1. GENERAL

The scope of quotation will be manufacturing and supply of the Condensate Pump to be

used for LP Steam Renewal Project which will be located in Gunsan, Chollabukdo,

Republic of Korea.

3. PROPOSAL REQUIREMENTS

3.1 GENERAL CONDITIONS

1) All quotations shall be for the exact conditions as set forth in the drawings, specifications and description of material, equipment and/or services attached hereto. If there are deviations and/or omissions of any kind, your proposal must expressly call attention to the Purchaser under a separate heading titled "Deviation List," reference subject document number in order to be considered.

2) A prospective Bidder requiring any clarification of the bidding documents may notify eTEC in writing or by e-mail at the mailing address indicated in the bidding document. eTEC will respond in writing to any request for clarification of the bidding document.

3) Failure to furnish all information required by the bidding documents or submission of a bid not substantially responsive to the bidding documents in every respect will be at the Bidder’s risk and may result in rejection of its bid.

4) eTEC shall not allow any price extra necessitated by failure of the Bidder to comply with the technical specifications, unless such exceptions are clearly set forth in the quotation.

5) The Bidder shall bear all costs associated with the preparation and submission of its bid, and eTEC will in no case be responsible or liable for these costs, regardless of the conduct or outcome of the bidding process.

6) All drawings, specifications, and technical information provided shall be treated as confidential. Bidders shall not permit any of such drawings, specifications, or information to be shown or disclosed to anyone other than those who need it in connection with this inquiry.

6. INSPECTION

INSPECTION & TEST

1) The Bidder shall arrange and perform the tests, examinations and inspection according to the required codes and standards, and then submit the reports to eTEC. Also refer to each technical specification for the requirement in detail.

2) Tests, examinations and inspection witnessed and/or approved by the Owner, eTEC does not relieve the Bidder of his obligation to provide his own quality control and inspection of the materials and equipment to assure himself that the purchaser’s requirements are met.

3) In the event that materials cannot be identified as to specifications, or reasonable doubt exists as to its identity, the Bidder shall carry out verification tests under the purchaser’s and/or his representative’s instruction at Bidder’s expense.

4) Re-inspection costs incurred by the purchaser and/or his representative due to failure of the Bidder’s materials and equipment, or both shall be charged to the Bidder.

1. GENERAL

This specification covers the minimum requirements for engineering, and purchasing of

Condensate Pump(6CN-PP-0003A/B) and the relevant accessories. This item shall be

supplied for use in the LP Steam Renewal Project.

2. SCOPE OF SUPPLY

2.1. GENERAL

The contents of this specification have been made in detail as possible to maximize the

accuracy of the Vendor’s quotation. The Vendor should use his expert knowledge, review

this specification and add or delete equipment to meet the intent of required system.

The Vendor must address every paragraph of this specification in his quotation and either

confirms it applicable or gives clear alternate with price and price additions to meet

specified requirements.

Failure to comply with any part of this specification does not relieve the Vendor from system

responsibility.

Chinese and Indian products can not be delivered without client permission..

2.2. SCOPE OF WORK

The Vendor shall furnish the following equipment and services in accordance with the

requirements of this specification.

2.2.2 Work to be provided by Supplier

1) Two(2) canned type condensate pump sets complete with shaft seal system and lube

oil device

2) Drive motors and coupling with accessories

3) All internal piping & valve required for drains, vents, sealing, lubrication and mechanical

balancing line within the terminal point

4) Base plate for the pump and motor

5) Design and supply of support accessories such as base plates, sole plates, sub-sole

plates, shims, wedges, foundation bolts and nuts

6) Pump and motor bearing temperature element with Thermowells, Transmitters, junction

boxes and all measuring instruments within the terminal points

7) Restriction orifices, flow gauges, filters, check valves, valves and piping for pump shaft

seal

8) Vibration monitoring devices

9) Welding rods required for the interconnecting piping between the equipments within the

Supplier's scope

2.3. TERMINAL POINT

The Supplier's terminal points shall include, but not limited to the following ;

1) Suction flanges/connections of the pump, inlets

2) Discharge flanges/connections of the pump outlets

3) Seal water supply and drain flanges/connections on the pumps

4) Outlet flanges/connections of high point vents valve

5) Terminal boxes of the instrumentation and control elements

6) Anchor bolts of the equipment support system

7) Cooling Water supply & return flange for Condensate Pump Motor Bearing Coolers

Terminal Point list shall be submitted at detail design stage.

3. CODES AND STANDARDS

The following codes, standards, and specification shall be considered as a part of this

specification. All documents shall be the latest editions in force on the data of issuance of

this specification. Refer to Attachment #1 Basic Engineering Design Data.

4.2. Detail Technical Requirement

4.2.1 General

1) The condensate pumps shall be of the vertical, wet suction, canned type, with

mechanical seals.

2) Running clearance shall meet the requirements of API 610, latest edition.

3) The NPSH available of pumps shall be designed to ensure safe and steady operation

without excessive vibration and cavitations. The NPSH available shall be at least 30%

more than the NPSH required.

4) The pump shall be made to minimize air leakage between shaft sleeves and shaft.

5) The pump rotating part is to be statically and dynamically balanced after assembly in

the shop.

6) The best efficiency point of pump shall be as near as possible to the rated operating

condition. The pump shut-off head shall not be not less than 120% of design point.

7) Can dimension and static head of impeller in can shall be designed by Supplier.

8) The pump total discharge head shall increase continuously from design point to shut-off

head so pumps are capable of continuously operating individually or in parallel under all

load conditions.

9) Critical speed of pumps shall be separated from the normal operating speed by 20% of

normal operating speed.

10) The pump casing shall be arranged to permit removal of pump internals by

disconnection all piping connections and the flange at the can to head joint. Piping

connections shall conform to shut-off pressure rating raised face for discharge and

suction flange.

11) The pump shaft bearings shall be flexible inserted hard metal bearings lubricated by

pumped medium or Supplier’s standard bearing

12) The pumps shall be equipped with packed stuffing boxes bearing against hardened

stainless steel shaft sleeves. The sleeves shall be locked to the shaft to prohibit its

turning on the shaft.

13) A suitable adjustable coupling of adequate capacity shall be provided to permit vertical

adjustment of the pump impeller. The coupling shall be removable for maintenance

access to the rotating assembly.

14) Replaceable wear rings shall be provided on the bowls and the impellers adjustable.

15) All nozzles and related parts for connecting to Purchaser's piping shall be capable of

withstanding reasonable reactions imposed by properly designed connecting piping.

16) The pump shall be so designed and constructed as to permit convenient inspection,

adjustment, repair and replacement of all parts subject to erosion or other deterioration

or otherwise requiring such attention.

17) Lifting eyebolts shall be provided.

18) The pump shall be design so that the condensate being pumped is not contaminated

with any oil or foreign matter.

19) The pump shall be specifically designed and constructed for condensate service and

shall have ample provision for shaft sealing and for suction casing venting or equalizing

connections.

20) Bidder shall indicate minimum flow(Under 30% of rated flow) at which each pump can

operate continuously without causing damage. Bidder shall also indicate the continuous

maximum allowable run-out flow for each pump.

4.2.2 Piping

Piping shall be designed in accordance with Supplier's standard, unless otherwise stated in

this specification and Piping Material Specification.

4.2.3 Electrical

1) Local on/off Switch shall be installed for control the pumps.

2) All electrical equipment provided by the Supplier shall be in accordance with Supplier's

standard unless otherwise stated in this specification.

3) The Supplier shall furnish all motors and motor auxiliaries in accordance with the ’Tech Spec

for MV & LV Motor’.

4.2.4 Instrumentation and Controls

Refer to ‘I&C Technical Specification for Package’.

4.2.5 Material

Materials shall be selected in accordance with Supplier's standard, unless otherwise stated

in this specification.

4.2.6 Surface Preparation and Painting

Surface Preparation and Painting shall be conducted in accordance with the ‘Cleaning and

Painting Specification.

5. INSPECTION & TEST

5.1. SHOP TEST AND INSPECTION

Tests and inspections shall be in accordance with applicable codes and standards and this

specification. Tests and inspections not covered by above requirements shall be performed

in accordance with manufacturer's standards. These test and inspection reports shall be

submitted to owner.

5.1.1. Test and inspection items

The equipment, parts and materials shall be tested and inspected, but not be limited to, the

followings.

1) Material test

All major materials for pressure boundary application shall be tested in accordance with

applicable code and standards.

2) Hydrostatic tests

Each assembled system shall be flushed clean and hydrostatically tested as adequate.

Tubing, piping connections welds, valve stems, and seats shall be checked for leaks.

No detectable leakage shall be permitted. All leaks shall be repaired and the equipment

retested. The vendor shall protect instruments from excess pressure during hydrostatic

testing. The hydrostatic test pressure shall be 1.5 times of the design pressure. The

pressure shall be continuously maintained for a minimum time of 30 minutes. Water

used for testing shall contain less than 200 ppm total halogens.

Following this test, the instrument devices shall be connected and tested for 5 min or

longer using the lowest nameplate working pressure of the instruments under test. The

vendor shall be responsible for the proper protection of the instruments.

Piping, tubing, valves, and fittings shall be blown dry with oil-free air or nitrogen, after

which the system inlet and drain connections shall be plugged.

Hydrostatic test shall be made for each pump casing in accordance with applicable code

and standard.

3) Welding inspection

All welding, welding procedure qualifications, electrodes, welding material, preheat and

post weld heat treatment, and welder or welding operator performance test shall be in

accordance with ASME B3l.1 and/or AWS D1.1.

4) Non-destructive Examination

All welds of pressure containing parts shall be examined by radiographic or ultrasonic,

magnetic particle and/or liquid penetration test in accordance with applicable code and

standards.

NDE personnel shall be qualified and certified for each examination method in

accordance with the requirements of SNT-TC-1A or equivalent.

5) Visual and dimensional inspection

In addition to code requirements, all components shall be visually examined prior to

assembly and painting. Welds and components shall appear sound and without defects,

rough edges shall be trimmed and ground smoothly.

All major components shall be checked dimensionally in accordance with the applicable

code & standard before sub-assembly and final assembly.

All components which interface with owner supplied equipment shall be checked after

assembly to verify that all dimensions involved in the interface agree with those shown in

the approved outline drawings. Where dimensions do not agree with those shown on the

drawings and adjustments cannot be made, the vendor shall inform owner of the

discrepancy and mutually agreeable solution shall be obtained prior to shipment.

6) Operation Test

An operating test shall be made to ensure the correctness of the wiring and piping and

the proper functioning of all equipment.

The tests shall include introducing into all analytical equipment a solution having known

chemical properties and recording the output.

7) NPSH test

NPSH test shall be performed in accordance with Hydraulic Institute Standards, using

cold water on one pump of each type specified. The test shall be performed for at least

five different flows, including rated flow, 15 percent above rated flow, maximum flow (run

out): and 10 percent below minimum flow, sufficiently divergent to establish a NPSH

curve over the useful range of the pump.

8) Field Test

The vendor shall conduct a recheck of system performance to verify that it meets the

specified requirements after installation of the equipment. Any reset or recalibration of

instruments which may be required shall be accomplished by the vendor. The vendor

shall furnish the services of a qualified engineer to provide technical direction and

consumable materials for start-up and field testing of the equipment.

6. QUALITY ASSURANCE

The Vendor shall establish and perform Quality Assurance Program in compliance with the

QA requirements;

Inspection and test plan (ITP)

Inspection points such as hold, witness and review

Owner or his designee reserve the right to perform audit, surveillance and inspection in

order to verify the implementation of QA Program for the equipment purchased in

accordance with this specification.

The Vendor shall submit Quality Assurance Program Manual test and inspection plans and

procedures (except for shop test and inspection procedures) for review and acceptance

prior to preceding the effective activities.

Shop tests and inspections shall be performed in accordance with procedures approved by

Vendor. The shop test and inspection procedures shall be submitted on request to Owner.

7. SPARE PARTS / CONSUMABLES /SPECIAL TOOLS

7.1. General

The Supplier shall provide the list with itemized unit prices using the owner’s form of the

spare parts, consumables and special tools.

The spare parts and special tools shall include those necessary items, which are to be

reasonably enough in terms of the items and quantities, and shall be at least equal to or

more than those contracted in his past reference plants. The reference plants shall have the

capacities equal to or larger than this plant. In addition, the vendor shall provide the

evidence document for the owner’s evaluation thereof.

During two(2) years after turnover, the vendor shall provide at the supplier’s expense when

additional spare parts and/or special tools are required due to the shortage and/or not

included in the “Two(2) years’ spare parts” and “Special tools” provided by the vendor and

also shall make restitution for the losses, if any.

7.2. Commissioning Spares and Consumables

The Supplier shall provide the list with itemized unit prices using the owner’s form of the

commissioning spares and consumables for the gas chromatograph and shall include the

total price within the fixed firm price portion.

In general it shall be understood that all parts, materials, consumables etc. including

chemicals and lube oils, to be consumed or replaced during installation, commissioning,

start-up and test run prior to the plant turnover to the Owner.

7.3. Operational Spares

1) Two(2) Years’ Spare Parts (Option)

The Supplier shall provide the spare parts list with itemized unit prices for the two(2)

years’ operation of the gas chromatograph in accordance with following instructions in

the owner’s form.

2) Recommended Spare parts

The Supplier shall add the additional items and quantities requested by the owner during

the technical clarification, and the vendor shall suggest reasonable unit prices for them.

The unit prices suggested in this category shall be the same as the unit prices of the

identical items listed in the two(2) years’ operational spares.

7.4. Special Tools

The Supplier shall provide the list with itemized unit prices using the owner’s form of the

special tools required for installation, checking, testing, inspection, operation, repair and

maintenance of the gas chromatograph and shall include the total price within the Fixed
