where it is needed. Our streets and sidewalks are in disre-

our communities and give our children a safe place to

grow-up. We need to find more areas to build parks and

playgrounds for our community to enjoy. We need to repair

our streets and make it safe for our neighbors to walk. Wealso need to find ways to bring culture into our neighbor-

hoods. We need to encourage theater, art exhibits and mu-

sic festivals in our communities.

I owe no one any favors, nor am I influenced by

Kevin HancockKevin Hancock, a successful businessman has

invested time and money to improve neighbor-

hoods. He has revitalized residential properties all

over District 8, making a significant impact on the

quality of life in neighborhoods. Currently, he

lives with his wife Brenda Licn, a Tijuana pedi-

atric dentist in an apartment complex that he has

transformed from a crack house to a safe family

atmosphere.

of the opportunities and events related to arts and City services.

2. I plan to hold Town Hall Meetings weekly; one in the North part of the

district and one in the South part of the district to help issues such as

3. This is one of my main concerns. Our street cleaners are doing 30 miles

1. For at least 7 years I have supported the

Arts and art programs in our neighbor-

hoods. I have managed local musical acts

and groups; I have supported the work of

the muralists in Chicano Park; I am cur-

rently supporting and working towards a Grant Hill Festival with the Ce-

sar Chavez Boulevard Coalition; and I have worked closely with muralist/

artist Jean Cornwell who runs a youth art program out of Sherman

Heights Community Center.

2. I support the proposed Downtown Ballpark area to be designated as a

Park and Recreation facility. I have noticed that on Island Avenue be-

tween 30th and 32nd, the Island Avenue Mini Park has been neglected. I

would like to see the swings replaced and the empty lot next to it, devel-

oped into a "Mini" Skate Park for the neighborhood children. As a

Golden Hill resident, I enjoy the canyons and undeveloped areas, espe-

cially for my daughter and her friends.

3. I would like to see additional Saturday morning clean-up programs as the

one in South Park. I appreciate the efforts of the children, women and

men who pick up trash and leave "polite" notes on businesses about the

program. I support the Environmental Health Coalition's efforts to elimi-

nate lead-based paints for older homes, and their request for City assis-

tance for the removal. The City should be able to assist private property

owners (in financial crunches) with maintenance of their homes and our

streets. It is difficult to maintain a household, especially with skyrocket-ing rent and utility costs. Criticizing community members because they

may not be able to maintain their home creates divisions between

neighbors.

1. The campaign for Justice and True Democracy is a firm believer that our

residents deserve centers where our community can go and freely express

their artistic and cultural aspirations. We feel that these centers must be

independent of any control by city, state or federal agencies, and must be

run by residents of our community to improve the quality of life. If

elected to the City Council Christian Ramrez has made a pledge to turn

over 50% of his salary to community organizations in order to build these

community centers.

2. The campaign for Justice and True Democracy has always believed that

in order to beautify our communities we must build and expand parks and

recreation areas for our youth. If elected to the City Council Christian

Ramrez has made a commitment to Expand Chicano Park All the Way to

the Bay. For over 30 years our community has fought to see a beautified

Barrio Logan, we plan to make this vision come true for our residents.

3. The Campaign for Justice and True Democracy believes that our resi-

dents should feel a sense of pride and dignity for the community in which

they live. If elected into the City Council Christian Ramrez will fight for

more street lights, fill potholes and fight for more frequent street sweeping

of our curbs. In addition we feel resident should have the ability to make

making home buying more affordable in our district, there should be loans

at low interest to homeowners who wish to improve their properties. As

part of our campaign platform we will fight for rent control (price caps)

for those resident that dont own a home while providing subsidized

building/maintenance material to property owners.

ALL ABOARD FOR SOUTH PARKBy Bonnie Poppe

Those words were the headline for an advertisement ap-pearing on June 17, 1906, in the San Diego Union for the hottestnew subdivision in San Diego, just east of the established neighbor-hood of Golden Hill. South Park was being promoted as a highclass dignified proposition by its developer, The Bartlett EstateCompany.

In 1901, as in 2001, the City of San Diego was spreading

beyond its boundaries. Land surrounding New Town and OldTown was plentiful, but housing and transportation were lacking.Golden Hill from 25th Street to downtown had boomed during the1880s and 1890s, and to expand east was an obvious solution.However, there was no public transportation beyond 25th Street.

Enter E. Bartlett Webster and his company, the BartlettEstate Company. Webster was a developer with progressive ideas.His innovations included graded streets, street trees, street signs,twenty foot sidewalks, eight inch sewers, water, gas and electricity,telephone service, and granite entrance columns. This was a truesubdivision in the present sense of the word, with infrastructureprovided for the entire area, not just a lot by lot basis.

To address transportation needs, and make South Parkmore marketable, Webster obtained a franchise to operate a street-car line through South Park to connect to downtown lines. It be-came the South Park and East Side Railway, incorporated October 7, 1905.It connected with the D Street (now Broadway) route at 25th Street, wentnorth on 25th, turned east on B, north on 28 th, east on Beech, and finally northon 30th to Ivy where it turned around on the triangular corner lot that can stillbe seen. One of the rows of three warehouses on the east side of 30th betweenIvy and Juniper was part of the trolley operation (one of the others was a firestation). An early history of San Diego states that the lines powerhouse wasat its terminus, i.e., 30th & Ivy. Perhaps one of these warehouses was thepowerhouse. As development occurred in Burlingame and North Park, theline expanded to those areas and became known as the No. 2 line. The cur-rent No. 2 bus follows much of the same route.

With street improvements and the trolley line established, Websterbegan his advertising blitz for South Park, The Subdivision that ShowsYou (San Diego Union, Sunday, July 29, 1906). Central to this campaignwere the presence of the streetcar line and infrastructure. During 1906, 1907,and 1908, many advertisements appeared in the San Diego Union, San DiegoSun, Comments magazine, and other publications, for lots in South Park.The prices were $1,000 and $1,500 at a time when lots in other subdivisionswere advertised under $500. South Park was marketed as a safe investment,with no saloons, stores, apartment houses or flats permitted and no houseshall be erected ... to cost less than $3500. The school siting issue is still unresolved. The Planning Committeesubmitted a number of questions regarding the environmental impact report tothe school district. The final report has not been released. It was the opinionof the committee that both locations for the elementary school site had somesignificant problems. We expect to be going back to the school for furtherdialog.

You may not be aware of the Citys efforts to develop a StrategicFramework for how our communities can be livable and still support the an-ticipated growth that San Diego is expecting. The Asian American Repertory Theatre (AART), newly re-located to3010 Juniper Street, is San Diegos only contemporary Asian Americantheater company. AART was formed in 1995 by a group of local Asian Pa-cific American artists. Pooling talents in perform-

On January 13th, twelve studentsfrom the Youth Center were able to

go to the San Diego Dr. Martin

Luther King, Jr., Parade. Not only

did we get to go, but we got to march

in the parade! It was fun, and there

were lots of people watching. We

especially enjoyed holding signs with

famous quotes from Dr. King. The

best part of it all was how different

races were coming together to honorthis man who once had a dream

that became reality. The parade

of my race or being with people that

are not the same color as me. So we
