The meeting was called to order at 7:05 p.m. by the president of the Board of Education, Mr. Rivera. Report from State Monitor – Thomas EganHad year-end review, district’s books are in compliance and balanced. Looking at new incentives, solar panels. Superintendent and negotiating team reached a tentative agreement with the BEA. Basically approved, just some minor language changes.

Dr. Tomko: clarification of agenda items – new position titles are not new hires. Transferring already hired individuals at same salaries.

Moved by Mr. Kuebler, seconded by Mrs. Torres, to open Public Participation.

Remarks by Citizens – AGENDA ITEMS ONLY (Public Participation Session 1): Vincent Frantantoni: Member of Facilities Committee, can they fix ceiling tile? Resolution A24 – new positions – are you eliminating other positions? (Dr. Tomko – yes.) Should get back to basics, just adding outrageous salaries.

GeorgeAnn Polite: Addendum – psych eval – think it’s a great idea. Think all Principals and Administrator’s should go for one. Belleville might not be a good fit for them – random drug testing. Better use of dollars then professional development Harvard Trip. Asking board to reconsider resolution from last meeting that gives administration approval to change contract without board approval.

Arlene Schor: Never saw this type of addendum before. Personnel number is inappropriate – public harassment. Stop harassing people of the district.

Joan Schmitt: No new jobs were created? Will we be spending more money? Why is the grants job now not important? Are we hiring new people?

Michael Sheldon: Resolution A16 – how many districts have these job positions? Goggled and did not find any district with same job titles, only Charter Schools. In favor of SAT Prep – who pays for this? (Dr. Tomko – District trying to offset cost.)

Ashley Barbosa: student, Mr. Goodman (math teacher) is not getting rehired next year. Petition going around school to keep him. He makes math very easy for them. He definitely benefits the math department. Please reconsider.

Leslie Reyes: Speaking in support of Mr. Goodman. Makes math fun! Excellent teacher. Everyone loves him!

Jeff Mattingly: To clarify, not increasing cost by transfer of administration? (Dr. Tomko – no increase) Wasn’t Mr. Acosta going to be Assistant Superintendent? Also on Facilities Committee Buildings need a great deal of repair. Need to take care of rodent problem. Need to hire more maintenance people. Professional development necessary.

Moved by Mr. Kuebler, seconded by Mrs. Torres, to close Public Participation.

The board then moved into the following Resolutions:

Mr. Vellon called for discussion on resolutions A9, A11, A16 and A24. Mr. Egan, Mr. Rivera and Mr. Barrera congratulated Mr. Demikoff on being chosen to be a State Monitor. Quite an honor. 8:00 p.m. Moved by Mr. Kuebler, seconded by Mr. Rivera to take a brief recess.

B. CURRICULUM AND INSTRUCTION: Moved by Mr. Kuebler, seconded by Mr. Vellon, the Board passed the following resolutions B1-B2, by a roll call vote of 7-0.

1. Approve the proposal for the adoption of a new English Language Arts Series (ELA) for the 2016-2017 school year (K-5) Wonders 2017 by McGraw Hill.

2. Recognition of Option II Courses at Belleville High School:

The New Jersey Department of Education (NJDOE) recognizes and acknowledges that all students will not achieve Core Curriculum Content Standards (CCCS) in the same manner and/or with the same level of success. To this end, the Belleville Public School District will allow students with individualized learning opportunities outside of the traditional classroom that are stimulating and challenging and that enable students to meet or exceed the Core Curriculum Content Standards to pursue such courses of study.

This is commonly referred to as “Option II” by the State of New Jersey. Option II allows for the design and implementation of programs to meet the needs of all students. Students are permitted to earn credit toward graduation through Option II learning experiences. These experiences include, but are not limited to: interdisciplinary or theme-based programs, independent study, early college credit, magnet programs, student exchange programs, distance learning, on-line learning, work-based programs, internships, service learning, co-curricular or extra-curricular programs, and/or other structured learning experiences.   In addition, Option II allows for group programs based upon specific instructional objects that meet or exceed Core Curriculum Content Standards. Participation in Option II is predicated on the application process through which students seek approval.  Attainment of credit toward graduation is based on the successful completion of assessments that verify student achievement in meeting or exceeding the Core Curriculum Content Standards at the high school level.

Mr. Vellon made a motion to table resolution C12 for further discussion with Mr. Barrera seconding. The Board did not pass the resolution to table C12, by a roll call vote of 2-4-1, with Mr. Kuebler, Mrs. Lamparello, Ms. Dolan and Mr. Rivera voting no; and Mrs. Torres abstaining.

C. BOARD ACTION/BOARD POLICY: Moved by Mr. Kuebler, seconded by Mrs. Lamparello, the Board passed the following resolutions C1-C11 and C13-C14 by a roll call vote of 7-0. RESOLVED, that the Board of Education, upon the recommendation of Dr. Richard D. Tomko, Superintendent of Schools:

1. BE IT RESOLVED: that the Belleville Board of Education does hereby affirm the Superintendent’s Decision on Harassment, Intimidation and Bullying cases, as reviewed by the HIB Committee: 15/16020-17,15/16090-01, and 15/16025-10.

2. Approve the April 2016 Fire/Security Drill reports.

3. Accept a donation for School Seven from the OPE to purchase a Projector Screen for the Multi-Purpose Room and an air conditioner to replace the existing one in the school library.

4. Approve the following School Activities/Field Trips for the 2015-2016 school year:

12. WHEREAS, employee #0353 whose name has been provided to the Board members (hereinafter the “employee”), is employed by the Belleville Board of Education (hereinafter “Board”); and

WHEREAS, based upon information provided by the Administration, in the judgment of the Board the employee has exhibited evidence of a deviation from normal physical or mental health, which is adversely affecting the employee’s ability to perform essential job functions and creating inefficiencies in the school setting; and

WHEREAS, as a result of the foregoing, the Board desires to direct the employee to submit to both a physical and a psychiatric examination pursuant to N.J.S.A. 18A:16-2 and N.J.A.C. 6A:32-6.3.

NOW, THEREFORE, BE IT

RESOLVED, upon the recommendation of the Superintendent of Schools, that pursuant to N.J.S.A. 18A:16-2 and N.J.A.C. 6A:32-6.3, the employee identified above is hereby required and directed to submit to a physical examination by the Board’s designated physician and/or by such other specialist licensed physician or medical institution as may be deemed necessary or advisable, with the examinations to include such laboratory tests or imaging procedures as the physicians may require, and a written medical report detailing the results of such examinations is to be provided confidentially to the Board; and be it

Remarks by Citizens – ANY ITEM (Public Participation Session 2):Vincent Frantantoni: Resolution A24 – new positions. Town has 500 foreclosures, 350 properties on tax sale. Two salaries on personnel list higher then Dr. Tomko’s. Salaries are breaking the back of the district. The State took over some district’s 25 years ago, what good have they done? People of Belleville should be monitoring.

Bill Mildon: How much has Clarity cost the taxpayers? (Mr. Rivera – has to be redacted.)

Michael Sheldon: Thank you for dandelions being taken care of on front lawn. What type of in house printing service does district have? (Dr. Tomko: Most thing ae printed in-house.) Believes that one of the town council candidates used school property to print campaign signs. (Mr. Rivera: If you have proof please provide.)

GeorgeAnn Polite: HIV policy and procedures – same policy in two places. Asking for guidance for parents regarding bullying. Specific way of remedying matter. What constitutes bullying varies from school to school. Victim is treated same as bullyer. How can they learn when they are in fear? It takes a second for someone to be attached. Need to look into faculty and staff training. Needs to be done.

Arlene Schor: With new Acting BA position – will the position of Assistant BA be posted? (Dr. Tomko – will be an open position.) With title changes – prior titles need to be abolished. Assuming Cosmetology will continue even though teacher being moved. How much interest will be paid on money being borrowed from State. (Mr. Demikoff – Interest will be reimbursed by State.) Questions about staff evaluations.

Jeff Mattingly: District could be going down the tubes faster than we think. High School Principal is making more than the Governor of New Jersey. Can’t continue this way much longer. Need to go back and look at salaries. Superintendent was capped. Facilities have been long neglected. Need to transfer the 6th grade out of the Middle School back to the Elementary Schools. No way to expand the Middle School.
