1 Aim

1. The aim of the 1st Korça Souvenir Design Contest (the Contest) is to increase commercial appeal and marketability of Korça-inspired souvenirs, by linking modern design and commercial trends to traditions, natural, historical and cultural heritage from Korça region. By establishing such linkages, the Context is expected to enable souvenirs from, and/or inspired on, the Korça region to be come more attractive for visitors and thus contribute to increase visitors’ satisfaction and further amplify wide awareness about Korça region and its richnesses.

2 Contest overview

1. The 1st Korça Souvenir Design Contest is promoted by the Municipality of Korça, through its Local Economic Development Department (LED) and the Korça Destination Management Office (DMO). It counts with the support of GIZ’s Programme for Economic Development and Employment Promotion (EDEP), being passible of benefitting also from sponsorship from Organisations, which identification will be released as and when appropriate.

2. The Contest will take place between November 2012 and June 2013, through a 4-phase process:

Phase 1: Promotion

Phase 2: Application and selection of participants (contestants)

Phase 3: Presentation and selection of Souvenir Design Sketches;

Phase 4: Submission of Full Design Concepts and attribution of awards. 3. Selection of participants from Phase 2 will be made on the basis of simple personal and

professional information. 4. Selection of Souvenir Design Sketches from Phase 3 will be effected through the rating, by

the Jury appointed to this Contest (the Jury), of those sketches referring to physical (material) objects, presented by participants admitted to the contest, and will result in a short list of participants, who will be invited to participate in the Contest’s final phase.

5. Full Design Concepts will be submitted by those participants in the short list resulting from previous Phase and will enable a complete, detailed and thorough understanding of the proposed design for a Korça-inspired souvenir. Such Full Design Concepts will be evaluated and rated by the Jury and lead to the attribution of Awards as defined in this Regulation.

6. Selection of participants in Phase 2 and evaluations and ratings in Phases 3 and 4 will be effected through the transparent application of selection and evaluation criteria as established in this Regulation.

7. The Prize Award Ceremony, where the winners of the Contest will be announced and respective Prizes will be delivered, will take place on June 7th at the Galery ”Guri Madhi”, Cultural Center “Vangjush Miho”.

The Contest Jury

3.1 The Contest Board

1. The Contest Board is composed of 4 persons:

One representative from Korça Municipality’s LED;

One Representative from Korça’s DMO;

One Representative from AIDA – Albanian Investment Development Agency

One Representative from GIZ/EDEP Programme. 2. The Contest Board manages the Contest, ensures its timely implementation and completion

as per this Regulation and decides on all necessary matters and/or disputes to this end. 3. The meetings of the Contest Board are convened by any of its Members through e-mail

message distributed to all other Members, with a minimum anticipation of: a. 3 working days for regular meetings; b. 24 hours for urgent meetings.

4. The minimum quorum for the Board to take valid decisions is 3 Members. 5. No appeal is allowed in relation to any decision or action taken by the Contest Board.

3.2 The Contest Secretariat

1. The Contest Secretariat is composed of staff belonging to Korça Municipality and/or Korça’s Destination Management Office (DMO), in quantity and quality as appropriate for ensuring its functions.

2. The Contest Secretariat performs all administrative and operational tasks allowing for, and enabling, timely implementation and completion of the Contest as per this Regulation.

3. The Contest Secretariat also verifies applicants’ admissibility for participating in the Contest. 4. Appeals in relation to any decision or action taken by the Contest Secretariat must be

submitted to the Contest Board within 3 working days counted from the date of the act being contested.

3.3 The Contest Jury

1. The Contest Jury will be presided by the Mayor of Korça Municipality and will be composed of 4 additional individuals, each one possessing recognised knowledge and experience in at least one of the following fields:

Korça’s social and economic development history and/or trends;

Korça’s natural resources and/or historical and/or cultural heritage;

Design applied to material (physical) objects;

Exports promotion and/or handicraft/souvenir international trade. 2. The Contest Jury will:

Rate the Souvenir Design Sketches submitted within the Contest’s Phase 3, according to a previously provided rating grid;

Evaluate the Full Design Concepts submitted within the Contest’s Phase 3, according to a previously provided evaluation grid.

3. The Contest Jury will resort to the Contest Board for guidance and, if and when necessary, decision on any issue which may be understood by any of its members as not being clear and/or requiring more detailed definition. Such guidance and/or decision making by the

Contest Board may only concern issues related to processes and/or application of this Regulation in an independent manner and may never influence opinions and/or evaluations made by the Jury or any of its members.

4 Participation

1. The 1st Korça Souvenir Design Contest is open to all Albanian citizens, with at least 18 years of age, who demonstrate being either students from a Superior (university or polytechnic) Course, Post-Graduation, Master Program or PhD, and/or professionals, in any relevant domain to creative industries.

2. The concept of “creative industries” adopted for this Contest is that of the UK Government Department for Culture, Media and Sport (DCMS)1, which states “those industries which have their origin in individual creativity, skill and talent and which have a potential for wealth and job creation through the generation and exploitation of intellectual property.”2

3. In order to apply, candidates wishing to participate will need to fill a registration form and provide a Curriculum Vitae through which respective eligibility may be verified. The confirmation of applicants’ claims will be effected through simple document verification, to be made by the Contest’s Secretariat. The Secretariat may request documentary proof of any claim made by a candidate in case documents submitted do not provide sufficient information.

4. The Contest Secretariat will submit to the Contest Board all doubtful cases for decision on admission or refusal.

5. No appeal is accepted regarding Secretariat’s and/or Board’s admission and refusal decisions.

5 The Contest Phases and respective processes

5.1 Phase 1 - Promotion

1. Phase 1 of the Contest will consist of all activities prior to receiving applications. The core of such activities will consist of as much widespread as possible promotion and dissemination of the Contest and, as appropriate, its Regulation. Whilst both Contest Promoters will participate, DMO Korça will be the main executor of promotion and dissemination activities.

2. Phase 1 of the Contest will last between 1 and 31 December, 2012.

5.2 Phase 2 - Application and selection of participants

1. Phase 2 of the Contest will initially consist of a period during which natural persons may apply to become contestants, according to the admissibility criteria as established in Art. 4. Such period will last between 1 and 31 January, 2013. Application to the Contest will be made:

Either on-line at any of the following websites: o http://www.bashkiakorce.gov.al o http://www.visit-korca.com o http://www.aida.gov.al

Or at the premises of any of the Contest Promoters (Korça Municipality LED or DMO Korça).

Application will consist of submission of:

A filled registration form, as provided by the Contest Secretariat, available at all indicated points or means where applications may be delivered; and

A Curriculum Vitae (CV) through which the applicant’s eligibility claim may be verified. 2. A subsequent period during which the Contest Secretariat will verifiy applicants’

admissibility for participating in the Contest. During this period, the Secretariat will verify the admissibility of each applicant through documentary verification of his/her eligibility claims. The Secretariat may during this period request documentary proof of any claim made by a candidate in case documents submitted do not provide sufficient information. The Secretariat will submit to the Contest Board a list of all the received applications to the Contest and respective admissibility. Any doubtful case will be left for the Board to decide. The period for decision on applicants’ admissibility will last between 1 and 14 February, 2013.

3. Upon validation or decision (as applicable) on admissibility of applications by the Contest Board, the Secretariat will communicate, by electronic mail (e-mail), the results of Phase 2 to all applicants. A period of 3 working days counted from date of the Secretariat’s communication is allowed for any applicant to appeal to the Contest Board from the admissibility decision. All appeals will be irrevocably decided upon, and the decisions communicated to the respective applicants, within 1 week counted from date of the Secretariat’s communication.

4. In coherence with the above, Phase 2 of the Contest will start on January 1 and be fully completed by 14 February 2013.

5.3 Phase 3 - Presentation and selection of Souvenir Design Sketches

1. Phase 3 of the Contest will initially consist of a period during which the admitted contestants will be invited to submit their Souvenir Design Sketches. Only Sketches representing, and referring to, physical (material) objects will be accepted for evaluation. In particular, no edible- or drinkable-related Souvenir Sketches will be accepted. Such sketches will necessarily consist of:

a. One A4 page with a graphic presentation (drawing) of the contestant’s proposed design for a Korça-inspired souvenir;

b. One A4 page with a brief written description of the proposed design, namely in terms of its Korça-related inspiration, the proposed application of design to such

inspiration, the proposed material(s) and expected production process(es) for the proposed object, an estimation of the cost of producing the proposed souvenir, and any other information and/or elements that the applicant considers relevant for the appreciation and rating of his/her design proposal.

Submission of Souvenir Design Sketches will only be accepted as 2-A4-page Portable Document Format (PDF)3 documents, with no indication of the respective applicant (the Author of the Sketch), delivered by electronic messaging (e-mail) to the address [email protected]. All submissions not complying with these conditions will be liminarly refused by the Contest Secretariat. Submission of Souvenir Design Sketches will be open between 15 February and 15 March 2013.

2. During this initial period of Phase 3, the Contest Secretariat may, upon decision of the Contest Board, provide relevant information and/or organise site visits, trainings or any other initiatives aiming at enabling contestants to be better informed about Korça, its handicrafts, traditions, materials, history and natural and cultural heritage, as well as about how to link tradition with modern design and market trends or any other subject found of potential interest to contestants. Participation in such initiatives, if and when organised, will be will be independently provided and totally facultative and have no influence in rating of Sketches. In order to level participants’ opportunities, and within budgetary and operational constraints, the Contest Secretariat may facilitate to participants from outside the Korça County attendance to such initiatives, if and when organised, through e.g. provision of limited financial incentive and/or reimbursement for overnight stays in Korça County.

3. Following closure of the period for submission of Souvenir Design Sketches, the Contest Secretariat will:

a. Verify if the sketch corresponds to, and represents, a physical (material) object, those not complying with such condition being placed in a separate list for refusal of admittance, to be validated by the Contest Board;

b. Submit the list of proposed refusals of admittance to the Contest Board, which will validate or amend such list (in which case the Sketches considered by the Contest Board as corresponding to, and representing, physical (material) object(s) will be returned to the Secretariat for numbering and further procedure as described below) within a delay not superior to 3 working days;

c. Number all received Sketches corresponding to, and representing, physical (material) object(s) and create a table where each numberered Sketch will have its correspondence to the respective applicant (the Author of the Sketch). This table will be kept by the Secretariat in confidentiality and will not be disclosed to any person, within or outside the Contest Promoting Entities, other than the Contest Board in case of specific request to do so.

4. Upon numbering of all admitted Souvenir Design Sketches, the Contest Secretariat will send, by electronic messaging, to each of the 4 members of the Contest Jury, other than the President of the Jury, a full set of all numbered Sketches, in order to enable each of the Jury members to individual and independently rate each and every of the Sketches submitted.

Rating of the submitted Sketches will be made anonymously, by application of the Contest’s Evaluation Criteria as set in Art. 8.2, which will be achieved through filling the Rating Form 1 (RF1) as reproduced in Annex 1 for each individual Sketch. By 22 March 2013 at the latest, the Jury members will send to the Contest Secretariat, by electronic messaging, as many filled RF1 documents as the numbered Sketches received for rating.

5. Having received from each Jury Member all filled RF1 forms, the Contest Secretariat will elaborate a table with the accumulated rating of each and every Sketch, indicating a short list containing the Sketches having obtained the 15 highest ratings. In case of existence of more that one Sketch in the 15th position, all those Sketches in such position will be included in the short list. Both the overall table and the short list will be delivered to the Contest Board for validation.

6. By 1 April 2013 at the latest, upon validation by the Contest Board of the overall table and the short list provided, and resorting to the table with correspondence between numbered Sketches and respective applicants, the Contest Secretariat will publicise the list of the shortlisted contestants, and invite them individually, by electronioc messaging, to participate in the final Phase of the Contest.

5.4 Phase 4 - Submission of Full Design Concepts and attribution of awards

1. Phase 4 of the Contest will initially consist of a period during which the short-listed contestants, as invited by the Contest Secretariat, will submit their Full Design Concepts. Such Full Concepts will necessarily:

a. Respect and further detail the Sketch which enabled the participant to be invited to the last Phase of the Contest;

b. Fully describe the proposed souvenir material object in the maximum possible detail;

c. Include one or more drawings and as much written information as found appropriate by the applicant to enable a complete understanding of the proposed object, its nature, its inspiration, its application, its usability and any other aspect found relevant by the applicant;

d. Include a detailed description of the materials to be used in manufacturing the proposed object, as well as tables detailing estimated quantities of each material necessary for its manufacture and respective estimated cost at current market prices.

e. Include a summary (up to ½ A4-page) descriptions of the Concept for promotional and/or exhibition purposes.

There is no limit for the number and size of the documents integrating each submitted Full Design Concept. Full Design Concepts may be submitted by either electronic means (in PDF documents) or in physical hard (paper) form. Submission will be made to the electronic or physical addresses indicated in the invitation made by the Contest Secretariat to the short-listed applicants. The contestants are free to append to their Full Design Concepts physical prototypes (maximum one per contestant) of the proposed design object. Such appendices may help in the evaluation of the contestants’ propositions, however their absence shall not constitute motive for any lesser rating of proposed Concepts within the evaluation process.

The period during which submission of Full Design Concepts may be effected by the short-listed participants will open on 8th April 2013 and end on 20th May 2013. Once submitted, a Full Design Concept may not be replaced, amended, complemented or in any way changed in its form and content in relation to those at the moment of initial and unique submission.

2. During this initial period of Phase 4, the Contest Secretariat may, upon decision of the Contest Board, provide:

relevant information and/or organise site visits, trainings or any other initiatives aiming at enabling invited contestants to be better informed about Korça, its handicrafts, traditions, materials, history and natural and cultural heritage, as well as about how to link tradition with modern design and market trends or any other subject found of potential interest to contestants. Participation in such initiatives, if and when organised, will be independently provided and totally facultative and have no influence in the evaluation of the Full Design Concepts. In order to level participants’ opportunities, and within budgetary and operational constraints, the Contest Secretariat may facilitate to participants from outside the Korça County attendance to such initiatives, if and when organised, through e.g. provision of limited financial incentive and/or reimbursement for overnight stays in Korça County.

A voucher to participants from outside the Korça County, to be used autonomously by such contestants in independent visits to Korça region.

A physical location (workshop) where applicants wishing to do so may work and/or exchange with other persons (e.g. Korça Artisans or Specialists in Korça Heritage), enabling a more intense contact with Korça reality and way of living, as well as allowing for testing the Concepts being developed, including in terms of the feasibility of their manufacturing and/or the use of Korça traditional manufacturing processes, materials and techniques. Use of the workshop, if and when provided, will not influence the evaluation of the submitted Full Concepts and will be made at full responsibility of applicants, the Contest Organisers not assuming any responsibility regarding such use, namely in terms of guaranteeing physical or intellectual property preservation, prevention or assurance against accidents, or any other whatsoever.

3. Between 1 and 6 June 2013 the Contest Jury will analyse and evaluate all submitted Full Design Concepts, using for such evaluation the Contest’s Evaluation Criteria as set in Art. 8.2, which will be achieved through filling one Rating Form 2 (RF2) as reproduced in Annex 2 per each individual Concept. To this end, the Jury will have as many meetings as necessary. The decisions of the Jury will be taken by simple majority, with its President having a quality vote for overcoming any case of even voting results. The President of the Jury will call for, and chair, the Jury meetings. Based on the ratings obtained, the Jury will nominate up to 3 Contest Winners: One 1st, one 2nd and one 3rd Awards. The 3 Awards may not be attributed to Concepts rating below 70% of the maximum possible rating. The Jury will additionally attribute up to 3 Honorable Mentions for the Contest, with respective justification. The Jury may decide to not attribute any or all the Contest Awards and/or Honorable Mentions, on the basis of poor rating of the submitted Full Design Concepts.

7. By 6 June 2013 the latest, the President of the Jury will deliver to the Contest Board the results of its evaluation and Award and/or Honorable Mentions attributions.

8. The Prize Award Ceremony, where the winners of the Contest will be announced and respective Prizes and/or Honourable Mentions will be delivered, will take place on June 7th at the Galery ”Guri Madhi”, Cultural Center “Vangjush Miho”..

6 Prizes and Awards

1. As established in Art. 5.4, the Contest Jury will attribute to the submitted Full Design Concepts, up to:

One 1st, one 2nd and one 3rd Contest Awards;

3 Contest Honourable Mentions, of which: o One Honourable Mention will be devoted to female contestants; o One Honourable Mention will be devoted to young (up to 30 years old)

contestants; o One Honourable Mention will be thematically devoted according to the free

decision of the Jury. 2. The Prizes corresponding to the Awards will be constituted of:

a. 1st Prize (Contest overall Winner): i. A Diploma confirming the Award attribution;

ii. A monetary Prize of ALL 350,000 (sponsorship to be announced if and when appropriate);

iii. A Voucher for up to 2 weeks of individualised expertise support, to be provided by Albanian Expert(s), in field(s) related to commercial valorisation of the awarded Souvenir Design Concept, supported by the GIZ-EDEP Programme.

b. 2nd Prize: i. A Diploma confirming the Award attribution;

ii. A monetary Prize of ALL 200,000 (sponsorship to be announced if and when appropriate);

iii. A Voucher for up to 2 weeks of individualised expertise support, to be provided by Albanian Expert(s), in field(s) related to commercial valorisation of the awarded Souvenir Design Concept, supported by the GIZ-EDEP Programme.

c. 3rd Prize: i. A Diploma confirming the Award attribution;

ii. A monetary Prize of ALL 125,000 (sponsorship to be announced if and when appropriate);

iii. A Voucher for up to 2 weeks of individualised expertise support, to be provided by Albanian Expert(s), in field(s) related to commercial valorisation of the awarded Souvenir Design Concept, supported by the GIZ-EDEP Programme.

d. All three Prizes: i. Joint and/or individualised provision of up to 2 weeks of training and/or

expertise support, to be provided by an International Expert, in field(s) related to commercial valorisation of the awarded Souvenir Design Concepts, supported by the GIZ-EDEP Programme.

3. The Authors of the Concepts having deserved Honourable Mentions by the Jury will: a. Receive their respective Diplomas; b. Perceive a Monetary Distinction of ALL 25,000 (sponsorship to be announced if and

expertise support actions as indicated in point 6.2.d.i.

Being Albanian citizens, with at least 18 years of age.

2. Evaluation of Sketches and Full Design Concepts will be made by application of the following criteria:

a. Inspiration on Korça heritage (e.g. history, music, gastronomy, natural resources, human creations, traditional product, traditional process)

b. Newness (Originality; innovation; creativity) c. Usability d. Transportability (size, weight) e. Estimated cost (materials used in production of the souvenir) – only applicable to

Full Design Concepts f. Respect of corresponding Sketch – only applicable to Full Design Concepts.

3. The application of the above criteria will be made according to indications on Articles 5.3 and 5.4 and Annexes 1 and 2.

4. The following minimum thresholds are defined for criteria a., b.and f. in Phase 4 of the Contest:

All Full Design Concepts not reaching, in each of the criteria, the Rating value 3 will be eliminated from competition.

5. The following minimum threshold is defined for criterion c. in Phase 4 of the Contest:

All Full Design Concepts not reaching the Rating value 2 will be eliminated from competition.

6. The following maximum thresholds are established for criteria d. and e. in Phase 4 of the Contest:

Criterion d.: All Full Design Concepts which proposed souvenir will overpass a volume of 10 litres and/or an estimated weight of 5 Kg will be eliminated from competition.

Criterion e.: All Full Design Concepts with an estimated accumulated cost for the constituting materials of the proposed souvenir overpassing 50 Euro will be eliminated from competition.

9 Limitation of liability

1. By participating, each participant (also named as Applicant or Contestant) agrees that the Contest Organisers, the Sponsors, the Supporting Organisation(s) and each of their respective agents, representatives, parent companies/organisations, affiliates, subsidiaries and legal advisors, and each of their respective employees, shareholders, officers, and directors ("Released Parties") are not responsible or liable for, and shall be released and held harmless from: (i) late, lost, delayed, damaged, incomplete, illegible, unintelligible, misdirected or otherwise undeliverable mail, postage-due notices, release forms, affidavits or other correspondence; (ii) telephone, electronic, hardware or software program, network, Internet or computer malfunctions, failures, or difficulties of any kind; (iii) any condition caused by events beyond the control of said Released Parties that may cause the Contest to be disrupted or corrupted; (iv) any printing, human, typographical or other errors or ambiguities in (or involving) any materials associated with the Contest; (v) any and all losses, damages, rights, claims and action of any kind in connection with or resulting from participation in the Contest; (vi) acceptance, possession, or use of any prize, including without limitation, personal injury, death and property damage arising there from; and (vii) claims based on publicity rights, defamation or invasion of privacy. The Released Parties reserve the right, in their sole discretion, to suspend or cancel the Contest at any time for any reason, including, without limitation, if a computer virus, bug or other technical

problem corrupts the administration, security, or proper conduct of the Contest, and/or if strikes, lock-outs, acts of God, technical difficulties, and other events not within the reasonable control of Sponsor may harm, and/or disrupt Contest and/or avise its cancellation at the eys of any of the Released Parties..

2. By participating in this contest, participants agree that the Released Parties will have no liability whatsoever for, and shall be held harmless by participants against, any liability for any injuries, losses, or damages of any kind to persons, including personal injury or death, or property resulting in whole or in part, directly or indirectly, from acceptance, possession, misuse, or use of the prize, entry or participation in this contest or in any contest-related activity, or any claims based on publicity rights, defamation, or invasion of privacy, or merchandise delivery. The Released Parties are not responsible if any prize cannot be awarded due to travel cancellations, delays, or interruptions due to acts of god, acts of war, natural disasters, weather, or terrorism.

3. Without limiting the foregoing, everything regarding this promotion, including the contest homepage and all prizes, are provided "as is" without warranty of any kind, either express or implied, including but not limited to, the implied warranties of merchantability, fitness for a particular purpose, or non-infringement.

10 Agreement

1. By participating in this contest, participants expressly confirm their full knowledge of, and agreement to, this Regulation and all its contents and Annexes, as well as all notifications and/or communications made by any of the Contest Bodies through any of the means of communication provided by the participant at the moment of application, without any need for the emitting parties to demonstrate that such notifications or notifications have been received by their addressee(s).

2. By participating in this contest, participants expressly confirm their full knowledge of, and agreement to, inexistence of any right for appeal other than what is expressly determined in this Regulation.

11 Intellectual Property Rights and release of Concepts.

1. By participating in this contest, participants expressly confirm that their submitted Design Sketches and/or Full Design Concepts do not infringe any previous Intellectual Property right and expressely assume full responsibility for dealing with and, if necessary, support autonomously full consequences of any infringement of Intellectual Property rights in which such Sketches or Full Design Concepts may incur. The Released Parties (as defined in Art. 9) may not in any way be involved in any issue related to possible legal claims of any kind against any participant.

2. The Intellectual Property Rights of the Sketches and Full Design Concepts submitted to this Contest remain in the possession of their respective Authors.

3. Notwithdstanding the determination of the previous Number, the Authors of all submitted Sketches and/or Full Design Concepts expressly authorise the Contest Bodies to print, copy and in any way promote, publicise and/or publicly exhibit drawings, models and/or prototypes of such Concepts, as well as the summary descriptions of such Concepts.

4. The Authors of all submitted Full Design Concepts expressly authorise the Contest Bodies to keep in the possession of all parts of submitted Concepts for a period up to 6 months counted from the date of the Prize Award ceremony.

5. When hard copies and/or physical materials had been submitted as parts of Full Design Concepts, the Authors of such Concepts expressly commit to enter in the possession of their respective hard copies and/or physical materials and all their parts within a delay no longer than 2 weeks counted from date of notification to do so by the Contest Secretariat. No later claim regarding such materials may be made after such period has elapsed.

6. For all non claimed materials, as well as for all Sketches and Concepts and/or parts submitted in electronic format, the Auhtors expressly authorise respective and definitive destruction by the Contest Bodies after a period of 8 months counted from the date of the Prize Award ceremony, without any right for retrieving such elements and/or respective copies.
