is to foster Networks. In allits Programs it encourages thisnetwork-based union, as it is a win-win situation for all those involved, butespecially to community needs.Nowadays, there are 15 SocialOrganization networks in our State,and each network forms its sub-networks. It is networks withinnetworks.

One-year anniversary of the ‘We in Action’ Network, celebrated duringExpoBento Cidadã in June 2006.

Based on the example of other Rio Grande doSul cities and regions mobilized by Parceiros Volun-tários, such as Santa Cruz do Sul, Santa Rosa, andGiruá, in Bento Gonçalves a group ofinstitutions from the communityformed the ‘We in Action’Network. Launched by 15entities in June 2005 duringExpoBento Cidadã, today theNetwork has 20 member civilsociety organizations, includingschools, hospi tals, day nurseries,mothers’ clubs, and entities that provide healthand social work services.

The proposal of the ‘We in Action’ Network is toqualify and strengthen the organizations’ work tobetter meet community needs. To this end, theyestablished a joint plan of action and created a logoto identify the group, to be recognized at events, andfacilitate communication activities. They established acalendar for monthly meetings where volunteers sharetheir experiences, trying to identify the distinguishingfactor of their work and the lessons learned along theway. “The meeting is a moment when the institutionslook at one another, share and strengthen bonds”,says Daiane Predebon, coordinator of the Bento Gon-çalves Parceiros Voluntários Unit.

‘We in Action’ Network

The partnership formed with the Bento Gonçal-ves Center for Industry, Commerce, and Services (CIC-BG) allowed the Network to have access to materials,

equipment, and infrastructure needed todevelop its qualification activities, in

addition to offering discounts tomembers on courses andlectures. For 2007, the ‘We inAction’ Network has set asgoals, in addit ion to the

qualification process, fund-raisingaimed at its sustainability. One of the

strategies is to sell used books, which, besidesfilling a gap existing in the city, will allow raisingmoney for the next activities.

Young Volunteer Partners Program

Everyone’s missionThe participation of young people in Parceiros Volun-

tários started in 1999 due to the initiative of four youngprivate school students. This memory touches all teammembers because it was thanks to the action of thoseyoung students and one teacher that in 2006 72,000children and youngsters got involved in the TRIBES project.Back then, student-targeted voluntary work was still called“School Voluntary Work Program”.

together”, in 2003 Parceiros Voluntários – while reviewingits procedures – proposed a new type of work to them. Itwas promptly accepted because the name itself expressedthat desire. Thus, the action called “Tribes on the Tracks ofCitizenship” started as the main action of the YoungVolunteer Partners Program. From the 2003 TRIBESexperience there resulted the publication of the book “Tribeson the Tracks of Citizenship – Stories and Guide to JuvenileVoluntary Work”.

In view of the growing response from the schoolcommunity, one realized the need for a methodology thatcould contribute to the efficiency of the actions throughthe development of a guiding educational proposal towork with youngsters. Such a methodology shouldconsolidate a culture of voluntary and solidary socialparticipation.

In March 2004, Parceiros Voluntários visited the Centerfor University-School Integration (NIUE/UFRGS), from theFederal University of Rio Grande do Sul Sub-Chancellor’sOffice of Extension, with the aim of analyzing the 2003

TRIBES results and, based on that analysis, jointly build amethodology for juvenile mobilization and qualificationof educators for that activity.

The execution of the “Youngsters and Voluntary Soci-al Participation” project, held from March 2004 to June2006, aimed at structuring the Young Volunteer PartnersProgram, whose chief aim is to “encourage youngsters towork in their social context, aiming at their education as amobilizing and interlinking agent in the face of everydaychallenges and at their integration into community basedon solidarity and Individual Social Responsibility”.

Based on that objective, NIUE/UFRGS assumed the responsibilityfor building the Methodology:

– Action Guide, from November2005 to June 2006.

The actions suggested in theAction Guide wil l s tar t to beimplemented as of 2007. The threeareas of work revealed in theresearch – socialization, subjectivity,and knowledge – are closely linkedand present in the dif ferentstrategies shown in the Guide, asthe notion of subject cannot besustained without the notion ofcit izen, with the reflection andproduction of knowledge fromexperiences. In short, youngsters

present a transformation potentialbased on what they experience andlearn, assume condit ions toparticipate in the social life, look atthemselves, at their place in theworld, and at their critical relationabout their actions, strengtheningfuture projects that can ensure abetter world for all.

The GUIDE may be used in for-mal or non-formal educationalsituations and proposes a transver-sal approach to contents ofcitizenship formation, highlightingcompetencies such as experiences,individual social responsibil i ty,leadership, creativity, self-esteem,respect, creation, and juveni leautonomy.

The Research and theEducational Proposal for a solidaryand voluntary social participation ofyoung people have led to anunconditional bet on the importanceof young people and their social

practices at the present time, as theyeffectively contribute to producingthe society we want. For that reason,the Action Guide is also aimed atshowing the recognit ion ofeducators, teachers, and institutionsfor the legitimacy of juvenile culturesand for young people asinterlocutors endowed with theability for action and autonomy;consequently, positively working onsociety – condit ions that areindispensable to education and theconstruction of new bases for socialrelationship founded on solidarity,the values of peace, and dialogue.

In 2006, 241 schools from 61 cities signed upfor the TRIBES ON THE TRACKS OF

CITIZENSHIP project. 72,000 studentsengaged in the actions.

TRIBES ON THE TRACKS OF CITIZENSHIP is an action

of mobilization among young people. When schools,young people, families and the community unite, it is easierto identify the city’s main needs and develop proposals tohelp solve them. Everybody starts feeling part of the actionsand social transformation agents.

What are TRIBES? A lot of people brought togetherwilling to work in favor of their community.

What are TRACKS? The paths the Tribes cover tochange the world. Education for Peace, Culture, and theEnvironment.

Why CITIZENSHIP? Because the ‘TRIBES’ action isfocused on CITIZENSHIP. You must be a true citizen!

Tribes on the Tracks of CitizenshipThe step-by-step process of the TRIBES action:

a) The school signs up

b) Students form the TRIBE and choose its name

c) Students choose the TRACK and plan the action theywill perform on the TRACK

d) Students form the Tribal Forum in their city

e) Students form the Regional Tribal Forum

f) After the Forums are held, the year’s actions areevaluated and a Celebration is made.

Eight Regional Forums composedthe State’s voluntary work agenda ofyoung people in 2006, with fullmobilization of the cities that werehome to them. The Offices ofEducation, Environment, Health,Tourism, Transport, and Safety gotinvolved in the events, in addition tothe Boy Scout Movement, companiesand the community as a whole. It wasreally clear how strong Rio Grande

Regional Tribal Forumsdo Sul young people are and thatYOUNG PEOPLE are the PRESENTand not the future!

The Forums make visible the workcarried out by young people astransformation agents in theircommunities. Through the example,they contribute to expanding theactions and forming regionalnetworks of schools. During thosemeetings, workshops play a funda-

On October 25, in the city ofTriunfo, the participants in the“Slogan Workshop”, which waspromoted by the members of theTribes, set the mood of the meetingby creating the slogan: “Opening thedoor to citizenship and closing thedoor on indifference”. At thepreparation stage, the event involvedall community segments, with thesupport of seven municipal officesand the participation of youngpeople. The Triunfo Forum broughttogether over 1,600 people from 15cities. Education for citizenshipsparked group discussions andprojects made at the workshops.

Forum held at theHortênsias Region

Cartoon workshops and magazine/plasticbottle recycling workshops were the highlightsof this action, which was held on October 31in Gramado. About 700 young people fromthe cities of Gramado, Canela, NovaPetrópolis, Sapiranga, and Taquara attendedthe event. They shared experiences, attendedqualification courses and celebrated theactions developed over the year.

The Caxias do Sul University Theater was themeeting place to 650 young people attending theSerra Regional Forum, representing the host city –Caxias do Sul –, in addition to Bento Gonçalves,Antônio Prado, Farroupilha, São Marcos, andGaribaldi. On November 10, the volunteers of theregional Tribes reported their papers, which weredocumented with images. The Filhos e Filhinhos daTerra Tribe, from the Caxias-based La Salle CarmoSchool, presented the project that became a communityhighlight on environmental preservation, focusing onthe problem of water pollution. The presentation of theplay “Passing through Adolescence”, by the Déjà-vuGroup, completed the program.

Forum held at the Central RegionThe city of Santa Maria welcomed about 400

young members of Tribes, on October 21, at theCamobi Party Center. Coming from the cities ofCachoeira do Sul, Santiago, São Pedro do Sul, andSão Sepé, they showed with pride the volunteer

activities they carried out in 2006. Peace andeverything that young people can do to achieve itwas one of the main focuses of the presentations atthe meeting, which was held in a cheerfulcelebratory environment.

In Lajeado, on October 17, more than 500members of Tribes coming from neighboring cities suchas Teutônia, Encruzilhada do Sul, Santa Cruz do Sul,Herveiras, and Sinimbu were welcomed andaccompanied by volunteers. The experiences on thethree tracks – culture, environment, and education forpeace – were shared and enriched by concepts andexamples of solidarity, entrepreneurship, citizenship,and mobilization. In addition to the playing andgroup dynamics, the members of the Tribes saw aperformance by the CB4 Band, from the city of Estrela.

Forum held at theSouth Region

With much joy and art, 250 youngsters fromPelotas, Rio Grande, Aceguá, Bagé, and DomPedrito expressed their ideas and reported voluntarywork projects at the Regional Forum held in thePelotas Event Center on October 19. Teachers andcoordinators also shared experiences during anagenda that included presentations of school bandsand varied group dynamics. With their faces painted,members of Tribes from Rio Grande do Sul expressedthe feelings and emotions of those who know they canmake a difference in building the future.

Forum held at the Frontier RegionAbout 120 youngsters belonging to Tribes from

the cities of Uruguaiana and Itaqui met at SantanaSchool, in Uruguaiana, on December 9 to attend theForum at the Frontier Region. In the month whenInternational Volunteer Day is celebrated, they talkedabout the importance of organized voluntary work asa factor for transforming reality. The event wasmarked by motivational activities, cooperative games,and a shared collective snack.

Eleven cities were represented by over 500youngsters at the Giruá Regional Tribal Forum, whichwas held on October 25 at the Elias DaffiGymnasium. Presentations of local bands, hip-hopand capoeira workshops mobilized the youngsters at

Ever since 2002, once every two years, in even years,Parceiros Voluntários has been promoting the ‘Stop and Think’International Seminar in partnership with the U.S. ConsulateGeneral in São Paulo. As the name itself suggests, the eventis an invitation to reflect – with multidisciplinary andmulticultural approaches – on the directions of humandevelopment nowadays. In 2006, the third edition of theSeminar, which was held on May 29 at the Federal Universityof Rio Grande do Sul (UFRGS) Ceremony Hall, in Porto Ale-gre, brought together 1,500 people among universitystudents, business people, and the community as whole. Withthe theme “Man’s future is more and more human”, the 3rd‘Stop and Think’ International Seminar followed through withprevious years’ debates on the commitment to the humandimension of life, the promotion of social development, andplanetary sustainability. The following experts were invitedto present their theses and proposals: Ronald E. Fry, U.S.researcher and creator of positive psychology in search ofsocial and community development; Humberto Maturana,Chilean scientist and author of the philosophical conceptabout the biological matrix of human existence; XimenaDávila Yañez, Chilean professor who is a specialist in Humanand Family Relations; and professor Terezinha Rios, Ph.D. inEducation and Master from the Pontifical Catholic Universityof São Paulo. Dávila Yañes, from the Chile-based Instituto Matríztico (MatrixInstitute), addressed the theme “Art and science of constitutiveontological thinking”, presenting the central concepts aboutthe biological matrix of human existence, biology ofknowledge, and biology of love.

They left the following ideas for us to reflect on: a)Our true theme is what we want to preserve in the futureof our human life. What we preserve defines what wecan change; b) Every cultural transformation occurs as achange to the configuration of emotion, which defines whatone preserves and, therefore, what can change. Meetings of Voluntary Work Leaders

The Parceiros Voluntários NGObelieves that networks are strengthenedwhen there is:

a) Cooperation – ability to buildcommon projects by acceptingthe others and usinginterdependence dynamics

b) Connection – share valuesand objectives in a horizontaland interdependent link

c) Democracy – accept thelegitimacy of others, valuingtheir opinion and thesystematic exercise ofconversation.

Mobilizing society is the mainresponsibility of Parceiros Voluntári-os, which disseminates networkedvoluntary work actions and interlinkswith other organizations in search ofpartnerships, aiming at joining for-ces to solve the social needsidentified by the communities. Sucha strategy is based on one of theOrganization’s beliefs: “Practicingthe principle of subsidiarity isindispensable to communities’autonomy and development”. Thus,Parceiros Voluntários divides the RioGrande do Sul State into elevenregions where regional meetings thatgive sustainabili ty to social

mobilization are held. The Units ofthe Parceiros Voluntários Network arebased at the headquarters ofBusiness, Industrial, Rural, andService Associations, and at otherrepresentative entities, in addition touniversities and schools, which showsits responsibili ty for supportingvoluntary work, engaging anddeveloping social leaders.

In 2006, in addition to the StateMeeting, two Regional Meetings ofVoluntary Work Leaders were held:the event of the Northwest andProduction Region, in Santa Rosa,on October 5; and the Vale dos Si-

nos Area and Metropolitan Regionevent , in São Leopoldo, onDecember 6. To make the dreamof a Volunteer Rio Grande do Sulcome true, the Regional Meetingsof Voluntar y Work Leaders areessential, because they aim ats t rengthening the Network’srelationship with its leaders. Website: a source of information and referenceWith the growth of the Parceiros Voluntários Network in

Rio Grande do Sul, the website www.parceirosvoluntarios.org.brhas gained even more importance as an integration andinterconnectivity tool. Totally reformulated in 2006, now it hasthe features of a portal, with an improved browsing systemand a more attractive and user-friendlier graphic interface,maintaining the visual identity associated with the actions oforganized voluntary work in Rio Grande do Sul.

All alterations were made with the aim of making moreaccessible the information about Parceiros Voluntários activitiesand programs and especially about the values and knowledgethat guide its work.

An A-to-Z glossary containing the main terms related toThird Sector concepts and practices may be consulted on aword-by-word basis. The content of the three editions of the‘Stop and Think’ International Seminar, with presentations bynational and international experts about themes related tohuman development, is available for reading, as well as FAQabout voluntary work, news, reference articles, and issues ofthe monthly newsletter.

In addition to the calendar of meetings that bring togethervolunteers in every region and at state level, now partners alsohave a virtual meeting place. A common agenda that isupdated online provides links to the schedule of every citytaking part in the Parceiros Voluntários Network.

Voluntary Work Agenda

Two dates mark important mobilization momentsfor voluntary work: May 21, established in 2001 bystate decree in Rio Grande do Sul as Solidarity Day,and December 5, which is International Volunteer Day,established by the UNO in 1985. On these dates, aswell as on Country Week celebrations, on the traditionalSeptember 7 military parade, volunteers try to draweverybody’s attention to the cause, helping to call uponwill by means of the example. It is precious opportunitiesto renew beliefs and values.

Porto AlegreParceiros Voluntários engaged in the Walk for

Peace, which was promoted in partnership withUNESCO, the Rio Grande do Sul State Government,the Porto Alegre City Hall, and ABIC (BrazilianAssociation for Cultural Exchange).

The Horizontes Tribe celebrated InternationalVolunteer Day with an action at the Esperança Clinic,at Morro Santana, which cares for children affectedwith AIDS. The action gave continuity to the work carriedout over the year, with recreational activities betweenyoungsters from the Tribes and the children.

Caxias do SulThe Parceiros Voluntários Unit organized a lunch

meeting for business people from the region and thecommunity as a whole at the headquarters of the Industryand Commerce Chamber. During the meeting, SpaniardRafael Moreno Pietro, winner of the 2000 Best SocialAction Award, which was granted by the Brazil-basedSpain’s Commerce Chamber, reported his experience inRio de Janeiro and São Paulo slums. During the lecture“Business people as agents to transform the socialcontext”, he transmitted concepts and information aboutthe exercise of social responsibility.

To strengthen bonds, the Caxias do Sul Unit alsopromoted a lecture by volunteer Daltro Monteiro, a la-bor health, human relations, motivation and leadershipconsultant, on the theme “Voluntary Work: Social and/or Personal Transformation?”

AlegreteThe Alegrete Radio Station broadcasted interviews

given by representatives of Civil Society Organizationsand by volunteers so that they could release thedeveloped work.

Santa RosaVolunteers took to the streets to hand out flyers and

share their experiences with the community. Volunteersthemselves had the idea. They believe that people mustparticipate in a more active way in the life of socialorganizations, renewing hopes to face everyday efforts.

This year, the Parceiros Voluntários Networkspearheaded efforts in all regions of the State,involving companies, agencies, and the organizedcivil society, with the decisive support of the media.Next, we present some examples of act ionsdeveloped to celebrate International Volunteer Day.The actions took place from November 27 toDecember 13 in several cities.

Sapucaia do Sul and CanoasThe Parceiros Voluntários Unit brought together

about 200 volunteers at the Sapucaia do Sul ZoologicalPark in order to recognize and value the work performedby hundreds of solidary people in both communities. Deliberative Council

Composition of the Deliberative Council

Deliberative CouncilThe Deliberative Council convened on

March 13 and October 9, 2006 in Porto Ale-gre. The Activities Report, the previous fiscalyear’s Financial Statements, and the 2006Planning were presented at the Marchmeeting. On the occasion, members voted onthe composition of the Deliberative Counciland the Executive Board for the next twoyears. In October, Councilors evaluated theresults of the planned actions based on theBalanced Scorecard (BSC) indicators.

The Parceiros Voluntários NGO is thankfulfor its Councilors’ transfer of knowledge andexperience and for the trust in uniting theircompany brands with the movement in orderto strengthen the culture of organizedvoluntary work, which will bring much benefitand personal development to the people ofRio Grande do Sul.
