BEIJING India and China on Friday held their first con- sultations on disarmament, non-proliferation and arms control, adding a new ele- ment in their bilateral dia- logue mechanism ahead of Prime Minister Narendra Modi's visit here next month. lawyer was on Friday morningfound dead in the Tis HazariCourts complex in Delhi.

Rajeev Sharma, 40, was founddead with a wound on his headnear an eatery in T-Blocklawyers' chamber of the premis-es.

Police have arrested two menwho worked at the eatery in thisconnection and they are beingquestioned to ascertain the exactsequence of events which led tothe lawyer's murder.

Deputy Commissioner ofPolice (North) Madhur Vermasaid with the arrest of the twopersons, the case has beencracked.

"Prima facie it seems thatSharma was murdered, using asharp weapon," a police officialsaid.

A resident of Sector-16 inNorth Delhi's Rohini, Sharmahailed from Himachal Pradesh.

A bench of Justice Sunita Gupta alsoasked the Centre and Delhi police to replyon a plea of convict Mukesh, facing deathpenalty in the case, who claimed he wascompelled by the cops to "speak the writ-ten script" prepared by documentary'India's Daughter' director Leslee Udwin.

The plea, which sought CBI probe,alleged that the film is only "outcome offraud and conspiracy hatched by the DelhiPolice, documentary maker, BritishBroadcasting Corporation (BBC) and aprivate news channel with advocate V KAnand, who had briefly representedMukesh during trial of the case."

The court also asked advocate Anand togive his response over the allegationraised by the convict, before April 27.

Advocate M L Sharma, appearing forMukesh, claimed that his client was a vic-tim of conspiracy and due to the film, hehas been again fixed in the criminal sce-nario.

The court, meanwhile, declined thecounsel's request to list the matter beforethe same bench which recently declined aninterim prayer of a law student seekinglifting of the ban on telecasting the docu-mentary.

The counsel urged the court that

"Releasing the said film under differenttitle, namely 'Indian daughter' upon theirchannel(BBC)... And youtube.Com cannotbe allowed in any manner and it is illegaloffence and is also a serious case of viola-tion of the court order," the counsel said.

He also sought direction that any part ofthe documentary should not be used in anylegal or judicial proceedings in any man-ner.

Mukesh in his plea has urged the courtto issue direction to the authorities con-cerned to "seize" the entire documentaryand its raw material.

His counsel Sharma said the Centreshould direct Delhi Police to arrest thedocumentary maker, BBC officials and thenews channel Editor, as they wereengaged in airing of Mukesh's interview.

Sharma claimed that the British directorhad left India and edited her film. "She(Udwin) on March 4, 2015 released it inBritain," he said, adding that "they also

uploaded the said film upon internet andyoutube.Com".

"Despite prohibition order by the court,several media, print, electronic and webportal published/released the film and itscontents in all over India immediate there-after.

"Till today, the Centre and Delhi policehave not taken any legal action againstthem and also did not seize footage of thefilm original and final," the counsel said.

The documentary director and the BBChave committed a serious crime againstthe petitioner, as also against the countryby damaging its reputation, it said,demanding that the film be seized andthose guilty prosecuted.

It also blamed the Ministry of HomeAffairs and Delhi government failing toperform their duty and not taking anyaction against the film maker and thechannels.

On the night of December 16, 2012,Ram Singh, Vinay Sharma, AkshayThakur, Pawan Gupta, Mukesh and a juve-nile had gangraped a girl in a bus and her28-year-old male friend, who was withher, also assaulted on board the vehicle,plying illegally.

The victim's friend, a software engineer,suffered fractures in his limbs in the inci-dent. The girl succumbed to her injuries onDecember 29, 2012 at a Singapore hospi-tal. The juvenile accused was on August31, 2013 convicted and sentenced to threeyears in a reformation home, while thefour others were handed down deathpenalty.

Friday asked the CBI to lookinto the information givenby a civil servant on thealleged morphing of photosof Maulana Abul KalamAzad and Najma Heptulla ina book on the country's firsteducation minister.

Justice Rajiv Shakdherdirected CBI to see the evi-dence given by an IndianForeign Service (IFS) offi-cer, who has alleged that thephoto was morphed andMinister of Minority AffairsHeptulla was very much partof the process.

The counsel for CBIopposed the IFS officer'splea to implead him as partyin the matter, saying the offi-cer himself was an accusedin other two cases.

The court told CBI"(when) there is some infor-

mation, why don't you lookinto it."

The judge, however, saidthe court would requiresome time to go through theevidence and hear the appli-cation moved by the 1985batch IFS officer, MadhupMohhta, on April 23.

Earlier, the court hadobserved that there is cate-gorical evidence that thephoto was morphed and theCBI's contention that therewas no substantial evidence,had no credibility.

Mohhta's counsel claimedin the court that he was oneof the then directors in theIndian Council for CulturalRelations (ICCR) and hadconducted an administrativeinquiry in the allegation.

The counsel said "he is acrucial witness in the presentissue being heard by thecourt".

"It was only subsequent tomy bringing of the truthabout photo morphing, twocases were lodged on me,"he said.

CBI had earlier said thatHeptulla was no more theICCR chairperson and thematter does not hold wateras it is quite old.

On March 11, the courtasked CBI to supply it thepaper book properly flaggedshowing the relevant docu-ments on which they arerelying to establishHeptulla's innocence.

The court had maintainedthat the perusal of CBI's self

contained note submittedearlier, left unansweredquestions as to what stepswere taken in respect of pre-liminary inquiry and investi-gation on the morphed pho-tograph.

It had asked for the self-

contained note after the CBIhad in its earlier reply statedthat the allegation againstthe union minister could notbe "substantiated" due tolack of sufficient evidence.

On December 19, 2014, onthe court's direction, CBIhad produced the note in asealed cover for its perusal.

The court was hearing aplea filed by Azad's grand-nephew Firoz Bakht Ahmed,who had alleged that themorphing was done at theinstance of Heptulla whenshe was heading ICCR.

The controversial photo-graph, showing Azad sittingwith Heptulla after her grad-uation, was published in anICCR publication titled"Journey of a Legend, on thelife of India's first EducationMinister". The publicationwas later withdrawn byICCR.

The petitioner had allegedthat the photograph wasmorphed as Heptulla hadgraduated in May 1958whereas Azad died onFebruary 22, 1958. He hadsought a CBI inquiry intothe controversy.

The counsel for the peti-tioner, Govind Jee, hadargued that from the evi-dences, it was clear thatphoto morphing did happenbut CBI had failed till dateto ascertain as to who wasresponsible for the morphingand whether, as the thenPresident of ICCR, Heptullahad selected the photographknowing it to be morphed.

Earlier, the petitioner hadinformed the court that onJuly 5, 2006 it had directedthe investigating agency tocontinue the probe on theallegations and bring it to alogical conclusion.

The city police on Friday admitted inthe Delhi High Court that passportshave been issued on fake and non-exis-tent addresses due to "bogus" verifica-tion by policemen against whom actionhas been taken. The submission camein response to a PIL alleging that pass-ports were being issued to people whoare not living at the addresses given bythem in their applications.

Citing five cases of passport applica-tions received from Humayunpur vil-lage in south Delhi, the police said theRegional Passport Office (RPO) hadissued the document to the five indi-viduals by post but the postman wasunable to trace the persons or theaddresses. On receiving the informa-tion, a vigilance enquiry was carriedout which revealed that the addressesof the applicant and their witnesses"did not exist and were fake".

Not only the applicants and their ref-erences could not be traced, there wasno response on the mobile numbers

provided by them, Delhi Police said inits affidavit filed before a bench ofChief Justice G Rohini and Justice RSEndlaw.

On questioning the Assistant Sub-Inspector (ASI) who had carried outthe verification, he admitted he had notcarried out physical verification of theaddresses and had asked the applicantsto meet him at a certain location withproofs of identity and residence, theaffidavit said.

"Enquiry revealed the ASI submittedfake and bogus police verificationreports in respect of the five passportsby deliberately flouting instructionslaid down for police verification...,"police said in its affidavit.

It also said the policeman concernedhas been suspended and departmentalenquiry ordered against him.

It also said the DeputyCommissioner of Police, south district,has been asked to take appropriateaction against the passport applicantsand other erring persons, if any.

Moderate Hurriyat leader Mirwaiz UmarFarooq accused the army of killing youthsafter labelling them terrorists. "There is noarrest, no FIR. The government has to putan end to state terrorism," he said.

Meanwhile, Congress leader DigvijaySingh took to his Twitter account andwrote: "Want to know under what sectionsAlam and Geelani have been arrested."

During Wednesday's rally in Srinagar,Alam, released from jail last month, hadpraised founder of Lashker-e-Toiba terroroutfit Hafiz Mohammed Sayeed and askedpeople to join hands with his outfit.

Alam was part of a procession that gath-ered in uptown Hyderpora locality ofSrinagar city to welcome Geelani whoreturned to the Valley on Wednesday afterremaining in New Delhi during winter forhealth reasons. Alam was flanked by youth,who raised pro-Pakistan and pro-freedomslogans and displayed Pakistan flags.

The police have registered an FIR againstGeelani, Alam and another separatist leaderfrom Hurriyat Conference under varioussections of Ranbir Penal Code andUnlawful (Activities) Prevention Act.

"Geelani has been placed under housearrest. A posse of policemen has beendeployed outside the Hurriyat chairman'shouse at Hyderpora as a preventive meas-ure to maintain law and order," a policeofficer said, adding that similar restrictionhas been slapped on Alam.

Mirwaiz Umar Farooq of the moderateHurriyat Conference will also be notallowed to proceed towards Tral, policesources said. It was not clear whether hehas also been placed under house arrest.

The government of Chief Minister MuftiMohammed Sayeed has already denied per-mission to separatists for Friday's rally inTral town of Pulwama district.

"The ships had been anchored offDjibouti as the situation in Yemen preclud-ed their entry into any port. The passengerliners were provided security cover by theIndian Navy with two warships INSMumbai and INS Tarkash escorting themupto Djibouti during their onward journey.

"During the return passage the ships wereinitially escorted by INS Tarkash and laterby INS Tir. This is in addition to the MarineCommandoes that were embarked on theseships to ensure safety and security of thecrew," it said.

Meanwhile, Cochin Port Trust ChairmanPaul Antony today held a meeting of vari-ous agencies, including district administra-tion, the Non Resident Keralites Affairs(NORKA), in connection with the arrival ofthe evacuees.

The port trust said in a release thatNORKA and the district administration incoordination with Railways were oversee-ing the arrangements for onward travel ofthe Indians arriving by the ships.

Dr Kim attributed this to the "strongvisionary leadership" of Prime MinisterModi and the Reserve Bank of IndiaGovernor Dr Raghuram Rajan.

Dr Kim also said access to financial serv-ices can serve as a bridge out of poverty.

"We have set a hugely ambitious goal -universal financial access by 2020 - andnow we have evidence that we're makingmajor progress," he said.

Participating in the panel discussionalong with Master Card CEO Ajay Banga,State Bank of India (SBI) ChairmanArundhati Bhattacharya briefed the audi-ence on the successful efforts of the SBI inimplementing the Jan Dhan Yojana.

"Forty-nine per cent of the accountsunder Jan Dhan Yojana are being held bywomen," Ms Bhattacharya said.

The World Bank Group and a broad coali-tion partners including multilateral agen-cies, banks, credit unions, card networks,micro finance institutions and telecommu-nications companies today issued numericcommitment that would help promotefinancial inclusion and achieve universalfinancial access by the year 2020.

"India's agriculture economy is alreadyreeling under the pressure of consecutivebad kharif (summer) and rabi (winter) sea-sons. A third consecutive bad agriculturalseason could severely impact ruralincomes, force the government to announcehigher Minimum Support Prices and possi-bly push food inflation temporarily higher,"Nomura India chief economist Sonal Varmasaid in a research note, as per PTI.

However, private weather forecasterSkymet has countered that assumption andsaid that the Monsoon is likely to tide overthe adverse impact of El Nino.

In its first forecast for the Indian rainyseason, Skymet said that normal rains areexpected in Indian in 2015.

Skymet said it expects 102% rains duringthe Monsoon season with an error marginof 4% – the normal range is 96%-104%.

"The Monsoon onset is expected to beearly, around May 27, and fairly strong.Pre-Monsoon rain will also be strong acrossthe country. Unseasonal rain will continuewell into May," Skymet said in a release.

Our universities are changing.Never has the pace of changebeen this fast, nor the protests

this loud. On the rare occasion thatthe media take notice, the discussionusually focusses on whether or notdue procedure has been followed.Given our authoritarian power struc-tures, it is as important to askwhether adequate thought has goneinto the initiation of the changes.

Teachers of the University of Delhiare especially familiar with changes;the recent spate began with the intro-duction of the semester system inundergraduate teaching in 2011.Although there are certain seriouslogistical issues involved, there isnothing inherently wrong with teach-ing in a semester mode. What isproblematic is when the introductionof the system is done in a manner inwhich little attention is paid to thecontent of semester courses.Unfortunately, these courses werecreated by snipping the existingannual courses in half, sometimesbadly. Why? There was no time toreflect on curricular or pedagogicissues.

An impact across India

More recently, we saw even moreradical changes with the introductionof the four-year undergraduate pro-gramme (FYUP) in the University ofDelhi. There is nothing inherentlygood or bad about a four-year BAprogramme. A great deal hinges onthe quality of the courses that formthe programme. Of course, questionscan be asked about whether a singleuniversity in the country can move toa four-year system and the implica-tions of an additional year’s educa-tion in a country where many stu-dents find it difficult to pay even thehighly subsidised fees. Anyhow, theprogramme was introduced in 2013,again without adequate time to thinkseriously about curricular or peda-gogic issues. And then, in the sum-mer of 2014, it was just as suddenlywithdrawn.

The University of Delhi is still reel-ing under the impact of all thesechanges, but what is now on the cards

is something even more worrying;something that will affect not one butall Indian universities. A commu-niqué from the University GrantsCommission (UGC) dated November14, 2014, gives certain directives thatwere apparently discussed at aretreat of the vice chan-cellors of Centraluniversities onSeptember12 and1 3 ,

2014;t h e s ewere subse-q u e n t l yapproved by theMinistry of HumanResource Development. The direc-tives require that all universities fol-low a Choice Based Credit System(CBCS) from 2015 onwards. We aretold that the aim is to provide choiceto students within an institution aswell as “seamless mobility acrossinstitutions” in India and abroad byadopting a “cafeteria approach”.These guidelines are apparently sup-posed to apply to all undergraduateand postgraduate level degree, diplo-ma and certificate programmes beingrun by Central, State and deemeduniversities in India. Once again:such sweeping change, so littlethought.

Affecting autonomy

There would have been no problemif the new system only involved giv-ing students grades instead of marks.However, it gives an all-India scaleof conversion of marks into gradeswhich does not take into account thefact that there are radical differencesbetween the “standard” in differentcolleges and universities. But eventhis is only a small part of a largerpackage that has very serious impli-cations for the autonomy of universi-

ties and the quality of university edu-cation across the country.

All universities are to have a uni-form structure of syllabi. There willb e

“core”courses, “compulsory foundation”courses, and “elective foundationcourses” that “are value-based andare aimed at man-making education”.This seems to be the FYUP in a newthree-year, all-India garb. In the newsystem, in at least half of the corecourses, the assessment will be basedon examinations in which externalexaminers will set and mark thepapers. The new system will alsohave an impact on PhD programmes.Theses must be evaluated by externalas well as internal examiners. In theUniversity of Delhi, while under-graduate examination papers are cur-rently marked by teachers fromacross the university, postgraduateassessment is done within the depart-ments. In the History Department, wecurrently have three external examin-ers for PhD theses. The new diktat isset to change all this.

No say in courses

It gets worse. It is now clear thatthe new system also aims at introduc-ing uniform syllabi across universi-ties in the country. The website of the

UGC displays model undergraduatesyllabi for various subjects, fromwhich only minimal deviation will bepermitted. It does not specify wherethese syllabi have come from. The

w e b s i t ehappens to be the syl-

labus of the University of Delhi, witha mishmash of elements drawn fromthe old FYUP syllabus. This is the“chosen one” which will presumablybe imposed on universities all overthe country.

This is not in the least bit flattering.In normal times, the process of syl-labus revision in our University hasinvolved wide-ranging consultationand discussion among all the teachersinvolved. It takes time — sometimestoo much — but it is worth it. Forexample, the MA History syllabuswas revised a few years ago, and theHistory Department has recently ini-tiated a revision of its BA syllabi,because teachers are convinced thatthese syllabi need to be changed andimproved. Now it seems that we neednot bother. Our old courses, withwhich we are dissatisfied, will con-tinue and will be imposed not only onus, but on other universities in thecountry. In the best universities in theworld, postgraduate courses repre-sent cutting-edge approaches andresearch, and are tailored to theresearch expertise of its teachers. The

uniqueness of the profiles of depart-ments and universities rests, to agreat extent, on this. But this will nolonger be possible, will not beallowed, in our universities. Weteachers will no longer have a role indesigning the courses that we teach.

The changes that are envisaged inthe new system are much more

far-reaching in scope andscale than the recently

jettisoned FYUP. Butin both cases, we

see an attempt tobring about radi-cal change in ahasty mannerwithout ade-quate thought

about the ration-ale and logistics,

and even less timedevoted to what mat-

ters the most — the actu-al content of courses. Many

universities have already fallenin line and have embraced the ChoiceBased Credit System, and others willno doubt follow suit. Instead of uni-form excellence, the result will beuniform mediocrity and a lowering ofthe academic standards of our bestinstitutions. Given the enormouslogistical problems involved in intro-ducing too much change too fast, itcould also involve a break down ofour university system.

European parallel

A few months ago, while in IITGandhinagar (Ahmedabad), I met aPortuguese professor. In the course ofour conversation, he told me that eversince the initiation of the BolognaProcess, academic standards haddeclined and teaching was becomingincreasingly meaningless. He talkedabout the lack of recognition given tosolid academic work, teachers scram-bling to collect “points” for promo-tion, and random students walking inand out of his classes. I recognisedwith shock the very changes that suc-cessive governments have been try-ing to introduce in our own universi-ties. The university as cafeteria camealive. Were we simply dealing with acase of copycat “reforms”? In thatprofessor’s expression of demoralisa-

tion, I recognised the feeling ofdespair that many Indian universityteachers who have served their insti-tutions for many decades currentlyfeel. Some of the talented youngerteachers are moving to private uni-versities, but this is not an option thatmany senior teachers, with strong tiesof commitment to their institutions,would like to consider.

There is much that is wrong andrigid about our universities, muchthat needs to be improved, and it isvery difficult to bring about meaning-ful change. So it is easy to presentthose who are initiating the recentchanges as impatient visionaries try-ing to reform a decrepit system. Andit is easy to dismiss the protesters asa group of disgruntled old fogeyswho don’t want to keep pace with thetimes. A cynical view that has beendoing the rounds for some time inuniversity circles is that the so-called“reforms” are a part of a governmentstrategy to destroy the Central uni-versities so that private universitiescan flourish. One may not buy thisargument, but there is just too muchevidence to show that nobody in thehigher echelons of power is thinkingseriously about the quality of highereducation. Otherwise, it should havebeen obvious that what is importantis not the canteen (suitablyIndianising the potent metaphor) butthe food that it serves.

The fate of our universities is tooimportant to be left to the whims ofindividual mandarins, ministers orvice chancellors. It is time that anEducation Commission consisting ofexperienced and respected academicsand educationists was set up to takestock of the state of our universitiesand to seriously deliberate on whatneeds to be done to improve the qual-ity of education that they impart. Butis anyone listening and does anyonecare?

Fundamentalism knows noboundaries. In India, it wasPerumal Murugan who

announced the death of thewriter in him. In Sri Lanka,writer Sharmila Seyyid was‘raped’ and ‘murdered’ online onMarch 28, marking a new low inthe history of intolerance. Ifcasteist and Hindutva forcesdrove the writer in Mr. Muruganto death, it was fundamentalistMuslim groups who ‘killed’ Ms.Seyyid online. A seemingly realnews report of the event, accom-panied by a gory photoshoppedpicture of Ms. Seyyid’s body,went viral. Its impact was so realthat her family and friendsrushed to her home in shock andsorrow.

Her father Seyyid Ahmedwrote in his complaint in Eravurpolice station in Batticaloa ineastern Sri Lanka that there hasbeen a concerted effort to incitehatred in the Muslim communityagainst his daughter. Threats ofkidnapping were also sent to Ms.Seyyid’s younger sister. It hasbecome hard for the family tolive in the community amidst allthe rumours and suspicion, Mr.Ahmed said. He greatly fears forthe lives of his daughters andtheir children.

The controversy

Ms. Seyyid, a single mother,journalist, activist and writer,was barely 30 when she was inthe eye of the controversy thatforced her into self-exile fromeastern Sri Lanka. She has agraduate degree in journalism,and is the founder-president ofthe Organisation for SocialDevelopment, established in2009, a community-basedorganisation in Eravur. OnNovember 18, 2012, she wasinterviewed on BBC TamilOsaiafter her first collection ofpoems Siragu Mulaitha Penn(The women who grew wings)was released in Sri Lanka.

Justice Minister Rauff Hakeem,speaking at the event, highlight-ed a few of her poems, one ofwhich one was about sex work-ers.

In response to a question fromthe BBC reporter, Ms. Seyyidsaid that legalising sex workwould help protect sex workers.This was interpreted as endors-

ing prostitution, consideredharam in Islam. The threateningcalls began soon after. By thenext morning, Ms. Seyyid hadreceived hundreds of missedcalls on her mobile phone. Therewere news reports that con-demned her for supporting sexwork and the social media joinedin.

Ms. Seyyid issued a clarifica-tion explaining that she was onlyhighlighting a social reality anddid not intend to defy Islamictenets. She expressed regret forunwittingly hurting people’ssentiments. But when clergycompelled her to retract thestatement, she refused. AnEnglish academy she ran alongwith her sister was damaged inan attack and an attempt wasmade to burn it down. She fledSri Lanka soon after, but theonline world continued to watchher every move and hound her.She has been warned repeatedlyfor posting photographs onFacebook of herself without a

purdah. When she posted aphoto album of selfies with herson, she was warned for posingplayfully like a ‘mendicant inpenance’.

Ms. Seyyid has published twopoetry collections so far. Hernovel Ummath not only exposesthe injustices meted out byTamil nationalists to Tamil-

speaking Muslims in Sri Lanka,but also critiques theTalibanisation of the Muslimcommunity in eastern Sri Lanka.Both her poetry collections andher novel have received awardsfrom the Tamil NaduProgressive Writers and ArtistsAssociation.

Some sections from her novelthat question the practice of pur-dah have been widely circulatedonline. Ms. Seyyid writes,“Questions about covering awoman’s face... are crying outfor clarity and resolution. It isnot just a question of covering awoman’s face, (but) her wholebody and the clothes and acces-sories that embellish it areshrouded over by force. Islamicsociety continues to not onlyforce its womenfolk to stay in anenvironment that makes no con-cession to contemporary reali-ties and the liberalising trends ofthe times but is in fact regressinginto increasing rigidity. Thestand taken by Islamic funda-

mentalists on issues such aswomen’s rights is often mostcondemnable and quite contraryto common sense and reason.The fundamentalists, appropriat-ing for themselves the role ofguardians of the society, have setup their own illegal panchayats,making it impossible to givereality to the dignity and therights of women that the holybook, the Koran, has taught us....The practice of wearing a head-dress and facial veil is an Arabcustom and was brought to othercountries as part of commercialventures. Our dominating menhave been successful in convinc-ing women that these commer-cial products are a part ofIslamic culture and tradition.Islamic women have, therefore,started wearing them as symbolsof their identity and also becausethey fear that refusing to do sowould stigmatise them asunchaste, anti-Islamic and evenbrand them as prostitutes!”

Threats and warnings

In mid-March, an audiorecording made news and waswidely shared and heard online.It was of a high-ranking TamilNadu police officer in a lustfultelephonic conversation with awoman subordinate. But thephotograph that accompanied itin online reports was Ms.Seyyid’s. It is not clear if thiswas deliberate or merely an actof negligence. Shocked, butnever one to take anything lyingdown, she condemned it onFacebook and, with severalfriends, strongly protestedagainst the websites and socialmedia pages that published herphotograph. She succeeded intemporarily taking it off the web.

It was at this point that someMuslim fundamentalist groupsfrom Tamil Nadu, Sri Lanka andWest Asia began an organisedattack on Ms. Seyyid. Her pho-tograph is now being deliberate-ly circulated along with the

audio recording; and her namedefamatorily linked with thescandal. But before this thegroups sent her a warning: shewas to remove all of her photo-graphs without purdah fromFacebook within 24 hours. Theattacks began when the warningwent unheeded and ended withher ‘rape’ and ‘killing’.

Liberal Muslims are protestingloudly online. Women writersand liberal Muslim writersjoined to organise a protestmeeting. Under the umbrella‘Pen Veli’, a discussion forumwas launched in Chennai onMarch 5, to protest the continu-ing attacks on women by Islamicfundamentalists. The speakerscategorically condemned theattempts to defame women andIslam by fundamentalist groups.The acts of such groups werecondemned as anti-Islam.

Ms. Seyyid continues to be inpartial hiding, fearful of herchild’s safety but still bold andconfident. The split verdict by a two-judge Bench of theSupreme Court on the appointment of a SpecialPublic Prosecutor is likely to further delay the dis-

posal of the appeal filed by former Tamil Nadu ChiefMinister Jayalalithaa and three others against their con-viction for corruption. For Ms. Jayalalithaa, who is keenon a clean chit well ahead of next year’s Assembly elec-tions, any delay will be unwelcome. The court beingdivided on the validity of the appointment of G. BhavaniSingh as SPP is not by itself a matter of concern, as it canbe resolved by a three-judge Bench; the development hasthrown up the possibility of the entire hearing in theKarnataka High Court — which had concluded with theverdict remaining reserved — being required to berepeated. The Bench had allowed the appeal hearing to goon while it was deliberating on Mr. Singh’s appointment.It was clear that any order invalidating Mr. Singh’sappointment would automatically mean the matter wouldhave to be heard afresh. That prospect still exists, as athree-judge Bench could well agree with Justice MadanB. Lokur’s ruling against Mr. Singh’s appointment. Asimpler course would have been to stay the High Courthearing until the prosecutor’s status was resolved. Also,the Karnataka government and the intervener, DMK gen-eral secretary K. Anbazhagan, could have obtained anearly clarification from the Supreme Court on who wouldrepresent the prosecution in the High Court. The issuewas agitated by Mr. Anbazhagan in the High Court, firstbefore a single judge and later a Division Bench, and itfinally landed up in the Supreme Court. The legal posi-tion was always clear: that once a case is transferred fromone State to another, the transferee State alone is compe-tent to appoint the prosecutor. Yet, Mr. Singh began torepresent the prosecution in the appeal based on an orderpassed by the Tamil Nadu government. Karnataka tookthe stand that its role had ended with the conduct of thetrial, and that it did not take steps to consult the ChiefJustice of the High Court and appoint a prosecutor for theappeal. However, a High Court Bench said Mr. Singh wasentitled to be the prosecutor as Section 301 of the CrPCsays a prosecutor appointed for a case could appear with-out written authority in other proceedings arising out ofit. Justice R. Banumathi accepted this view and upheldMr. Singh’s appearance, but Mr. Justice Lokur did not.The outcome of the proceedings before a larger benchwill determine whether the High Court will have to re-hear the appeal or pass its verdict straight away. The pub-lic cannot be blamed if there is an impression that thejudiciary itself is only muddling its way through a tanglecreated over the years.

Carter is likely to visit India nextmonth when the two sides areexpected to ink the nearly USD 2.5billion deal for 22 Apache and 15Chinook heavy-lift helicopters.

Though the final dates for Carter'svisit have not been announced,defence sources said the visit willtake place in May during which thetwo sides will discuss ways toenhance defence ties, especially incontext of Prime Minister NarendraModi's 'Make-in-India' initiative.

The Apache and Chinook heli-copters deal is likely to be amongthe pacts that will be inked duringthe visit, the sources said.

The deal would be presentedbefore the Cabinet Committee onSecurity for approval soon, theyadded.

American defence major Boeing,along with the US government, hasextended the validity of the pricequoted by them for another threemonths hoping to wrap up the dealsoon. Indian Defence Ministry hadlast month sought extension of thevalidity period on its expiry onMarch 31.

The US firm had in February thisyear warned of a price hike if Indiadoes not finalise the contract soon.

"They (Defence Ministry) keptasking for extensions and we didprovide them as and when appropri-

ate. It is not always possible to keepextending because we live in aworld where we feel inflationarypressure," Boeing India PresidentPratyush Kumar had said in a pressconference here.

Boeing has extended the pricevalidity for the deal at least twicesince cost negotiations concluded in2013, with the last extension for aperiod of six months granted inOctober 2014.

Incidentally, the present DefenceProcurement Policy does not allowroom for increase in price once abid has been shortlisted. In theevent of the original manufacturerseeking a higher price than the oneagreed upon, the tender can be ter-

minated and a fresh one issued, asper defence officials.

The deal for the Apache is a "ahybrid one", with one contract to besigned with Boeing for the helicop-ter and the other with the US gov-ernment for its weapons, radars andelectronic warfare suites.

The US has been pushing for thiscontract as it will further bolsterAmerican presence in the burgeon-ing defence market of India.

American companies have overthe last decade bagged defence con-tracts from India worth aroundUSD 10 billion, including for air-craft like P-8I, C-130J 'SuperHercules' and C-17 Globemaster-III.

He said institutions of highereducation have to promote a cul-ture of excellence and developcore competencies.

"The students of today would beengaged in their lifetime in jobsthat perhaps do not even existnow. They have to be taught criti-cal skills and transferable compe-tencies. They have to be infusedwith qualities of creative-thinking

and problem-solving," Mukherjeesaid.

He said the nation invests in itsinstitutions and universitiesbecause students are country'sfuture. "Students, in turn, have animportant responsibility, not justto themselves and their familiesbut also to this country and itspeople. McCullum shared a breathtaking 109-runstand off 44 balls as Chennai Super Kingsoutplayed Mumbai Indians by six wicketsfor their third straight win in the 2015Indian Premier League.

Mumbai Indians recovered from a poorstart to post a competitive 183 for sevenbut Smith (62 runs off 30 balls) andMcullum (46 off 20) ensured ChennaiSuper Kings chased down the target with20 balls to spare.

The lone bowler who stood out in thehigh-scoring game was Super Kings'Ashish Nehra, who took three wickets for23 runs in his four overs.

Suresh Raina (43*) and Dwayne Bravo(13*) took the visitors home after both thedangerous openers fell in the same over,but not before enthralling the Wankhedecrowd with their brutal hitting.

It was the Super Kings' third victory inas many games while Mumbai Indians suf-fered their fourth loss in a row. The gamewas only going Super Kings' way afterMcullum and Smith toyed with theMumbai Indians bowling attack.

Smith hammered four sixes and eightboundaries while McCullum was not farbehind with six fours and two sixes.

Earlier, blistering half-centuries fromcaptain Rohit Sharma and Kieron Pollardenabled Mumbai Indians to recover from apoor start.

Opting to bat, Mumbai plunged to asorry-reading 12 for three and then 57 for4 before they were revived by Sharma (50off 31 balls) and Pollard (64 off 30) as the

duo put on a pulsating stand of 75 runs offjust 33 balls for the fifth wicket.

While Sharma batted in his usual aggres-sive manner to hit five fours and a six,

Pollard collared the Super Kings attack tostrike five sixes and four fours. The initialrecovery work was laid by a quick 24 off21 balls by Harbhajan Singh, who was sur-

prisingly promoted ahead of the big WestIndian.

Towards the end, Ambati Rayudu toocame up with a cameo knock of 29, which

included three sixes and a four, in the com-pany of Pollard. Both fell to catches in thedeep in the last over bowled by DwayneBravo.

Pollard not only regaled the big crowdwith some big-hitting but also helpedMumbai add 121 runs in the second half ofthe innings after they were reduced to 62for 4 in 10 overs.

The Super Kings bowling attack lookedclueless about stopping Pollard. Jadejawent for 49 runs, including 26 in his fourthover while R. Ashwin conceded 13 in hisonly over. The other India regular, MohitSharma, gave away 43 runs for one wick-et.

Mumbai Indians were off to a poor startas they lost their first three wickets insidefour overs. Nehra sent back Parthiv Patelleg before for a first-ball duck, when thebatsman shuffled across to the fourth ballof the innings.

Corey Anderson was caught brilliantlyby Faf du Plessis off Nehra. Simmons,playing his first game of the season inplace of the injured Aaron Finch, went onthe offensive in the fourth over fromIshwar Pandey before falling to the samebowler.

Mumbai Indians' think-tank surprisinglypromoted Harbhajan Singh, who smasheda quick-fire 64 in 21 balls in the previoushome game against Kings XI Punjab, evenahead of Pollard. It proved to be a produc-tive move as Rohit and Harbhajan pushedthe score along to 31 at the end of thepower play overs.

Harbhajan batted aggressively to smacktwo fours and a six over long on off Jadejaas he and captain Sharma added 45 usefulruns off 35 balls to take the score past 50before he mistimed a shot off Mohit to becaught at backward point.

In a letter written to PCI,the InternationalParalympic CommitteeCEO Xavier Gonzalezsaid: "The situation in PCIhas been chaotic for sever-al years now, which ismostly due to individualconflicts at the nationallevel between differentgroups and persons ... andthe situation does not bringany positive outcome forthe athletes."

PCI secretary-generalChandrashekhar said: "Weare shocked at this harshdecision. We will ask theworld body not to stop ourathletes. We have suspend-ed our president and wewill explain our position."

"It's the Olympics, it's thebiggest stage, so the opposi-tion will be tough and it will

be extremely exciting, and thepossibility of a world recordis always there."

Bolt is in Rio for the thirdedition of the 'Mano a Mano'sprint event, which will beheld at the Brazilian JockeyClub on Sunday.

In recent years, Tendulkar's rela-tionship with Kambli has not been inthe best of health. Kambli's life hasbeen dogged by controversies andwith his cricket career going astrayafter 2000, the former Indian battingstar blamed Tendulkar for his mis-eries. Tendulkar has always keptsafe distance from his troubledfriend.

Tendulkar and Kambli first madeinternational headlines with theirmammoth 664-run unbeaten standfor Shardashram VidyaMandiragainst St. Xavier's in HarrisShield on February 24, 1988. It wasthe highest partnership for any wick-et in any class of cricket in a tourna-ment organised by the MumbaiSchool Sports Association.

Kambli played 17 Tests and 104ODIs for India between 1991 and

Kambli again criticised Tendulkarfor not mentioning him during hisretirement speech in November2013. Tendulkar, in a rare commentabout his childhood friend, had saidthat both of them were differentindividuals with distinctlifestyles.

"I wouldn't want to talk about tal-ent, because that's not for me tojudge," Tendulkar told The DailyTelegraph when asked aboutKambli.
