Qualification Purpose Statement Overview What does this qualification cover? This qualification is designed to provide learners with the opportunity to develop skills and knowledge in the subject of English at level 1. The functional skills qualification levels are mapped across the relevant National Curriculum levels, the key skills ‘communication’ (for example) and ‘adult literacy’ (for example) standards, as well as complying with the levels of the National Qualification Framework. This will ensure that both you, and those audiences outside of the education environment, clearly understand your achievement. Who is this qualification designed for? The qualification is designed to provide benefit to learners through accreditation of achievements of a range English skills, in real-life settings, so that learners can use subject skills in a functional way throughout life. Learners do not need to hold any specific qualifications to access this qualification; however they do need to be 14 years of age to register for the qualification. Progression What could this qualification lead to? This qualification leads to further learning or training in the area of functional skills in English. The qualification may also be used to enable learners to complete an intermediate apprenticeship. The qualification sits within a suite of functional skills qualifications in both English and mathematics and leads directly into the 1st4sport Functional Skills Qualification in English at Level 2. Support Who supports this qualification? The qualification is recognised as the industry standard level 1 qualification for functional skills in English. It is also recognised by and has the support of a range of providers including FE colleges.

Qualification Approval Conditions 1st4sport recognised centres are required to comply with the 1st4sport Centre Recognition Conditions. All centres who have achieved qualification approval status for this qualification are also obliged to comply with the following Qualification Approval Conditions. Failure to comply with all relevant conditions will result in sanctions being applied which may lead to qualification approval status being revoked. Centres are advised to ensure their qualification workforce is familiar with the conditions which impact upon them, their role and responsibilities.

Section One: Qualification Resources

QCON 1.1 Qualification workforce capacity and ratios

Conditions Evidence: minimum workforce

The recognised centre is required to have a qualified and competent qualification workforce in place which includes as a minimum2: a qualification administrator a qualification coordinator an appropriately qualified tutor an appropriately qualified internal

assessor an appropriately qualified internal quality

assurer (IQA)3.

Must be evidenced in the Staff section of Athena. Each member of staff must be named and linked to the qualification and role. This information must be current at all times and include as a minimum: a qualification administrator a qualification coordinator an appropriately qualified tutor an appropriately qualified internal

assessor an appropriately qualified internal quality

assurer (IQA) 1st4sport will conduct a quality check on tutors, internal assessors and internal quality assurers against the workforce criteria listed under QCON 1.4, 1.5 and 1.6 of this specification document, via Athena.

The recognised centre is required to recruit and deploy a qualification administrator who is responsible for the administration of this qualification via timely, accurate administration activities. These must comply with the 1st4sport Position Statement: Qualification Administration.

QCON 1.3 Qualification coordinator

Conditions Evidence: competence

The recognised centre is required to recruit and deploy a qualification coordinator who is responsible for ensuring compliance with the qualification approval conditions outlined within this qualification specification.

sites, learning and assessment materials)

QCON 1.4 Tutors

Conditions Evidence: initial capability and competence

The recognised centre is required to recruit and deploy approved tutors. The tutors are responsible for the delivery of the qualification in line with a planned learning programme and are required to:. hold a recognised teaching qualification

or have experience in delivering training hold a recognised qualification in

English at Level 2 or above; this could include a GCSE at grade A–C, key skills at Level 2 or equivalent.

QCON 1.5 Internal and External Assessors

Conditions Evidence: initial capability and competence

The recognised centre is required to recruit and deploy approved assessors who are responsible for the management of the assessment process (internally assessed components of the qualifications only). Assessors involved and responsible for the assessment of the qualification must: hold a recognised teaching qualification

or have experience in delivering training hold a recognised qualification in

English at Level 2 or above; this could include a GCSE at grade A–C, key skills at Level 2 or equivalent.

1st4sport will provide suitably qualified external assessors who will be responsible for the management of the assessment process relating to the external marking of assessment papers. These external assessors will be required to meet the above criteria.

QCON 1.6 Internal Quality Assurers (IQA)

The recognised centre is required to recruit and deploy approved internal quality assurers who are responsible for the internal quality assurance and moderation activities IQAs are required to:

hold a recognised IQA qualification such as D34, Level 4 Award in the Internal Quality Assurance of Assessment Processes and Practise, and/or V1;

hold a recognised qualification in English at Level 2 or above; this could include a GCSE at grade A–C, Key Skills at Level 2 or equivalent.

QCON 1.7 Invigilation (External Assessment)

Conditions Evidence: initial capability and competence

The recognised centre is required to recruit and deploy a trained Invigilator who should:

receive an appropriate induction into external assessment invigilation practice

NB. Invigilators must not be a current learners enrolled at the recognised centre. A relative, friend or peer of any learner sitting the external assessment must not be the sole invigilator, but may be part of an invigilation team. A tutor is allowed to invigilate the externally assessed assessment. The recognised centre is required to ensure that the invigilators comply with the 1st4sport Invigilation Requirements; which can be sourced here.

Invigilators are required to operate at a ratio of 1: 20 learners. Additional learners will require an additional invigilator to be present.

QCON 1.8 Qualification delivery sites, facilities and environment

Conditions Evidence: sites and facilities

The recognised centre is required to have one or more delivery sites which contain facilities to support the programme of learning and assessment. All teaching sites must include the following facilities which are comfortable, appropriately lit

classroom facility with adequate number of chairs and tables for all learners

contain toilet facilities for both male and female learners.

All assessment sites are required to be comfortable, appropriately lit and free

of distractions and reference material (including wall displays).

contain a desks per registered learner spaced at least one metre apart

contain toilet facilities for both male and female learners.

contain a clock which is accessible to all learners during the assessment

QCON 1.10 Qualification materials

The recognised centre is required to ensure the following 1st4sport qualification materials are complied with:

Invigilation Requirements The recognised centre is required to have in place their own programme of learning, developed in accordance with the Ofqual Functional Skills Criteria. They are eligible to use the 1st4sport internal quality assurance sampling plans, reports and moderation reports. This is not mandatory, however, and centres are eligible to use their own versions if desired.

QCON 1.11 Qualification fees

Conditions Evidence: fees

The recognised centre is required to pay a £15 learner registration and certification fee per registered learner when the course is authorised with 1st4sport within the appropriate timescales. Where recognised centres wish to authorise courses between 10 and 19 working days before the start of the course, we will automatically upgrade the course to our FastTrack service for additional £5 fee per learner (plus VAT where this is applicable). The recognised centre is required to ensure that learners are provided with information on the total cost of achieving the qualification; this should include a comprehensive package of learning and assessment and any optional costs made very clear at the point the learner enters into a contract with the centre.

Section Two: Administration, initial assessment and inductions

QCON 2.1 Course/programme administration

Conditions Evidence: course programme

All recognised centres are required to utilise the 1st4sport centre portal4 to authorise courses, as well as to register and certificate learners. Upon gaining access to the system they are then be able to create access for other users with the centre. In order to register and certificate learners for this qualification the recognised centre is required to: 1. access the centre portal in order to

submit an event authorisation request 2. access the centre portal to register

learners via the centre portal (within five working days of the start of the programme)

3. conduct the controlled assessment, Internal Assessment Pack, reporting the outcomes to 1st4sport

4. request the externally assessed written papers only when each learner has completed and been deemed competent in the controlled internal assessment component . On receipt of requests for the external assessment 1st4sport will dispatch all the externally assessed examination papers.

The 1st4sport Qualifications Functional Skills External Assessment Team will mark all written external assessment papers; communicating learner achievements to the recognised centre details of all learner(s) assessment decisions. This will include details of those who are successful/unsuccessful. 1st4sport will then certificate all learners who have successfully completed both assessment components (Internal and External) for the 1st4sport Functional Skills Qualification in English at Level 1.

QCON 2.2 Learner enrolment, agreement and registration period

Conditions Evidence: enrolment process

The recognised centre is required to have a fair and equitable enrolment process. In doing so relevant learner information must be collected to enable initial assessment of learner’s eligibility be conducted. Where eligibility is confirmed, the recognised centre is required to have an agreement in place with each learner to ensure that they: conduct themselves accordingly in

accordance with to a code of conduct understand that the registration period

for this qualification is 12 months in which time they must complete all aspects of their learning and assessment including reassessments.

comply with recognised centre policy and procedure

comply with the qualification conditions, 1st4sport policy, position statements and related processes.

QCON 2.3 Learner Eligibility and Pre-requisites

Conditions Evidence: pre-requisites

The recognised centre is required to conduct an initial assessment of learners to ensure that the pre-requisites to registration and certification are considered and the outcome recorded during the application process. Prior to registration learners are required to: be accurately identified be at least 14 years of age be able to communicate effectively in

English6 (this includes listening, speaking, reading and writing).

Must be evidenced through: learner records containing personal data

including title, name, date of birth, address gender nationally, ethnicity, disability and access needs

learner identity check details containing the type of proof, the reviewer’s name and the date confirmed

records of activities to check understanding of the English language (where this is deemed to be necessary).

QCON 2.4 Learner Eligibility and Barriers to Access

Conditions Evidence: access arrangements

The recognised centre is required to conduct an initial assessment of learners to consider barriers to access in accordance Equality Act 20107 and its protected characteristics. The barriers to access to this qualification which preserve the integrity, the technical requirements and safety of learners and participants include: age – individuals under the age of 14

are not permitted to attend this qualification to prevent coaching autonomously in this area without appropriate experience. As a result no adjustments to this barrier can be applied.

race – individuals who are not English, Welsh or Irish and/or those who do not speak these as a first language may be prevented from accessing the qualification if they cannot communicate to the appropriate standard in these languages. In such cases reasonable adjustments will not be applied as the qualification is regulated in England

disability – individuals with mental or physical or learning disabilities may find some of the competencies difficult and/or dangerous to their well being.

Where learners have declared disability, pregnancy or maternity barriers, reasonable adjustments should be requested in accordance with the 1st4sport Position Statement: Access Arrangements.

Must be evidence through: learner application forms or web-based

application services (where applicable) reasonable adjustment requests and

clearly implemented arrangements. Reasonable adjustment requests are considered in accordance with the Ofqual Specifications in Relation to the Reasonable Adjustment of General Qualifications:

A. An exemption must not be used as a reasonable adjustment, except where no other reasonable adjustment is available to the candidate. B. An exemption must not be used as a reasonable adjustment where it would form more than 40 per cent of the available (weighted) marks of a qualification. In a GCE, at least one A2 unit must be completed. For Principal Learning, 40 per cent of the qualification should be taken to mean 40 per cent of the guided learning hours. C. An exemption to part of a component must not be used as a reasonable adjustment. Exemptions must only be provided for whole components where a candidate cannot access any part of that component. D. Awarding organisations must not make reasonable adjustments for disabled candidates in relation to grade boundaries and pass marks, also known as ‘cut scores’. E. Human readers must not be used as a reasonable adjustment where a candidate’s reading ability is being assessed. F. Human scribes and voice recognition systems must not be used as a reasonable adjustment to demonstrate written skills where those written skills form part of the qualification’s assessment objectives. G. British Sign Language must not be used as a reasonable adjustment where candidates are required to demonstrate their ability to speak or listen in English or a Modern Foreign Language. H. Practical assistants must not be used as a reasonable adjustment to carry out physical tasks or demonstrate physical abilities where those physical tasks or abilities form part of the qualification’s assessment objectives.

QCON 2.5 Learner Inductions

Conditions Evidence: access arrangements

The recognised centre is required to provide an effective qualification/course induction to all learners which introduces: the individual members of the centre’s

workforce and what their role will be the centre’s policies and procedures

QCON 3.3 Assessment Specification

The recognised centre is required to provide the following formal assessments to all registered learners.

a single controlled internal assessment8 in speaking, listening and communication. To do this the tutor/assessor is required to use the internal assessment pack and related assessor guidance provided by 1st4sport. This enables leaner’s to complete sufficient speaking, listening and communications tasks to ensure coverage of the standards.9 This is a time controlled task of up to 15 minutes.

An externally assessed written paper comprised of Reading and Writing tasks. The paper confirms how the assessment relates to the functional skills criteria for English at this level. This is a time controlled assessment.
