Being premium institution in capacity building through training, research and consulting, NASC is in need of Video conferencing solution and issued this RFP.

The purpose of this RFP is to select a solution provider to deliver, implement and customize the Video conferencing solution for NASC. The video conferencing platforms should provide:

Reliable Performance independent of network; Highest Quality conferencing; Multiparty Video Conferencing; Extreme Scalability; Broad Distribution; Secure Communication.

The objective of this RFP is to procure software and hardware infrastructure for video conferencing solution which feature considerable benefits in areas including:

Improved communication; Rapid response to a changing training extension needs; Business agility and interoperability; Quantifiable cost savings

The qualified Solutions Providers shall be authorized by manufacturers to honor Agreement warranty and extended service plans if applicable. The Solutions Provider must show the evidence of full technical strength to deliver, plan, and design and deploy the solutions and regular maintenance and support for video conferencing solution.

Current Environment:

NASC presently has rack based and tower servers which are hosting the different internal application like: Internal communication systems (email, chat system), intranet, HRIS, DMS, Antivirus, Payroll, etc. on virtualization platform. It has Gbps LAN over fiber medium and manageable L2/L3 core switches and firewall. It has 10 Mbps internet connectivity and entire campus is enabled with Wi-Fi facility.

The NASC is seeking proposals for complete solutions form the solutions provider as below:

3.0 Solution and Support

The solution provider shall supply, design, deploy and perform necessary customization of Video conferencing solution at NASC. The scope should at least include:

Server optimization and configuration to run video conferencing system;

Plan, design and implement video conferencing infrastructure; Setup and configuration Hypervisor, and Virtual Machines as

per the requirements video conferencing system ; Configuring Network switch for creating necessary VLAN and

network configuration for allowing access to video conferencing system from network;

Knowledge transfer and training to NASC technical team on supplied system;

Provide on demand and regular support on system during as per the conditions of contract.

4.0 Minimum Eligibility

The bidders must meet following minimum required eligibility to be qualified for bid selection process:

I. The bidder should be a registered company with the objective to supply and perform ICT related business and should have at least 5 years of operational experience.

II. The bidder should have at least one successful ICT related project implementation experience having contract value 10 million or higher in last 3 years.

III. The bidder should have an average annual turnover of at least NRs. 20 million in the last 3 years with positive Net-worth in last fiscal year. Notarized Financial Audited Reports and Tax clearance certificates of last 3 years should be submitted to validate the annual certified turnover.

IV. The bidder should have an experience of supply, delivery and installation of at least Two (2) similar (Video Conferencing) projects. The completion certificate in the form of experience letter clearly mentioning the type and quantity of solution supplied and installed is required.

V. Recently issued (Not older than 45 days) Manufacture Authorization Form (MAF) for Video Enable Devices and Class Room Management Software is required in favor to NASC from the native company.

Note: Manufacturer’s Authorization Form (MAF) in OEM letterhead confirming that they support the bidder for the tender. MAF Letter from reseller, distributor and partner other than the Original Equipment Manufacturer (OEM) will make bid non-responsive.

VI. The bidder should have at least 1 (one) certified OEM’s product specialist working as a full time employee. The bidder should certify the employment type, CV and experience of the proposed employee.

VII. The MCU, END Points, Wireless Receiver, Digital Signal Processor, Power Amplifier, Wireless Belt pack Transmitter, Wireless Handheld Transmitter Cardioid and Wireless Tabletop Transmitter Cardioid should be from same OEM.

VIII. In case of JV, members must comply following: Each member must have the operational experience of

minimum 5 years as mentioned in criteria – I In minimum required average annual turnover as mentioned in

criteria-III, the lead bidder must have at least 40% contribution and all member must have 25%.

All members must have positive Net-worth in last fiscal year.5.0 Bid Selection Process:

The received proposals will be evaluated in to three stage:Stage 1: The received bids will be first evaluated against the required documents (mentioned as mandatory required documents in point no: 2 of Section-I - Information to the Consultant) and Minimum Eligibility Criteria. The Firms/Companies complying all requirement of the required documents (mentioned as mandatory required documents) and minimum eligibility will be considered into technical specification evaluation.Stage 2: Among the eligible bidders, those complying all required technical specifications for hardware and software will be considered as the commercially responsive proposals and will be considered into the financial evaluation.Sate 3: The lowest bidder among the commercial viable proposal will be considered as the L1 and will be awarded for the Job.

6.0 Training and Knowledge Transfer:

The bidder should describe all required knowledge transfer approach for the successful operation of the Video conferencing solution. The bidder should give detail plan of knowledge transfer or training program including number of staff to be trained and the duration of each knowledge transfer or training module. The bidder shall highlight the number and types of training conducted, number of participants trained, strength of training department of company, modality of knowledge transfer or training program proposed including specific modules for:

Supervisors and clerical staff; Technical training for systems operations and maintenance;

The Consulting Firm/Company shall ensure that the most cost effective mechanism for delivery of training. The cost of conduction of training will be borne by the bidder.

7.0 Duration of Services, Time Schedule:The following milestone event schedule is envisaged for the proper implementation of the Video conferencing solution in Nepal Administrative Staff College.

8.0 Warranty:

The warranty period for hardware and software under the scope of this project should be for one (1) year minimum. The bidder has to provide free support, repair and maintenance during this year. The compliance to warranty should be provided in bidder's letter head. In case hardware's, if the manufacturer provide warranty period more than 1 (one) year, the bidder must comply and extend the warranty accordingly.

9.0 Annual Maintenance Contract:The duration of Annual Maintenance Contract will start after the warranty period. The Scope of AMC and cost will be as per mutual agreement between NASC and solution provider during contract for AMC.
