So maybe the question should be “How can I contribute?” For this organization to flourish and be of interest to new members, we all need to participate somehow. Your Executive Committee can be your sounding board. Please tell us what you like and don’t like. You pay a membership, so why not voice your opinion—there are plenty of avenues to get the message to us. I would particularly encourage those from outside the greater Winnipeg area. I want to Thank Don Fleetwood, who stepped up (again) to take on KIT and keep this publication alive. I am sure he also would like to hear from the membership. This can take the form of notices, events, or other articles of interest. Perhaps even a personal article—I am always amazed at the hidden skills or hobbies many possess. This is my first opportunity as the new president to speak to the membership.  I am honoured to accept this role, and will endeavor to live up to the efforts of those who preceded me.  I did have the opportunity to attend the A.G.M. in Regina this past June, and heard a loud and clear message from the at‐tending membership.  We are struggling with growth.  The common theme amongst those who consider joining the Vets is “What’s in it for me?”  That is a fair statement, but I would like to start by saying that this should not be about “me”. We, as the Veterans, are akin to a community.  We look out for one another and come together in times of need. For some reason this becomes more apparent as time passes.  So maybe the question should be “How can I contribute?”  For this organization to flourish and be of interest to new mem‐bers, we all need to participate somehow.  Your Executive Committee can be your sounding board. Please tell us what you like and don’t like.  You pay a membership, so why not voice your opinion—there are plenty of avenues to get the message to us.  I would particularly encourage those from outside the greater Winnipeg area.

Only in Canada: It is interesting to know that the Gov.’t of Canada allows: • A monthly pension of $ 1,890.00 to a single refugee • Plus $ 580.00 in social aid. • A monthly total of: $ 2,470.00 • Annually: $28,920.00 By comparison, the O.A.P. & G.I.S. of a senior citizen who has contributed to the development of our country during a lifetime of work, CANNOT receive more than: • Monthly Old Age Pension plus Guaranteed Income Supplement $ 1,012.00 • Annually $12,144.00 Perhaps our senior citizens should seek for Refugee Status, instead of applying for the Old Age Pension and Guaranteed Income Supplement.

Associate Membership…………….. At the February 2009 general meeting the membership, on the recommendation of the Executive, approved the following motion and guidelines: Quote: “ that spouses, partners, widows and widowers of members (Man.Division) be invited to become associate members of our Veterans Division on a voluntary basis”. Unquote. Guidelines:

• would not be required to pay annual dues; • no references would be required ; • approval by formal vote would not be required but rather announced at a general meeting and published in the next monthly newsletter; • that associate members be encouraged to attend meetings and participate in discussions, offer ideas and suggestions, but in keeping with the National Constitution would not have voting privileges. • a formal, distinct Associate Membership Application/ Record is recommended to best ensure perpetuity. • should you wish a name tag ($6) and / or lapel pin ($4) please attach a cheque or money order payable to RCMP Veterans – Man. Div. • the Membership Committee will maintain an Associate Membership List and published annually (same as for regular members).

Social Notes……………... We grieve the loss of good people: Hank Light, who passed away on 19 Aug at Winnipeg. Hank was a long serving member of the Vets, although ill-health limited his participation in recent years. Our sympathy is offered to Loretta. Paul Everett Currie, who died from repeated heart problems at Beausejour on 24th August. Funeral services were held at So-bering’s Funeral Chapel, at Beausejour, on 28th Aug., at 10:oo am. Our sympathy is offered to Ernesta Rivais, who kept us in-formed of Paul’s stuggle. Al McLauchlan reported that Neil Myers, who was the Community Constable at Cormorant for over twenty years, had passed away following a lengthy illness. Any member who served at The Pas would have known Neil for his help during police work in the Community, or may have hunted or fished with him. Bud Shackleton advised us to the death of Lorraine Jones, wife of our member Clem Jones, at The Pas on Sept. 9th. Lorraine had battled cancer for some time, and entered Palliative Care on Sept. 5th. Funeral Mass was held on Saturday, 11 Sept. Our condolences are extended to Clem. Sick Parade: Life Member Ray Johnson took a tumble recently, breaking a leg. He was confined to Hosp. while some troublesome heart is-sues were resolved, but is now on the mend. Learned today (17 Sept 10) that Life Member Roy Campbell is in H.S.C. in Winnipeg, where he had spinal column surgery. He has been walking, but high blood pressure problems have extended his stay at H.S.C. On the Lighter Side: Dave VanAlstyne proudly announced that his granddaughter, Meghan Dufault, 16 had been named by Hockey Canada to their roster for the 2010-11 Under 18 Canadian Women’s Hockey Team. Meghan grew up in East Selkirk, learning to skate playing boys minor hockey until age 12. Congratulations, and Best Wishes to Meghan.

Executive Meeting

24 August 2010 Present: John Haitsma, Joe MacDougall, Ray Stroken, Trevor Lawless, Bob Wiebe, Ross Wood, Dave VanAlstyne, Jan Wolyn-ski, Dave Dunford, Don Fleetwood, and Guest Scotty Davison. Absent: Dave Mauro, Karl Purchase, Dave Roach, Gary Carr, Jack Lawson, Len Morgan and Dave leBlanc Order: Meeting called to order by President Jan Wolynski @10:25 am. Acceptance of Minutes of Previous Meeting: Minutes from last Executive meeting dispute, no acceptance of minutes at this time. Correspondence: Nil Old Business: Dave Dunford reported that the Pig Roast was well attended, everyone had a good time! There was short fall of $8.00. The golf tournament arranged by Trevor is going ahead on September 10th. There are 25 people registered, Trevor needs another 3 or 4 golfers, one person has signed up for supper only. Trevor has a number of good gifts for the lucky golfers. Trevor to e-mail tee-off times. No alternate date set in case of rain, Trevor will look into this. This is Trevor's third year for looking after the tournament, he is seeking someone to take it over for next year. This is to be pursed at the next General meeting. On a side issue, Dave VanAlstyne reports that the wife of bag pipe player Jack Raey (Laura), passed away recently. Jack has been an active participant in Fred Ross's annual SPOF Golf Tournament. Scotty Davison gave an excellent report on the monument at Emerson, when the smoke clears, the cost of repairing the monument will be covered by the Provincial Government. Gunnar Pearson was the lead hand on getting this funding approved. Thank you to Scotty, Gunnar and the other members of their committee for getting the job done! One outstanding issue is the replacement of flood light at a cost of approximately $300.00. The Executive agrees with Scotty that he will monitor the repairs and keep everyone abreast. Motion by Trevor and 2nd by Bob Wiebe that the Association spend the $300.00 to replace the flood light, Carried. Further discussions turned to liability insurance and damage insurance for the statue, Scotty to do further research. General discus-sion took place as it relates to the future ownership of the statue, whether or not we should research turning it over to the govern-ment. Joe is doing further research as it relates to taking over the responsibility of Grave Inspections for the Force. He will do a presenta-tion at the General meeting in September. Don Fleetwood gave the Executive an overview of the RCMP Honor roll and the proposal that he would like to sent forward to the Slain Peace Officer Fund. Don made the following motion that was second by Bob Wiebe “that the Association cover 50% of the funding to produce memorial plaques and other funds to place the plaques in conjunction with the Slain Peace Officer Fund., carried. Treasurer’s Report: Trevor gave an overview of the Financial report, everything is in good shape. Motion by Trevor 2nd by Dave Dunford the Treasurer's Report be accepted as given by Trevor, carried. Trevor reviewed the Budget for fiscal year 2010/2011. Mo-tion by Don Fleetwood, 2nd by Dave VanAlstyne that the proposed Budget be accepted., discussion took place, Trevor to adjust and present at a our next General meeting. Committee Reports:

Trust Fund: Ross Wood gave an overview of the Trust Fund. We are OK for this year, however next year we will have to look at the the distributions of donations. The $25000.00 produced $241.00 in interest last year, approximately. Trevor brought up the suggestions that any donations to our Association could be redirected to the Scholarship fund, he will prepare a note for KIT. Joe questioned the relevance of making a scholarship available to students who do not have any connection to our Association. Other Divisions have scholarships that are directed at family members of members of their association. He will follow up on this research and make a presentation for consideration. Credentials and Membership: NIL Welfare and Benefits: Joe is assisting the Light family with information after the untimely death of Hank Light. Joe and Bob Wiebe assisted Barry Crawford's family after the death of Barry this past July 3rd. Paul Currie suffered another heart attack and was released from hospital, Bob Wiebe has endeavored to contact Paul a number of times. Entertainment: Nil report. Don Fleetwood feels that we have to be more proactive in advising members of the various activities and look for input from the membership as well as help for Karl Purchase in carrying out this very important function. Awards and Recognition: Ray advised that he is still finding his feet with his new responsibilities, he and Jack Lawson have con-sulted and Jack will assist Ray where he can in establishing the protocol. Communications: Don advised that he will have KIT out on September 17th. He will be looking for material to print. As well Don is still perfecting our new fan out system. As well he would like to reactivate the phone out system for members who do not have e-mail. Book of Memory: Don also reported on the Book of Memory, he has established a committee and has laid out the protocol for the Book of Memory. He will established an account to place the $8000.00 that has been turned over form the former Ladies Auxiliary for the continued maintenance of the Book.

New Business: We need to appoint a Sgt-at-Arms in order to ensure that all By-Laws are followed - that the Executive especially are aware of the them. Don volunteered to take over these duties. This was agreed to by president Jan, as it is an appointed position.

Motion by Don second by Trevor that the Executive spending limit be raised from $250.00 to $500.00 to meet expenses prior to tak-ing it a General Meeting. Carried.

General discussion took place as it relates to the distribution of membership list. We will have to get the permission of each member prior to the release. This may be done via e-mail, Don to research Good of the Association: Nil: General discussion took place throughout the meeting on how to get the membership more involved as well as the active participation in setting up a calendar of events that would be easily accessed by our membership.

Division Membership List: Many members have enquired as to why the current Membership List is no longer distributed on an annual basis.

The discovery of a Membership List in a cell at Stony Mountain a few years back raised concerns that we were not handling this list in a Confidential manner.

More recently, it has become apparent that we were not respecting privacy issues, and that we should have a signed release from every member on the List before it can be published.
