POPULATION OF VIRGINIA: APRIL 1. 1950

(This is one or· a series of reports presenting final population .figures for selected areas in each State. In this series, reports are numbered alphabetically by States. Additional.reports w.i.11 be issued as final. figures f'or other States become available)

The total population of Virginia on A:pril 1, 1950, was 3,318.,680, according to final figures for the St.ate ,released today by Roy V. Peel, Director, Bureau of the Census, Department of Oommeroe. During the :previous 10 years, the population o:t' the State in~reased by 640, 907, or 23. 9 percent, over the 2, 677, 773 persons enumer­ated in 1940. .Among the States, Virginia ranked f'i:t'teenth in population. The 1950 population was about :five times as large as the popul~tion of· the :present area of Virginia 150 years ago, when it was· enumerated in the first Federal census.'

According to the new urban definition, Vir­ginia had 1,560,115 persons living ·in urban ter­ritory and 1,758,565 in rural territory. The urban population accounted :for 47.0 percent of the population of the State.

In 1950 4 there were 100 counties and 27 oi ties independent of the counties in Virginia. Of' the 100 counties, 62 increased in population betyteen 1940 and 1950. Five counties, ~l!n~ton, Fair:t'ax 1 Nor:t'olk, Princess Anne, and Warwick, more than doubled in population. Of the 27 in-­dependent a·ities, all but.Clifton Forge had pop--· ulation gains. The most rapid rate of inor~ase among the independent cities. was· experienced by . Falls Church. which nearly tripled in population. The counties in Virginia ranged in size from Craig with a· population of 3,452 '.to Arli.~gton with a population of 135,449. The independent oi ties ranged in size from Buena Vista with a po:pulation o:t' 5,214 to Richmond with a po,pu­lation of 230,:310.

In 1950 there were 223 places in Virginia inoorJ;>orated as cities and towns and 46 unincor­porated ·places of l,OOO inhabitant.a or more. .There were l, 330, 005 persons living in. the in-

oorporated places, 129 1 510 of whom were in t~e 161 plaoes of fewer than 2 1 500 inhabitants. Of the 134,350 inhabitants of the unincorporated; places, 46,450 were in the 30 places of 1,000 to 2,500 inhabitants. The incorporated plaoes other t~an independent cities ranged in size from McDowell town with a population of 107 to Pulaski town with a population of 9,2Q2.

Under the urban definition established for use in the 1950 Census, the urban population comprises all persons living in (a) places 9r 2,500 inhabitants or mo.re incorporated as cities, boroughs, towns, 1 and villages; (b) the densely settled urban fringe, including both incorpo­rated and unincorporated areas, around cities of 50,000 or more; and (c) unincorporated plaoes of 2,500 inhabitants or more outside any urban · fringe. The remaining population is classified as rural. According to the urban definition used in previous censuses, the urban :population comprised all persons living in .incorporated places of 2,500 inhabitants or more. and areas (usually minor civil divisions) classified as urban.under special rules relating to population ·size and q.ensi ty.

In both definition~, the most important component 9f the urban territory is the group o~ incorporated places having 2~500 inhabitants ·or more~ A definition of urban territory re­stricted to

suoh places, however, would exclude a number ot equally large and dens~ly settled places, · .:m.erely because they were not inoorpo­rated plaoes. Under the old definition, an

effort was made to avoid some of the more obvious omissions by the inclusion of the places urban under special rules. Even with these· rules, howevc~, many large and closely built-up places were excluded from the urban territory. To im­prove the situation in the 1950 Census, the Bureau of the Census set up, ib advance of enumeration, boundaries for urban~fringe areas around cities of 50,000 or more and for unincor­porated places o~tside urban fringes. ' All the population residing in 'urban-fringe areas and in unincorporated places of 2,500 or more is clas­sified as urban according to th,e 1950 definition. (Of course, the incorporated places of 2,500 or more are urban in their own right.) Conse­quently, the special rules of the old definition are no longer necessary.

Accord~ng'to the new urban def~nition, the 1950 urban p·o:pulation of Virginia consisted of th~ following components: (1) The 1,200,495 in-

habitants of the 62 incorporated places of 2,500 inhabitants or more; (2) the 87,900 inhabitants of the 16 specially delineated unincorporated places of 2 1 500 inhabitants or more; and (3} the 271,720 persons living in the urban fringes of Norfolk, Portsmouth, Richmond, Roanoke, and tho Virginia part Of the urban fringe of WashingtonJ D. Co, . in territory outside of incorporated places of 2,500 inhabitants or more. Under the old definition, there was one place urban under spec_ial rule in Virginia, Arlington County. (The pa,:pulation of Arlington County is urban under the new definition because the entire county is in the urban fringe of Washington, D. c.) The urban population under the old definition,. there­fore, consisted of the population of the 62 incorporated places of 2,500 inhabitants or more and the 135,449 inhabitants of Arlington County, or 1,335,944. The net gain in the urban popu­lation resulting from the change in definition was 224,171.
