    July 1, 1989, may wel l be remembered In the history o f UFOresearch as the day when the "Majestic 12" story came crashing toEarth in a heap of rubble. Cause of death: Suicide!I n a long speech a t the MUFON annual symposium In la s Vegas,Wil l iam Moore, one of the chief promoters of the MJ_12 t a le , gavethe la tes t version of t he "fact s ;" a part_sympathy plea, part _confession, par t -assaul t on cr i t i cs .CAUS has e ~ p l o r e d this information in great detaI l over thepast several years. Briefly, for new readers, MJ-12 i s purportedto be a panel Of dist ingu ished sc ient i s t s and pol i t ica l and mili taryleaders assembled In the late-1940s to study reports of crashedflying saucers, in part icular the famous "Roswe-l l Incident" of 1947.The alleged panel i s said by some to be functionlng even today. Avariety of official- looking documents have been released to the UFOcommunity by William Moore, J aime Shandera and Stanton Friedman asevidence of the rea l i ty Of MJ_12. CAUS has been strongly c r i t i ca lof the story for a large number of reasons already on the record.The MSF have angri ly defended the story, despite a recent publ ic posture of being objective and undec ided about the t ru th , or lackof t ruth , in the reported information.Moore's speech at Las Vegas was an attemp t to e ~ p l a i n h i s in volvement in MJ_12 since the early 1980s and to answer scores ofseriOUS questions about his ac t iv i t i e s .     1) That Moore was recruited by government inte l l igencepeople to aid in an ef for t to c hang e off ic ia l UFOpolIcy. One of his "dutIes" ..as to observe and reporton a diSin f ormation campaign against Paul Bennewitz,a key figure in the sightings a t Kirt land AFB, N.M.,in August 1980 (see CLEAR INTENT, Epilog).Comment: Moore stated emphatically in a December 10, 1988

    "Open Letter" that , "Rumors circulat ing to the effect that I amsame sor t of government agent or 'disinformation' expert aretotally false."Assuming that this scenario Moore paints 1s tru e , whetherhe l ikes i t or not this makes Moore an agent of t he U.S. govern -ment. Funk and Wagnalls Dictionary defines an agent as "One whoor that which acts for another." I f Moor e received instruct ionsfrom what he believed to be a government source, and reported onthe effects of offiCial dlslnformatlon on ~ e n n e w l t z . he is actingas an agent of the government, whether paid Or unpaid.2) That Moor e wes to supply information to the governmentthrough Richard Doty, an Air Force OSI agent, on the

    act iv i t ies of Bennewitz, APRO (Aerial Phenomena Research OrganIzation of Tucson , Arizona, of which Moorewas an active member),and "several other individuals."Boasting that be ing a small part of this operationgave him an advantage, Moore intended to "play theadvantage for a ll the information I could get out ofI t .     Comme nt: The outrageousness of this cannot be described.Moore, one of the major cr i t ics of government secrecy on UFOs ,had covertly informed on people who thought he was their friendand colleague. Knowing ful l well that the government people withwhom he was dealing were active disinformants, Moore pursued arelationship with them and observed the deterioration of PaulBennewitz' physical and mental health. Rather t han help the manwith whom Moore struck a friendship from ear ly 1981 to mid-1985,he stood by and did nothing. Moore reported the effects of thefalse information regularly to "some of the very same people whowere ' doing 1 t ' to Paul. " And Moore boasted in his speech as tohow effective i t was. He said he watched Paul become s y s t e ~ a t i cally more paranoid and emotionally unstable as he t rIed to under_stand what was happening to him.SUCh scurri lous behavior can In no way be excused . Mooreclaimed that this was the only way to get to the core of theoperation, to "play the disinformation game." All the while,he played games with UFO researchers, feeding false leadS andinformation , doing nothing to correct the si tuat ion, and wastinga lo t of people's t1me and money laying a t r a i l of sugar cubesfor UFOlogists, hungry for information, to lap up.What is most curious is what made Moore think that as oneof the main c r i t ics of government UFO policy, he thought he couldget very high up into an i ntell igence operation against UrOlog i sts?Moore is a professional writer. Intell igence operatives knew thisand were certainly aware that Moore could be a great danger Inexposing such an operation .     the best of his knowledge t he y are genuine.Considering Doty ' s connection to the previously-mentionedfalse documents, we must question the accuracy o f the informationas given i n the OSl C o ~ p l a i n t Form dated 2-9 September , 1980 (seeCLEAR INTENT, pgs. 224-25). We ack nowledge that th is document, alongodth other documents on Paul Bennewltl , were ofr ic ia l ly f i led andoff ic ia l ly released under t he Freedom of Information Act . Thus,they are genuine government documents in that they were producedas off ic ia l records .However, e vidence of Doty ' s false statements are already onrecord, acknowledged by Moore in his speech and through ot he r documented material s . Since the 051 Complaint Form was the only document in the Ki r t land group t hat was authored by Doty, and sincewe have no reason as yet to Question the other documents in thegroup regarding 8ennewitz, his vis i t to Kir t land , and subsequentin teres t by Senator Oomenici, we must consider that the ComplaintForm contains distor t ions of fact In i t 's descriptIon of UFO sight -ings.     All of what we have said in this report assumes that Moore'sVegas. speech is the t ruth. We do not rule out other possible explanations and motivations ror the things said and done on HJ-12during this ent i re decade. Is the motivation nothing more simplethan trying to make money ofr the UFO field? I t ' s a possibi l i ty thatwe have resis ted as i t is much too pat an explanation. We have oftenheard members of the public say about UFO books,"Oh, they're i n i tfor the buck!" We now enter tain this explanation. Consider:- A copy of Hoore's speech was not made available to HUFONprior to th e symposium in Las Vegas. Customariiy, a ii speeches arecollected and published under one cover For the benefi t of the hostorganization. Instead, Hoore withheld his paper and sold the 18-page presentation for ten dollars a copy, forcing HUFON to requirethat in the future a speaker may not deiiver a speech without priorsubmission of a paper.- "William L. Hoore Publications" offerings were removedfrom the l i s t ings Of the Arcturus Book Service in June 1989 (see

    Arcturus 800k Service, BOOKLIST 1989-6) due to exceedingly i a te ,or even non-fulfi l led paid orders. Arcturus is one of the very fewspecial is t UFO book se l le rs in existence and very serious problems~ u s t be evident to be thrown off of the catalog.

    - Moore has offered for sale copies of a 20-minute video tapefeaturing Richard Ooty,explaining his involvement in the Kirtlandsightings of 1980. A $29.95 price tag was put on the tape, excessivefor only a 2D-minute segment. An a d ~ e r t l s i n g brochure s ta ted, "Youcan hear his voice and decide whether or not he is te l l ing the t ruth.We know he i s . See fo r yourself." ( E ~ p h a s i s added) Among the "truths"told on this tape was that linda Howe, producer of the cat t ie mutil_ation film "A strange Harvest," contacted Doty to ask questions aboutUFOs, cat t le mutilations; etc . Ooty sa i d he couldn' t answer thequest i ons she asked but invited her onto Kirtland for a vis i t . Ootysaid on the tape, "I know nothing about Project Aquarius and nothingabout UFO invest igat ions," except, of course, f or the Kirtland sightings. However, Moore, in his Vegas speech (page 11), t e l l s howa dis i nformation "game" was played out wi th HOlOe, whereby Dotydeliberately fed her false information at the ~ e e t i n g she describedin a sworn aff idavi t (see CAUS Bullet in, Oecember 1987). " A CAUS associate,Rick Giordano, borrowed a copy from uS for viewing. On what amountedto only the third running of the tape, i t broke inside Giordano'smachine.
