ADMINISTRATOR’S REPORT(April 4, 2018)
1). Street Department FT Maintenance Position- An offer has been made to Dustin Irvin, Sunbury
resident by way of Centerburg, and accepted. Dustin’s background and reference checks have been stellar
and he has passed a pre-employment physical. We are prepared to have him start Monday April 9, 2018.
Waste Water Treatment Plant FT Maintenance Position- This replacement position was posted last
Tuesday and will close Monday April 9, 2018. To date, we have received over 40 applications.
2). Big Walnut Middle School Service Day- Friday April 27, 2018 marks the date for the third annual
BWMS Service Day where the 7th and 8th graders participate in service projects throughout the district.
The Village of Sunbury has received a great deal of supplemental labor for many projects such as tree
planting, as well as parks and grounds improvement.
3). Tree City USA Program in Grove City- Sunbury has qualified for a 2017 Tree City USA Award
which will be presented on Thursday April 19, 2018 in Grove City.
4). MS-4 2017 Compliance Report- This OEPA mandated report was turned in last Friday and Village
Staff will continue to proceed with the 2018 program. We continue to work on an agreement with
Delaware County Soil and Water Conservation District to assist us in our compliance efforts in each of
the six (6) Minimum Control Measures.
5). Up-Ground Reservoir Operating, Maintenance and Inspection (OMI) Manual- We received word
last week from ODNR that the Village of Sunbury’s OMI, submitted for review late last year, has been
approved. This is good news as it puts us in compliance with ODNR requirements. We are still awaiting
confirmation of the approval of our Emergency Action Plan (EAP). With these documents in place we
can begin the Up-Ground Reservoir Up-date/Up-grade Project.
6). Sunbury Meadows SR-3 Traffic Light Up-date- There is no news with respect to the status of the
delivery of the poles for the project, however, MP Dory was at the site Monday doing prep work at each
of the corners.
7). Village of Sunbury Fiber Connection- We appear to be getting very close to finalizing the project to
provide high speed fiber optic cable to the Village of Sunbury Municipal Building (Admin. and Police
Departments). This has been in the works for years. Village staff met with representatives from
Consolidated Electric, EDGE and Delaware County IT to work out the last details. I hope to have PO’s
for installation ($4800.00), additional fire wall ($7000.00) and on-going service agreement (minimal
charge) with Delaware County. With this high speed fiber in place the Police and Administration
departments will be able to perform more efficiently and better utilize technology throughout the Village.
An IT meeting to review this project as well as the web site upgrade and CMI virtual wall is being
considered before the 4/18/18.
8). Drainage Concerns- Staff has received over 3” of rain at the WWTP since Monday, which has
caused numerous calls and complaints throughout the Village. Brad Gerwig is putting together a priority
list of repairs for storm drains and road repairs to be approved at the 4/18/18 meeting.

VILLAGE PROJECTS
ODNR Dam Failure Emergency Action Plan (EAP)The Village is under official notice by the ODNR to develop an emergency action plan (EAP) for their up-ground reservoirs by January 2018. This is required for all owners of class 1 dams in the state. Deadline for submitting and EAP is 12/31/17.
The Village has received approval from ODNR for the OMI. Comments have been received from ODNR for the EAP and revised plans will be submitted this week.
5 South Columbus Street PropertyThis project involved the construction of a new parking lot at the southwest corner of Cherry Street and Columbus Street, along with drainage improvements that will connect to the storm sewer currently being installed on W. Cherry St. Preliminary plans provide 14 parking spaces and a landscaped open space on the corner.
CT is preparing a concept plan for park-like improvements at the corner that will complement the proposed the proposedfuture improvements for the Village Square.
Revised concept plan has been submitted to the Village.
A cost estimate has been submitted to the Village for review.

2017 Street ImprovementsThis project involves microsurfacing and pavement repair of the Sunbury Estates subdivision, as well as all of N. Miller Drive. Restriping of all existing pavement marking will also be performed.
CT and Administrator walked the N. Miller Drive corridor to evaluate the current pavement condition and adding a few more areas of full-depth replacement to the project. CT is coordinating with the Village administration, OPWC, and the Contractor to evaluate additional scope.
Additional full-depth replacement areas have been identified. These are proposed tobe added to the project through a change order, which ison the agenda for the 4/4/18 Council meeting. CT is coordinating with the Contractor to schedulea preconstruction meeting.
PRIVATE DEVELOPMENT PROJECTS
State Route 3 & Sunbury Meadows Drive Traffic SignalThis projects involves the installation of a new traffic signal at the intersection of State Route 3 and Sunbury Meadows Drive, along with new sidewalks, curb ramps, pedestrian countdown timers, intersection lighting, and illuminated street name signs.
Pole manufacturer went out of business and the Village’s order was cancelled. A new order has been placed with another manufacturer and delivery is expected to be in early fall.
Shop drawings for the new poles have been approved.

Price Ponds RezoningThis rezoning request consists of rezoning 184 acres to the Planned Residential District (PRD) zoning district. The proposed development plan has a total of 337 single-family homes and 60 single-family detached condominiums.
Public hearing was held on 8/28/17 at the Planning and Zoning Commission meeting.
Applicant has submitted a revised development plan addressing comments provided at 11/27/17 Planning and Zoning Commission meeting.
Rezoning application was approved at the 12/18/17 Planning and Zoning Commission meeting contingent on final legal and engineering approval.
Rezoning application has had two readings. Applicant has requested the application be tabled.
No update.
Sunbury Estates Assisted Living FacilityThis project involves the construction of a 71,200 square foot facility containing 95 units on 8.37 acres. The property is located at the corner of US36/SR37 & SR3 behind the BST&G fire station and includes the building, parking areas, and the extension of the private access drives behind and next to the Advanced Auto Parts.
Plans were submitted to the Planning and Zoning Commission and were approved contingent on final legal and engineering approval at the 2/26/18 meeting. The final engineering plans are currently under review.

MTB Fourwinds RezoningThis rezoning request consists of rezoning 18.75 acres to the Planned Commercial District (PCD) zoning district. The property is located to the south of Fourwinds Courtnear the interchange of Interstate 71 and US36/SR37. A Development Plan has been submitted outlining design standards and proposed improvements to the property.
A rezoning application was submitted on 2/6/18 and a public hearing was held at the2/26/18 Planning and Zoning Commission meeting. No decision was made at the meeting and the application was tabled.
Applicant has requested a meeting with the Engineer. It isanticipated that the application will be on the April agenda of thePlanning and Zoning Commisssion .

PROJECTS UNDER CONSTRUCTION
Sunbury Pointe – Site work is progressing. Erosion control and BMPs have been installed. All utility work has been completed. Rough grading is complete on the entire site. Northbound left turn lane on S. Miller Drive at US36/SR37 has been installed. Construction has begun on all buildings. Certificates of Occupancy issued for building 14 and the club house.
Arrow Industrial Supply – Building is complete. Grading, utility services, and paving has been completed. Site work is approximately 85% complete. Occupancy permit has been issued with conditions. Landscaping and site lighting still to be completed.
Dairy Queen – Site work and building are largely complete. Temporary parking lot poles and fixtures have been removed and replaced with the final poles and fixtures.Landscaping still to be completed.
Sunbury Meadows Section 12 – Sanitary sewers have been installed. Storm sewer installation and mass grading is currently progressing. Site work is approximately 15% complete.
