Report of the National YMCA Swimming and Diving Council C. Eugene Keltner—Chairman

The percentage of YMCA’s participating in our National YMCA Short Course Swimming and

Diving Championships are continuing to increase. Their knowledge of our Council’s work is

continuing to grow. The basic reason for the growth of information is that our Council members

are becoming more and more involved in assisting in meeting the needs of our YMCA’s across

the United States in competitive swimming and diving.

As the aquatic world prepares its long-range planning toward the Olympics in 1984, our

Operating Council on Competitive Swimming and Diving finds itself in exactly the same

situation. YMCA’s the regional committees, and the National Council on Swimming and Diving

must pull together to develop plans for the future so that every young man and women in our

YMCA’s has the opportunity to achieve the possible goal of participating in the 1984 Olympics.

Our top 25 times, masters, and values and coaches training programs are all off the ground and

developing very well. Communications within the regions is improving. However, it still has a

long way to go. Promotion and sales of our film, “Everybody Swims, Everybody Wins” that was

produced to the YMCA aquatic story is going well. If you need or would like a copy of this

As Chairman of the National YMCA Operating Council on Competitive Swimming and Diving,

and Diving Championship Meet----Awards and Recognitions.

Women’s Eastern Airlines Outstanding Participant Award: Mary Joan Fischbach, 1982 Outstanding Participant at the YMCA Nationals, represents so many

things that the YMCA is all about. Mary Joan is a member of the National Honor Society , a high school

All-American, a varsity basketball player, the Student Council president, and captain of her swim team.

Her leadership continues to bubble as she helps coach the boy’s swim team as well as coach of an

elementary basketball team. She is a receipient of many state awards in music. “She always has a smile”

says her coach. Mary Joan began swimming at the age of 4 and entered her first meet at age 6. She’s been

a member of her YMCA Swim team for the past eight years and competed in YMCA Natonal

Championships four times. She is an outstanding diver having placed in the Senior National competitions

in 1980, 1981, and 1982, and set numerous high school and state records. She placed first in the Iowa

State 1 meter diving each year 1975 through 1982. She was the state high school champion in 1980, 1981,

and 1982. She placed first in the 3 meter diving at the YMCA Nationals in 1980. She also placed first in

the 1 meter in 1981. In 1982 she returned to place first in both the 1 meter and 3 meter diving. Mary Joan

is an inspiration to her team and is a highly respected competior. She is a scholar, a leader, and an

accomplished diver. She is a flagship for her YMCA.

Men’s Eastern Airlines Outstanding Participant Award: The men’s Outstanding Participant Award winner for 1982 can be justly proud. He is the captain

of his high school swim team, a high school honor student, a National Merit Scholarship Semi-finalist,

and the winner of several school scholarship awards. Deeper yet, his teammates regard him as

courageous, and an inspiration for them. He is a leader, challenging them to do their best and caring about

them both in and out of the pool. The “Coach’s dream” says his coach. “He’s a gifted and talented

swimmer who follows the swimming program 100%”. Peter Egan is the 1982 winner. His story is one of

triumph over adversity… proof that hard work and dedication combined with natural talent, counts when

one sets goals that are high. Peter’s story began very early. He was a promising age-grouper when his

growth betrayed him. He watched other swimmers rapidly advance past him. This went on for a period of

years. Peter never quit! His frustrations turned into hard work in the pool. Today, what he lacks in

physical structure he has made up for as a giant both in and out of the pool. He holds eight school records

and in the 1982 National finals finished first in the 200 yard Butterfly and second in the 100 yard

butterfly. He is holder of several National YMCA age-group records as well as state records. Peter hails

from the Johnson County, Kansas YMCA. Always giving of himself to others as an assistant in history or

as a tutor of elementary students or as an instructor of the YMCA Learn-to Swim Campaign. Peter is a

dedicated swimmer and leader of his team. He is an outstanding athlete and an outstanding person with

faith in himself and in his fellow man.

The 1st Conrad “Connie” Carroll Award: The Conrad Carroll Award is given in memory and honor of a person who best exemplifies the

“True Official”, a person who has given their all for the betterment of officiating in the YMCA

Competitive Swimming and Diving Program. (Bio and information about Conrad follows this Award!)

The first recipient of the Conrad Carroll Award is Archie Harris, known also as “Silly Willy” by

his campers, “Teacher” by his former students, “Coach” by his team, and “Friend” by all who know him,

is a member of the YMCA Competitive Swim Council and the retired Swimming Coach at Illinois State

University. Harris has served as a referee for many Y Nationals and has served in countless officiating

duties throughout his lengthy swimming career.

Archie Harris best exemplifies the ideals and values which are inherent in our National YMCA

Competitive Swimming and Diving Programs.

Conrad “Connie” Carroll Award was established by the National YMCA

Swimming and Diving Council in his honor in 1982.

Connie was born in Dallas, Texas in August 28, 1929 and his parents were first generation American

whose families immigrated from Ireland and Germany. Connie’s family lived in several different

locations in the United States and finally settled in Mayfield, Kentucky, which he always considered his

home town.

Connie’s introduction to the YMCA came when he attended summer camp for several years in Missouri,

where he learned to swim, play basketball and baseball.

Connie attended Southwestern University in Memphis, TN, and obtained his Masters degree at Murray

State University, and did additional graduate work at Purdue and Illinois Universities. He started his

education career in 1950 teaching high school math and coaching basketball in Kentucky. In 1957 he,

along with his wife, Martha, and their three children moved to Normal, IL. In Normal, he taught

mathematics at University High, Illinois State University’s Laboratory High School and supervised

student teachers at Illinois State University. He was very active in professional teachers’ organizations

and served several years as chairman of the Illinois Association of Teachers of Mathematics.

He became a swimming official when his oldest son John started swimming competitively for the YMCA

at the age of 7. As Connie’s knowledge of swimming rules increased he became more and more involved

in the technical aspects of swimming. He served as the Head Timer and Chief Scorer at local YMCA

meets, district meets and state championships. Connie also served as head timer for local college (Illinois

State University for his good friend and coach Archie Harris), high school and age group meets and was

one of the most well-known officials in the state of Illinois swimming society. In addition, Connie was

instrumental in getting swimming events included in the local Special Olympics.

In 1973 he attended his first National YMCA Swimming and Diving Championship Meet in Fort

Lauderdale, Florida. Connie served in just about every swim official position for the next 8 years—timer,

head timer, score keeper, stroke judge, electronic timing operated, etc. He truly was an officials official!

To fully understand Connie’s contribution to society, one must look at the extra activities to which he

devoted so much of his free time. A devoted church member serving on almost every board or trustee

position, dedicated member of the Optimist Club, coordinated and chaperoned numerous high school

functions and attended every athletic contest possible along with nearly every other school activity

possible.

In all of these activities, he never sought the “limelight” but was willing and able to do the tasks that were

challenging and necessary to hold efficient, well officiated events. These things are so often overlooked

and under appreciated by competitors, their families, and spectators. But without them, events could not

go forward.

Connie passed away suddenly from a heart attack on August 23, 1980 at the age of 51. He is survived by

three children, eight grandchildren and one great grandchild. His oldest grandchild, Matthew Hopkins,

has continued the swimming and teaching tradition by becoming a high school math teacher and is

coaching boys and girls swimming teams.
