Midland is an authentic waterfront community. Even before its founding in 1871, the Town (then Mundy’s Bay) capitalized on its unique shoreline setting. The area thrived thanks to the lucrative Georgian Bay shipping industry and the Midland railway. Although the lake has remained integral to the success of the Town, Midland has not become the waterfront community it has the potential to be.

The restricted access to the waterfront lands has unfortunately prohibited the Town from capitalizing on such a unique, valuable resource.������������������ ������������������ �������������� ����!"������������������������������ ��������������� ������ ������ ����������#

Creating a beautiful waterfront, and seamlessly integrating it with Downtown Midland, will ensure the shoreline is easily accessible to residents and visitors and will help to diversify and strengthen the local economy.

time for changeThe recently announced closure of the Unimin operations presents both challenges and opportunities for the Town. Unimin has operated in Midland for over 20 years, and during that time has created a strong presence in the community. Its departure, and the loss of 18 jobs, is no doubt a disappointment to many. But as Mayor McKay emphasized, this change also presents exciting prospects. “Nobody wants to see a job lost,” he told the Midland Mirror, “[but] we also look at this property […] It’s 36 acres and, if something could happen that could also bring employment and make it much more of a people place, this would be a fabulous step forward for the Town.”

The Unimin Waterfront Lands are the key pieces of the puzzle in transforming the waterfront and revitalizing the Downtown. The Town recognizes the value of this site, and the initiation of the Master Plan Study speaks to Midland’s commitment to further shaping and enhancing its image as a waterfront community.

This project is not to solely focus on the Unimin property – this Master Plan is about the entirety of Midland and its larger Georgian Bay context. The study area’s proximity to Downtown and the Town Harbour make it imperative to consider the larger area, and planning framework, when developing the Master Plan.

The Master Plan should serve as a catalyst for change for the entire area.

unique to midlandA stunning location and welcoming community atmosphere have drawn visitors to Midland in droves and have established the Town as an important tourism destination. Seasonal cottagers and those on day excursions come to shop, eat and enjoy all that the beautiful shoreline region has to offer.

The recreational and cultural attractions of the area are successful in bringing in tourists and greatly contribute to the local economy. The enhancement of these assets through a re-imagined waterfront will contribute to the prosperity of the area.

the waterfrontThe Official Plan aptly recognizes the value of the waterfront to the community, and supports increased access in Section 2.5. Midland is incredibly fortunate to have the stunning Georgian Bay shoreline directly adjacent to the Downtown – this natural resource is invaluable to creating a unique destination for visitors and a healthy, vibrant community for residents.

arts and cultureMidland also boasts a strong history of artistry. The many Fred Lenz murals throughout the Town remind residents and visitors of local heritage, while the stunning Trumpeter Swan sculpture by Ron Hunt stands strong as a symbol of the community and its commitment to the arts. Continuing to incorporate public art into the waterfront area will further enhance the sense of place and contribute to the Town’s already significant collection of works.

recreationMany chose to visit and reside in Midland because of the unparalleled recreational opportunities available. From boating from the Bay Port Yachting Centre or the Doral Marine Resort, to hiking along the Midland Rotary Waterfront Trail or hitting the slopes at the Mountainview Ski Centre, Midland has tremendous resources for outdoor activity. The Master Plan Study should seek to connect and enhance these established amenities and create new and complementary opportunities.

consultationMidland is fortunate to have a strong, connected community that values the unique characteristics of the Town and is invested in its future. The support of local residents will be key to recovering from the loss of Unimin productions and planning for a beautiful and functional Town.

The Town has established its commitment to improving and strengthening the community, both in initiating this project and in undertaking many others. The “Build Your Ideal Town” project to support the Official Plan Review and Update is a prime example of the Town’s dedication to involving community members in planning the future of Midland. The soon to be updated Vision for the Town, that will be developed with community input, will provide guidance on all aspects of the Town’s growth – including the waterfront.

This project must take a similar approach by actively engaging residents and stakeholders in developing an overall vision for the waterfront, which will lead to detailed plans, designs and implementation strategies that will also be grounded in public opinion.

mitigating challengesgrowthThe Master Plan and Implementation Strategy need to be tailored to the anticipated growth and change in the Town. The 2004 Official Plan summarizes the forecasted population growth, noting that demographics will be dominated by retirees and young families. The Growth Management Strategy also speaks to this, estimating a population of 19,700 by 2031. Plans for the waterfront lands need to be realistic to address the slow but steady anticipated growth. Creating autonomous, complete phases will shape development to the level of growth of the community and will ensure that development looks and feels complete at each stage – without any jarring gaps.

enhancing the environmentAlthough the Phase 1 ESA Report commissioned by Unimin has not been made available, and the results are unknown, the selected proponent must be equipped to address the results of the assessment and mitigate any foreseeable challenges. As Midland has clearly committed to environmentally responsible growth in the Official Plan, the team should seize the opportunity that the Unimin Waterfront Lands Master Plan presents to incorporate sustainable design elements into future development. This could include the possibility of integrating some of the existing Unimin structures into the new development. The adaptive reuse of industrial structures has been successful in Toronto’s Don Valley Brickworks and the Distillery District projects – both of which The Planning Partnership had lead roles in.

The possible rezoning of the Waterfront Lands also presents the Town with the opportunity to further enhance and protect the Georgian Bay waterfront, an initiative it has been long committed to.

year-round occupancySmall waterfront communities often rely on the seasonal tourism industry to maintain the local economy. However, catering only to summer visitors can result in a Town that only thrives for four months a year – leaving a sleepy, unprofitable shell of itself for the year-round residents in the winter. The vitality of the waterfront will hinge on introducing a diverse mix of uses to ensure the area’s success year-round, and the large scale of the Unimin Waterfront Lands will easily accommodate this.

The 2009 Growth Management Strategy noted that there is a need for more commercial space in the Commercial Areas Strategy. The study area could accommodate some of this, in addition to providing for employment lands, residential areas, and marine and industrial uses.

A Master Plan that provides a flexible framework will allow the Town to respond to opportunities as they arise and address the needs of a variety of stakeholders.

connection to downtownThe speed of traffic on Bayshore Road currently creates a physical and perceptual barrier between the Town and the waterfront. It is difficult for pedestrians to cross such a busy street, and the major road severs the shoreline from the Downtown. In order to fully integrate the waterfront lands into the Town, alternative scenarios should be explored. This could include traffic calming measures and possibly establishing additional routes. Public safety is of utmost concern, and it should be protected in the Master Plan.

moving forwardWe understand this project to be an important piece of the larger urban structure of the Town of Midland. This structure succeeds when the Downtown, open spaces, recreational trails and the waterfront are seamlessly integrated and work together to create a thriving, sustainable and desirable community.

The goal of this project will be to stitch the study area back into the Town – physically, visually and culturally. Roads and trails will improve access to the water, while reinforced view corridors will allow residents and visitors to see the lake from many different locations. Clearly, development of the waterfront must reflect the values, history and goals of the Midland community. The waterfront should embrace the Town’s established commitment to the arts and recreational activities, enhance and protect the natural environment, and support and strengthen the local economy.

Donna is a Partner at TPP and specializes in master planning projects using an open and collaborative process.

Donna has prepared waterfront master plans for communities across Ontario, including the award winning Thunder Bay waterfront, Terrace Bay, Parry Sound, Huntsville, Orillia, Port Dover, Port Hope, Brantford, Guelph, Fergus, Collingwood, Brockville, Southampton and Marmora. She recently managed waterfront master plans for the Yellowknife Harbour, Peterborough and Brantford. She is currently managing a waterfront master plan for Nipigon.

All of Donna’s projects have incorporated conscientious and committed approaches to public consultation. Her projects are founded on innovative methods of involving business operators, property owners, organized interest groups, residents and municipal staff in decision making. Her experience in facilitation and consultation encompasses a full range of projects. She has developed a sound approach to engaging the public and stakeholders in a meaningful way through the development of strategic plans, master plans and urban designs. She uses a variety of consultation techniques including: design charrettes, focus groups, workshops, surveys, interviews, expert panels, issue sheets, submission of briefs, open houses, public meetings, symposiums and community project offices. Harold is an Urban Designer and Partner with the Planning Partnership. With an insightful, ‘big picture’ perspective on all aspects of urbanism from regional policy to streetscape design, Harold often leads large, multi-faceted and visionary projects. With over 14 years of experience gained across Canada and abroad, Harold has developed a respected expertise in master planning, revitalization, intensification

and urban design strategies and guidelines for a variety of contexts and scales, including campuses, downtowns, corridors and waterfronts.

Harold has provided urban design leadership on numerous Master Plans in Canada, the United Kingdom and the United States. Common to all of Harold’s work is the commitment and integration of sustainable principles, urban form and development. Relevant Master Planning projects include: the Brantford Waterfront Master Plan, Yellowknife Harbour Plan, Nipigon and HRMbyDESIGN – a comprehensive urban design strategy for Halifax. Harold is currently preparing a plan for Dartmouth Cove in Halifax, where a waterfront industrial brownfield site will be transformed into a mixed-use area that supports the local economy and creates a vibrant, engaging place for the community and tourists to enjoy.

Harold will lead the urban design scenarios for the Unimin Waterfront Lands and will be the primary contact with the land owners.

Ron is a Planner and Partner at The Planning Partnershipwith a long-standing reputation for excellence in managingcomplex planning policy projects and devising successfulimplementation strategies. Ron has spent much of his 25-yearcareer writing Official Plan, Secondary Plan and Official PlanAmendment documents on behalf of municipal clients.

Over the past 10 years through his planning and EnvironmentalAssessment projects, Ron has been promoting the important link between land use and density and the support for urban transit. Ron has been responsible for the policy components of virtually all of the firm’s major public planning and design assignments throughout North America.

Ron will analyze the current planning framework and provide suggestions for amending land use designations and the zoning by-law for the study area.

David Leinster is a Landscape Architect and Partner with The Planning Partnership. David is a member of the Ontario Association of Landscape Architects and a Fellow of the Canadian Society of Landscape Architects. He has over 20 years of experience and practices throughout Canada and internationally.

David joined The Planning Partnership as a Partner in April 2005. For the previous 19 years, David practiced with ENVision the Hough Group where he worked on a wide range of projects throughout Canada and internationally. As a Partner with ENVision the Hough Group, David led a number of the firm’s high profile projects including the Commissioners Park Master Plan, the Humber Bay Butterfly Habitat, Harbourfront Centre Waters Edge Revitalization Project and the Brick Works Park Landscape Management Plan and Phase Two Park Implementation. David also served as partner in charge on his firm’s work on the Don River West Flood Control project, the Red Hill Creek Landscape Management Plan in Hamilton and the Parliament Hill Escarpment Slope Restoration Management Plan. He has also been the lead landscape architect for the Brantford Waterfront Master Plan, Confederation Birthplace Commemorative Park in Charlottetown and the Peterborough Little Lake Master Plan.

Currently, he is leading a number of public realm projects including the West Don Public Realm Plan for Waterfront Toronto – one of two new waterfront communities being developed as part of a reconceived waterfront.

David will lead the design of the public spaces, streetscape design, water’s edge parks and trails.

Kate is a design communications specialist with a background in landscape architecture and journalism. She has experience in conveying detailed, technical design work to broad audiences through concise and engaging written, verbal and visual communications.

Kate has worked in design communications in both Canada and the UK. She has been involved in creating and managing social media campaigns for design and planning projects, most recently including the York University Master Plan and the Goderich Re-Build Plan. She has also developed communications strategies for non-profit urban and graphic design organizations, and the Environmental Services Department of the City of Guelph.

Since joining The Planning Partnership, Kate has applied these diverse skills to aid in the planning and facilitation of public consultation events. She creates engaging, succinct reports for clients seeking to address both public audiences and private developers. Kate also contributes to communications plans by using online and social media and creating print graphics and presentations that resonate with diverse audiences.

Kate has recently been designated a certified charrette facilitator by the National Charrette Institute.

PLAN B Natural Heritage is an environmental consulting practice founded on the principles of sound ethical conduct and scientific credibility. The principal of the company, Brad Bricker, is a Certified Senior Ecologist with over 25 years of experience in the environmental research and consulting fields.

Their roster is comprised of the finest environmental experts in the Province, which enables them to provide their clients and business partners with unsurpassed excellence in all facets of a project.

Honesty, integrity and technical excellence are the cornerstones of PLAN B Natural Heritage. This philosophy has enabled them to develop excellent working relationships with Municipalities, Conservation Authorities and local interest groups throughout Southern Ontario.

Building on their successes and good rapport with the approval agencies, they strive to provide their clientele with cost effective and timely project approvals. They are constantly raising the bar and searching for innovative solutions to address the current natural heritage policy framework, and to achieve environmental sustainability in land use planning.

Since their inception in 2009, they have participated in over 40 public and private sector projects including the Little Lake Master Plan for the City of Peterborough, the Brantford Waterfront Master Plan, Yellowknife Harbour Plan, the Barrie Waterfront Master Plan Update, and the Nipigon Waterfront Master Plan.

Brad is the Principal of PLAN B Natural Heritage and a Certified Senior Ecologist (ESA). Brad received his professional certification as an Ecologist in 1993 and was re-certified as a Senior Ecologist in May 1999, and July 2007. Brad has over 25 years experience conducting botanical research, natural heritage inventories and constraints analysis, environmental impact assessments, environmental monitoring programs and habitat restoration/enhancement plans. Brad has managed over 500 projects including subwatershed impact studies, secondary plan studies, environmental impact studies and environmental implementation plans for residential subdivisions, biological monitoring programs, site restoration/management plans, and environmental assessments for Provincial/Municipal Road projects. Brad has a thorough understanding of ecological principles/theories and the current environmental policy field. He has developed excellent working relationships with external agencies and municipal staff throughout Southern Ontario.

Brad has worked as the ecologist on all of The Planning Partnership’s waterfront projects, where he has been responsible for completing inventories of existing environmental conditions and analyses of opportunities and constraints to recreational use of existing open space along the shorelines. This role also involves identifying environmental restoration and enhancement opportunities, and preparing environmental management plans for use by the municipalities and private landowners.

Brad was the project ecologist for the OPPI Award winning Port Dover Waterfront Master Plan, the Little Lake Master Plan, the Brantford Waterfront Master Plan, Yellowknife Harbour Plan, and the Barrie Waterfront Master Plan Update. Brad is currently working with TPP on the Nipigon Waterfront Master Plan.

Brad will be the lead ecologist on this project and will identify opportunities and constraints through thorough environmental analyses, and will make recommendations within an environmental management plan.

TCI is an Ontario-based management-consulting firm formed in 1992. The principals were all senior partners and practitioners from a larger management consulting firm (Ernst and Young). In January of 2012, Waterfront Development Corporation in partnership with Halifax Regional Municipality initiated a comprehensive planning study for the Dartmouth Cove area. A consultant team led by The Planning Partnership was retained to guide the community in a planning and design process to define a vision for Dartmouth Cove. The purpose of the study was to develop a mixed-use Master Plan for the re-development of lands within the Dartmouth Cove study area, while building on previous plans and considering input received from extensive public consultation. Designed to be inclusive and community driven, the process incorporated the voices of landowners, residents and other stakeholders through each phase of the plan development. A public multi-day Planning and Design Workshop was held in February 2012, and culminated in the creation of a preferred concept plan for the study area.

Donna Hinde has been assisting Parry Sound with planning and development on the waterfront since 1986. The initial task was an overall waterfront development plan to direct the Town’s ambition to move from an industrial harbour to a focus of tourist activity. The overall plan provided direction to build a new marina, new municipal dock office, parking, the Charles Stockey Theatre, Bobby Orr Sports Hall of Fame, streetscape improvements and a waterfront fitness trail - all of which are now constructed. Donna has assisted the Town with the detailed design and implementation of many of the waterfront projects. The Planning Partnership has recently updated the waterfront development framework plan in 2006 as the Town will now focus on aiding the redevelopment of industrial properties on the other side of the harbour. Donna has recently been asked to help Parry Sound update their plan.

The Planning Partnership, Plan B Natural Heritage and Baird + Associates are preparing a Waterfront and Marina Strategic Plan for the City of Barrie. The Strategic Plan is based on a framework to protect and enhance natural features, to establish a hierarchy of activity centers (parks, marina, boat launches) across the waterfront, to implement a connected system of trails for walking and cycling and to establish a series of landmarks, beacons and kiosks to focus attention and activity on the waterfront. Detailed recommendations are included for the North, Central and South shores of the waterfront. The Strategic Plan also sets the framework for continued intensification along the waterfront to ensure the area is a focus for residential and mixed use development. The Plan has also analyzed several options for expanding the marina. The Planning Partnership has subsequently prepared more detailed concept plans for four key waterfront parks.

The Planning Partnership led a multidisciplinary team, including Plan B Natural Heritage and Baird & Associates, in the completion of a waterfront master plan for Little Lake in downtown Peterborough. Downtown Peterborough, including its beautiful residential neighbourhoods, well used parks and locks of the waterway, provides the context for the master plan. The master plan evolved through an open and collaborative process with the community, who expressed strong commitment to protecting the resources of Little Lake, as well as enhancement to nine parks, a 7km trail, four gateways, eleven locations for boat access and two areas for intensification.

��������������������������5� ��������&=The Planning Partnership with Plan B Natural Heritage, Baird & Associates and TCI Management Consultants completed the CSLA Award winning Waterfront Master Plan for the City of Brantford. The year-long work program was organized around four consultation events that included a summit, two community workshops and an open house. There was a history of discontent among some residents and interest groups with the City. The public forums were very carefully designed to ensure productive input to the design team. The client said, “Donna certainly has the skill-set to manage and facilitate difficult and challenging community/public events. She maintains a calm and respectful manner, while handling difficult situations without interrupting the flow of a public event.” - Tricia Givens, Senior Policy Planner, City of Brantford.

The Master Plan is framed within an in depth understanding of natural features along 35 km of the Grand River, and the diversity and richness of evidence of 11,000 years of settlement history. It is the compilation of input received from carefully listening to all of the stakeholders that was used to shape the defining principles and initiatives for 6 layers of the Plan: environment, parks, access, heritage and culture, destinations and neighbourhoods and districts. The complexity of issues were resolved to result in dozens of recommendations that are mutually supportive andcomplementary to each other.

The Brantford Waterfront Master Plan guides decisions with respect to lands along the Grand River, designated a Canadian Heritage River, within the urban boundaries of the City. The Plan enables Brantford to strategize for growth that is distinctly sensitive to restoring natural systems and protecting a rich tapestry of heritage and cultural resources. The Waterfront Master Plan was unanimously adopted by Council and broadly endorsed by the community.

The Plan will assist the Township of Nipigon in acquiring opportunities to enhance tourism, encourage economic growth and expand access to natural amenities. The project is built around a comprehensive community engagement strategy that includes online surveys and an intensive 4-day public workshop to ensure the needs of the community are met. After input from the public, stakeholders and Township Staff has been incorporated, the resulting Plan will address the waterfront, downtown and marina by identifying appropriate waterfront development, trail connections, park improvements and enhancements for boat access.

Donna Hinde has been involved in planning the Port Hope waterfront for 15 years. The Planning Partnership, working with Baird, was retained to update the master plan in response to upcoming funding from the Federal government for site remediation. The focus of the study is on 55 hectares with 4700 metres of shoreline along the Ganaraska River, inner harbour and Lake Ontario. The update was intended to provide the municipality with a clear vision for the waterfront and direction on how development might unfold as remediation in the harbour occurs over the next decade. The updated Master Plan was prepared during a three-day workshop held in Port Hope.

Humber Bay Shores in Toronto is one of the most significant waterfront redevelopment projects undertaken in the Toronto area in the past decade. The waterfront park established a public edge along the Lake Ontario shoreline creating a major connection for the Waterfront Trail and a key amenity for adjacent residential development. David Leinster as partner in charge at ENVision led the work of the firm on the second phase of development of the park. The park incorporated viewing areas to the lake and a series of trails and ecology gardens, public art and an interpretation program.

The harbour master plan sets out 6 frameworks with recommendations for natural features, heritage and culture, trails, neighbourhoods, harbour uses and parks. As Senior Associate at Brook McIlroy, Harold Madi was the lead planner and urban designer preparing a land use and development plan for the Central and East Bayfront sectors of the Toronto waterfront. The process resulted in land uses, street and transit networks and built form guidelines. These plans formed the basis of the Secondary Plan policies for the area and continue to govern the evolution of the waterfront. Harold was subsequently retained to prepare the overall public realm plan and 3D model of the entire waterfront. The planning document - Making Waves - garnered numerous national and international awards.

As Senior Associate at Brook McIlroy, Harold Madi was the lead planner and urban designer preparing a land use and development plan for Toronto’s largest remaining downtown brownfield site. The plan set out a street and block structure, open spaces, land uses and built form envelopes by which the Ontario Realty Corporation could guide and assess development potential. This plan subsequently underpinned the precinct plan prepared by Waterfront Toronto.

The Planning Partnership is currently leading the design team on a public realm plan for the emerging community of the West Don Lands for Waterfront Toronto. The streets, parks and open spaces of the future community will form a critical part of an emerging green vision for this waterfront neighbourhood. A richly layered program of public art, a hierarchy of tree lined streets, intimate parks and innovative sustainability objectives will be defining characteristics of this ground breaking community. The West Don Lands is a LEED-ND Pilot project and site of the Athlete’s Village for the 2015 Pan-Am Games.

These are relevant in that they involved careful analysis of existing conditions and sound recommendations for capitalizing on opportunities to strengthen local economy.

This was based upon an intensive consultation process involving in depth interviews with key industry participants and stakeholders, focus groups and workshops, and open house sessions. The final plan developed was to guide the activities and resource allocation of the organization over the next 3-5 year period.

���(�*������������������+��������������������������TCI participated in a study with The Planning Partnership of waterfront and port-based tourism development opportunities in the RTO 1 area. TCI’s role was to visit each of the port communities, identify and assess opportunities, and recommend ways and means of implementing and realizing them.

������������������������5� 0�����3���&=TCI undertook the development of a Community Improvement Plan for the Town of Bracebridge, based upon the new possibilities to use CIPs as economic development and revitalization tools (rather than simply ‘beautification’). The Town adopted the strategy in the summer of 2012.

The harbour wall was over 1000 m long. The investigation included review of existing historical records, surface observations from the wall and from a boat as well as a diving reconnaissance. Baird developed goals for the harbour, identified key safety, environmental and public access considerations and outlined infrastructure requirements.

Our efforts included assembling and reviewing the primary data, consulting with stakeholders including public Harbourlands Committee, yacht club, paddlers, developers and regulatory agencies, and identifying the primary opportunities, constraints and data gaps. A concept layout of the marina basin was developed to provide a framework for discussion of the future action plans.

Baird was also retained by the Town of Collingwood to undertake a peer review of the condition assessment and final design of the dockwalls being undertaken by the developer’s consultant.

The Planning Partnership has been involved with the Cornell Community since 1993. TPP was retained by Mattamy Homes to complete the planning, zoning, and urban design components of Cornell Community and later collaborated with Duany Playter-Zyberk throughout the implementation process. TPP’s ongoing work with Cornell has included revisions to the overall master plan and preparation of draft plans of subdivision.

The Cornell Community is fully built and was the winner of the 1994, Canadian Institute of Planners Awards for Excellence, Honour Award for “Cornell Secondary Plan Submission” and the “1997 Community of the Year” by the GTAHB.

The Planning Partnership was commissioned by Mattamy Homes, the largest homebuilder in Ontario, to design a demonstration plan using an extensive range of sustainable initiatives, to test both the viability of these elements and marketplace acceptance. The plan was used along with two green sustainable homes to undertake market research in order to assess consumer response to ‘next generation’ homes and community design. An extension of the initial Eco-Tech Village Project was constructed in 2003 by the Town of Milton, the Region of Halton, Canada Mortgage and Housing Corporation, and the Federation of Canadian Municipalities. This ambitious project exemplifies the integration of environmental responsibility and green building technologies, with innovations in community design.

effective engagementWith such an influential project in such a close-knit community, meaningful engagement will be key to developing a Master Plan that is congruent with the needs and desires of the Town. Given the complexities and importance of the study area, engaging and generating buy-in from stakeholders, the landowner, Council and the public is critical. “We’re going to have to have some sort of public consultation,” said Mayor McKay, “and find out what is in the best interest of Midland – both in terms of bringing jobs and bringing a centerpiece to our community.”

Our team is passionate about involving the community in the exploration of concepts and development of practical implementation strategies. We will ensure that the Midland community will have multiple opportunities, locations and avenues through which to participate in the development of the Unimin Waterfront Lands Master Plan.

We have unmatched experience in developing fully open and accessible forums where all stakeholders are informed and involved in a meaningful way. We have successfully achieved consensus on many of our projects with stakeholders representing diverse interests and often conflicting demands.

This consultation expertise is supported by our skills in producing the most effective written and graphic communications materials. building upon the past and moving forwardThe Unimin Waterfront Lands Master Plan Study is an important step forward that builds upon a series of previous initiatives that seek to improve, strengthen and unify Midland. We understand and have designed this process to be about building on plans and studies already completed, such as the 2009 Town of Midland Growth Management Study, and moving forward in a direction that recognizes the importance of past work but also seeks to continually improve the vision for the Town’s future.

The development scenarios presented in the Growth Management Study provide an interesting exploration into the residential possibilities of the study area. However, our team believes that mixed-use development that is layered to complement the shoreline and slope to the water will provide an interesting texture to the study area. A more integrated, multi-faceted development with well designed public spaces and generous access to the water will be more effective in encouraging residents and tourists to engage in the waterfront and persuading businesses and developers to invest in the area.

To be meaningful and influential, the resulting Master Plan and Implementation Strategies should lead to real change that is rational, feasible and grounded in good design and strong economic strategies. Sound planning policies and viable amendments to current land uses will lead the way for financially feasible mixed-use development that supports a strong community year-round.

capitalizing on locationMidland is fortunate to be located in one of the most beautiful and distinct geographic settings. Georgian Bay is revered for its beauty and recreational resources, and our team sees opportunities for the Town to further capitalize on this incredible location.

The Master Plan Study offers the chance to maximize the value of the Town’s waterfront location and highlight and protect the beautiful shoreline for future generations to enjoy. Accordingly, we will work with the Steering Committee and the landowner to set and integrate sustainable goals and criteria early in the process. We will use our ecological and engineering expertise to develop a plan that respects the natural shoreline and its inhabitants, and strategizes ways by which recreational uses and development can also coexist with minimal disruption. economic renewalOur team of experts will draw on its vast experience in waterfront and tourism planning to develop a sound, feasible Master Plan that ensures new development on the waterfront will strengthen the local economy.

Ontario is undergoing a fundamental transformation where, as a result of increasing energy and travel costs, border crossing hassles, and greater economic uncertainly in terms of job security, retirement, etc., consumers are more cautious in their travel patterns and less likely to engage in long and expensive vacations. This has been true for that past several years and will remain the case into the foreseeable future. As a result, Ontario is seeing fewer long-haul vacation tourists (particularly from the US) and more shorter and closer-to-home vacations (what some call “stay-cations”). For destinations on the fringe of the GTA, this can pose a mixed blessing – while US tourism may be down, they may be more attractive to nearby local markets for day trips, weekend getaways and vacation rentals (as an alternative, say, to a three-week stint in the south of France). Midland is a perfect example of this kind of community.

The other major opportunity facing Midland is the cottage, second home and retiree market, consisting mostly of baby boomers from the GTA looking to escape the big city and seeking an outdoor-oriented active retirement lifestyle. This too is a ‘growth market’ for which Midland should be well positioned.

Attractive waterfront development can be a prime asset in attracting both of these key markets. Communities having lakefront or riverfront access are well advised to look to developing those key advantages as major opportunities to attract tourists and longer-term residents. Thus, the development of the Unimin Waterfront Lands proposed here is precisely the right direction for the municipality.

value-addingGenerating a compelling vision alone can prompt tremendous momentum and investment interest in revitalizing urban areas. Ensuring the success of a mixed-use development greatly hinges on the quality of the public realm that binds the development; shapes the experience of place; and, attracts a market. A great vision combined with a commitment to a great public realm not only helps to set and lead a standard of excellence, it can also add value to the development, the up-lift of which can in turn assist in the financing of enhanced streetscape, parks and other public amenities. Greater assessed value also results in increased property tax revenue for the municipality, further ensuring returns on public realm investments. Achieving this upward spiral is a critical consideration in the exploration of development models, for which we can bring extensive examples and experience to bear on the Unimin Waterfront Lands.
