    INTRODUCTION

    The City of Dallas was awarded a Housing and Urban Development (HUD) CommunityChallenge Grant to enhance Transit-Oriented Development (TOD) through focused planningaimed at developing workforce, mixed income, and mixed-use housing at multiple Dallas AreaRapid Transit (DART) light rail stations. This effort will focus on creating five area plans whichinclude seven different DART stations throughout the City along three separate DART lines. Theintent of the plans and related activities through the HUD Community Challenge grant programis to assist in the transformation of these areas, leveraging existing planning efforts andsignificant rail investment to create safe, attractive community centers. The City of Dallas,through the Office of Sustainable Development and Construction, is requesting writtenproposals from consultant firms to assist with the HUD Community Challenge grant through thedevelopment of area plans and catalyst project concepts. Catalyst sites will serve as focal pointsfor development and redevelopment activity within the area. The selection and treatment ofthese sites is a critical component of the plan.

    The City of Dallas will take a two part approach to creating redevelopment activities in the

    transit-oriented development opportunity areas. The first is the creation of an Area Plandocument to guide land use and urban design decisions. This process will include a substantialcommunity outreach element. At a minimum, the community outreach will include the creationof Citizen Advisory Committees, comprised of private citizens and individuals from partneragencies and community groups, that will be briefed as needed during different projectmilestones. Additionally, the City and its consultant(s) will provide briefings to City Council,Council Committees, and/or City Plan Commission and the DART Board as needed as well asinforming city staff throughout the process. At least two public workshops or open houses willbe held for each of the planning areas. Appropriate focus groups, individual interviews, and/orother interactive sessions will be used to gauge attitudes, concerns, preferences, and priorities.All outreach activities will be bilingual when appropriate.

    A second component of the redevelopment process will be the formation of catalyst projectconcepts for each Planning Area. The definition of catalyst project will be determined bycommunity input, developer interest, and available land or facilities. These catalyst projects willbe a part of the planning deliverables and will include a real estate component for newconstruction or renovation. While the size and complexity of the projects will vary at each studyarea the concepts should be shown as feasible. The City may consider public assistance so thatthe project becomes financially viable. The catalyst project plans will closely follow both theland use and design portions of the long-term vision and Area Plan, as well as existing TaxIncrement Financing (TIF) district master plans. The catalyst project approach will also includethe acquisition of land for redevelopment projects and to improve mobility through better accessto transit.

    Scope

    The City of Dallas is requesting written proposals from consultant firms to conduct either acomprehensive study including all five planning areas along the DART lines or separate studiesbased on the individual project scopes below. A team may choose to submit a proposal for one,any, or all five of the projects listed in this Request for Proposals. Preference will be given,however, to an individual firm or team capable of managing the process for completing all five

    The Planning Areas

    While geographically diverse, the focus areas under this grant share some commoncharacteristics. Each of the areas is located along a DART rail line in neighborhoods that havesuffered low investment or disinvestment and have seen a shrinking population and tax base.Despite the rail transit access these communities are generally isolated, with high populations oflow-income households. Common issues include vacant and abandoned properties, adeteriorating rental housing stock, the perception of high crime, limited retail opportunities, anda lack of significant employment opportunities. The descriptions below provide a generaloverview of the focus for the five area plans. Study area maps can be found in Appendix A.

    1. The Lancaster Corridor AreaThe study area would include a quarter mile area around the Kiest Blvd. and VA MedicalDistrict DART stations and parcels within 1 city block on either side of Lancaster Road.

    2. DART Green Line Hatcher Station-Spring Avenue areaThe study will concentrate on the areas surrounding the Hatcher DART station, theproposed Hatcher area TOD, and the Citys Spring Avenue (4600-4800 blocks of SpringAve.) redevelopment initiative. Adjacent neighborhoods and development sites withinthree-quarter of a mile will be taken into consideration.

    3. The DART Green Line MLK Station AreaThe study area will include a quarter mile area around the DART Green Line MLKstation, extending to encompass surrounding neighborhoods.

    4. The DART Green Line Buckner Station AreaThe study area includes a half mile area around the DART Green Line Buckner station.

    5. The Vickery Meadows / Five Points AreaThe Vickery Meadows / Five Points Area is generally bounded by Northwest Highway tothe South, Walnut Hill to the North, 75/Central to the West and Fair Oaks Park to theEast.

    Existing EffortsBuilding on other planning and development efforts in these areas is critical. Numerous plans

    directly or indirectly shape development policies. The list below is by no means comprehensive,but should serve as a reference for plans for the five areas.

    Baron Salazar study. Shortly before the submission of the HUD Community Challenge grant,the City of Dallas engaged The Real Estate Council (TREC) and the consulting firm McCormackBaron Salazar (MBS) to create a strategy for neighborhoods where fostering development hasbeen difficult. The areas examined were the Lancaster Corridor Area, the Hatcher Station-Spring Avenue area, the DART Green Line MLK Station area, and the Vickery Meadows / FivePoints area. The Buckner Station area was not examined in the MBS study.

    TREC and MBS completed the study in two parts, writing it from the perspective of adevelopment plan. The first part of the study incorporated the following components: (1)community involvement, (2) public-private-community partnerships, (3) critical mass and landassembly, (4) continuum of housing, (5) large-scale, mixed-income development, (6)environmental sustainability and green practices, (7) financing large-scale, mixed-incomehousing, (8) transit-oriented development, (9) community infrastructure, (10) human capitaldevelopment, and (11) ongoing operations and property management. The second portion ofthe study laid out a detailed roadmap for development and included information theneighborhood and its context, site plans and unit mixes, financing structures, propertymanagement plans, and project schedules.     Current and Existing City plans

    forwardDallas! Comprehensive Plan: The City of Dallas comprehensive plan, adopted inJune of 2006, describes the vision of the future of thousands of stakeholders. It is also a policyplan with an implementation program. Each of the study areas are described by the Vision

    within the Comprehensive Plan. Recommendations, concepts or policies generated through thisplanning process should recognize and be generally compatible with the Citys overall vision forthe study areas as articulated in the Comprehensive plan. When possible, proposals shouldfollow the format established in the Comprehensive Plans area planning process, such as in theUNT-Dallas Area Plan and the Stemmons Corridor Study outlines.     Complete Streets Initiative: The City of Dallas has begun a Complete Streets Initiativewith the goal of transforming the Citys roadway network to accommodate its growing multi-modal transportation needs. The Initiative takes a sustainable roadway design approach placing

    an emphasis on creating a street system that facilitates walking, bicycling, and transit use aswell as automobile use. The three major products that are expected to develop from the citywideComplete Streets Initiative are a Complete Streets Vision Map, a Streets Design Manual, andan Implementation Plan. As a part of this HUD Community Challenge grant planning process weexpect a direct link to the Complete Streets Initiative. The consultant should coordinate with theComplete Streets team to ensure that each planning area includes a Complete Streetsdemonstration project.     2011 Dallas Bike Plan: The 2011 Dallas Bike Plan intends to update the Citys existingnetwork of signed bicycle routes. New bicycle connections will be made possible with the

    introduction of proven innovations in how bicycles are incorporated within the public right-of-way. The revised network of bikeways will include a variety of on-street and off-street bikefacilities, with new standards for bikeway facilities types. Proposed on-street bike routes areanticipated to affect about 40% of the Thoroughfare Plan network, and 20% of all city streets. Assuch, the Area Plans are expected to substantially incorporate to the content of the Bicycle Plannetwork as a part of any development policies or proposals.     Form-based Zoning Code Amendment: In early 2009 the Dallas City Council adopted aCode Amendment creating new zoning tools. The Form-Based Code amendment created newzoning categories to encourage desirable mixed-use projects in new development andredevelopment situations. The zoning categories addressed the many barriers in the

    Development Code that made the development of mixed-use projects challenging through apreferred alternative to Planned Development Districts. This zoning was seen as appropriate forhigh-priority areas like DART transit stations, major employment areas, TIF Districts and theTrinity River Corridor. Area plans should consider appropriate zoning within each area andidentify where the Form-Based zoning, or other zoning changes may be appropriate.     Dallas Area Rapid Transit (DART) Transit Oriented Development Policy: DART haslong recognized the importance of Transit Oriented Development. Through its TOD PolicyResolution, published in 1989, DART recognized that the continuing expansion and maturationof the transit system along with federal, regional and local initiatives that direct and concentrate

    transit oriented development and urban infill around transit facilities enhance the value of thoseassets. DART works in close partnership with the City of Dallas to identify and implement TODopportunities. This policy also recognizes that promoting high quality TOD on and near DARTowned properties the transit system attracts riders and generates new opportunities to createrevenue for DART, and environmentally sustainable livable communities that are focused ontransit accessibility.     Proposal AwardAward will be made to the most advantageous proposal by project or in its entirety, whichever ismost advantageous to the City. The City reserves the right to accept or reject any or allproposals, or any part of any proposal, and to determine which proposal is in the best interest ofthe City of Dallas.     The Lancaster Corridor Area Project Area 1

    Background:

    The Lancaster Corridor is anchored by the Dallas Urban League of Greater Dallas, the VAMedical Center of North Texas, the Lancaster / Kiest shopping area, and the DART light railstations. Existing development in the area is defined by small commercial uses along LancasterRoad and older single family homes and churches within the neighborhood itself.

    Currently, despite its adjacency to the VA hospital, only a small percentage of employees ridetransit from the DART Station due to security concerns in the immediate area. One factor maybe the lack of development around the station.

    Purpose and Need:

    The Lancaster Corridor is a major community center within Southern Dallas. The goal of the

    study is to identify ways to build on area assets and proposed area developments to craft a planthat establishes comprehensive long-term policies and design guidelines to create a thrivingtransit oriented neighborhood with safe multimodal accessibility.

    Projects, Plans and Area Initiatives:

    Lancaster Preconstruction work: As a part of the HUD Community Challenge grantaward detailed design and preconstruction work for multi-family housing and mixed-usedevelopment will be funded within the Lancaster Corridor. In addition, funds will be used for thecreation of an infrastructure analysis to assess the aging water and storm water infrastructure.This design and preconstruction work is not a part of this request for proposal. However, this

    work must be linked and coordinated with this planning process. This phase will takeapproximately two years to complete, beginning in the fall of 2011.

    Lancaster Urban Village: There are several mixed-use projects proposed in the areaincluding the expansion of the Urban League-Lancaster Urban Village. The Lancaster UrbanVillage consists of two phases. The first phase is a 45,000 square-foot expansion of the UrbanLeague of Greater Dallas' headquarters for job training. The second phase is a 14,000 square-foot expansion of retail and addition of 193 apartment units in a single mixed-use building. Thisproject, in conjunction with other area projects in the proposal stages are intended to serve theemployees and visitors of the VA hospital and include affordable housing. Any plan should beinclusive of existing and planned development projects in the Lancaster Corridor.

    Comprehensive Plan:The forwardDallas!Comprehensive Plan identifies the Lancastercorridor as a Multi-modal Corridor with Transit Centers around the DART stations. The Planrecommends a compact mix of employment, retail, cultural facilities and housing in these areaswith appropriate transition to single family neighborhoods.

    Complete Streets: As noted before, the Citys Complete Streets initiative should be takeninto account in developing any proposals for the area ensuring adequate treatment of theLancaster corridor as a multimodal gateway for the area, as well as proposing specific CompleteStreet treatments within the area.

    Mayors Southern Dallas Task Force:In 2008, The Mayor's Southern Dallas TaskForce was commissioned by Mayor Tom Leppert and Councilmember Tennell Atkins. The taskforce goals focused on economic development, sustainable communities, mixed incomehousing, academic excellence, and quality recreation opportunities. A task force report waspublished in June, 2009 outlined strategies and recommendations for various catalyst areas inthe Southern Sector, including Lancaster Corridor. The report identifies crime prevention andsafety as one of the major concerns in the area.

    TOD TIF District: Created in 2009, the TOD TIF District is designed to facilitate transit-oriented development projects at key stations along DART's Red and Blue Lines. The TIF'sunique mechanisms allow for the transfer of a portion of the increment generated by

    development at the Lovers Lane and Mockingbird station to provide additional public assistancefor development in the more challenging Lancaster Corridor area, including the Kiest and VAMedical Center stations. A separate fund was also designated from TIF increment funding toassist with the development of affordable housing components to the TOD projects at all stationlocations.     Scope of Services

    The consultant will provide the following services:

    The consultant will be responsible for significantly assisting the Citys Project ManagementTeam (PMT) with the coordination and scheduling of the overall project, coordination andplanning of project meetings, and for progress reporting, accounting and invoicing for all Teamtasks in the Project Work Plan. The Lancaster Corridor Plan will overlap with the CompleteStreets Initiative and should coordinate with its key project recommendations and demonstrationprojects. The Team will be responsible for coordination with and integration of other existing

It is anticipated that the public involvement approach will need toinvolve specific neighborhoods, community leaders, the VA hospital, Urban League and othermajor property owners and developers in the area. At a minimum the public involvementapproach must include:

    1. A public involvement plan document used to guide stakeholder engagement.2. A minimum of two rounds of public workshops/open houses designed to receive

    community input. City staff will assist with arranging venues, facilitating events, andproviding a preliminary stakeholder database to be used for notification and outreach.3. Establishing a Citizens Advisory Committee (AC) consisting of key community leaders,

    area residents and stakeholders.4. Appropriate stakeholder interviews/focus groups, preferably bilingually to gauge

    attitudes, concerns, preferences and priorities relevant to the Lancaster Corridor Plan.Additional innovative strategies, methods and tools for promoting public involvement thatadd value to the process and product are encouraged.

    DART Green Line Hatcher Station-Spring Avenue area Project

    Background:

    The Hatcher Station area is centered on the DART station located north of Hatcher Street at itsintersection with Sycene Road. Existing development in the area is defined by small-scalelanguishing commercial developments dotted along Sycene Road and Hatcher Road, and theolder single family homes and churches within the neighborhoods surrounding this intersection.The Hatcher Station area is one mile away from the Martin Luther King Station area. Given theirproximity there is significant overlap in terms of stakeholders and development issues, andbecause of this overlap, it is desirable to coordinate the two separate planning activities at theHatcher Station and the MLK Station area.

    Purpose and Need:

    The forwardDallas!Comprehensive Plan identified the South Dallas / Fair Park area for targetedimplementation of numerous efforts. The goal of this plan is to identify ways to build on areaassets and proposed area developments to establish comprehensive long-term policies and topropose specific feasible development concepts to create a vibrant transit neighborhood whichserves as the activity hub for adjacent existing neighborhoods. The plan will help the city toguide future affordable / workforce housing and transit oriented development around the station.The study will also provide for key linkages to provide multi-modal access between the city'sSpring Avenue (4600-4800 blocks) redevelopment initiative and the Hatcher DART station andproposed TOD.

    Projects, Plans and Area Initiatives:

    Comprehensive Plan: The forwardDallas! Comprehensive Plan includes the SouthDallas / Fair Park area as an area with future planning needs and specifically listed as animplementation project area. The plan calls for a way to link the numerous investments andprograms focused on the South Dallas / Fair Park area. These include the DART Green Linestation investments; the Tax increment financing district (TIF) around the Grand Avenue, ParkRow and South Street area near Trunk Avenue; Neighborhood revitalization plans for theFrazier Courts and Turners Courts areas lead by the Dallas Housing Authority in collaborationwith the nonprofit sector; and the Neighborhood Investment Program target area alongBexar Street among others.

    Current Planning Efforts: Current planning efforts which impact the area include the

    Dallas Bicycle Plan update and the Citys Complete Streets initiative. These two planning effortsshould be taken into account in developing any proposals for the area. Area conceptual designsshould incorporate Complete Street treatments within the area and any bicycle facilitiesproposed.

Theseaffordable townhomes offer modern amenities and are convenient to the Hatcher DART GreenLine Station, area schools and new retail development.

    Spring Avenue Redevelopment: The South Dallas Fair Park Inner-city CommunityDevelopment Corporation (ICDC), Dallas Housing Authority (DHA), and the City of Dallaspartnered in redevelopment of a portion of the Spring Avenue Corridor, located due west of theDHAs Frazier Courts community. The effort produced the Spring Avenue Master Planrepresenting a shared vision between the area residents, stakeholders and community partners.Any concept plans should take into account this effort.

    The DART Green Line MLK Station Area Project Area 3

    Background:

    The proposed study area extends at least a 1/4 mile radius of the DART Green Line MartinLuther King (MLK) Station. This station is located at the western entrances to Fair Park andapproximately one mile from the Hatcher Station. Development in the area is a currently a mixof uses including large commercial and institutional uses along MLK, multifamily complexes,and older single-family homes. While development interest has manifested itself through zoningchanges in the area and some land assembly, the area has not yet begun the transformation totake full advantage of its proximity to the station.

    Fair Park: Among the city's most recognizable and important attractions, Dallas Fair Park isa centerpiece for this neighborhood. During the State Fair of Texas and other events, the(MLK/Hatcher) Station area serves as an important gateway to Fair Park. After millions ofdollars of investment by the City of Dallas, Fair Park now boasts an expanded Cotton BowlStadium and a new Children's Aquarium, as well as several museums, venues, and year-roundattractions. The State Fair of Texas is exploring the creation of a year-round amusement parkon the site to bring in additional activity.

    Grand Park South TIF District: Created in 2005, the Grand Park South TIF Districtencompasses the neighborhood to the southwest of Fair Park, including the Grand Avenue,Martin Luther King Jr. Blvd. and Robert B. Cullum Blvd. commercial corridors as well as theMLK DART Station. Plans for the district call for an improved residential environment, promotionof transit-oriented development in the historical context of the neighborhood, implementation ofappropriate urban design standards, and improved quality of development for the neighborhood.

    Background:

    The Buckner area plan will incorporate at a minimum an area within mile of the BucknerDART station, which includes a sizeable Park and Ride lot. The study area will also extendalong Buckner Boulevard to include Eastfield Community Colleges Pleasant Grove campus.

    Purpose and Need:

    The plan will serve as a redevelopment template for the area that promotes social equity,prioritizes current residents and creates connectivity for those who need improved access totransit options while maximizing the impact of community assets such as Eastfield CollegesPleasant Grove campus. The plan will help the city to guide future affordable / workforcehousing and transit oriented development around the station.

    Projects, Plans and area Initiatives:

    Comprehensive Plan: The forwardDallas! Comprehensive Plans Vision Illustrationidentifies the area near the DART Green Line Buckner station as a Transit Center and the areasadjacent to it are classified for Urban Mixed Use development. The area within the scope ofstudy is appropriate for mixed-use transit-oriented development, taking full advantage of existingand future connectivity assets in the area.

    Current Planning Efforts: The community of Pleasant Grove is engaged in a long-termeffort to improve the livability of the community and increase economic opportunity. A group ofstakeholders including residents, DART, Eastfield Community College, Pleasant Grove: Mission

    Possible, and DCCCD have recognized the value of the new DART station and its connection tothe new Eastfield campus and are interested in maximizing the connections potential.

    Vickery Meadows Five Points Area Plan Project Area 5

    Background:

    In the Vickery Meadows Five Points area, an area plan will be undertaken to examine areahousing needs, modal connectivity, pedestrian access and land use density. The planningstudy area will be generally bounded by Northwest Highway to the South, Walnut Hill to theNorth, I-75 / Central Expressway to the West, and Fair Oaks Park to the East. This areacontains three Dallas ISD public schools (Lowe Elementary School, Tasby Middle and ConradHigh Schools), two DART light rail stations, one of Dallas largest private hospitals (TexasHealth Presbyterian Hospital), a proposed City of Dallas library, Fair Oaks Park (a 233 acrepublic park) and approximately 95 aging multi-family housing complexes.

    Purpose and Need:

    The planning study area includes an existing large and extremely diverse residential population

    who do not own or utilize private transportation, instead relying on DART mass transit. A keyfocus of the plan will be to address better pedestrian access from area housing to the DARTstations and nearby services, parks and public facilities in a safe and effective manner throughappropriate Context Sensitive Street design. Specifically, one focus of the plan will be how toenhance access to the Park Lane DART light rail station, through such means as enhancementof pedestrian and bicycle infrastructure, improvement of area mass transit options andinfrastructure upgrades to accommodate better overall area modal options for residents.

    Another focus will be reviewing the opportunities to re-invigorate affordable housing at or nearthe DART Park Lane station. The plan will have a special focus on housing by reviewingexisting area housing supply and demand, as well as assessing how best to achieve a fair andequitable housing mix, assessable across multiple household income levels.

    Projects, Plans and Area Initiatives:

    Planning Efforts:The forwardDallas!Comprehensive Plan process included a workshopin the Vickery Meadows Five Points area held on December 7, 2004. This plan broughttogether community members, area leaders, business owners and City staff, who workedtogether to identify key issues and a desired design concepts to guide future development.Additionally, in 2009 The Real Estate Council Foundation drafted a privately initiatedstudy focused on the Vickery Meadows area. Current planning efforts which impactthe area include the Dallas Bicycle Plan update and the Citys Complete Streetsinitiative. These two planning efforts should be taken into account in developing any proposals

    for the area. Area conceptual designs should incorporate Complete Street treatments within thearea and any bicycle facilities proposed. Other area planning efforts include the East DallasVeloway and work by the Dallas Area Pedestrian Coalition.

    East Dallas Veloway: This route will bring a significant improvement in the quality of life for

The East Dallas Veloway alsoreferred to at the Union Pacific Trail, will run from the White Rock Spillway / Santa Fe Trail northto Royal Lane at the White Rock Trail (and just south of the Cottonwood Trail). The East DallasVeloway will be completed over four phases of development and will also help connect the KatyTrail to White Rock Lake.

    Dallas Area Pedestrian Coalition: The mission of the Dallas Area Pedestrian Coalition(DAPS) is to help prevent pedestrian injuries and fatalities in Dallas through education,outreach, and environmental changes. DAPS has representatives from community-basedorganizations, local and independent school districts, law enforcement agencies, the City ofDallas, hospitals and the Dallas Area Rapid Transit (DART). The coalition seeks collaborationbetween community planners, engineers, law enforcement officers, community advocates, andschool personnel to improve pedestrian safety. Within the Vickery Meadow/Five Points area,DAPS has undertaken specific community outreach and health program initiatives to helpaddress area resident obesity and pedestrian safety issues.Area Development and Redevelopment: The Park Lane Development is locatedeast of US-75 between Blackwell Street and Park Lane. This mixed use development whichcontains retail, office and residential components, opened in 2010 and is served by the DARTPark Lane Station. Any area plan should consider existing area commercial development suchas that on Greenville Avenue and changes such as the Sams Club relocation to NorthwestHighway and Skillman Ave as well as area public facilities such as the library.

    Vickery Meadow TIF District: Created in 2005, the Vickery Meadow TIF Districtincludes the Park Lane DART Station and an adjacent neighborhood with a diverse populationin aging multi-family housing complexes. Adjacent anchors, such as NorthPark Center and theTexas Health Presbyterian Hospital, provide assets around which investment can create value.The first TIF project, the $750 million Shops at Park Lane mixed-use development, is partiallycomplete, anchored by the largest Whole Foods Market in Texas and 325 apartment units.

    SERVICE P5A2 - Public Involvement and OutreachThe Team will create and follow a public involvement plan suited to the development of theVickery Meadows- Five Points area plan. It is anticipated that the public involvement approachwill need to involve specific neighborhoods, community leaders, major property owners, non-profit organizations and developers in the area. At a minimum the public involvement approachmust include:

    1. A public involvement plan document used to guide stakeholder engagement.2. A minimum of two public workshops or open houses designed to receive communityinput. City staff will assist with arranging venues, facilitating events, and providing apreliminary stakeholder list to be used for outreach efforts.

    3. Establishing a Citizens Advisory Committee (AC) consisting of key community leaders,area residents and stakeholders. Appropriate members of the Committee includerepresentatives from DART, DISD, Presbyterian Hospital, the TIF board AreaHomeowners groups, neighborhood associations, and neighborhood watch groups.

    4. Appropriate stakeholder interviews or focus groups or other interactive session,preferably bilingually, to gauge attitudes, concerns, preferences and priorities relevant tothe Hatcher Station-Spring Avenue Plan. Innovative strategies, methods and tools forpromoting public involvement that add value to the process and product are encouraged.

    Selection Criteria

    A team may choose to submit a proposal for one, any, or all five of the projects listed in thisRequest for Proposals. Preference will be given, however, to an individual firm or team capable

    of managing the process for completing all five area plans. Selection of a qualified team will bedetermined using the items listed in the Selection Criteria section below.

    Experience Requirements

    The Team should include, at a minimum, expertise in urban planning, corridor planning, urbandesign, public engagement, market analysis, and Transit Oriented Development design.Desirable experience includes:

    1. Demonstrated experience in successfully completing other comparable TOD planningprojects in similar contexts with evidence of successful implementation.

    2. Prior experience and familiarity with best practices related to context sensitive design

    solutions for multi-modal, mixed use environments that accommodate fixed transit,bicycles, pedestrians and automobiles. Particular emphasis on such experience inlargely automobile dependant settings.

    3. Demonstrated experience with developing conceptual development proposals that arefeasible.

    4. Prior experience with developing context sensitive design solutions5. Prior experience with or knowledge of developing complete streets implementation

    strategies and funding programs6. Prior experience with or knowledge of the Dallas Zoning Ordinance, Thoroughfare Plan,

    Bike Plan, PWT/DWU design manuals and the Dallas Development Code.7. Demonstrated high level of responsive, professional and creative customer service in

    short deadline situations, a history of meeting deadlines, and a history of keeping within

    budget.8. Successful Project Manager and project team, size of staff, current workload, and

    availability.9. Demonstrated experience working for governmental agency clients.10. Demonstrated experience with facilitating community charrettes, conducting public

    meetings, and other public outreach methods, especially in outreach to economically,racially or ethnically diverse communities.

    Insurance Requirements

    The successful bidder will be required to purchase and maintain, during the term of the contract,

    insurance as described in Attachment A.

    Scope of Services with Timeline (8 pages maximum)This section will detail the proposed work program and schedule for the project(s), includingtasks and timelines, with the knowledge that Dallas objective is to have final products availablefor action within 12 months from the project initiation date. The timeline(s) contained in thissection should provide a schedule that includes process steps, deliverables, and target deliverydates for intermediate and final products.

    Proposed Costs (4 pages maximum)Proposals should indicate cost of services organized by firm, personnel, and by projected hoursassigned to tasks and deliverables including a to-not-exceed cost for the project(s).

    Team Experience (14 pages maximum)

    Description of the relevant experience and capabilities of the lead firm and any proposed sub-consultants including information on capacity to handle the demands of this project and eachfirms organization, size and capacity. This section provides relevant information on the projectmanager and team members, including information on similar project experiences, capabilitiesand time commitment for the duration of this project. This should also include project managerstrack record of keeping projects on schedule and within budget. Include descriptions of at leasttwo directly related or similar projects successfully completed within the last five years, includingscope, role of team members, name of the client and current contact information.

    Proposals should use a minimum of line-and-a-half spacing. Page limits are for each projectarea with the exception of the Cover Page and Team Experience. Cross-referencing should beused rather than repetition whenever possible.

The City reserves the right toreject any and/or all proposals or waive irregularities. During your review of the RFP andpreparation of proposals, Proposer(s) may discover certain errors, omissions orambiguities. If this is the case, or if the meaning of any part of this RFP is unclear,

    proposer(s) shall submit written questions to the buyer listed below in time to allow the Cityto answer the questions and distribute written responses to all proposers before theproposal due date and time. All inquiries shall be directed in writing to the City of Dallas,Business Development and Procurement Services Department. The requesting Citydepartment staff is instructed NOT to discuss this RFP with the Applicant(s).

    The Business Development and Procurement Services Department will make allnecessary arrangements for direct contact with other City departments, if required. Ifassumptions are made about the meaning or accuracy of any part of this RFP, theproposer(s) must state that in the Proposal.If the proposer does not ask questions or clarify any assumptions, the City will assumeproposer(s) understand(s) the Citys requirements and that the Proposers offering will

    meet those needs at the price stated.

    Do not rely on oral instructions or clarifications. The City of Dallas official position will beissued in writing by the Business Development and Procurement Services Department. Ifnecessary, a written addendum will be posted on the vendor self-service website of theCity www.bids.dallascityhall.com It shall be the vendors responsibility to check forupdates on this website.

    4. Opening of proposalsAll proposals must be received by Business Development & Procurement Services nolater than 2:00 p.m. on 08/31/2011. Late proposals cannot be accepted. Vendors are

    responsible for insuring that proposals are received on time and at the right location.

    Proposals will be opened by the City so as to avoid disclosure of contents to competingproposers, and kept secret and confidential during the process of negotiation. It is theresponsibility of the proposer to clearly mark and identify all portions of the proposal thatcontain trade secrets, confidential information and other proprietary information. Suchinformation contained in the proposals and clearly identified will not be made open for

    CITY OF DALLASpublic inspection at any time, even after the contract has been awarded and executed, andwhether or not the Proposer wins the contract.

    5. Late and withdrawn proposalsProposals received by the City after the time and date will not be considered. Any proposalmay be withdrawn prior to the scheduled due date.

    6. Selection of best qualified proposalsThe City of Dallas will review the proposals submitted by all proposers. On the basis of theevaluation criteria in Section III, the City of Dallas will determine which proposals are bestqualified for the award of the contract.

    The City of Dallas may at any time, investigate a proposers ability to perform work. TheCity of Dallas may ask for additional information about a company and its work onprevious contracts. Proposers may choose not to submit such information in response toCity of Dallas request; however if failure to submit such information does not clarify theCitys questions concerning the ability to perform, the City may discontinue further
