Within Freight and Logistics, the challenge lies in the rapid growth and congestion around central ports, cities and major connecting roads. The Abu Dhabi Economic Vision 2030 predicts that there will be a total economic growth of 250% between 2010 and 2030. In response, the Abu Dhabi Department of Transport (DOT) introduced the Multi-modal Freight Master Plan 2030 (FMP). Created by AECOM, the plan aims to ensure the support of the freight industry of the economy and community of Abu Dhabi. The plan is providing infrastructure, support services and effective regulations in order to reduce negative consequences, such as truck accidents and congestion in Abu Dhabi.

In order to determine the nature of the freight industry in Abu Dhabi and research the International Best Practice to determine where lessons could be learned, our Freight team carried out a broad data collection scheme. We also provided extensive modelling to demonstrate how freight will grow in Abu Dhabi in the years to come. As part of the program we also proposed improvements to the DoT’s existing enhanced Strategic Transportation Evaluation and Assessment Model (STEAM).

ADLAP was developed with the idea of unlocking the potential of the transport and logistics sector and recognizing the economic and social contribution that it can add to the Abu Dhabi Vision 2030. The plan involved progressing the development policy and regulation through research, analysis and stakeholder engagement.

This method allowed the client to benefit from the wider relationship among different sectors and raised a significant amount of support and awareness. As a result of this project, data was collected regarding truck parking capacity and the development of guidance documents and supporting material covering topics such as driver fatigue and vehicle maintenance.

We have been involved with the provision of optimally located truck stops that ensure that truck drivers are able to adhere to driving hour policies. The Abu Dhabi Parking Strategy was created to identify problems associated with the lack of truck parking and to make recommendations for a future policy based on these findings.

These policies include: − Driver hour rule − Truck parking policy − Enforcement policy − Rest area facilities − Design of truck stop areas − Security and safety standard − Welfare facilities

In addition, the study found underlying factors that need to be incorporated within the recommendations such as ensuring the comfort and cultural requirements of truck parking areas such as mosque facilities.

The first of three economic zones to be delivered by the government of Qatar, Qatar Economic Zone 1 (QEZ-1) covered approximately 396.7 hectares. Comprising light industrial and warehousing business operations, the zone will also contain residential, commercial, retail and community facility activities.

AECOM provided masterplanning, engineering, environmental, transport planning and cost consultancy services to bring the client’s vision to life. The freight team provided advice regarding warehousing and logistics flow for the new development which is strategically located to Hamad Airport.

Our team of experts provided advice regarding the flows and processes required for bonded warehousing and goods, typical warehousing provisions, and delivery service planning and zoning. We also provided local stakeholders with advice concerning their logistics and warehousing needs.

AECOM

As one of the main healthcare providers for the State of Qatar, Hamad Medical Corporation (HMC) delivers at least 80% of secondary and tertiary care to the population of Qatar with a network of eight hospitals, a national ambulance service and home healthcare services.

AECOM was appointed to provide consultancy services for the provision of Robotic and Integrated Logistics Systems (RAILS) within the Doha HMC campus and their offsite locations around Qatar. Our team of experts devised a comprehensive and detailed brief and functional program for the development of a centralised logistic distribution centre within the HMC campus.

Through the use of a fully automated underground material management robotic transport system using automated guided vehicles (AGVs), our team was able to provide a link between HMC facilities.

Our team also completed an extension to this project involving the implementation of an automated system in the central warehouse located on a logistics site 45 minutes away from the main campus. We successfully contracted suitable Automation system suppliers and recommended an appropriate solution in a final report submitted to the client.

We are always striving to create environmentally sound developments. Through our involvement with the development of Jazan Economic City for Saudi Aramco, we aim to expand on the existing infrastructure of the region.

AECOM’s Freight and Logistics team provided input into the freight section of the traffic model, examining the likely commodities and freight volumes generated by the port and surrounding economic city based on industrial forecasts. The model predicted volumes and flows from key origins and destinations both within the economic city and beyond, allowing roads and port designers to specify the appropriate level of infrastructure within the masterplan.

The Jazan Economic City aims to build a community that incorporates and uses the resources of the region including the ports, power and oil, aluminium, steel and copper. With its prime location at the mouth of the Red Sea, the city is at the ideal location with access to markets located in Europe, Asia and East Africa.

Faced with the challenge of building the city in a 40-square kilometre wide site, our team of experts devised a plan that will construct the city within the existing infrastructure of the region, consisting of two roads and two factories.
