It was the Intention of the High Comniasion to oloee down these delegatlona : a from the 31st July, but in response to the very urgent request from the Aur,trim Government, pointing out that if these delegations of the High Commission were olosed it would be obliged to denounce Its dheslon to the Identity Certificate Sys­tem and to regard nil Russian Refugees re Soviet sub­jects, and also in response to the very urgent appeals from the Rurslan Organisations themselves In Austria,Dr. Bynoen has decided to continue the delegations in Austria, rnd Hungary until the end of the present year.

To do this, ho- ever, it will be necessary to in­crease the allowance in question from [000 to 1500 Sw Ibb francs per month, as the contributions which have up till now been made to these delegations by the In­ternational Red Cross end the Union Internationale de secours aux Enfants were discontinued >. a from the 3Iet

l)r. Hansen hopes very much that you will see your way to endorse this arrangement tfcioh will Involve an extra expenditure In reepeot of these two delegf 4 tions for the current year of 2500 frs. which oould be taken from the item of "Miscellaneous" In our budget.

This mémorandum will serve as basis to Lord Robert Oeoll*s letter to "'the Times" and has also been given to " t h e Morning fost" oorrespondamt and to thecorrespondent of"the DuLlj Hewn'', who have promised to utilise this material.
