Pursuant to Republic Act No. 9136, otherwise known as the Electric Power Industry Reform Act of 201 or the EPIRA Law, its Implementing Rules and Regulations, the Philippine Grid Code, and the Philippine Small Grid Guidelines, the Energy Regulatory Commission (ERC) hereby adopts and promulgates the following Rules to Govern the Monitoring of Small Grid Users’ Compliance with the Philippine Small Grid Guidelines (PSGG).

ARTICLE I General Provisions

Section 1. These Rules shall have the following objectives:

a) To establish a monitoring system of the Small Grid User’s compliance with the PSGG;

b) To establish the current status of compliance of the Small Grid Users with the Standards prescribed in the PSGG;

c) To ensure the compliance of the Small Grid Users with the Standards that will guarantee the quality, reliability, adequacy, stability, security, and integrity of the power supply in the Small Grid;

d) To promote accountability of the Small Grid Users to achieve greater operational and economic efficiency, thereby rationalizing electricity prices; and

e) To protect the public interest as it is affected by the rates and services of electric utilities and other providers of electric power.

Section 2. Guiding Principles. Small Grid Users shall comply with all prescribed technical specifications, performance standards and other requirements of the PSGG for Small Grid Users. Small Grid Users shall submit to the ERC, through the DMC, a Compliance Monitoring Report. Where a Small Grid User does not comply with specific provisions of the PSGG, the Small Grid User shall submit to the ERC, through the DMC the Summary of Compliance Plans. The ERC, through the DMC, shall ensure that the Small Grid Users comply with the prescribed technical specifications, performance standards, and other requirements of the PSGG to achieve the objectives of RA No. 9136. The ERC, through the DMC, shall evaluate the submitted Compliance Monitoring Report and Compliance Plan, and assess and monitor the Reporting Entity’s compliance with the PSGG.

Section 3. Scope. These Rules shall apply to the following Small Grid Users:

a) Generator; b) Small Grid Owner; c) System Operator; d) Distribution Utilities; and e) All other entities with a user system connected to the Small Grid.

Section 4. - Except for the following terms, the definitions of the words and phrases specified in Article 1.5 of the PSGG shall apply to these Rules:

a) “Authorized Person” shall refer to the person authorized by virtue of its official function, Board Resolution, or any other basis of authorization to certify and be held responsible for the correctness and validity of the submitted Compliance Monitoring Report to the ERC, through the DMC;

b) “Connection Point”, for purposes of these Rules, shall refer to the point of

connection of the Small Grid User System to the Small Grid;

c) “Compliance Assessment” shall refer to the on-site verification by the ERC, through DMC, of the Reporting Entity’s records to validate their accuracy and to assess the Reporting Entity’s compliance with the PSGG Standards;

d) “Small Grid Users”, for purposes of these Rules, shall refer to the Generators, Small Grid Owner, System Operator, Distribution Utilities, and all other entities to which the PSGG applies;

e) “Measurements” shall refer to the specific compliance requirements such as

the required system performance, procedural manuals, records, reports, plans, programs, and/or actions to be taken by the Reporting Entity by which its compliance or non-compliance with the prescribed Standards of the PSGG will be measured;

f) “Reporting Entity” shall refer to the Small Grid User reporting or submitting

its Compliance Monitoring Report to the ERC, through DMC; g) “Standard” shall refer to the specific provisions of the PSGG that prescribe

the technical specifications, performance standards, and/or other requirements for compliance of Small Grid Users;

h) “Template” shall refer to the standard form to be used by the Reporting

Entity in its submission to the ERC, through the DMC, of its Compliance Monitoring Report;

Section 5. Compliance Monitoring Report. All Small Grid Users shall submit to the ERC, through the DMC, the Compliance Monitoring Report in accordance with the requirements and procedures set in these Rules. The Compliance Monitoring Report shall indicate the self-assessed compliance or non-compliance with all prescribed technical specifications, performance standards, and other requirements of the PSGG. The Compliance Monitoring Report shall also include proofs/supporting documents and explanations of its self-assessment on the compliance or non-compliance. The Compliance Monitoring Report shall be certified by an Authorized Person of the Reporting Entity. Such authority (official function of the position, Board Resolution, etc.) shall be indicated in the certification. The ERC, through the DMC, shall evaluate, determine, and monitor the compliance or non-compliance of Small Grid Users with each of the prescribed technical specifications, performance standards, and other requirements of the PSGG. Section 6. Summary of Compliance Plans. Where the Reporting Entity does not comply with any of the prescribed technical specifications, performance standards, and other requirements of the PSGG, the Reporting Entity shall prepare a Compliance Plan that will address the non-compliance of the Reporting Entity with the Standards. The Compliance Plans shall be approved by the ERC (i.e. through CAPEX Application). The Reporting Entity shall submit to the ERC, through the DMC, together with the Compliance Monitoring Report, its Summary of Compliance Plans for each Standard which the Reporting Entity is non-compliant with. The Summary of Compliance Plans shall contain the description of the activities or projects to be implemented by the Reporting Entity in order to fully comply with the requirements of the PSGG. The schedule of implementation for such activities or projects shall be indicated in the Summary of Compliance Plans. One activity or project may lead to compliance with one or more Standards; hence, the Reporting Entity shall list down the Standards being addressed by each Compliance Plan. The Summary of Compliance Plans shall be certified by an Authorized Person of the Reporting Entity. Such authority (official function of the position, Board Resolution, etc.) shall be indicated in the certification. The ERC, through the DMC, shall monitor the progress of the completion of each Compliance Plan.

ARTICLE II Requirements and Procedures

Section 1. Requirements for the Submission of Compliance Monitoring Report. The Reporting Entity shall submit its Compliance Monitoring Report using the Template attached as Annex A. The Compliance Monitoring Report specifies the required self-assessment and certification of the Reporting Entity concerning the status of its compliance with the Standards. The Reporting Entity shall assess the applicability of the Standard. If the Standard is applicable, the self-assessed compliance or non-compliance of the Reporting Entity shall be indicated in the Compliance Monitoring Report. The Reporting Entity is said to be “compliant” with the Standard if he complies with all the requirements (as listed under the Measurements) of the Standard. The Reporting Entity is said to be “non-compliant” with the Standard if otherwise. Where the Standard is “not applicable” to the Reporting Entity, the Reporting Entity shall explain the reasons for such conditions. The Reporting Entity shall provide proofs or supporting documents to justify its self-assessment of compliance with the Standard. These shall include documentations containing the list of procedures, records, reports, programs, plans, actions taken or to be taken, and other information that demonstrate the compliance of the Reporting Entity with the Standard. Where Reporting Entity is non-compliant with the Standard, the Reporting Entity shall prepare a Compliance Plan that will address the non-compliance of the Reporting Entity with the Standards. Where the Compliance Plan will require capital expenditures, it shall be applied to the ERC for its approval. The Compliance Monitoring Report shall be certified by the Authorized Person and shall be submitted under oath to the ERC, through the DMC. Section 2. Requirements for the Submission of Summary of Compliance Plans. The Reporting Entity shall submit its Summary of Compliance Plans using the Template attached as Annex B. The Summary of Compliance Plans lists down the Compliance Plans prepared by the Reporting Entity to address its con-compliance with the Standards of the PSGG. The Reporting Entity shall provide the following information:

a) Compliance Plan number which shall be supplied by the Reporting Entity for Purposes of referencing;

b) Description of the activity or project to be implemented by the Reporting Entity in order to fully comply with the Standard;

c) Schedule indicating the start and completion dates of the compliance activity or project that the Reporting Entity is committed to implement;

d) List of Standards that were violated and being addressed by the Compliance Plan; and

e) Status or progress of the activity or project; especially for the succeeding submission of Compliance Monitoring Report and Summary of Compliance Plans to the ERC, through the DMC, for monitoring purposes.

The Summary of Compliance Plans shall be certified by the Authorized Person and shall be submitted under oath, to the ERC, through the DMC, together with the Compliance Monitoring Report. Section 3. Procedures for Submission. The following procedures shall be followed in the submission of the Compliance Monitoring Report and Summary of Compliance Plans:

a) The Reporting Entity shall obtain from the ERC, through the DMC, the electronic copy of the Templates for the Compliance Monitoring Report and Summary of Compliance Plans;

b) After its self-assessment and preparation of Compliance Plans, if any, the Reporting Entity shall submit to the ERC, through the DMC, certified hard copy and electronic copy of the duly accomplished Compliance Monitoring Report and Summary of Compliance Plans, if applicable, not later than May 31 of each year. Hard copy shall be submitted to the ERC, through the DMC, at its principal office. Electronic copy shall be submitted through the dedicated e-mail address assigned for each area (Luzon, Visayas, and Mindanao).

c) In lieu of the submission of the hard copies of the procedures, the Reporting Entity may opt to submit its duly certified list of procedures. However, these procedures shall be available any time for inspection and verification.

d) All reports requiring annual submission to the ERC, through the DMC, shall form part of the Compliance Monitoring Report. Otherwise, proof of submission shall be attached to support the Reporting Entity’s compliance.

e) First reporting shall commence one year after the effectivity of these Rules. Section 4. Procedures for Record Keeping. The Reporting Entity shall maintain all its records for at least five (5) years. All records shall be made available anytime for inspection by the ERC, through the DMC. The DMC shall likewise maintain all submitted Compliance Monitoring Reports for a period of at least five years. All reports shall be made available to the ERC, upon request.

Section 5. Procedures for Compliance Assessment. The ERC, through the DMC, shall conduct annual Compliance Assessment, including ocular inspections, to verify the compliance of the Reporting Entity with the PSGG Standards. The Reporting Entity to be assessed will be selected randomly by the DMC. The selected Reporting Entity will be notified at least 60 days prior the conduct of Compliance Assessment. The Compliance Assessment Team will assess the Reporting Entity’s evidences of compliance with the PSGG Standards with the Reporting Entity’s technical personnel. These technical personnel may be interviewed to provide additional information to clarify the data that has been previously provided to the Compliance Assessment Team. The results of the interviews, in conjunction with the evidences provided, will be the basis in validating the Reporting Entity’s compliance with the PSGG Standards. The Compliance Assessment Team shall be composed of DMC Members and DMC technical support staff. The budget for the conduct of Compliance Assessment shall be included in the DMC Annual Budget being shared by all Distribution Utilities as a direct proportion of their annual peak demand or annual energy sales, as approved by the ERC.

ARTICLE III Standards and Measurements

Section 1. Applicability. Each Small Grid User shall have corresponding applicable Standards as presented below:

Section 2. Standards and Measurements. The Small Grid Users shall comply with the following PSGG Standards. Each Standard will have corresponding Measurements by which the compliance or non-compliance with the Standards of will be measured.

a) Standard Reference No. PSGG-01: Control of System Frequency

PSGG 3.1.1 For all Categories, the Generators and Small Grid Owner shall ensure that at any Connection Point in the Small Grid, the following standards shall be complied with:

For Category 1 and Category 2:

The nominal fundamental frequency shall be 60 Hz and shall be maintained within the limits of 59.4 Hz and 60.6 Hz during normal conditions.

For Category 3, Category 4 and Category 5: The nominal fundamental frequency shall be 60 Hz and shall be maintained within the limits of 59.2 Hz and 60.8 Hz during normal conditions.

Measurements: For the System Operator: 1. The Reporting Entity has operating and control policy procedures in

maintaining the frequency within the specified limits of the PSGG.

2. The Reporting Entity has records of instructions and events relative to frequency control of the Small Grid.

For other Small Grid Users: The Reporting Entity has records of events, instructions, and its responses to the System Operator relative to frequency control of the Small Grid.

b) Standard Reference No. PSGG-02: Long Duration Voltage Variation at the

Connection Point of the Small Grid

PSGG 3.1.1.2.4 The Small Grid Owner and the System Operator shall ensure that the Long Duration Voltage Variations result in RMS values of the voltages that are greater than 90 percent but less than 110 percent of the nominal voltage at any Connection Point during normal conditions. Measurements: 1. The Reporting Entity has operating and control policy and procedures for

regulating the voltage within the specified limits of the PSGG.

2. The Reporting Entity has the capability to monitor and record voltages at any Connection.

3. The Reporting Entity has records of actual measurements. These records shall show that there are no voltages less than 90 percent or greater than 110 percent of nominal voltage at all Connection Points of the Small Grid for the peak and off-peak loads.

4. Where there are violations, the Reporting Entity shall submit a monthly report to the ERC, through the DMC, enumerating all its violations for the month.

5. The Reporting Entity has records that demonstrate the instructions, responses, and events relative to voltage control of the Small Grid.

c) Standard Reference No. PSGG-03: Voltage Unbalance at the Connection

Point of the Small Grid

PSGG 3.1.1.3 The maximum Voltage Unbalance at the Connection Point of any Small Grid User or any Generator shall not exceed 2.5 percent during normal operating conditions.

Measurements: For the Generator: 1. The Reporting Entity has records of actual measurements. These records

shall show that the Voltage Unbalance at all Connection Points of the Small Grid does not exceed 2.5 percent during normal operating conditions.

2. Where there are violations, the Reporting Entity shall submit a monthly report to the ERC, through the DMC, enumerating all its violations for the month.

d) Standard Reference No. PSGG-04: Submission of Small Grid Interruption

Report

PSGG 3.1.1.5.1 The Small Grid Owner and the System Operator shall submit the monthly Interruption report for its Small Grid on a quarterly basis, using the format prescribed by the ERC.

Measurements: 1. The Reporting Entity has records of events involving outage of equipment.

2. The Reporting Entity has submitted quarterly its monthly Interruption Report to

the ERC, through the DMC. e) Standard Reference No. PSGG-05: Small Grid Development, Operation, and

Maintenance in accordance with PEC Parts 1 and 2 and the OSHS

PSGG 3.2.1.1 The Small Grid Owner, Generator and the System Operator shall develop, operate, and maintain the Small Grid in a safe manner and shall always ensure a safe work environment for their employees. In this regard, the ERC adopts the Philippine Electrical Code (PEC) Part 1 and Part 2 set by the Professional Regulations Commission and the Occupational Safety and Health Standards (OSHS) set by the Bureau of Working Conditions of the Department of Labor and Employment. Measurement: The Reporting Entity has safety requirements and procedures for Small Grid design, installation, operation, and maintenance which were developed in accordance with the requirements of the PEC Parts 1 and 2 and the OSHS.

f) Standard Reference No. PSGG-06: Personnel Safety Records and Reports

PSGG 3.2.3 The Small Grid Owner, Generator and System Operator shall submit to the ERC, through the DMC, copies of records and reports required by OSHS as amended. These shall include the measurement of performance specified in Section 3.2.2 (Measurement of Performance for Personnel Safety).

Measurements:

1. The Reporting Entity has records of accidents and illnesses of its employees.

2. The Reporting Entity has submitted the following to the Regional Labor Office of the Department of Labor and Employment: a) Monthly Work Accident/Illness Report (on or before the 20th day of the

month following the date of occurrence); b) Monthly Government Safety Engineers Accident Investigation Report (not

later than the 30th day of the month following the date of occurrence); and c) Annual Work Accident/Illness Exposure Data Report (on or before the 30th

day of the month following the end of each calendar year).

g) Standard Reference No. PSGG-07: System Grounding

PSGG 4.1.3 The Small Grid Owner shall specify the grounding requirements and the applicable Earth Fault Factor at the Connection Point. Measurements: 1. The Reporting Entity has records of actual measurements in all locations of

System Grounding per Substation during summer season.

2. The Reporting Entity has submitted annually to the ERC, through the DMC, the actual measurements for the preceding year as part of the Compliance Monitoring Report.

h) Standard Reference No. PSGG-08: Standards for Equipment

PSGG 4.1.4.1 All Equipment at the Connection Point shall comply with the requirements of the IEC Standards or their equivalent national standards.

Measurement: The Reporting Entity has a list of all Equipment at the Connection Point that shows that they are designed, manufactured, and tested in accordance with the requirements of IEC Standards or their equivalent national standards. Equipment at the Connection Point include, but are not limited to, circuit breakers, fuses, disconnect switches, grounding switches, busbars, instrument transformers (CT & PT) and coupling devices, termination devices, protection devices, control devices, measurement/metering devices, and auxiliary devices.

i) Standard Reference No. PSGG-09: Maintenance Logbook for the Equipment

at the Connection Point

PSGG 4.1.5.2 The Small Grid User shall maintain a log containing the test results and maintenance records relating to its Equipment at the Connection Point and shall make this log available when requested by the Small Grid Owner. Measurement: The Reporting Entity has documents containing the test results and maintenance records of Equipment at all Connection Points to the Small Grid. A list of records of testing and maintenance of Equipment at all Connection Points to the Small Grid shall be submitted by the Reporting Entity as part of the Compliance Monitoring Report.

j) Standard Reference No. PSGG-10: Application for New Connection or

Modification of Existing Connection to the Small Grid

PSGG 4.2.1.1 Any Small Grid User seeking a new connection to the Small Grid shall secure the required Connection Agreement with the Small Grid Owner prior to the actual Connection to the Small Grid. PSGG 4.2.2.1 Any Small Grid User seeking a modification of an existing connection to the Small Grid shall secure the required Amended Connection Agreement with the Small Grid Owner prior to the actual Connection to the Small Grid. Measurement: The Reporting Entity has the procedures and requirements for the application of new connection or modification of existing connection to the Small Grid that are consistent with Article 4.2 of the PSGG.

k) Standard Reference No. PSGG-11: System for Monitoring and Control of Grid Equipment

PSGG 4.5.1.2 Each Small Grid User shall provide the complete communication equipment required for the monitoring and control of the Connection Point and the Generating Units. Measurement: The Reporting Entity has list of required communication system and equipment for monitoring and control of the Connection Point and the Generating Units in the Small Grid.

l) Standard Reference No. PSGG-12: Control of Connection Point of the Small

Grid by a Circuit Breaker

For the Generator: PSGG 4.3.1.2 The Connection Point shall be controlled by a circuit breaker that is capable of interrupting the maximum short circuit current at the point of connection. For other Small Grid Users: PSGG 4.4.1.2 The Connection Point shall be controlled by a three-phase circuit breaker that is capable of interrupting the maximum short circuit current at the point of connection. Measurements: 1. The Reporting Entity’s short circuit breaking devices at the Connection Points

of the Small Grid are three-phase circuit breakers that are rated to interrupt or break the maximum available short circuit current at the location of the circuit breaker.

2. The Reporting Entity shall indicate the comparison of the Close and Latch (momentary) and Breaking (interrupting) duties of the circuit breakers with the maximum available fault.

m) Standard Reference No. PSGG-13: Isolation of Circuit Breaker at the Connection Point of the Small Grid by Disconnect Switches

PSGG 4.3.1.3/4.4.1.3 Disconnect switches shall also be provided and arranged to isolate the circuit breaker for maintenance purposes.

Measurements: 1. Disconnect switches are provided and arranged to isolate the circuit breakers

at the Connection Point for maintenance purposes.

2. The Reporting Entity shall submit the Electrical Diagrams and Connection Point Drawings indication the location and arrangement of the circuit breakers and disconnect switches.

n) Standard Reference No. PSGG-14: Generating Unit Power Output PSGG 4.3.2.1 The Generating Unit shall be capable of continuously supplying its Active Power output, as specified in the Generator’s Declared Data, within the Power System Frequency range of 59.7 to 60.3 Hz. Any decrease of power output occurring in the frequency range of 59.7 to 57.6 Hz shall not be more than the required proportionate value of the frequency decay. PSGG 4.3.2.2 The Generating Unit shall be capable of supplying its Active Power and Reactive Power outputs, as specified in the Generator’s Declared Data, within the Voltage Variations specified in Section 3.2.3 (Voltage Variations), Chapter 3 of the PDC and any amendments thereto, during normal operating conditions. PSGG 4.3.2.3 The Generating Unit shall be capable of supplying its Active Power output, as specified in the Generator’s Declared Data, within the limits of 0.85 Power Factor lagging and 0.90 Power Factor leading at the Generating Unit’s terminals, in accordance with its Reactive Power Capability Curve. Measurements:

1. The Reporting Entity has submitted the data requirements specified in Article

4.3.5 to the System Operator.

2. The Reporting Entity shall submit proof of its submission to the System Operator as part of its Compliance Monitoring Report.

o) Standard Reference No. PSGG-15: Speed-Governing System

PSGG 4.3.5.1 The Generating Unit shall be capable of contributing to Frequency Control by continuous regulation of the Active Power supplied to the Small Grid.

PSGG 4.3.5.2 The Generating Unit shall be fitted with a fast-acting speed-governing system to provide Frequency Control under normal operating conditions in accordance with Section 6.5 (Frequency Control and Voltage Control). The speed-governing system shall have an overall speed-droop characteristic of five percent (5%) or less. Unless waived by the Small Grid Owner in consultation with the Distribution Utility , the speed-governing system shall be capable of accepting raise and lower signals. PSGG 4.3.5.3 When a Generating Unit becomes isolated from the Small Grid, the speed governing system shall provide Frequency Control to the resulting Island Grid. Exemptions from this requirement shall be specified in the Connection Agreement or Amended Connection Agreement.

Measurements:

1. The Reporting Entity has submitted the data requirements specified in Article

4.3.5 to the System Operator.

2. The Reporting Entity shall submit proof of its submission to the System Operator as part of its Compliance Monitoring Report.

p) Standard Reference No. PSGG-16: Excitation Control System

PSGG 4.3.6.1 The Generating Unit shall be capable of contributing to Voltage Control by continuous regulation of the Reactive Power supplied to the Small Grid. PSGG 4.3.6.2 The Generating Unit shall be fitted with a continuously acting automatic excitation control system to control the terminal voltage without instability over the entire operating range of the Generating Unit. PSGG 4.3.6.3 The performance requirements for excitation control facilities, including power system stabilizers, where necessary for power system operations shall be specified in the Connection Agreement or Amended Connection Agreement.

Measurements:

1. The Generators shall submit the data requirements specified in Section 4.3.6

to the System Operator.

2. The Reporting Entity shall submit proof of its submission to the System Operator as part of its Compliance Monitoring Report.

q) Standard Reference No. PSGG-17: Protection of Small Grid User's

Equipment at the Connection Point of the Small Grid

For the Generator: PSGG 4.3.9.1 The protection of Generating Units and Equipment and their connection to the Small Grid shall be designed, coordinated and tested to achieve the desired level of speed, sensitivity and selectivity in fault clearing and to minimize the impact of faults on the Small Grid. For other Small Grid Users: PSGG 4.4.2.1 The protection of the DU’s or other Small Grid User’s Equipment at the Connection Point shall be designed, coordinated and tested to achieve the desired level of speed, sensitivity and selectivity in fault clearing and to minimize the impact of faults on the Small Grid. Measurements: 1. The Reporting Entity has conducted coordination studies of the protective

devices at the Connection Point. The Ratings of the protective devices are indicated in the coordination tables and curves that show the level of speed, sensitivity, and selectivity.

2. The Reporting Entity has test results that were conducted either by the Small Grid Owner, Generator, or the Distribution Utility to ascertain the calibration of the protective devices.

r) Standard Reference No. PSGG-18: Circuit Breaker Fail Protection for Small

Grid User’s Equipment

For the Generator: PSGG 4.3.9.4 A circuit breaker shall be provided by the Generator at the Connection Point to interrupt the fault current at any side of the Connection Point, a circuit breaker fail protection shall also be provided by the Generator. For other Small Grid Users: PSGG 4.4.2.4 Where the DU’s or Small Grid User’s Equipment are connected to the Small Grid and a circuit breaker is provided by the DU or other Small Grid User or by the Small Grid Owner to interrupt fault currents at any side of the Connection Point, a

circuit breaker fail protection shall also be provided by the DU or other Small Grid User or the Small Grid Owner. Measurements: For the Generator: 1. The Reporting Entity has provided a circuit breaker fail protection for the

circuit breakers at the Connection Points.

2. The Reporting Entity has submitted electrical diagrams, drawings, and other relevant documents as proof of the existence of the circuit breaker fail protection.

For other Small Grid Users: 1. The Reporting Entity shall indicate in the Compliance Monitoring Report

whether the Distribution Utility , or other Small Grid User, or the Small Grid Owner was responsible in providing the circuit breaker at the Connection Point.

2. Compliance to this Standard will be determined by the provision of circuit breaker fail protection for circuit breakers at the Connection Point.

3. Electrical diagrams, drawings, and other relevant documents shall be submitted by the Reporting Entity as proof of the existence of the circuit breaker fail protection.

s) Standard Reference No. PSGG-19: Reliability of Protection System

PSGG 4.3.9.7/4.4.2.7 The ability of the protection scheme to initiate the successful tripping of the circuit breakers that are associated with the faulty Equipment, measured by the System Protection Dependability Index, shall be not less than ninety nine percent (99%). Measurements: 1. The Reporting Entity has been monitoring the performance of the circuit

breakers at the Connection Point of the Small Grid User to the Small Grid.

2. The calculated System Protection Dependability Index for the preceding year shall be at least 99%. System Protection Dependability Index is defined as a measure of the ability of protection to isolate faults and calculated using the formula: Dp=1-F1/A; where A=Total number of system faults, F1=number of system faults where there was a failure to isolate a fault.

3. The Reporting Entity has submitted the circuit breaker performance data and the calculated index for the preceding year as part of the Compliance Monitoring Report.

t) Standard Reference No. PSGG-20: Fixed Asset Boundary Document for

Equipment at the Connection Point

PSGG 4.6.3.1 The Small Grid Owner shall establish the procedure and forms required for the preparation of the Fixed Asset Boundary Documents.

PSGG 4.6.3.2 The Small Grid User shall provide the information that will enable the Small Grid Owner to prepare the Fixed Asset Boundary Document in accordance with the schedule specified in the Connection Agreement or Amended Connection Agreement. Measurements: For the Small Grid Owner: The Reporting Entity has procedures and forms for the preparation of the Fixed Asset Boundary Documents for Equipment at the Connection Point of the Distribution System in accordance with Article 4.6 of the PSGG.

For other Small Grid Users: The Reporting Entity has submitted to the Small Grid Owner the information needed by the Small Grid Owner to prepare the Fixed Asset Boundary Document, in accordance with Article 4.6 of the PSGG. A proof of submission to the Small Grid Owner shall be submitted as part of the Compliance Monitoring Report.

u) Standard Reference No. PSGG-21: Electrical Diagrams for the Equipment at

the Connection Point of the Small Grid PSGG 4.7.1.1 The Small Grid Owner shall specify the procedure and format to be followed in the preparation of the Electrical Diagrams for any Connection Point. PSGG 4.7.1.2 The Small Grid User shall prepare and submit to the Small Grid Owner an Electrical Diagram for all the Equipment on the Small Grid User’s side of the Connection Point in accordance with the schedule specified in the Connection Agreement or Amended Connection Agreement.

Measurements: For the Small Grid Owner: 1. The Reporting Entity has the procedures and forms for the preparation of

Electrical Diagrams at the Connection Point of the Small Grid in accordance with Section 4.7 of the PSGG.

2. The Reporting Entity has complete Electrical Diagrams for all Connection Points of the Small Grid. The Reporting Entity’s compliance shall be determined by the completeness of these records.

For other Small Grid Users: The Reporting Entity has submitted to the Small Grid Owner the information needed by the Small Grid Owner to prepare the Electrical Diagrams of Equipment at the Connection Points of the Small Grid in accordance with Article 4.7 of the PSGG.

v) Standard Reference No. PSGG-22: Connection Point Drawing at the Connection Point of the Small Grid

PSGG 4.8.1.1 The Small Grid Owner shall specify the procedure and format to be followed in the preparation of the Connection Point Drawing for any Connection Point. PSGG 4.8.1.2 The Small Grid User shall prepare and submit to the Small Grid Owner, the Connection Point Drawing for the Small Grid User’s side of the Connection Point, in accordance with the schedule specified in the Connection Agreement or Amended Connection Agreement. Measurements: For the Small Grid Owner: 1. The Reporting Entity has the procedures and forms for the preparation of

Connection Point Drawings at the Connection Point of the Small Grid in accordance with Section 4.7 of the PSGG.

2. The Reporting Entity has complete Connection Point Drawings for all Connection Points of the Small Grid. The Reporting Entity’s compliance shall be determined by the completeness of these records.

For other Small Grid Users: The Reporting Entity has submitted to the Small Grid Owner the information needed by the Small Grid Owner to prepare the Connection Point Drawings in accordance with Article 4.8 of the PSGG.

w) Standard Reference No. PSGG-23: Registration of Small Grid User Data

PSGG 4.9.3 The Small Grid Owner, in consultation with the System Operator, shall develop the forms for all data to be submitted in accordance with an application for a Connection Agreement or an Amended Connection Agreement. Measurements: 1. The Reporting Entity has procedures and forms for the submission of Small

Grid Data to be registered are in accordance with Article 4.9 of the PSGG.

2. The Reporting Entity has complete data relating to Connection Point and Small Grid User System for all the Connection Points of the Small Grid. The Reporting Entity’s compliance shall be determined by the completeness of these records.

x) Standard Reference No. PSGG-24: Expansion of Communication System

PSGG 5.1.1.2 The Small Grid Owner shall be responsible for planning the expansion of communications and other facilities.

Measurement: Procedures for evaluating expansion of communications and other facilities of the Small Grid include planning requirements.

y) Standard Reference No. PSGG-25: Submission to the Small Grid Owner of

the Planning Data

PSGG 5.1.2.2 All Small Grid Users shall submit annually to the Small Grid Owner the relevant historical planning data for the previous year and the forecast planning for the five (5) succeeding years by calendar week 27 of the current year. These shall include the updated Standard Planning Data and the Detailed Planning Data. Measurements: 1. The Reporting Entity has timely submitted to the Small Grid Owner required

planning data.

2. The Reporting Entity shall submit proof of its submission to the Small Grid Owner of the required planning data as part of its Compliance Monitoring Report.

z) Standard Reference No. PSGG-26: Maintenance of Small Grid Planning Data

PSGG 5.1.3.1 The Small Grid Owner shall consolidate and maintain the Small Grid planning data according to the following categories: a) Forecast Data; b) Estimated Equipment Data; and c) Registered Equipment Data.

Measurement: The Reporting Entity has procedures for collection and update of Small Grid Planning Data in accordance with Articles 5.3 and 5.4 of the PSGG.

aa) Standard Reference No. PSGG-27: Impact Studies for the Evaluation of Grid

Expansion Project

PSGG 5.1.4.1 The Small Grid Owner shall conduct Grid Impact Studies to assess the effect of any proposed Grid expansion project on the Small Grid and the Power System of other Small Grid Users.

Measurements: 1. The Reporting Entity has procedures for conducting Grid Impact Studies for

grid expansion projects. The procedures shall show the details of circumstances where each technical planning analysis is required for an application for new connection or modification of existing connection to the Small Grid.

2. The Reporting Entity has submitted a list of Grid Impact Studies conducted, if any, for the preceding year.

bb) Standard Reference No. PSGG-28: Impact Studies for the Evaluation of User Development Project

PSGG 5.1.5.1 The Small Grid Owner shall conduct Small Grid Impact Studies to assess the effect of any proposed Small Grid User Development on the Grid and the Power System of other Small Grid Users.

Measurements: 1. The Reporting Entity has documents containing the requirements, technical

data, models, and procedures for conducting impact studies on Small Grid Users development project.

2. The Reporting Entity has submitted a list of Grid Impact Studies conducted for the preceding year.

cc) Standard Reference No. PSGG-29: Operation and Control of the Grid at Normal State

PSGG 6.1.2.1 The Small Grid shall be operated so that it remains in the normal state.

Measurement: The Reporting Entity has operating and control procedures to ensure that the Small Grid is operated to remain in normal state as specified in Section 6.1.1.1 of the PSGG.

dd) Standard Reference No. PSGG-30: Small Grid Voltage Operation for

Instability Problems Reduction PSGG 6.1.2.2 The Small Grid Voltage shall be operated at safe level to reduce the vulnerability of the Small Grid to Transient Instability, Dynamic Instability and Voltage Instability problems. Measurement: The Reporting Entity has records of computer simulations conducted to determine the stability limits of the Small Grid.

ee) Standard Reference No. PSGG-31: Small Grid Primary and Back-up

Protection System

PSGG 6.1.3.1 The Small Grid shall have adequate and coordinated primary and backup protection at all times to limit the magnitude of Small Grid disturbances when a fault or Equipment failure occurs.

Measurements: For the Grid Owner: Protective devices in the Small Grid are properly coordinated. Each component of the Small Grid (i.e., transformer, transmission line, and other Equipment) has primary and secondary protection. The ratings, settings, and characteristics of protective devices were selected such that faulted Equipment can be promptly isolated while minimizing the outages of Small Grid Equipment. For the System Operator: 1. The Reporting Entity has procedures for selecting the ratings and settings of

protective devices including protection philosophies and requirements.

2. Protective devices in the Small Grid are properly coordinated. Each component of the Small Grid (i.e., transformer, transmission line, and other Equipment) has primary and secondary protection. The ratings, settings, and characteristics of protective devices were selected such that faulted Equipment can be promptly isolated while minimizing the outages of Small Grid Equipment.

ff) Standard Reference No. PSGG-32: Small Grid Alert State Notices

PSGG 6.3.1.1 The following notices shall be issued, without delay, by the System Operator to notify all Small Grid Users of an existing alert state:

a) When the Operating Margin is less than the highest synchronized Generating

Unit capacity; b) Weather Disturbance Alert when a weather disturbance has entered the

Philippine area of responsibility; c) Blue Alert when a tropical disturbance is expected to make a landfall within 24

hours; and d) Security Alert when peace and order problems exist, which may affect Small

Grid operations.

Measurements: 1. The Reporting Entity has procedures and forms for issuing the Small Grid

Alert State Notices.

2. The Reporting Entity has records of issuances of Small Grid Alert State Notices.

gg) Standard Reference No. PSGG-33: Small Grid Significant Incident Notices

PSGG 6.3.1.2 A Significant Incident Notice shall be issued by the System Operator, the Small Grid Owner or any Small Grid User if a Significant Incident has transpired on the Small Grid or the Power System of the User, as the case may be. The notice shall be issued within 15 minutes from the occurrence of the Significant Incident, and shall identify its possible consequences on the Small Grid and/or the other Small Users and any initial corrective measures that were undertaken by the System Operator, the Small Grid Owner, or the Small Grid User, as the case may be.

Measurements: 1. The Reporting Entity has procedures and forms for issuing the Small Grid

Significant Incident Notices to other Small Grid Users.

2. The Reporting Entity has records of its Significant Incident Notice issuances.

hh) Standard Reference No. PSGG-34: Small Grid User's Planned Activity Notices

PSGG 6.3.1.3 A Planned Activity Notice shall be issued by a Small Grid User to the Small Grid Owner and the System Operator for any planned activity such as a planned shutdown or scheduled maintenance of its Equipment at least seven (7) days prior to the actual shutdown or maintenance. The System Operator shall notify the Small Grid User of its approval or disapproval of the Small Grid User’s request at least (5) days before the actual work commences. Measurements: For the Small Grid Owner: 1. The Reporting Entity has procedures and forms for issuing the Planned

Activity Notices and Responses.

2. The Reporting Entity has records of its Planned Activity Notice Responses.

For other Small Grid Users: The Reporting Entity has records of its Planned Activity Notices.

ii) Standard Reference No. PSGG-35: Small Grid Monthly Operations Report

PSGG 6.3.2.1 The Small Grid Owner and the System Operator shall prepare monthly operations report and submit to the DMC on a quarterly basis. These reports

shall include an evaluation of the events and other problems that occurred within the Small Grid for the previous month, the measures undertaken by the Small Grid Owner and the System Operator to address them and the recommendations to prevent their recurrence in the future.

Measurement: The Reporting Entity has submitted its Monthly Operations Report to the DMC.

jj) Standard Reference No. PSGG-36: Small Grid Significant Incident Report

PSGG 6.3.2.2 The System Operator shall submit to the DMC the Significant Incident Reports prepared pursuant to the provisions of PSGG Section 6.6.2. Measurement: The Reporting Entity has submitted its Significant Incident Report to the DMC.

kk) Standard Reference No. PSGG-37: Small Grid Operating Program

PSGG 6.4.1.1 The System Operator, in consultation with the Small Grid Owner, shall prepare the following Operating Programs that specify the availability and aggregate capability of the Generating Plants to meet the forecasted Demand:

a) Three-year Operating Program; b) Annual Operating Program; c) Monthly Operating Program; d) Weekly Operating Program; and e) Daily Operating Program. Measurements: 1. The Reporting Entity has procedures for preparing the Small Grid Operating

Programs, in accordance with the requirements specified in Article 6.4.1 of the PSGG.

2. The Reporting Entity has its Operating Programs, in accordance with the requirements specified in Article 6.4.1 of the PSGG.

ll) Standard Reference No. PSGG-38: Small Grid Maintenance Program

PSGG 6.4.2.1 The Small Grid Owner, in consultation with the System Operator, shall prepare the following Small Grid Maintenance Programs based on the forecasted Demand, the Small Grid User’s provisional Maintenance Program, and requests for maintenance schedule:

a) Three-Year Maintenance Program; b) Annual Maintenance Program; c) Monthly Maintenance Program; d) Weekly Maintenance Program; and e) Daily Implementation Program.

PSGG 6.4.2.4 The Small Grid User shall provide the Small Grid Owner and/or System Operator by week 27 of the current year a provisional Maintenance Program for the three (3) succeeding years. The following information shall be included in the Small Grid User’s provisional Maintenance Program or when the Small Grid User requests for a maintenance schedule for its System or Equipment:

a) Identification of the Equipment and the MW or kW capacity involved; b) Reasons for the maintenance; c) Expected duration of the maintenance work; d) Preferred start date for the maintenance work and the date by which the work shall have been completed; and e) If there is flexibility in dates, the earliest start date and the latest completion date.

Measurements: For the Small Grid Owner: 1. The Reporting Entity has procedures for preparing the Small Grid

Maintenance Program, in accordance with the requirements specified in Article 6.4.2 of the PSGG.

2. The Reporting Entity has its Maintenance Program, in accordance with the requirements specified in Article 6.4.2 of the PSGG.

mm) Standard Reference No. PSGG-39: Automatic Load Dropping Program

PSGG 6.5.1.1 The System Operator shall establish the level of Demand required for ALD in order to limit the consequences of a major loss of generation in the Small Grid. The System Operator shall conduct the appropriate technical studies to justify the targets and/or to refine them as necessary.

Measurements: For the System Operator: 1. The Reporting Entity has procedures for establishing the level of Demand

required for Automatic Load Dropping.

2. The Reporting Entity has records of technical studies conducted that justify the level of demand and rotation of load blocks to be dropped, and the settings of under frequency relays for the Automatic Load Dropping Program.

For the Distribution Utility: The Reporting Entity’s compliance with this Standard shall be determined by a document such as Connection Agreement, Amended Connection Agreement, or any other agreement with the Grid Owner and System Operator that contains the arrangements and procedures for Automatic Load Dropping. The Reporting Entity shall demonstrate that it has complied with such arrangements with the Grid Owner and System Operator.

nn) Standard Reference No. PSGG-40: Manual Load Dropping Program

PSGG 6.5.2.1 The Small Grid User shall make arrangement that will enable it to disconnect its customers immediately following the issuance by the System Operator of an instruction to implement MLD. Measurement: For the System Operator: The Reporting Entity has a document containing the manual Load Dropping Procedures.

. For the Distributor: The Reporting Entity has a document containing the Manual Load Dropping scheme that it will implement in response to the instructions of the System Operator.

oo) Standard Reference No. PSGG-41: Small Grid Emergency Procedures

PSGG 6.6.1.2 The Small Grid Owner and the System Operator shall develop, maintain and distribute a Manual of Small Grid Emergency Procedures, which lists all parties to be notified, including their business and home phone numbers, in case of an emergency. The manual shall also designate the location(s) where critical personnel shall report for Small Grid restoration duty. Measurement: The Reporting Entity has developed, maintained, and distributed a Manual of Distribution Emergency Procedures. This shall also include the procedures to be observed during emergency drills.

pp) Standard Reference No. PSGG-42: Small Grid Emergency Drills

PSGG 6.6.1.3 Emergency drills shall be conducted at least once a year to familiarize all personnel responsible for emergency and Small Grid restoration activities with the emergency and restoration procedures. The drills shall simulate realistic emergency situations. The Manual of Small Grid Emergency Procedures shall be followed. A drill evaluation shall be performed and deficiencies in procedures and responses shall be identified and corrected. Measurement:

The Reporting Entity’s compliance with this Standard shall be determined by the report on the emergency drills that it has conducted for the preceding year. This report shall be submitted annually as part of the Compliance Monitoring Report. If an emergency drill has not been conducted yet, the compliance shall be determined by the readiness of the Reporting Entity to implement such a drill by submitting the schedule and detailed instructions for the emergency drill.

qq) Standard Reference No. PSGG-43: Safety Coordination Procedures for

Safety Precautions

PSGG 6.7.1.5 Safety coordination procedures shall be established for the coordination, establishment, maintenance and cancellation of Safety Precautions on secondary voltage and primary voltage equipment when work or testing is to be carried out on the Small Grid or the Small Grid User System.

Measurement: The Reporting Entity has documents containing the records of procedures for implementing Safety Precautions in accordance with Article 6.7 of the PSGG. These procedures describe in detail the Safety Rules and Local Safety Instructions, responsibilities of Safety Coordinators, Safety Logs and Record of Inter-System Safety Precautions, location, implementation and cancellation of Safety Precaution, and authorization for testing.

rr) Standard Reference No. PSGG-44: System Test Procedures

PSGG 6.8.1.1 System Test, which involves the simulation of conditions or the controlled application of unusual or extreme conditions that may have an impact on the Small Grid or the Small Grid User System, shall be carried out in a manner that shall not endanger any personnel or the general public. Measurement: The Reporting Entity has documents containing the records of procedures for implementing System Tests in accordance with Article 6.8 of the PSGG. These procedures describe the details of the requirements for the System Test Request, System Test Group, System Test Program, and System Test Report.

ss) Standard Reference No. PSGG-45: Generating Unit Capability Test Procedures

PSGG 6.9.1.1 Tests shall be conducted, in accordance with the agreed procedure and standards, to confirm the compliance of Generating Units for the following:

a) Capability of Generating Units to operate within their registered Generation

parameters; b) Capability of the Generating Units to meet the applicable requirements of the

Small Grid Guidelines; c) Capability to deliver the Ancillary Service that the Generator had agreed to

provide; and d) Availability of Generating Units in accordance with their capability declaration.

Measurements: 1. The Reporting Entity has procedures to confirm the capability of Generating

Units.

2. The Reporting Entity has documents containing the results of the capability tests conducted for all the generating units that are connected to the Small Grid.

tt) Standard Reference No. PSGG-46: Standard System for Site and Equipment

Identification PSGG 6.10.1.1 The Small Grid Owner shall develop and establish a standard system for Site and Equipment Identification to be used in identifying any Site or Equipment in all Electrical Diagrams, Connection Point Drawings, Small Grid operation instructions, notices, and other documents. Measurements: 1. The Reporting Entity has documents containing the records of procedures of

the Standard system for Site and Equipment Identification in accordance with Article 6.10.1 of the PSGG.

2. The Reporting Entity documents containing the records of all Site and Equipment with the assigned identification according to the Standard system for Site and Equipment Identification.

uu) Standard Reference No. PSGG-47: Standard Labeling System for Site and

Equipment Identification

PSGG 6.10.2.1 The Small Grid Owner shall develop and establish a standard labeling system, which specifies the dimension, sizes of characters, and colors of labels, to identify the Sites and Equipment. Measurement: The Reporting Entity has documents containing the records of procedures for labeling the Sites and Equipment in the Small Grid in accordance with Section 6.10.2 of the PSGG.

vv) Standard Reference No. PSGG-48: Provision and Installation of Site and Equipment Identification

PSGG 6.10.2.2 The Small Grid Owner or the Small Grid User shall be responsible for the provision and installation of a clear and unambiguous label showing the Site and Equipment Identification at their respective System.

Measurement:

The Reporting Entity has labeled all Sites and Equipment in the Small Grid or the Small Grid User’s System in accordance with the standard system for Site and Equipment Identification and labeling. The Reporting Entity’s compliance with this Standard shall be determined by its submission of the Compliance Monitoring Report with the certified list of Sites and Equipment that were labeled indicating the dates and persons in-charge of labeling.

ww) Standard Reference No. PSGG-49: Transformer Connection and Grounding

For the Generator: PSGG 4.3.10.1 If the Generator’s Equipment is connected to the Small Grid, the high-voltage side of the transformer shall be connected in Wye, with the neutral available for connection to ground. For other Small Grid Users: PSGG 4.4.3.1 If the DU’s or other Small Grid User’s Equipment is connected to the Small Grid at a voltage of 69 kV and above, the Wye side shall be connected to ground.

Measurements: For Generator: The Reporting Entity has submitted the electrical diagrams, drawings, and or/pictures that show the connection of the transformer windings and the availability of the neutral for connection to the ground.

For other Small Grid Users: The Reporting Entity has submitted the electrical diagrams, drawings, and or/pictures that show that the wye side is connected to the ground.

ARTICLE IV Administrative Sanctions

Violations of these Rules shall be subject to the imposition of fines and penalties in accordance with the “Guidelines to Govern the Imposition of Administrative Sanctions in the Form of Fines and Penalties Pursuant to Section 46 of the EPIRA”, as amended.

ARTICLE V Separability

If for any reason, any provision of these Rules is declared unconstitutional or invalid by final judgment of a competent court, the other parts or provisions hereof which were not affected thereby shall continue to be in full force and effect.

ARTICLE VI Repealing Clause

Any Rules or regulations inconsistent with the provisions of these Rules is hereby repealed and modified accordingly.

ARTICLE VII Effectivity

These Rules shall take effect immediately upon publication in a newspaper of general circulation in the country, and upon posting electronically. Let copies of these Rules be furnished the University of the Philippines Law Center-Office of the National Administrative Register (UPLC-ONAR) and all concerned Distribution Utilities.
