136 – WOLO ' HEAT RELATED SPEED RESTRICTIONS

1. SPEED RESTRICTIONS

a. Application of WOLO Restrictions

When the Manager Train Controller or delegate has been notified that speed restrictions

are necessary, a `WOLO' Speed Restriction Advice Notice, must be provided to the

Train Controller for the area concerned and all other employees controlling the

movement of trains, advising of the need for trains to run at reduced speed.

The Manager Train Controller or delegate is notified of hot weather conditions that

require speed restriction imposed by:

Maintenance Representative, or

Advice from the Bureau of Meteorology, or

Automated devices.

The table of speed restrictions when 'WOLO' conditions are in force is shown in Rule 2

Formulation and Distribution of the WOLO' Speed Restriction Advice Notice will be in

accordance with document NOW1 016 located on the V Line Document System

b. Time of WOLO advice

The restrictions imposed will only apply from 1200 hours to 2000 hours, unless otherwise

specified in the`WOLO' Speed Restriction Advice Notice given.

The restrictions will apply for that day only, and a new `WOLO' Speed Restriction

Advice Notice must be issued for the next day if required.

The standard form for warning Drivers of `WOLO' restrictions is the WOLO' Speed

Restriction Advice Notice `as received from the Train Controller notifying the Line

sections over which the heat speed restriction will apply.

2. TABLE OF SPEED RESTRICTIONS

The speed of any train must not exceed the maximum speed set down for any

locomotive or vehicle on the train, on any other temporary or permanent speed restriction

in force, or on any other lesser speed determined by the General Manager Asset

Management and no case may exceed the speeds indicated in the following table from

the Network Service Plan:

3. DISTRIBUTION OF WOLO' SPEED RESTRICTION ADVICE NOTICE

a. Duties of the Train Controller

When advised that `WOLO' conditions are in force, the Train Controller shall

immediately advise all concerned, including

Signallers and Station Staff at Train Terminating and Originating Locations.

Train crewing officers Depot Officials, Regional Maintenance and Operational Staff

Directly to Train Drivers currently operating on Corridors where there are no in

field Staff.

The Train Controller must also endorse the Train Control Graph. and ensure every train

travelling over the affected Line Section is issued with a `WOLO' Heat Speed

restriction advice notice.

b. Duties of Train Crewing Officers and Regional Operating Staff and Signallers

Arrange for all Drivers signing on who are required to operate on affected lines between

the hours of 1200 and 2000 (unless otherwise specified in the `WOLO' advice) to be

issued with a copy of the `WOLO' Heat Speed Restriction Advice Notice.

Ensure that all Drivers of originating trains at that location (or who are signing on at

that location to relieve a train in running) are in possession of, or are issued with a

WOLO' Speed Restriction Advice Notice

The person issuing the WOLO advice notice is to highlight the applicable line section.

Ensure that each Driver issued with a WOLO Speed Restriction Advice Notice

acknowledges receipt of the Form either on a separate copy held at the location or using

a record form an example of which is shown below .

c. Trains in Running

The information may be transmitted to the Driver by telephone or train radio for

recording on the Train Preparation Docket or other Train Running Documentation as a

permanent record of the advice received

The WOLO information is to be repeated back by the Driver to ensure it has been

correctly received and understood

In the event that that a train is operating at a speed in excess of the restricted speed

when `WOLO' restrictions are in force, arrangements to be made for the Driver to be

reminded of the restrictions.

If necessary, stop the train for this purpose.

The details to be recorded on the Train Graph, Train Register Book or Station Log

Book.

Note: All Train Crew and Depot Officers are reminded that it is their responsibility to

ensure that each Driver is issued with a `WOLO' Advice Form upon signing on for

duty.

4. CANCELLING THE `WOLO' SPEED RESTRICTIONS

a. Conforming WOLO to be cancelled

In the event that the actual temperature on the day has not exceeded the Threshold

Temperature by 16:30 hours, or at any other time at the discretion of the Maintenance

Manager Track and Civil; the Asset Management maintenance supervisors should

advise train control via the WOLO advice cancel form that a ‘WOLO’ Speed

Restriction can be cancelled

5. APPLYING A LATE NOTICE WOLO

a. Immediate WOLO notification

Temperature data shall be monitored by Infrastructure Maintenance staff during hot

weather. An immediate WOLO shall be applied in the following circumstances:

The WOLO database detects that the threshold temperature has been reached or

exceeded on a section of track where no WOLO is in force; or

At the discretion of the Maintenance Manager Track and Civil, as a result of

monitoring real-time Bureau of Meteorology temperature data or knowledge of local

conditions.

b. Duties of the Senior Train Controller/Train Controller

Where an immediate WOLO is required, the Senior Train Controller shall arrange for a

WOLO' Speed Restriction Advice Notice to be sent to the relevant locations (CARS,

Signallers, Station Officials, Locomotive Depot Officers, Train Crewing Officers,

Regional Operations and Infrastructure District Offices).

The notice will be automatically generated where the WOLO database detects the

WOLO conditions, and will be handwritten on WOLO Advice form when generated by

the Maintenance Manager Track and Civil.

The Senior Train Controller shall arrange for an SMS to be sent out to the V/Line SMS

Management list advising of the Late Notice WOLO and advise CARS office by

telephone.

The Train Controller shall contact all signallers and originating stations concerned by

telephone to confirm that they have received the WOLO' Speed Restriction Advice Notice.

Priority shall be given to Passenger corridors.

The Train Controller shall endorse the train control graph of location and time advised

that staff concerned have received the WOLO' Speed Restriction Advice Notice.

Train Controllers shall monitor the progress of all trains for the remainder of the day for

evidence that a train is not complying with the WOLO Advice notice. Where the

reduction of speed is not observed, the Train Controller shall immediately contact the

driver to confirm that the driver is in possession of a WOLO Advice notice and remind

the driver of the WOLO conditions in force.

c. Duties of Signallers /Station Officers

Ensure that all Drivers of originating trains at that location (or who are signing on at

that location to relieve a train in running) are in possession of, or are issued with a

WOLO' Speed Restriction Advice Notice

d. Trains in Running

The information may be transmitted to the Driver by telephone or train radio for

recording on the Train Preparation Docket or other Train Running Documentation as a

The WOLO information is to be repeated back by the Driver to ensure it has been

correctly received and understood

In the event that that a train is operating at a speed in excess of the restricted speed

when `WOLO' restrictions are in force, arrangements to be made for the Driver to be

reminded of the restrictions.

If necessary, stop the train for this purpose.

The details to be recorded on the Train Graph, Train Register Book or Station Log

Book.

Note: All Train Crew and Depot Officers are reminded that it is their responsibility to

ensure that each Driver is issued with a `WOLO' Advice Form upon signing on for

duty.

Where multiple trains are in progress on a Corridor operated with fixed Signals, stop all

trains in the effected section.

Each train can then continue to proceed once they have been provided with the advice

of the WOLO and this has been acknowledged by the Driver

e. Advise of Late Notice WOLO
