Dearest Friends,

WELCOME!Thank you for coming to the 7th Ralph Vines, II Public Speaking Contest. Public Speaking is especially important to me as I have always struggled to overcome a speech impediment. As a contractor for the Corps of Engineers and various other agencies, I realize that the way you say things, the word arrangement and voice intonation are as important as the words themselves.

The ability to speak well in both private and public settings is a skill which promotes success in our careers and communities. As we gather to enjoy, celebrate and support these young people today, let us continue to guide and encourage their development throughout the year.

Again, thank you for coming to the Ralph Vines, II Public Speaking contest whose mission is to pursue, foster and support the personal development of young Arkansans through public speaking.

Sincerely,

Ralph Vines, II

Lt. Governor Bill HalterState Capitol BuildingLittle Rock, Arkansas

I am pleased to welcome all of you to the Ralph Vines Public Speaking Contest. Thank you for your participation and support. The contest mission to pursue, foster and support personal development of young people through public speaking is important for all Arkansas’ students.

I applaud your community effort to recognize performance outside of the classroom through sponsorship of public speaking contests. Expanding learning opportunities for students aligns with Arkansas’ education philosophy.

Thanks again for your effort.

Sincerely,

Bill Halter,LT. Governor, State of Arkansas
