“The representation provided for the Muslims in development initiatives is meagre to meet their requirements. IUML Remains in theSecular Front

He lashed out at the AIADMK Government in Tamil Nadu for preventing the opposition members from discharging their

legitmate democratic function in the Assembly. He said that his party continued to remain in the Secular Alliance and appealed to the parties that oppose the Centre and the State Governments to help to form a secular front under the leadership of the DMK party.

Muslim Youth League Conference

He said in order to instill the party’s cardinal principles such as

National Integration, Communal Amity and Protection of separate identity of Minority in the minds of the youth the party had resolved to organize a state level youth league conference in the month of August. He announced that 5200 uniformed volunteers would participate in the rally and the party resolved to conduct public meetings all over the state to highlight the importance of the Youth League Conference.

Prime Minister Narendra Modi said his government, which followed the religion of “India fi rst”, was working keeping in mind the thought of “development of all” with particular emphasis on the northeastern part of the country.

Replying to the discussion in the Lok Sabha on the motion of thanks to President Pranab Mukherjee’s address, he also said his government “corrected” the land acquisition act for the sake of farmers, and if there is anything anti-farmer in the law they are ready to change it.

He also stressed the government had “compelled” the nation to talk about black money.

He said his government was working for all states without differentiating which party was in power there.

“We don’t look at colour of the party’s fl ag in a state but look at the tricolour,” he said, adding that his government was not discriminating among the states on the basis of their governments.

He also claimed that it was the fi rst time after Independence, that the budgets of the states have more money than that of the centre, adding this has been done to empower states.

“We strongly believe that states are to be empowered and taken forward,” he said, adding he had a chance to roam around the country for over 40 years and knew it well.

Mentioning the northeastern region, he asked rhetorically why he would visit such places from where only one or two MPs come.

Answering himself, he said it had “nothing to do with politics”. “I am not after political gains.

I go there to see how those areas could be developed... they have tremendous potential to be developed... be prosperous areas,” he said.

Modi also cautioned communal forces, asserting the country’s diversity was its real strength and nobody would be allowed to disturb it. He said the constitution has everything that the country stands for and the nation was being run on its basis only.

“Nobody is allowed to take the law in his hands. My government’s religion is ‘India fi rst’...my government’s religion is ‘constitution fi rst’, he said amid loud cheers from members of the BJP and its allies.

Touching upon the contentious issue of land acquisition, Modi said despite knowing well why the previous UPA government was trying to get the land acquisition bill passed, his party stood behind it and helped it become an act.

“We knew that they were doing it for political gains in their last months in the government but we still supported it and it became

an act,” he said, adding that when the BJP came to power, the states started pointing towards problems it had, “so we are trying to make required changes in it and that’s it”.

“My government is doing corrections and if you still feel there’s something wrong, I am ready to make changes,” he said.

“This is a small solution to correct the mistakes. We don’t reject your attempt, we are just adding something,” Modi said.

“If there is anything anti-farmer there, we are ready to change it. Take political mileage out of it I have no problem. I will still give the credit to those who made the law publicly,” he said hinting at the Congress-led UPA which passed The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Bill in 2013.

The Congress, which led the government that passed the bill, must not be “arrogant”, he said.

On black money, he said: “We have compelled the nation to talk about black money. This is a big thing. Our fi rst decision in our fi rst cabinet meeting was the decision on (forming) SIT on black money.”

Modi, while emphasising his government’s cleanliness drive, said his government is in the process of building toilets across the country and a large number have already been built.

“Cleanliness directly affects tourism. Tourism has increased after we have started this drive,” he said.

India has called for a non-ideological and open dialogue among religions and civilisations to promote and strengthen human rights around the world.

“An open and constructive dialogue among and within religions, cultures and civilisations, taking into account different national circumstances, facilitates the promotion of a culture of understanding, tolerance, moderation and respect for diversity,” B. N. Reddy, India’s Acting Permanent Representative to the UN in Geneva, told the UN Human Rights Council (UNHRC) on Tuesday,

“This pragmatic and non-ideological approach”, he said, “can contribute greatly to the enhancement of international cooperation for the promotion of human rights.”

Reddy was speaking on behalf

of India and 27 other “like-minded group” of countries at the UNHRC meeting on “Enhancing International Cooperation in the fi eld of Human Rights”. The group included Pakistan and countries as diverse as Russia, China, Saudi Arabia and Venezuela.

Laying out a holistic approach to human rights, Reddy said the challenge in a world riven by “persistent poverty and staggering inequalities” called for an approach based on the Right To Development.

“Security, development and human rights are mutually dependent and interrelated” and they should not be treated in separate silos, according to Reddy.

“Global community’s collective response to human rights challenges has been limited in scope and priorities, often driven by narrow objectives that tend to ignore the underlying causes,” he added.

“An approach based on the Right To Development, which is an inalienable universal human right, can provide the right framework to promote international cooperation and to comprehensively address human rights challenges and simultaneously strengthen the three pillars of the UN system.”

The Right to Development Declaration adopted by the UN General Assembly in 1986 declared that everyone is “entitled

to participate in, contribute to, and enjoy economic, social, cultural and political development, in which all human rights and fundamental freedoms can be fully realised.”

Suggesting that the UNHRC should take the lead in giving the declaration priority, Reddy said its concepts should be mainstreamed “in the work of all UN system organisations, including in the areas of fi nance and trade”.

Martin Kohor, the executive director of the South Centre, noted that basic needs were now considered basic human rights. He cited the right to food, which he said had achieved constitutional status in India.

India was re-elected to a second three-year term on the UNHRC last October, earning 162 votes in the General Assembly in New York, the highest for an Asian nation.

Washington: India had the highest level of social hostilities involving religion in 2013, while China had the highest level of government restrictions on religious beliefs and practices, according to a new study.

Worldwide, social hostilities involving religion declined somewhat in 2013 after reaching a six-year peak the previous year, according to the Pew Research Center’s latest annual study on global restrictions on religion released here Thursday.

But roughly a quarter of the world’s countries are still grappling with high levels of religious hostilities within their borders, it found.

These types of hostilities run the gamut from vandalism of religious property and desecration of sacred texts to violent assaults resulting in deaths and injuries.

Looking at the overall level of

restrictions - whether resulting from government policies or from hostile acts by private individuals, organizations and social groups - the study found that restrictions on religion were high or very high in 39 percent of countries.

Because some of these countries (like China and India) are very populous, about 5.5 billion people (77 percent of the world’s population) were living in countries with a high or very high overall level of restrictions on religion in 2013, up from 76 percent in 2012 and 68 percent as of 2007.

The number of countries and territories with a “very high” level of social hostilities involving religion fell from 20 in 2012 to 17 in 2013.

Most of the countries and territories in this category, including Israel, India, Pakistan, the Palestinian territories and Nigeria, already had very high social hostilities.

There was a decrease in the number of countries in which Hindus were harassed, from 16 in 2012 to nine in 2013. The number of countries in which Buddhists

were harassed stayed roughly the same (12 in 2013, compared with 13 in 2012).

The world’s two largest religious groups, Christians and Muslims, who together make up more than half of the global population, continued to be harassed in most countries.

There was a notable increase in the number of countries in which Jews and adherents of folk religions were harassed, the study found.

Among the world’s 25 most populous countries, the highest overall levels of restrictions were found in Myanmar, Egypt, Indonesia, Pakistan and Russia, where both the government and society at large impose numerous limits on religious beliefs and practices.

The new study also found that the share of countries with high or very high levels of social hostilities involving religion dropped from 33 percent in 2012 to 27 percent in 2013, the most recent year for which data are available.

The Centre on Saturday announced ‘Nai Manzil’, an integrated education and livelihood scheme to help school dropout youth from minority communities help fi nd better employment. The government also continued with the same allocation for the minority ministry – Rs 3738 crore – as last year.

“An integrated education and livelihood scheme called ‘Nai Manzil’ will be launched this year to enable Minority Youth who do not have a formal school-leaving certifi cate to obtain one and fi nd better employment,” Arun Jaitley, Union Finance Minister, said while presenting the annual union budget for the year 2015-16.

The allocation for the Ministry of Minority Affairs is being protected, Jaitley said, adding, “The BE

(budget estimate) for the year is Rs 3,738 crore.”

As reported by TwoCircles.net on the occasion of Minority Rights Day in December 2014, the change in regime – BJP-led NDA was elected with an overwhelming majority in May 2014 – has not meant any change in the apathetic state of affairs that was the hallmark of the previous UPA government for last two terms.

The Ministry’s annual budget provision had stood at Rs 3711 crore under Plan for year 2014-15. The total plan outlay was Rs 2469.00 crore with another Rs 1232.00 crore for Multi-Sectoral Development Programme for Minorities.

As against the budget estimate

for 2014-15 for Rs 1232.00 crore, the revised estimate remained at only Rs 767.00 crore. It means for whatever reasons, the government was not able to spend the allocated budget amount for the last year. Despite that the government allocated Rs 1232.00 crore during this fi nancial year, possibly the reason why Jaitley said, “The allocation for the Ministry of Minority Affairs is being protected.”

TwoCircles.net could not immediately establish the reason why these funds had remained unspent in the last fi nancial year.

Reacting to the budgetary provisions for the minorities, Dr SQR Ilyas, Welfare Party of India (WPI) national president, said: “There is no change in the budget

allocation for minorities, whatever little increase is there is because the government didn’t release the 4rth quarter fund of the last budget which has been added to the present allocation.”

The Union Budget also announced support an exhibition ‘The Everlasting Flame’ to show-case civilization and culture of Parsis, a miniscule minority community.

On the 60th foundation day of Samastha Kerala Sunni Yuvajana Sangam (SYS) , an organization of Sunni youths of Kerala which is a driving force behind the academic and developmental work of the Sufi Muslims, the chief minister said there is regular untiring attempt to tarnish the image of Muslims all over India . They are carrying on a negative propaganda and the situation demands that clerics and Mashaikh shall all come forward to promote peace and tolerance, co-existence and togetherness. Mr Ooman Chandi stressed upon education of Muslims and appealed them to be more organized and alert against any evil and ensure that peace and tranquility remains the main identity of a civilized nation.

India has got great cultural heritage. Our tradition is rooted in religious tolerance and broadmindedness. Though our cultural heritage has been praised and appreciated by all, what happens presently is to weaken it. As this tends to produce far-reaching bad effects, it should be opposed by all. The voice rising against communalism should not be based on communalism itself. This is the strength of religious harmony. The strong stance is necessary to oppose this narrow-mindedness. He emphasized that it is high time took pledge to retrieve our tradition and the heritage.

“I am directly convinced of organizing power, discipline and party strength of SYS. The attraction of SYS is their discipline. Though there is a huge gathering, the work with discipline is model for others.” Oommen Chandy added.

Raising the issue of reservation for Muslims, freedom of religion, the purported ghar wapsi as well as the reinstatement of IPS offi cers in Gujarat accused of fake encounter case, Asaduddin Owaisi, AIMIM president and Hyderabad MP, came down heavily on the BJP-led government at the Centre.

Owaisi, who heads the All India Majlis-e-Ittehadul Musalimeen (AIMIM) was speaking in the Lok Sabha while participating in the discussion on motion of thanks on the President’s address on February 26.

“Your Maharashtra government talks about giving reservation to Marathas, which you are not opposing. But what about Muslims whose empirical data shows that they are socially and educationally backward? Why is it that you are not allowing reservation for Muslims? Why are you not removing the legal obstacles for 4.5 % reservation to minorities? Is this ‘Sabka Saath Sabka Vikas’?” he asked during his speech.

Referring to the statement of the chairman of the Joint Intelligence Committee in the White House Summit of Counter Terrorism, Owaisi noted that he has rightly said that India’s core strength is liberal, plural and secular democracy. “But I would like to know from the Government, if it believes in secular and plural democracy, whether this Government will appeal against the trial court judgment of December 30, 2014 of the Mumbai High Court which had given a temporary leeway to the ruling party President?” he

allegedly “drugged, raped, murdered, her body burnt and thrown into a river in Gujarat,” as his sister, the MIM leader wondered if she will ever get justice.

Appreciating that the Government has taken a decision to remove the Governor of Madhya Pradesh because his name was mentioned in an FIR, Owaisi wondered as to why not same sense of ethics was shown in Gujarat, where IPS offi cers who are facing grave charges of murders in encounters are being taken back into service?

“If a Governor can be removed, when he can be asked to resign, why are you not practicing this

yourself?” he asked amidst interruption from BJP MP Nishikant Dubey. “I know it hurts when the truth is being said over here.”

The Hyderabad MP also reminded the House that on February 17, the Prime Minister spoke about freedom of religion, but within a week, RSS chief Mohan Bhagwat – whom he called PM’s “spiritual, intellectual and ideological guru” – made an “obnoxious statement” about a Nobel Laureate.

Referring to the recent incident of Khushinagar in Uttar Pradesh, where reportedly about 150 Muslim families have fl ed from the village due to fear of BJP’s Yogi Adityanath, the Hyderabad MP wondered why the government is not able to rein in the communal

elements from the right wing Hindutva groups.

Earlier, opposing the motion of thanks to the Presidential address moved by BJP MPs Anurag Thakur and Nishikant Dubey, Owaisi said the President’s address has let down 60 % of our population which is youth.

“The Prime Minister, in his ‘Mann ki Baat’ talked about drug menace. But not a single word is mentioned about how this government will control drug menace which has killed more than 26,000 youths in 10 years. Every year, 2500 youths are dying. We have more than three million drug addicts in our country and not a single word is mentioned about how this government will control the drug menace.”

While concluding, he quoted Dr Bhim Rao Ambedkar to caution the Prime Minister. “Bhakti in religion may be a road to salvation of soul, but in politics, bhakti or this hero worship is sure road to degradation and eventual dictatorship,” he said, adding, “Prime Minister, understand this is a Parliamentary democracy, not a Presidential form of democracy.”

Break silence onMother Teresa, Modi told

Questioning the silence of Prime Minister Narendra Modi, a forum of minorities on Tuesday demanded an apology from RSS chief Mohan Bhagwat for his comments on Mother Teresa.

The State Forum of Minorities Organisations held a demonstration here condemning the “mischievous intention and aims of Bhagwat behind his malicious allegation against Mother Teresa”.

“Bhagwat must substantiate his allegation or beg apology unconditionally.

“The people who have assembled here also question the silence of our prime minister and demand a statement from him,” Forum convener Heor Mulick said.

Civil Liberties Monitoring Committee on the completion of 13 years of Gujarat genocide has expressed its deep concern over the failure of Indian judiciary on dealing with the cases of Gujarat carnage criminals and has hcondemned its attitude over the callousness on crimes against humanity. On this occasion this committee reminds the people of India of the heinous Gujarat genocide of Indian Muslims by the Hindutva forces who are presently rulers of India. The bitter fact of 13 years of Gujarat genocide is that the victims of genocide are still deprived of justice, their right to life with human dignity is at stake and on the other hand the few criminals who were arrested and convicted for the dreadful crime have succeeded in getting out of jail and those who were still to be punished and who are masterminds as well have become the prime minister of the country and are occupying post of president of ruling party and different major positions in the government said the committee in a statement.

Not only this, even the serious matters which were under the investigation of Supreme Court’s supervision have failed instead of progressing ahead. After Narendra Modi becoming Prime Minister and the Hindutva forces ruling the country, the whole investigation on the serious and heinous crimes

is going in reverse gear. On the completion of thirteen years of Gujarat genocide, few questions arise in the mind of every concerned citizen as to why the victims of genocide are homeless and their right to live with human dignity have been curbed, why still they do not have proper living facilities, why many are still not allowed to return to their homes, why the relief camps have been evacuated forcibly and why many are living on the roads of the borders of other states. And on the other hand, the mastermind of pogrom & responsible for the miserable life of Muslim community has become the prime minister of India.

On the occasion of 13th year of Gujarat genocide we want to remind the people of India that the carnage which was the result of Hindutva laboratory of Gujarat model extended its tentacles to the whole country; the outcome of this experiment is 2014 election result where such type of persons are elected who want to wipe out the constitution of India and the sadhus and sadhvis calling Hindu community women to produce more children, also calling non-Hindus as Haramzade, ghar wapasi, love jihad, attacks on Christian churches in the capital city, surya namaskar, change in school syllabus, riots in different parts of the country which are unreported and recent attack on Mother Teresa.

‘On the 13 years of Gujarat carnage the criminals are in power, judiciary is helpless, investigating agencies are working as per the wishes of the rulers. The only hope is the secular and democratic people of India who can restore the value of idea of India. Hence we appeal to the people of India to teach a lesson to the politicians who gained the power on the bloodshed of human beings’ said the statement .

The Telangana government on Tuesday constituted a commission to study the socio-economic and educational status of Muslims in the state and recommend increase in the quantum of reservation for the community.

Muslims in Telangana currently enjoy four percent reservation in education and employment.

The commission has been constituted by Telangana Rashtra Samithi (TRS) government as a follow-up on its poll promise to provide 12 percent reservations to Muslims.

An order issued by the minorities welfare department said there was a need for the study to enable the government to formulate policies for the amelioration and upliftment of Muslims to bring them on par with other sections of society.

The commission will recommend the steps to be taken to remove the impediments in the improvement of the overall social, educational, economic conditions of the Muslim Community and to provide for reservation in education and employment to poor deserving Muslims, wherever necessary.

The Islamic State of Iraq and the Levant (ISIL) is trying to destroy everything in Islamic culture, President Recep Tayyip Erdoğan has said, likening its acts to the burning of 36 libraries in Baghdad during the Abbasid era by the Mongols, and the burning of 1 million Islamic books in Andalusia upon an order by a Spanish cardinal.

“Today, a terrorist organization active in Syria and Iraq is taking the same path, trying to destroy everything in our civilization, culture and roots,” Erdoğan said during the opening of a classical arts exhibition in Istanbul, referring to ISIL.

“A library in Mosul, which was holding 8,000 rare works,

In his speech, Erdoğan thanked Mehmet Çebi, the curator of the exhibition, its sponsor Doğuş

Holding, the Mimar Sinan Fine Arts Academy and the Istanbul Art Museum Foundation, for their contributions to the exhibition.

The show was organized by the Islam and Culture Arts platform and includes precious calligraphic works of Quranic verses, in addition to other artifacts.

President Erdoğan also revealed that a large center for Islamic artifacts would be opened on the Anatolian side of Istanbul, alongside the under-construction mosque on Çamlıca Hill.

A 5 million-book library will also be opened inside the gargantuan new presidential palace in Ankara, he also stated.

Beef, the popular red meat, was on Tuesday banned in Maharashtra with presidential assent being accorded to the relevant legislation -- two decades after the assembly had passed it during the former Shiv Sena-BJP government in the state.

Presidential assent was accorded to the Maharashtra Animal Prevention (Amendment Bill), 1995, which bans even the slaughter of bulls and bullocks, but will allow the slaughter of water buffaloes, considered to yield an inferior quality of beef.

BJP MP Kirit Somaiya, who had led a delegation to President Pranab Mukherjee on the issue recently, termed the assent as “a historic step with cultural as well as economic implications for the state”.

He said the bill passed by the Maharashtra legislature in 1995 was forwarded for the president’s assent in 1996.

“Subsequent governments in the state failed to do the needful and get the Bill implemented. We had committed to do this in our manifesto and have fulfi lled it,” Somaiya said.

Mumbai alone consumes around 90,000 kg beef daily, with around 25 percent accounting for water buffalo meat, called carabeef, through 900 licensed and hundreds more illegal outlets.

However, all the culling and processing of around 450 large

animals which are slaughtered daily is carried out only at the Deonar Abattoir, Asia’s largest in north-east Mumbai.

Since the past several weeks, beef traders in a majority of the state’s cities and towns have been on strike protesting against harassment by right-wing and Hindu groups, who are also demanding closure of Deonar Abattoir.

Beef traders apprehend that the new development will render several thousands unemployed and also hike the prices of mutton, chicken, fi sh and other meats, both in the retail markets and in restaurants and hotels.
