State-by-State Analysis of

HIGH SCHOOL FEEDBACK REPORTS

Updated 1/14/13

The best information to help stakeholders evaluate and strengthen their efforts to improve students’ college and career readiness is actual information about students’ success beyond high school, such as enrollment, remediation, degree and certification completion, and employment outcomes. States have a critical role to plan in providing this information—known as high school feedback. In fact, every state committed to providing such information in exchange for the 2009 federal stimulus funding, and every state that received an Elementary and Secondary Education Act waiver committed to do so annually moving forward. States have made significant progress producing high school feedeback reports. However, these reports will only be useful to stakeholders if they maintain the following leading characteristics: transparent by being publicly available

actionable by being tailored with information about specific high schools

timely by being produced and disseminated with recent data (since 2010)

Drawing on Data for Action 2012, DQC’s annual survey of states’ practices through summer 2012, and independent research conducted in fall 2012, DQC has produced this state-by-state analysis of states’ efforts to provide high school feedback. Table 1: Summary of States’ Current Efforts to Provide Transparent, Actionable, and Timely

High School Feedback: This two-page table provides a summary of whether states’ high school feedback reports are transparent (publicly available), actionable (disaggregated by high school), and timely (include recent data, i.e., since 2010).

Table 2: State-by-State Analysis of States’ High School Feedback Reports: This 15-page table provides a comprehensive analysis of states’ high school feedback reports, including what indicators are included in these reports, how they are delivered to stakeholders, and links to the publicly available reports.

Table 1: Summary of States’ Current Efforts to Provide Transparent, Actionable, and Timely High School Feedback

This table summarizes the status of each state’s high school feedback reports and whether they meet the following leading characteristics:

47 states produce high school feedback reports. 38 states1 provide transparent high school feedback that is available on public websites. 37 states provide actionable high school feedback for each public high school. 35 states provide timely high school feedback that includes recent data (since 2010).

Notes: These states meet all three leading characteristics. (-): These five states (Massachusetts, Mississippi, New York, Pennsylvania, and Puerto Rico) do not produce high school feedback reports. (^):While high school feedback reports in these two states (Iowa and North Dakota) are not made publicly available, they provided sample high school feedback reports through DQC’s survey that permitted DQC to determine that they are not produced by high school. (*): These six states (Alaska, Arizona, District of Columbia, Idaho, Maine, and Wisconsin) responded in DQC’s survey that reports produced by the National Student Clearinghouse are provided directly to districts and schools; because they are not publicly available, DQC cannot validate this information. (n/a): These six states (Alaska, Arizona, District of Columbia, Idaho, Maine, and Wisconsin) responded in DQC’s survey that reports produced by the National Student Clearinghouse are provided directly to districts and schools; because they are not publicly available, DQC cannot identify the most recent publication year.

Are high school feedback reports meeting stakeholder needs (i.e., reports that are transparent; actionable; and include timely, recent data)?
