Invited Guest: Enrique Celi - URU D legate. The Barbados Chess Federation Executive Board members; Rohan Waite, Kelvin Daniel and Trevor Griffith meet briefly with the CCA board members at the start of the meeting and exchanged a few words. The official meeting started at 9:30 am on the 8th January 2017. Allan welcome everyone, indicated it was the 1st CCA board meeting in the Eastern Caribbean Islands. The Barbados National Sports Council nominated Allan for sports administrator this year, Rohan Waite won as sports administrator last year. He indicated that for a very small federation they had a very good relationship with its NOC and the CCA but very limited with its Sports Ministry. The BCF strongly supports the CARIFTA championships and the CAe. Last year BCF hosted the Subzonals 2.3.5. The BCF is dissatisfied with the CCA Calendar because it did not give sufficient notice for the planning of its events, we need to know very early when and where tournaments in CCA are taking place so application can be made for funding. The BCF will be hosting the CAC U20 in 2017. We do have challenges to travel due lack of direct flights to Latin America. We all concur that the notices of dates, location and invitations are very short for the events. Allan noted the current situation of US sanction with the FIDE President have us very worried for the future. We have supported the president in all FIDE campaigns. America has always been viewed as the bed rock of the FIDE president's campaign. The longer this problem prevail, the more difficult to project the future. The board is now present in the hotel where we will host the CAC U20 this year, I am sure you are happy with the present facilities with the hotel on a beach front. The General Secretary opened the me ting and greeted all present, thank:Allan Herbert forhosting us and proceeded to the attend nee list.

Rohan wanted to know when the ne regulations came into effect; The general secretaryexplained that the CCA Statutes, the Bid Format and the Financial Regulations came in toeffect from 1st January 2017. The G neral Tournament and individual Events Regulationswill come into effect the 1st of Janua 2018.

Mr Vega then welcome all to the meeting, will like to thank the BCF for hosting thismeeting. He appreciate the presence of all here except Mr. Naranjo, his motherunfortunately pass away recently, therefor he was not able to come.

We offer Mr. Naranjo our deepest ndolences on behalf of the board and CCA.

Vega indicated that Barbados has been the backbone of chess development in theCaribbean, even as travel is very exp nsive the region has strived to host at least one CCAevent in the Caribbean in the last fe years. I am very pleased in the work done in theCaribbean.

I do not see any storm in 2017, but in 2018 I see some clouds which may or may notdevelop into a storm.

In the past we had a senior Caribbea tournament called the Umada Cup, I do not see howin the future we can revive it unless radical change is made, it's a setback, we may haveto see how can we substitute the Urn da Cup for Senior Caribbean players since they havefew opportunities to play, I shall consult with the treasurer to see what we can do with ourfinances.

I again have to give thanks to all for e work done by our federations, for we will have tomake new commitments in the future.

Russell proposed in order to solve the issues with the Calendar; the dates and locations forevents be submitted by May 30 of th previous year to the tournament, if not the host willnot be able to bid for another even for the following year. The other reasons brieflydiscussed were the Governments req irements a budget for funds to host events in thefollowing year or when sponsors pr pare their budgets for the following year cycle. Inapplications for funding a major co cern is knowing when and where tournaments arehosted to prepare cost for sponsors an funding.

Griffith asked if it is possible to haveframework in which we can operate.Russell explained that we have somZonals, SubZonals, Continentals, Pana

The BCF board members left the meeting during our tea break.

On resumption. The Minutes of the 2016 Board Minutes in Peru were read and confirmed.Mr Vega confirmed that the financial regulations came into force 1st January 2017

Federations must be alerted that the 2017 Financial Regulations affects alltournaments for this year.

The Panam Senior and Veteran was discussed with regards to the fees for the players andtournament pre 2018. It was observed that an omission was made in the regulations for60/40 split in the event.

Ricardo will like us to confirm that the invitations for the Panam Youth 2018 Chile clearlystate that 2nd & 3rd place players will no longer be official players in 2018.

The larger single zone federations will pay the same amount as the smaller Zones/subzones$75.00 registration fee per player, but also noted that they use it as a national final withonly 10 players while all other Zones/Subzones are open tournaments. These will bediscussed in the future.

Discussion also touched on the Panarn Amateur 2017 due to FIDE has not confirmed thetitles to be awarded and event dates have not been confirmed. If Ecuador is not interestedin hosting it, interest was expressed by the Argentina federation. Ecuador must confirmdates immediately.

For the Panam Team Championships there were no bids, USA already qualified via theOlympiad and we shall support Peru for Americas spot as they placed l Oth at theOlympiad.

Darcy indicated that the North American Youth was requested by Chess Tech InMorristown NJ date to be discussed. Bid format to be presented.

President Report:The report is divided in 3 fields, financial, sports and political

Finance: The Treasurer shall give the details to what I have expressed in my written report.Political: Practically for now there is no opposition to our board. But it does not mean thereare those with ambitions. Depending on what happens in FIDE which is in a complicatedsituation, we must keep the unity in America to have no problems in FIDE, we are to keepthe strength we have, the opposition may try to pierce our unity.

The situation in FIDE is very serious; the US Treasury might block our accounts after theelections if FIDE President remains under sanctions. The new US government can be veryunpredictable.

Finance: Actually we remain in black figures, however it does not mean it will be forever.Several federations have huge debts with CCA, because of this I sent a proposal that anyfederation in arears over $1000 will not receive support from CCA for seminars etc., andcannot host or take part in CCA tournaments and their players shall pay double theregistration fees.

Vega will like to thank all for their help, and extend thanks to Mr. David Jarett who is nowan honorary member of the BCF and of course thank the BCF for hosting us.He will also like to express his gratitude to Nigel and Macro for all the assistance given toAmerica.

EventsThe only tournament that was not held was the South American U20 in Suriname due topoor registration numbers. The requirement of the yellow fever vaccination prevented someplayers from other countries from travelling to the event and therefore was cancelled.

Panam U20 EI Salvador 31 Oct to 7 Nov. Russell suggested that in the future we fix thedates to the first half of the year, since U20 Champions can change age the same year andnot qualify for the World Junior in the next year.

Zonal 2.5 Absolute requested by Argentina 30 April-8 May 2017, must present Bid Format.The Zonal 2.5 Female is being considered by Chile and Uruguay and it must be held beforeJuly 2017, bid format must be sent.

The 2.3 Zonal is being discussed between EI Salvador and Mexico as to who shall host it.Jorge to confirm and bid format to be sent in case of Mexico for both absolute and female.Mexico must clear its debt to CCA before award of the tournament.

Argentina needs to confirm the date and location of the Continental Female 2017 andpresent a bid format.

Venezuela to host the CAC Youth 2018 depending on payment of outstanding debt toCCA.

The Carifta will continue to be 7 rounds until further notice. Proof of residence must beprovided for Non Affiliated members and include federation prize structure.

There is a need to make some minor changes to the regulations because of some omissions.

Russell indicated that communication between the appointed CCA members to the FIDEcommissions and the CCA board was week. The board agreed that all the representativesappointed by CCA should report to the CCA their findings and views on issues of interest.They should provide their contact info to the board and can be invited to meetings ofinterest in CCA.

Allan indicated that the Budget is not complete. He will be completing it soon.

Arears from Federations has been growing; we will need to act on it due to the presentfinancial situation. We need to treat with the Rebate Policy.

We shall enforce the deadlines for payment and dates of events. The payment ofmembership fees shall also be enforce. Performance bond implementation needs to becarried out.

We should look into the Board member expenses to be present at our meetings.Engagement of the Zone president at the Fide Executive Board meetings.

Areas has deteriorated due to the fact a board member cannot go to all the tournaments tocollect the fees.

Russell proposed that arrears should begin 2 weeks after the tournaments conclude,together with the tournament report. Celi proposed and it was finally agreed by theboard that those federations who fall in areas 30 days after the tournaments shall losethe rebates offered by CCA which can be 20% to 50%. Celi was asked to assist Allanwith the task of collecting the arrears.

Vega indicated that payment should be made to the CCA USB account due to devaluationsin Mexico.All federations who are in arrears of more than $1000.00 shall be in default and cannot bidfor and lose events after 31 March.

The Federation Membership fees will be enforced from 1st January 2019 according tothe Fide Rating list of active members Vega indicated.

Development rebates of 50% should be treated in the same way as Fide does, 20% go toevent rebate and 30% to the CCA development budget instead of absorbing it as a CCAexpense. The federation still has the benefit of the 50% rebate.

Allan: Propose to be more independent, Continental Board meeting expenses should betaken up by the CCA and not the host Federation, it is only fair that the expenses of travelto the meetings should be covered by the CCA and not by the individuals, if the host offersto host the meeting including these expenses we shall gladly accept. The board agreed onthis proposal.

Engagement with the Multi Federation Zone Presidents. Vega indicated it is a great strainfor the Multi Zone presidents to personally absorb all the cost in the accomplishment oftheir duties. We need to help them. The board proposed to assist with a maximum of $2000per year depending on the consultation and approval of the CCA president. The Zonepresident travels to the Fide executive board meetings and Subzones. The board agreed onthis proposal depending on the CCA budget capabilities.

There were some minor omissions in the Regulations which will need correction, mainlythe regional regulation, the country prize and 60/40 spilt are such omissions.

Development of a Caribbean tournament is to be decided by Vega.

Dead line for providing dates and locations for tournaments in 2018 will be 30 days beforethe 2017 continental assembly.

It was agreed all tournaments without dates and city 30 days before CCA GeneralAssemblies for the following year shall be cancelled and rebid at the next assemblywithout notification.

The debt to CCA for a Youth tournament of the diseased Sevan Muridan shall be writtenoff.It was agreed that we shall have fixed periods for all the tournaments.

Vega: appreciate all the participants in the meeting, it was a fruitfull meeting and thanks tothe BCF. Meeting ended 12:3 pm 9th January 2017 ~
